3. Eligibility Criteria: -

As per the RecruitmentRulesnotified in GSR411(E) dated 21.05.2015,the following categoriesof official(s) areeligible to appearin the examination:

(i) Postman/ Mail Guard in thePayBandI of Rs.5200-20200+ GradePayof Rs.2000/- (pre-revised)of the concernedUnit / Division with three yearsof regular servicein theGrade.

(ii) DespatchRider in thePayBandI of Rs.5200-20200+ GradePayof Rs.1900/- (pre-revised)of theconcernedUnit/Division with five yearsof regularservicein theGradeincluding any regular serviceput in theerstwhileGroup'D' poston regularbasis.

(iii) Multi TaskingStaff (MTS)in thePayBandI of Rs.5200-20200+ GradePay'of Rs.1BOO/ - (pre-revised)of theconcernedUnit/Division with five yearsof regular service in the Grade including any regular service put in theerstwhileGroup 'D' poston regularbasis.

Note: Thevacancyyearhasbeenchangedfrom financialyearasprovided inthe Recruitment Rules to Calendar Year in terms of DoP&T OM No.22011/4/2013-Estt(D) dated OB.05.2017 and Departmentof PostsD.O. letterno. 137-15/2014-SPB-lldated 7 July 2017and hence the crucial date forreckoningtheminimum regularserviceis 01.01.2020.

4. Pattern& Syllabusof Examination:

The examinationwill be conducted as per the revised pattern andsyllabus circulated by Directorate vide letter No. 17-0B/201B-SPB-Idated10.05.2019under Annexure-Cwhich shallbereadwith letterNo. 17-0B/201B-SPB-I dated 20.06.2019,26.06.2019,2B.06.2019, 11.07.2019,23.07.2019,11.12.2019and letter no. 17-0B/201B-SPB-I(Pt) dated 10.06.2019,enclosedasAnnexure-Il.

Note: The'Skill testof dataentry' will beconductedsubsequently.

5. Centresof Examination:

Theexaminationwill beconductedat Circle/RegionalHeadQuarters.The APScandidateshave to appearfor the examinationfrom the RegionalCentre, to which they belong. The RegionalOffices will nominate CentreSupervisorsunder their control to conductthe examinationin their RegionalHeadquartersunder intimation to COand thenominatedofficerwill conductthe examinationunder their supervisionat Circle/Regionalheadquartersasper the schedule.The Centre Supervisor nominated by the CirclejRegionOffice will selectvenuefor the examinationandwill intimate to DivisionalHeadsbefore the scheduledatefor issueof Admit Card/Hall Permit.Underno circumstances,the candidateswill be permitted to appear from otherCircleCentres.

6. Theapplicationsof theAPScandidatesshouldbesentto theconcernedDivisionsonly andnot to CircleOffice.

7. All the Divisional heads are directed for gIvmg wide publicity tothis Circular for inviting the Applications from eligible candidatesinprescribedform (Annexure- I). The Divisional heads/controllingauthorityhas to scrutinizethe details furnished in the Applications submittedby thecandidates,thoroughly with referenceto Name,Date of entry into service,Date of Birth, category/community, eligibility criteria etc with referencetotherelevantrecruitmentrulesandservicerecordsof theconcernedcandidate.

8. The Divisional Heads/Regional Heads/controlling authority arerequestedto start the activity asper the notified scheduleimmediately.Thescheduleshouldbeadheredto strictly.

9. TheDivisional Heads/Controlling Authority arerequestedto intimatethe number of applications received to the concernedRegionalOffice by03.12.2020and the RegionalOfficesare requestedto sendparticulars of thecandidatesin the prescribedproforma (Annexure -Ill) duly filled in excelsheetto the Circle Office through e-mail id: adrectt-odi@indiapost.gov.inby07.12.2020positively for allotment of Hall Permit Roll Numbers. In caseofany dispute in permitting any candidateto appear in the examination,thesame will be settled by Divisional/Unit Head or Regional Level. TheDivisional/Unit Heads will issue the Hall Permits to the candidateson14.12.2020.

10. The application received after prescribed closing.date will not beentertainedunderanycircumstances.

11. Conducting of Exam:-

(a)Theexaminationwill beconductedby CentreSupervisorsstrictly inaccordancewith the rules and regulationsascontainedin appendix-37of P&TManualVol. IV.

(b) At the conclusion of the examination the Centre Supervisorsconcernedwill arrangeto sendthefollowing reports/documentsto theundersignedimmediatelyfor further action.

(i) Statementof candidatespermitted to appeartheexaminationandattendedtheexamination.

(ii) Necessarycertificateof theCentreSupervisorand theinvigilators(iii) Diagramof thesitting arrangementin theexaminationhall.

The time schedulestated in the scheduleof activity may kindly bestrictly adheredto.

12. This notification may be given wide publicity amongst all eligiblecandidatesworking in Divisions/Units.

20.06.2019,26.06.2019,28.06.2019, 11.07.2019, 11.07.2019 and 23.07.2019,

communicating the syllabus and pattern of following examinations:-

(J Annexure A: Pattern and Syllabus of Competitive Examination Limited toGramin Dak Sewak (GDS) for Appointment as Multi Tasking Staff (MTS);

(ii) Annexure B: Patteln and Syllabus for Appointment as Postman and MaiIGuard through Competitive Examination limited to MTS and GDS;

(iii) Annexure C: Pattern and Syllabus of Competitive Examination limited toPostman / Mail Guard / MTS / GDS for Appointment as Postal Assistantand Sorting Assistanti and

2. The Competent Authority has approved to revise the Pattern, Syllabusand Qualiff ing marks of PaperIII, viz. Data Entry Skill Test (DEST), in case ofexaminations conducted f<rr appointment to the posts of Postman, Mail Guard,Postal Assistant and Sorting Assistant. 3. All those candidates who secure qualifying marks in Paperl and PaperIIseparately, will be eligible for appearing in PaperIII, viz. DEST, and out of those

candidates who secure qualifying marks in PaperIII shall be eligible for frnalselection as per merit on the basis of marks secured in Paperl (Paper-II andPaperIII are qualifying in nature).

4. The revised Pattern, Syllabus and Qualifying marks mentioned above

shall be applicable only in the examinations conducted during June-2019 toNovember, 2019. After assessing the results of DEST on the basis of aforesaidrevised pattern, syllabus and qualifuing marks, further review will be done.

5. Circles are requested to bring this to the notice of all concerned forappropriate action.
