The funding/ expenditure details with regard to land acquisition, for which an amount of Rs 22.925 crores has been earmarked in the
project, were not available with the J&K SIDCO Ltd. The Manager of J&K SIDCO and the Engineers posted with the Corporation who accompanied
during the field visit informed that, as far as proceedings of land
acquisition is concerned, they were only aware of the physical status because the financial side is being dealt with directly by the Director,
Industries & Commerce, Jammu and the Deputy Commissioner, Kathua.

Backdrop of Project
A number of initiatives are being taken by the government for
creating a favourable atmosphere for industrial investment in the state. Taking another step in this direction, the state cabinet had in June 2009
approved a project for development of an Industrial Estate at Ghatti in district Kathua.
An area of about 3500 kanals, at a distance of 3.30 kms from the
NH-1A at Ghatti, was identified for acquisition and its development as an Industrial Estate. Industries and Commerce Department entrusted the
task of developing the estate to the J&K SIDCO Ltd.
Some funds were provided during 2009-10, 2010-11 & 2011-12
under the project, but only 80% of land has been acquired and some of the essential works approved under the project taken up at site. The
pace of execution remained sluggish due to stoppage of funding in subsequent years and un-certainty of getting necessary clearances from
concerned quarters.
However, during the current year, i.e. 2013, in a meeting held in the month of July, the National Wild Life Board has granted its clearance
and in another meeting held in the month of August, the Project has also been cleared by the Ministry of Environment & Forest, GoI subject to the
fulfilment of certain conditions.
The official orders with regard to clearances granted are awaited,
but it was intimated by the Manager, J&K SIDCO that the conditions laid down by the Central authorities would escalate the project cost. The
Jasrota Fort cum Wildlife sanctuary lies adjacent to the industrial estate site across the local river and compensation running into crores is being
demanded by the Wildlife authorities. Besides, additional green patches have to be developed in the Estate. Moreover, in order to keep the
pollution levels in the vicinity of the area under control, clearance has been granted only for setting up of industries falling in the green and
orange categories and not to the industries of red category.
It is likely that the development works which have suffered during the last couple of years will pick up pace from now onwards provided
adequate funding is arranged.
Field Observations
During the field visit a sign board of the Industrial Estate Ghatti
was found erected at the entry of the approach road to the estate from NH-1A. The approach road was initially a single lane road providing
connectivity to a few villages situated ahead of the site of Industrial Estate Ghatti. Now this approach road has been widened with carriage
way of 7.50 meters for a length of 3.30 km up to pre-mix level but, the

road surface is not smooth. The Executive Engineer, SIDCO informed
that a final quote of macadam has yet to be laid and only after that the surface would become smooth. The 11 KVA electric lines were found
extended all along the length of the approach road and street lighting has also been provided at certain points.
After reaching the site of the Industrial Estate, some of the
buildings, roads, drains, electric system, water supply system that has been constructed/ developed by SIDCO was inspected. The buildings that
have been constructed include an administrative block, store shed cum office and a pump house. All the three buildings have been fenced.
Besides, the tube well installed in the Pump House, within its premises
an OHT of one lac gallons and a sump tank of one lac gallons have also been constructed.
The Administrative Block is a double storey structure comprising of
office rooms on the ground floor and a few rooms on the first floor, a couple of which are being used as guest rooms for the officials for their
night stay. Vitrified tiles have been laid on the floors in the administrative block and offices/ rooms have been well furnished and
properly maintained.
Between the fencing of the administrative block and the store shed cum office, a nursery is being developed for raising plantation within the
industrial estate. While inspecting the store shed, a few bags of cement were found stacked there.
A rotary has been constructed around the foundation of a HT electric tower in front of the fence of the administrative block. A stretch
of the 100 feet wide main road leading from the rotary has been constructed in such a manner that the HT wires align with the divider of
this main road and plants have been planted on the divider. The layout of roads has prevented carrying out the herculean task of shifting HT tower
or HT wires from the site and has helped in proper utilization of space.
Some of the main drains which have been constructed were in good condition but weeds had grown in a few smaller drains due to poor
maintenance. A couple of culverts and some portion of 60 feet wide and 40 feet wide roads were also inspected. Protection works were found
executed along a non-perennial storm drain flowing through the site. A bridge has been constructed over the drain adjacent to the old bridge to
make it double lane road.
Overall, the quality of works executed in the Industrial Estate is
satisfactory.

Problem Areas/ Suggestions
1) Delay in acquisition of land:
Land measuring 3502 kanals and 14 marlas has to be acquired in
four villages for development of the Industrial Estate. The village-wise

From the above table it is evident that the project has been
approved by the State Cabinet more than 4 years back and the land
acquisition proceedings have not been completed by the Revenue
authorities of district Kathua till date. The Deputy Commissioner, Kathua
needs to intervene in the matter and ensure that compensation is
disbursed to the land owners and land acquired and handed over to
SIDCO without further delay.
2) Slow Funding:
The detail of year-wise funding against development cost of Rs
5822.87 lacs and the expenditure incurred by SIDCO on the project is
given below:-

Only Rs 1418.67 lacs have been released against the development
cost of Rs 5822.87 lacs which works out to about 24%. The Government Order of administrative approval to the project inter alia envisages that
the expenditure on development of the Industrial Estate shall be incurred out of 40% of premium received by the Corporation on account of land
allotted to the prospective allottees/ Plan funds by debit to the appropriate head.
Unless the infrastructure, such as roads, lanes, drains, water
supply, electric supply, etc necessary in the industrial estate are developed to a certain level it is unlikely that any industrialist would be
willing to set up a unit at Ghatti. Therefore, sufficient Plan funds have to be provided by the Industries & Commerce Department so that J&K
SIDCO Ltd. can re-commence the halted works immediately and develop the minimum infrastructure necessary for allotment of land in the estate
and generation of income which could then be utilized for completion of
the left over works.
