NOTIFICATION
In exercise of the powers conferred under Section 4(i)(b) of the Right to Information Act,
2005 (Central Act No. 22 of 2005), the detailed information relating to the department of Health
and Family Welfare Department (Medical Education) is published, as here under, for the
information of General public.
I) The particulars of its organization, functions and duties :

6) Legal Cell
Common Legal Cell is working for Higher Education, Health & Family welfare Dept. and
Medical Education Dept. Giving Legal Opinion, issuing of authorization to Govt. Pleaders,
Advocates etc. in respect of all court cases pertaining to these Departments.
7) Receipts and Issue Section:
1. Receiving of letters and other communications addressed by designations relating to Health
and Family Welfare Department, Medical Education Dept. marking, entering in the letter
monitoring system (Numbering) and sending them to the concerned sections.
2. Issue of letters & other communications to the other departments of the secretariat, dispatch
of letters through General Dispatch sections.
3. Service matters relating to staff of Health & Family welfare Secretariat.
4. Conduct of Staff Meeting and Monthly Multy level Review meetings etc.
5. Supply of Stationary to all sections of Health and Family Welfare Departments and
Medical Education Department.
6. All Co-ordination matters of Health & Family Welfare Department and Medical Education
Department.
II) The Powers and duties of its officers and employees:-
1 Dalayath
To keep the office neat and tidy. To deliver the letters
and files to other sections and departments as per the
instructions contained in the Secretariat Manual of
Office Procedure.
2 Junior Assistant
In charge of the work of receiving letter and files.
entering in the letter monitoring system & taking
movement of letters & files distribution of receipts and
files in the Section and any other work entrusted by the

Higher Officers.
3 Typist In charge of the typing work in the section.
4 Case Workers
(Sr. Asst/Asst)
To attend receipts & files, do the job of case working as
per the procedure laid down in the Secretariat Manual.
5 P.A/Stenographer
In charge of receipt of tappals/files by Under
Secretary/Section Officer. Typing and Stenography work
entrusted by Under Secretary/Section Officer. Taking
dictation, receiving files from secretary, Deputy
Secretary to Govt. any other work entrusted to them by
the superior officers
6 Section Officer
In charge of receipts of the Whole section, Scrutiny of
files submitted by the Caseworker and discharge of
duties as per the Karnataka Government Secretariat
Manual
7 Account
Superintendent
He is working in IFA & attend files pertaining to Audit
paras, C & A G, Inspection Reports, PAC reports etc.,
8 Finance Officer
In charge of Budget wing of I.F.A. Section Scrutiny of
files submitted by Account Superintendents and any
other work entrusted by the Higher Officers.
9 Under Secretary
Branch Officer in charge of the Whole Section. Scrutiny
of files submitted by the Section Officer. Issuing
Government Orders, Letters, Circulars, Notifications
etc., on behalf of Govt. He is supervising authority.
10 Deputy
Secretary
Middle Management level Officer of the Government in
the Secretariat, exercise final decision making powers as
delegated to them by the Principal Secretary, examine
each case, explain what is sought to be done, decide what
facts and figures are needed, obtain and tabulate facts and
figures, evaluate alternative course of action and opine on
optimal course to be taken giving reasons.
11 Internal Financial
Advisor
To examine and advice on all issues having an impact
on the department’s budget, having a financial
implications of short, medium or long term in nature,
render advice on financial prudence, preparation of
department’s budget, tracking Audit Reports and
Action taken reports and the items covered in the
Government of Karnataka (Consultation with IFA)
Rules, Circular & orders issued from time to time.
12 Head of Legal Cell
Appointed by the judicial service. Offering views on
all court matters, issue of authorization to Govt.
Advocates & Pleaders etc., to appear to behalf the
Govt.
13 Secretary (M.E) Head of the organisation and acts in his capacity as
Head of the Department, upon the advice/directions of

the Minister in charge of the Department and the Policy
of the Government.
(III) The procedure followed in the decision making process, including channels of
supervision and accountability &
(IV) The norms set by it for the discharge of its functions :
Case Worker
Opening of a new file on receipt of a proposal
or
Processing the receipt in the existing file.
Section Officer
Will scrutinize the proposal with all relevant facts and mark
the file to Under Secretary with a course of action to be
adopted.
Under Secretary
Will suggest the suitability or otherwise of the course of action
suggested and define the same in the light of the existing
provisions of Rules or Acts, or take appropriate decision under
the delegated powers.
Deputy Secretary
Will review the case with an overall view and submit the file
to the Principal Secretary for approval on the ultimate course
to be adopted on the proposal that is under consideration or
take appropriate decision under the delegated powers.
Secretary
Will decide on the course of action to be taken on a proposal
under the delegated powers and if necessary, will submit the
file for final orders of the Minister in charge of the department.
