GENERAL ADMINISTRATION [SECRET SECTION]DEPARTMENT
ORDER
As per Government Orders read above, Government have issuedguidelines regarding the movement of Keralites stranded in variousstates and foreign countries due to lock down declared byGovernment of India as a measure to contain Covid-19. Period ofquarantine as well as mode of quarantine have also been specifiedtherein. Now there is a demand from various quarters for providingpaid quarantine facility to those who can afford the same. HenceGovernment are pleased to issue the following guidelines for paidquarantine facility to those who return from other states as well asforeign countries:
1. Returnees may be given the option of choosing to spend thequarantine period in hotel on payment basis.

2. Tourism Department may prepare a statewide list of hotels, with10 hotels in each district, which may be offered to the returnees. Thislist should be shared with the respective district administrations.
3. The willingness of the hotel to house returnees may be ascertainedbeforehand. The rate at which rooms are offered may also beobtained. All hotels must have facility for direct booking of rooms.
4. The statewide list of hotels may be uploaded in the NORKA site,along with necessary details to facilitate direct booking by potentialreturnees.
5. The returnees may choose a hotel from the list of hotels in theirnative district.
6. They should book directly with the hotel, and obtain a voucher asproof of booking
7. Upon arrival, all returnees will be taken to the designatedquarantine centre arranged by the District Administration. Fromthere, returnees holding valid hotel vouchers will be permitted todepart to the receving hotels, using transport to be paid by them,with the approval of district administration. Their arrival and checkin will be confirmed by staff posted to these hotels.
8. The hotel management and staff should be given training inmanaging the returnee guests, including the precautions to be takenwhile serving them food and cleaning the rooms.

9. District Administration should put in place a system to monitorthe hotel inmates on a daily basis.
10. The facility of paid quarantine should be available for returneesfrom other states as well.
11. Returnees who are already in quarantine facilities should also begiven the option of moving out into paid quarantine facility.
12. In the inittal phase, KTDC hotels will be made ready to receiveguests. Hotel Mascot and Hotel Chaitram have already been madeready.
