Directorate of Medical Education and Research, Mumbai has

decided to conduct a Common Written Test to fill vacant posts in

Govt. Medical/Dental Colleges and Hospitals on the establishment

of Directorate of Medical Education and Research. The Entrance

Test will be held on Sunday 26th November 2006 at Mumbai,

Pune, Aurangabad and Nagpur.

This examination is called as ‘MEDSS-CWT-2006

Examination’ i.e. Medical Education Dept. Staff Selection –

Competitive Written Test 2006. The Competent Authority for the

Procedure For Recruitment To Technical And Paramedical Posts (Class III) 1. INTRODUCTION

The Government of Maharashtra has decided to recruit competent and efficient candidates with the help of competitive written examination. This examination for the selection to vacant Class III cadre posts in various Government institutions under the jurisdiction of DMER, detailed in Annexure ‘A’ in this brochure shall be conducted by the Competent Authority appointed by Government of Maharashtra. Separate State Merit List shall be prepared for each type of post. The selection process shall be based on this State Merit List and shall be carried out at a later date by the Competent Authority. This procedure shall be governed by the rules, regulations and directions specified by the Govt. of Maharashtra from time to time.

Hon’ble Highcourt in W.P. No.70/2002, order dated 07.09.2006 has directed the State Govt. as follows ‘Until the backlog of reserved posts for handicapped persons as on 30th June 2006 is filled up by the State Govt. in toto, the State Govt. and its 27 departments are restrained from the recruitment on any post on which a disabled/handicapped person may be appointed’. As per above order, after MEDSS-CWT 2006 examination, first the backlog of the Physically Handicapped posts shall be filled on basis of State Merit List. The recruitment process for General and Backward category candidates shall be conducted only after further directives.

2. DEFINITIONS

2.1 "Application Form" means prescribed form filled up by the candidate for appearing for MEDSS-CWT 2006.

2.2 “Appeal Committee” means the Committee setup under the chairmanship of the Competent Authority, it shall deal with the representations submitted by the candidates/parents relating to grievances of the candidates with regard to MEDSS-CWT 2006 examination and the selection process

2.3 “Competent Authority” means the Authority designated or appointed by Govt. of Maharashtra to conduct MEDSS-CWT 2006, declare the results and carry out further selection process. The Competent Authority will supervise, control and act as a chairperson of the Appeal Committee for representations submitted by the candidates. The Competent Authority will issue necessary executive instructions for implementation and provide relevant information to be published or communicated.

2.4 “Divisional Authority” means the Deans/Officer(s) of specified Govt. Medical Colleges who will be responsible to carryout the directions and instructions of the Competent Authority.

2.5 “Divisional College” means the specified colleges/institutions responsible for distribution of information brochures and application forms for MEDSS-CWT 2006 examination, receipt of the application forms from the candidates, collection & distribution of admit cards and mark sheets of MEDSS-CWT 2006 examination (Annexure ‘B’).

2.6 “MEDSS-CWT” – Medical Education Dept. Staff Selection Common Written Test.

2.7 Nomadic Tribes (NT)” means Nomadic Tribes as specified and laid down by the Government of Maharashtra.

2.8 “Other Backward Class (OBC)” means Other Backward Class as specified and laid down by the Government of Maharashtra.

2.9 “Physically Handicapped (PH)” means physically handicapped candidates as per the directions of Govt. of Maharashtra as per G.R. MES-1202/(81)MES-1, Mantralaya, Mumbai-32 dated 19/08/2005 as may be amended from time to time.

2.10 “Qualifying examination” means examination on the result of which a candidate becomes eligible to appear at MEDSS-CWT 2006 entrance examination as per Recruitment Rules given in Annexure ‘A’.

2.11 “Scheduled Castes (SC)” means Scheduled Castes as specified and laid down by the Government of India and as recognized in the State of Maharashtra.

2.12 “Scheduled Tribes (ST)” means Scheduled Tribes as specified and laid down by the Government of India and as recognized in the State of Maharashtra.

2.13 “Special Backward Class (SBC)” means Special Backward Class as specified and laid down by the Government of Maharashtra.

2.14 “Vimukta Jati (VJ)” means Vimukta Jati as specified and laid down by the Government of Maharashtra.

3. SCHEME OF EXAMINATION

3.1 Date of Examination: The examination will be conducted on Sunday, 26th November 2006. On this date the candidates who have filled up the application form and are eligible for the examination shall have to appear for the examination on their own cost.

3.2 Schedule & Test Design: The MEDSS-CWT 2006 examination will be conducted for Class III posts in Govt. Medical/Dental Colleges and Hospitals on the establishment of Directorate of Medical Education and Research. These vacant posts are subgrouped into Group A and Group B. The Examination for Group A shall be conducted in the morning session and that for Group B shall be conducted in afternoon session. Candidate as per his eligibility should apply for the post he is eligible and should appear for the related examination session.

Exam Morning Session:-Examination for Selection to the post/s (Group A) requiring basic qualification of having passed SSC or HSC examination and the course related to posts applied for (Annexure ‘A’).

Exam Afternoon Session:-Examination for Selection to the post/s (Group B) requiring basic qualification of Graduation/ postgraduation examination and the course related to posts applied for (Annexure ‘A’).

Candidate may appear for both session if he satisfies the eligibility criteria for both, provided that the candidate has filled separate application form for post is each group.The question paper in each session has 50 Multiple Choice Questions(MCQs) of two marks each.There is no choice among the questions, i.e. all questions have to be answered.

The Question paper shall have two sections, Section I and Section II. Section I will contain 25 MCQs pertaining test of Aptitude and General Knowledge and Section II shall contain 10 MCQs of level of basic qualification (SSC/HSC/Graduation) and 15 MCQs of level of qualifying course for concerned post (Annexure ‘A’).

Candidates during each session will be provided with OMR answer sheet. At the end of examination student shall handover the OMR Answer sheet and Question booklet to the invigilator.

Question will be of single best response type with four options including one key answer. The candidate will be required to mark the correct answer by blackening the corresponding circle against the serial number of the question, in the answer sheet with black ink ballpoint pen only. Out of four circles provided for selection of answer against a question, the candidate should fill up one circle only. Each correct answer will be given two marks. There shall be no negative marking for wrong answers. Scratching, overwriting, tick mark and multiple answers will be considered as wrong answers and no marks will be allotted to it.

3.3 Syllabus of Examination:-Details of syllabus and distribution of marks for the examination to various posts shall be as given in the Annexure ‘A’.

3.4 Time & duration of Examination: -

Exam Morning Session:- For Group A Posts - Question paper of one hour duration - from 10.00 a.m. to 11.00 a.m.

Exam Afternoon Session:-For Group B Posts - Question paper of one hour duration - from 2.00 p.m. to 3.00 p.m.

A detail of schedule on the day of examination is given on inner side of cover page.

3.5 Language of Examination Paper: The medium for examination shall be English.

3.6 Examination Centres: The MEDSS-CWT-2006 will be conducted at four centers i.e. Mumbai, Pune, Aurangabad and Nagpur. The allotment of examination center will depend on the place of submission of Application Form (Divisional Authority). Examination center will be the examination center as specified against each Divisional Authority in Annexure ‘B’. The center allotted by the Competent Authority shall not be changed under any circumstances.

4. ELIGIBILITY FOR MEDSS-CWT 2006 AND SELECTION TO VARIOUS POSTS

4.1 The candidate must be an Indian National and Domicile of Maharashtra. 4.2 Age:-The candidate, on 1st October 2006, should have completed 18 years of age and

should not be more than 33 years of age for Open category candidates, 38 years for reserved category and 45 years for Physically Handicapped candidates. The Secondary School Certificate i.e. SSC or equivalent examination certificate endorsing the date of birth will constitute a valid proof.

4.3 The candidate must be medically fit and must submit a certificate of medical fitness at the time of verification documents, as per proforma given in Annexure E.

4.4 The candidate must have passed the SSC or equivalent examination from an Institution situated in the state of Maharashtra.

4.5 The candidate must have passed the Higher Secondary Certificate (HSC/12th Standard) or equivalent examination, from an Institution situated in the State of Maharashtra.

4.6 Valid registration certificate, if required, is specified against the posts in Annexure ‘A’. 4.7 The details of vacant posts including Name of the Posts, Number of categorywise posts

available, Eligibility Criteria and syllabus for the examination for the concerned posts is given in the Annexure “A”.

4.8 The candidates must have acquired the minimum qualification on the last date of filling up of the Application Form.

4.9 A Candidate will be selected to a post on the basis of State Merit List for that post. 4.10 Cut off date for the eligibility:- The eligibility of the candidate shall be determined

and/or decided for all purposes including for applicability of all these Rules and Regulations by considering the last date of submissions of Application Forms as the cut off date. It is made abundantly clear that if a candidate is found ineligible as on the last date of submission of Application form, in terms of these Rules and Regulations, and if such an ineligible candidate acquires the requisite eligibility after the aforesaid cut off date (i.e. the last date of submission of Application form), such subsequent acquisition of eligibility will not make an ineligible candidate eligible for any purpose whatsoever, much less for the purpose of Selection.

4.11 For Eligibility to Selection under Physically Handicapped specified reservation - Refer Annexure ‘D’.

5. APPLICATION FORM & INFORMATION BROCHURE: 5.1 Mode of Sale:-

The Application form and information Brochure for MEDSS-CWT 2006 examination are available at list of centres as given in Annexure ‘B’. The cost of Application Form along with the Information Brochure of MEDSS-CWT 2006 and the Examination fee is Rs.400/- for open category, and Rs.300/- for reserve category (after showing Caste Certificate). This amount is not refundable. The candidate should submit a demand draft/pay order of above amount drawn in favor of “Director, Medical Education and Research, Mumbai,” drawn on any scheduled commercial Bank and payable at Mumbai, to the Divisional Authority. Application form are not sent by post, no request in this regards shall be entertained. Duly filled application form should be submitted by the candidate to the Divisional Authority on or before prescribed date. If candidate is eligible to apply for examination to a post either in Group A or Group B, he may apply by filling two separate Application Forms. The candidate is eligible to submit application form for only one ‘Group-code’ within Group A or Group B.

5.2 Instructions for filling and submission of Application Form (Annexure “H”):

The application form must be filled by the candidate in his/her own handwriting using black ink ball point pen. The application should be submitted by the candidate on or before the prescribed date, to the Divisional Authority. It will be the responsibility of the Divisional Authority to verify that the Application Form is completey and correctly filled by the candidate. An incomplete application form will be rejected. ‘Application form sent by post/courier will be rejected.’

5.3 The candidates desirous of claiming the constitutional and / or specified reservations must have claimed the same in the original application form, failing which the claim will not be entertained subsequently. A candidate belonging to backward class from Maharashtra state only, is eligible for claiming seat under reserved category.

5.4 MEDSS-CWT 2006 Admit Card & Receipt-cum-Identity Card.

The Divisional Authority where the application form is submitted shall issue Receipt-cum-Identity card after verifying identity of the candidate appearing for examination with the help of valid photoidentity (Driving licence, Bank Account Passbook, Passport, College Identity Card etc). The Divisional authority should attest the photograph of the candidate on the Receipt-cum-Identity card with his signature and stamp. The candidate must preserve the Receipt-cum-Identity-card and must bring it at the time of MEDSS-CWT 2006 examination as well as at the time of verification of documents for selection and if selected, at the time of joining the institute.

5.5 The examination Admit Cards will be issued by the Divisional Authority where the Application form was submitted. In case the candidate has lost his admit card, he/she should approach the Divisional Authority with the original Receipt cum Identity Card for getting Duplicate Admit Card. Please note that the issue of Admit Card is just an enabling provision for appearing at MEDSS-CWT 2006 and does not imply that the candidate is eligible for selection.

6. CERTIFICATES : Following certificates in original should be shown for scrutiny at the office of the Divisional Authorities at the time of filling the Application form. No original certificates or their attested photocopies are required to be submitted along with the application form.

6.1 Nationality Certificate issued by District Magistrate/Addl. District Magistrate or Metropolitan Magistrate (Competent Authority for issue of such certificate) or valid Indian Passport.

6.2 Domicile Certificate (Tehsildar/District Magistrate/Addl. District Magistrate or Metropolitan Magistrate)

6.3 SSC i.e. 10th Standard or equivalent certificate and SSC Statement of Marks. 6.4 HSC i.e. 12th Standard or equivalent Statement of Marks 6.5 Medical fitness certificate (Annexure-E) 6.6 Constitutional reservation claim. (Annexure-C) (If Applicable)

The attested photocopies of certificates for additional Experience/Qualification must be shown to the Office of Divisional Authority at the time of filling Application form failing which, the Preferencial claim will not be granted.

6.9 Bonafide Certificate:- This is for those candidates who are presently employed/studying in a course/institution. These candidates should produce Bonafide certificate from the institution stating the list of original certificates in their custody.

7. PREPARATION OF MERIT LIST FOR SELECTION & DECLARATION OF RESULT The Competent Authority will conduct the examination and evaluate the answer sheets. Separate State Merit List shall be prepared for each type of post. State Merit list for each Post declared by Competent Authority shall have two parts to it Part I and Part II. Part I of the merit list shall be of candidates who possess exceptional/additional qualification and/or experience for the post (Indicated by a marking at appropriate place in the Application Form) as stated in the Recruitment Rules given in the Information Brochure (Annexure ‘A’). Part II shall be of those candidates who do not possess additional qualification and/or experience. Both these parts shall indicate State merit number and categorywise merit number, will be prepared on the basis of marks obtained in the MEDSS-CWT 2006, in descending order of merit. Selection for a particular post shall be made by operating Part I of the State Merit list followed by Part II of the State Merit List for that post. In case exceptional/additional qualification and/or experience is not a requirement for a post as per Annexure ‘A’, then, single Merit List for each such post shall be in one part and the same shall be used for selection to that particular post.

7.1 Tie-breakers In case of equal marks at the MEDSS-CWT 2006, the following procedure shall be adopted for deciding inter-se merit- First level: A candidate with higher marks in Section II of the MEDSS-CWT 2006 examination shall be preferred, if the tie still persists then:. Second level (Whereever applicable): A candidate with higher marks at HSC (or equivalent) Examination shall be preferred, if the tie still persists then: Third level: A candidate with higher percentage of aggregate marks at the SSC (or equivalent) Examination shall be preferred, if the tie still persists, then: Fourth Level: A candidate with higher percentage of aggregate marks in Science subject at the SSC (or equivalent) Examination shall be preferred, if the tie still persists, then: Fifth level: An older candidate shall be preferred over a younger candidate.

7.2 Declaration of Result

The result will be declared on official websites of DMER i.e. www.dmer.org or www.dmer.gov.in.

7.3 All the candidates who have appeared for MEDSS-CWT 2006 will receive their mark sheet from the office of the Divisional Authority where they had submitted their application form.

7.4 In case of loss of original MEDSS-CWT 2006 mark sheet, a duplicate mark sheet can be obtained with a application addressed to the Competent Authority along with a demand draft/pay order drawn on any scheduled commercial bank of Rs.200/-, in favour of ‘DMER, Mumbai’ payable at Mumbai.

7.5 Verfication of Marks Obtained in MEDSS-CWT 2006

If the candidate desires to get his/her Answer sheet evaluation verified, an application in prescribed proforma (Annexure ‘G’), along with self addressed unstamped envelope (9”X4.5”) should be submitted to the any Divisional Authority, within 4 days of declaration of the result of MEDSS-CWT 2006, along with Demand Draft/Pay Order of Rs.500/- (Rs. Five hundred only) drawn on any scheduled commercial bank in favour of “DMER, Mumbai”, payable at Mumbai.

The candidate will be sent photocopy of the Answer sheet and model answer key, after due verification by the Competent Authority through registered post.

Representations received after the specified period will not be entertained. The change if any, shall be communicated to the candidate. The decision of the Competent Authority in this matter shall be final and binding.

7.6 Legal jurisdiction: All disputes pertaining to the conduct of examination and selection shall fall within the jurisdiction of Courts, at Mumbai only. The Competent Authority shall be the legal person in whose name the Government of Maharashtra may sue or may be sued.

8. CONDUCT AND DISCIPLINE

8.1 Failure of the candidate in making full and correct statements in the application form and/or suppression of any information would lead to disqualification of the candidate for MEDSS-CWT 2006 or even at later date. Such a candidate will be debarred from the examination / entire selection process.

8.2 Adopting a unfair means or engaging in malpractice in the examination shall render a candidate liable for punishment under, “Maharashtra Prevention of Malpractices Act, Universities, Board and Other Specified Examination Act, 1982” and disqualify him/her for MEDSS-CWT 2006 examination.

8.3 If any person(s) or officer(s) dealing with the conduct of the MEDSS-CWT 2006 are found engaged in act(s) that would result in the leakage of question paper or attempt to use or help in the use of unfair means in this examination he/she shall be liable to prosecution under Indian Penal Code.

8.4 Any issue not dealt here-in above will be dealt with, when arising, fully and finally by the competent authority.

CONSTITUTIONAL RESERVATIONS (BC) 1) The candidates recognized by the State of Maharashtra as belonging to the following Backward

Classes, shall alone be eligible to claim selection as against the posts reserved for such backward class categories. These Backward Class categories are as follows:-

5) The candidates who have claimed the Constitutional Reservation in the original Application Form must submit Caste Validity Certificate at the time of verification of document, failing which the category claimed, will not be granted.

6). NON-CREAMY LAYER A candidate belonging to ‘Creamy Layer’ amongst the categories (C), (D), (E), (F) (G) and (H)

must note that the provision of reservation is NOT applicable to him/her. A candidate claiming benefit of reservation under the categories (C), (D), (E), (F) (G) and (H) above will be required to produce Non-Creamy Layer Certificate in the name of parent/candidate as per Annexure-A as specified in the Government resolution No. CBC 10/2006/CR-15/MVK-5, dated 30th June 2006. The certificate should be issued on or after 1st April 2006. The Non-Creamy Layer Certificate is issued by Sub-Divisional Officer/Deputy Collector/Collector of the district.

However, such a Non-Creamy Layer Certificate shall be produced in any case on or before the date declared for verification of documents, failing which the category claimed will not be granted.

ANNEXURE - D PHYSICALLY HANDICAPPED (PH)

1) As per Govt. Resolution MES-1202/(81)MES-1, Mantralaya, Mumbai-32 dated 19/08/2005, three percent of the total available posts(Class I to IV) in Govt. Medical/Dental Colleges and Hospitals on the establishment of Directorate of Medical Education and Research, Mumbai are reserved for the Physically Handicapped candidates. As per the resolution, out of 3% such posts on the establishment of DMER, 1% each shall be reserved for persons with Visual, Hearing and Orthopedic handicap. For claiming the above said reservation, Physically handicapped candidates should have minimum 40% disability. However, such a candidate will be required to undergo medical examination by a Special Medical Board constituted for this purpose by the Competent Authority. The Medical Board after ascertaining his/her disability must be satisfied that the candidate has stipulated disability percentage acceptable as per the above said Govt. Resolution.

2) Candidate is required to submit the proof of his/her disability by way of a certificate in prescribed proforma from Civil Surgeon of a District Hospital/Medical Board/Medical Superintendent of a Government Medical College/Hospital in Maharashtra; or from the Director of All India Institute of Physical Medicine and Rehabilitation, Haji Ali, Mumbai; (as per Prescribed Proforma) at the time of verification of disability. Verification of the disability will be carried out by Special Medical Board constituted for this purpose by Competent Authority. The Special Medical Board will be conducted for Group A on 1.12.06 and for Group B on 2.12.06. The candidates who have claimed reservation under Physically Handicapped Quota in the Application form and have appeared for the Competitive Written Test, should remain present at 10.00 a.m. at the following address “CET Cell, Opposite Govt. Dental College Bldg, St. George’s Hospital Campus, Near CST, Mumbai- 400001.”

No separate individual intimation shall be sent about the Special Medical Board. Those candidates who remain absent either for Examination or for the Special Medical Board shall not be considered for selection to above said posts reserved for Physically Handicapped candidates.

Instructions to Candidates

1. This question booklet contains 50 Objective Type Questions. 2. The question paper and OMR (Optical Magnetic Reader) Answer Sheet is issued separately at the

start of the examination. 3. Section ‘I’ contains 25 questions, Section ‘II’ contains 25 Questions. 4. Choice and sequence for attempting questions will be as per the convenience of the candidate. 5. Candidate should carefully read the instructions printed on the Question Booklet and Answer Sheet

and make the correct entries on the Answer Sheet. As Answer Sheets are designed to suit the OPTICAL MAGNETIC READER (OMR) SYSTEM, special care should be taken to mark the entries correctly. Special care should be taken to fill QUESTION BOOKLET VERSION, SERIAL No. and MEDSS-CWT Roll No. accurately. The correctness of entries has to be cross-checked by the invigilators. 9. Each answer with correct response shall be awarded two (2) marks. There is no Negative Marking. No mark shall be awarded for marking two or more answers of same question, scratching or overwriting.

Important Instructions - How to Mark In The ‘OMR Answersheet’

1. Use only BLACK ink ball point pen to darken/mark the appropriate circle.

2. Mark should be dark and should completely fill the circle.

3. Mark/darken only one circle for each entry. The answer once marked is final, any change in the option once marked, done by any method, will amount to a invalid/incorrect response.

4. A lightly/faintly marked/darkened circle may also be treated as a incorrect/wrong method of marking and will be rejected by the Optical Scanner.

5. Marks should only be done in the space provided.

6. Please do not fold the answer sheet and do not make any stray marks on it.

Marking of Responses :- There will be four answer options for each question. The candidate will indicate his/her response to the question by darkening the appropriate circle completely with BLACK ink ball point pen.

For example Question No.12 in the Question Paper reads as follows:-

IMPORTANT INSTRUCTIONS TO CANDIDATES

01. Candidate must preserve the Receipt-cum-Identity card and Admit Card safely and bring to the examination hall and produce the same on demand by invigilator / supervisor.

02. Candidate should occupy the seat in the examination hall at least Thirtyminutes before the commencement of the examination.

03. Details such as seat number, question paper booklet number and versioncode number must be entered carefully on the answer sheet. The answersheet No. & the seat No. must be entered carefully on the QuestionBooklet.

04. Candidates should not bring Mobiles, Pagers, Calculators or any otherElectronic/Communication devices in the Examination Hall.

05. No candidate will be allowed to leave the examination hall till the end ofexamination.

06. In case of the loss of Admit Card, it shall be obligatory on the part of thecandidate to procure duplicate Admit Card from the office of therespective Divisional Authority not later than one day before thecommencement of examination, on production of sufficient evidence toprove that he / she is the genuine / bonafide examinee (Receipt - cum -Identity card issued by the college authority). On day of examination same can be procured from the office respective Divisional Authority ofexam centre not later than one hour.

07. All entries on answer sheet must be made only with Black ballpoint Pen.

08. Photograph on application form and Receipt cum - Identity card should be taken from the same negative.

09. Please note that issue of admit card is just an enabling provision forappearing MEDSS-CWT-2006 and does not imply that the candidatesatisfies all the requirements of eligibility conditions for recruitment.

10. Please quote your application form number and roll number in furthercorrespondence.

11. In case the Admit Card is not received the office of the CompetentAuthority should be contacted immediately for duplicate Admit Card.
