CHAPTER 0.0 EXECUTIVE SUMMARY

0.1 ABOUT NATIONAL HIGHWAY-12 (NEW NH 52)

The old National Highway 12 runs through two big states Rajasthan and MadhyaPradesh.The total length of the old NH- 12 was 897/00 Km. The length of Old NH 12was 408/700 Km in the state of Rajasthan. Recently MORTH has amended thenumber and length of the National highways. The old NH 12in the state of Rajasthanhas become the part of the New National highway 52. The New NH 52 starting fromits junction with NH-7 near Sangrur in the state of Punjab connecting Narwana, Hisarin the state of Haryana, Fatehpur, Jaipur, Tonk, Kota, Aklera in the state ofRajasthan, Rajgarh, Biora, Dewas, Indore, Sendhwa in the state of Madhya Pradesh,Dhule, Aurangabad, bed, Osmanabad, Solapur in the state of Maharastra, Bijapur,Hubli and terminating at its junction with NH-66 near Ankola in the state of Karnatka.The map of New NH 52 is given in the following figure

Figure 0-1: Index Map of National Highway 52The Project stretch Darah-Teendharis connected to Jaipur at one end and it isconnected to Bhopal at the other end. The project highway is very important highwayas it connects the Capital of Rajasthan states and National capital of country throughJaipur- Delhi Highway. The map of the Old NH-12 is given in figure below.

Ministry of Road Transport and Highway (MORTH) has taken up the expansion andwidening of NH-12 in the State of Rajasthan. The development of NH-12 (New 52)has been taken-up in five parts.

0.2 NEED OF THE PROJECT

The project highway is very important highway as it connects to two state Rajasthanand Madhya Pradesh. The Darah-Jhalawar-Teendhar section of National Highwayhas moderate traffic density. In addition to this there are few sections wherealignment needs geometric improvements to maintain riding quality of highway andsafe movement of vehicles. Apart from this the present alignment of NH is passingthrough various congested towns and villages. All of the above factors aredemanding the 2-lane existing highway need to be developed as 4-lane dividedcarriageway with bypass provisions in congested towns/ villages.

0.3 PROJECT ROAD

The Project Highway traverses through two districts viz. Kota and Jhalawar inRajasthan State. The project study corridor starts at the end of ROB approach nearto Darah at km 289+500 and passes through five major towns Darah, Sarvada,Dabadeh, Suket and Jhalawar, and It ends at the Teendhar at Existing km 346.540Km. Existing road width is 2 lane standard. The Project Highway passes throughDarah Wildlife Sanctuary where the terrain is Hilly. The Existing ROW varies from 15m to 30 m. The detailed study for Project highway has been carried out in Packages.These packages are described as under.

Stretch-I; From Chainage 289+500 to 318+500 of NH-12 (Ahu River bridge, nearSuket Town). The stretch is passing through the Darah Wildlife. .

Stretch-II; From Chainage 318+500 to 346+540 of NH-12 (Teendhar). Thestretch is passing through Jhalawar Town and Jhalarapatan town.

0.4 CHARACTERISTICS OF EXISTING PROJECT

The Existing road is 2-lane carriageway with/without earthen shoulder. Theexisting road is deficient horizontal and vertical alignment, degraded earthenor no shoulder in most stretches, inadequate and damaged cross drainagestructures and absence of side drains, safety installations, protection worksand road furniture. The photographs of existing road, and other componentsare given in Figures below. A salient feature of existing Project has beensummarized in Table below.

0.6 TRAFFIC PROJECTIONS

0.6.1 ADOPTED MODE-WISE GROWTH RATES

The Consultant has made an assessment of the traffic demand for the ProjectHighway for a period of 10 years, 15 years, 20 years and 25 yearsrespectively based on analysis of traffic counts, trend growth and growth inthe influence area of the Project. An annual growth rate of 5% has beenassumed for fast moving traffic and slow moving vehicles both for the trafficprojections. At this stage no induced and diverted traffic has been considered.

0.6.2 PROJECTED TOTAL TRAFFIC VOLUME ON HOMOGENEOUS SECTIONS

As per the base year (2015-16) data, classified traffic volume has beenprojected up to the horizon year (2040-41) for all the homogenous sections.The growth was estimated on an unconstrained capacity scenario in order toassess the maximum extent of traffic flow in the corridor under consideration.The summaries of total projected traffic volume for each of the homogeneoussection of the project corridor are given in Table below.

0.6.3 CAPACITY ANALYSIS OF THE HOMOGENEOUS SECTIONS

As per the clause 2.18" Capacity of Four land Highway" of the Manual ofSpecification and Standards IRC SP 84, 2014 the design service volume of 4-lane highway for different type of terrain is as given in table below:

As per the traffic projections it emerged that traffic in section-I Darah-Suketand section-II Suket-Teendhar will cross the 40000 PCU's in the year 2038-39and 2046-47 respectively. Average sectional traffic load crosses 40000 PCU'sin year 2041-42.

and Darah wild life sanctuary from km 291 to km 298. The alignment passesthrough several town and villages areas of which some have built-upconglomerations in close proximity of the road. Some of important towns suchas Sarvada, Dabadeh, Suket, Jhalawar and Jhalarapatan towns shall requirethe bypasses due to the congestion.After the detailed studied of the project alignment options, site visits anddetailed discussion with forest and wildlife officials the project alignment hasbeen identified. Based on these the development of project road has beendivided into two packagesPackage-I: Darah ROB to Amjhar river bridge (From Chainage 289/500 Km.To 299/000 Km)Package-II: From Amjhar bridge to Teendhar (From Chainage 299/000 Km.

To 346/540 Km)

0.7.1 PACKAGE-I: DARAH ROB TO AMJHAR RIVER BRIDGE (FROM CHAINAGE289/500 KM. TO 299/000 KM)

The Existing road alignment passes through Darah wild life sanctuary from km291 to km 298. The sanctuary spreads on both side of existing road fromGagron fort (Kalisindh River) on LHS to Rawatbhata (Chamble River) on RHS.The railway track is also parallel to the existing road alignment & crosses theexiting road twice. As per the discussion with Forest and wild life officials, it isemerged that at grade widening is not possible along the existing road, itdivides the forest into the part and hinder the movement of animals. So, tominimize any disturbance to wild life due to increased traffic after upgradationof 2 Lane road to 4 Lane Road, it is proposed that road in the wild life areawill be elevated one.The proposed Alignment of this package starts from existing chainage289/500 of NH-12 and run of east side along existing NH -12 as new bypassand will again join at chainageof 291/00 of existing NH-12. The total length ofthis bypass is 2.5 Km. The bypass alignment is passing from Morukalanvillage.After this the proposed new alignment will run as elevated corridor on existingNH-12, from chainage 291/000uptochainage 296/200, then it moves awayfrom east side of existing road and cut the hill in some portion. Aftertraversing in the length of 1500 m as green field alignment, it again joins onexisting NH-12 at chainage 297/800. Then corridor runs on along existing NHuptoAmjhar River. The proposed elevated road is passing through fromMorukalan, Mukandara and Amjhar villages. The total length of elevated roadis about 6.5 Km. The approach of Amjhar River Bridge on south side hasbeen taken in this package and it ends at chainage 299/00.

0.7.2 PACKAGE-II: FROM AMJHAR BRIDGE TO TEENDHAR (FROM CHAINAGE299/000 KM. TO 346/540 KM)

The proposed Alignment of Four-Lane Project Highway starts from chainage299/000 of existing NH-12 and run on existing NH -12 upto existingchainage301/255. The alignment of Four-Lane Project Highway is passing fromKamalpura and KookaraKhurd villages. After that the proposed alignment of Four-Lane Project Highway leaves the existing NH and takes the combined bypass ofSaahrawada and Dabadeh of west side and it meets again on chainage 308/205on existing NH-12. The proposed bypass of is passing through KookaraKhurd,

Manpura, Zalimpura, Sahrawada, TelyaKheri, Askali, HiriyaKheri and Kheemachvillages.

The combined bypass on west side of existing National Highway and avoidsreserved forest. Apart from this heavy traffic coming from Major town Modakwhich is situated on west side, will directly go to new alignment without enteringinto Dabadeh village. It will give relief to residents of Dabadeh village.

After this the alignment of proposed Four-Lane Project Highway runs on 875 mon existing NH uptochainage 309/079, then new alignment leave existing NH andmove west side to bypass the Atraliya Village and joins at existing NH atchainage 310/007, then run on existing NH uptochainage310.444, then againrealigned uptochainage 310.789.

After the chainage of 310/789 existing NH, the alignment of proposed Four-LaneProject Highway follows the NH-12 uptochainage 313/535. The alignment ispassing through Atraliya, Gordhanpura, Pamakheri, Deengsi villages. From thechainage 313/535 the alignment of proposed Four-Lane Project Highway takesthe bypass route on west side and it avoid the Suket, Jhalawar and Jhalarapatantowns and Joins again on NH-12 at chainage 342/895. The proposed bypass ispassing from Deengsi, Umedpura, Rampuriya, Suket, Beermandi, ArnyaKhurd,Surera, BansaHedi, Arnya Kalan, Gola, Kalamandi Kalan, Harishpura,KalmandiKhurd, Ralayti, Ralayta, Jhalrapatn, Madhopur, Haripura, Banjari andBhanwarsa. he proposed bypass alignment is avoiding of reserved forest in majorpart, however at the end of the proposed bypass approximately in the 1.5 kmlength of near village Banjari and Bhanwarsa is passing through reserved forest ofJhalawar District, which is unavoidable. .

Major town Ramganjmandi is situated on west side of proposed alignment, soheavy traffic will directly go to new alignment without entering into Suket TownThe proposed alignment is crossing Ahu River and two Railway lines.

After the bypass the new alignment run on existing NH from chainage 342/895 to346/540. It is passing from Bhanwarsa and Rooparel Village. The proposed Four-Lane Project Highway is crossing the Kalisindh River. The Proposed length of theproject highway is 48.880 km.

A meeting was held on 27/01/2017 at the CMO under chairmanship of Hon’blePublic Work Minister for finalization of alignment and obtain the consent of stategovernment. The proposed alignment was deliberated in the meeting. All theofficials of the state government were agreed with proposed alignment.

After selection of alignment options in the forest and bypasses it can beconcluded that the existing alignment and proposed alignment of NH-12 in Darah–Teendhar section has quite different. The proposed alignment is only smallportion of existing alignment is following. Looking this all engineering surveys andinvestigation are being done along the proposedalignment.

0.9.2 SUB GRADE INVESTIGATIONS

Sub-grade investigations are conducted by making the test pits along theproject highway. The subgrade investigations are carried out from thecollected the samples. The analysis of existing sub-grade material shows, theCBR values are in the range of 7-9% and the borrow soil also has CBR of 8-10%.

0.10 DESIGN PARAMETERS

The Project road improvement will broadly follow special codal provisionsrelevant to National highways prescribed by Indian Road Congress (IRC: SP:84-2014) and Ministry of Road Transport and Highways (MoRTH) Guidelines.In case of any compromise with these guidelines, has been specificallymentioned with reasons. All efforts have been made to maintain theconsistency of design criteria for all sub-projects barring few exceptionalcases due to limiting factors for the reason that of ground conditions. Designcriteria adopted for the project is summarized in Table below.

to achieve high speed of travel with comfort and safety. The forest and heavybuilt-up area along the existing road. Two-lane to Four-lane widening shallrequire the large amount of forest and no. of the commercial and otherstructures. As per the alignment approval it is cleared that about 38.391 km.alignment length is passing through the green field site.Wherever the existing road has been used,concentric widening is adopted torestrict land acquisition to minimum. The existing geometry has few curvesrequiring geometric improvement. The deficient sections have been improvedto designstandards. The proposed Project Highway shall be of Four-lanedivided carriageway with paved shoulder & earthen shoulder and six lanestructures and their 6-lane carriageway approaches.

The Full length of Project Highway is proposed with new rigid pavement formain carriageway including reconstruction of existing Two-lane road. Facilitiesin the form of underpasses and grade separator are considered at reasonableinterval for local traffic including pedestrian movement.

0.11.2 FLYOVERS /VEHICULAR UNDERPASSES/ OVERPASSES

The proposed alignment is crossing the various State Highways, Major District Road, andother mining roads. Apart from these the project is also crossing the Mala Ground inJhalarapatan. The Flyovers / Vehicular Underpasses need to be provided all State Highwayand Major District Roads. 0.11.8 PAVMENT DESIGN

Rigid pavement has been proposed for main carriageway. Flexible pavement is proposed for Sliproads. The rigid pavement design for has been carried out following the guidelines of IRC 58-2015. The following input parameters have been used in designing the rigid pavements:

Junctions has been provided where major roads, cross or join the project road. There is no at-grade intersection with a major road. However, Cross roads at the location of Flyover, VUP,LVUP Underpass to be improved and constructed as per manual.

0.11.11 PROTECTIONS WORKS

The side slopes have provided using suitable slope protection measures; drainage Chutesusing NP-2 300mm dia RCC semicircular pipes; energy dissipation basin at toe of chutes;wherever required along the Project Highway confirming to IRC guidelines and standardspecifications have been provided.

0.11.12 RETAINING WALL/ BREAST WALL

Retaining wall / breast wall have been provided as per site requirements and Crosssections given to accommodate in the proposed ROW. The Retaining wall have beenprovided at all the approaches to grade separators, underpasses, interchanges, ROBs andhigh embankment where the height of embankment is more than 6.0m.

0.11.13 PROJECT FACILITIES

The following Project facilities have been included in the Project.

Toll Plazas

At 28.000 Km. the 16-lane has been proposed with ETC, WIM, SWM and toilet block.

Roadside Furniture

Traffic Signs and Pavement Markings: The project road have been provided with allsafety features such as elaborate system of signs and markings, cat’s eyes, delineators,object markers, hazard markers, safety barriers at hazardous locations, pedestrianguardrails, etc. Guidelines given in IRC: 8, IRC: 25, IRC:26, IRC:35, IRC:67, IRC:103and Section 800 of MoRTH Specifications have been used for providing these items.

0.12 CONSTRUCTION MATERIAL

Due to favorable topography (rolling/undulating), earth mater ial for the project is available inabundant close to the project road. Soil samples of identified borrows areas mostlyconforms to MoRTH specifications and will be operated and rehabilitated as per IRC: 10-1961. Stone aggregates will be sourced from existing licensed quarries. However,contractor may use any source subject to compliance of statutory/legal requirements. Sandis also available in plenty in nearby the project road. Water requirement for construction willbe met through surface water sources as far as possible.Fly ash utilisation is mandated by notifications under Environment Protection Act, 1986.Ministry of Environment & Forest, Govt. of India have brought out Fly Ash Notifications S.O.763(E) dated 14 Sept 1999, its amendment notification on S.O 979(E) dated 27 Aug 2003and notification S.O 2804(E) dated 3 Nov 2009.Clause 5 of the said Notification stipulatesuse of fly ash in road making. The project is located within 100 km distance fromoperational thermal power plants such Kota thermal and Kalisindh thermal power plant andhence fly-ash utilization is mandatory. Some has been considered.

0.13 ENVIRONMENTAL FOREST & WILDLIFE ISSUES

As per MoEF&CC notification dated 22 August 2013, " Projects to expand nationalhighways by up to 100 kilometers, which involve additional right of way or land acquisitionup to 40 meters on existing alignments and 60 meters on re-alignments or by-passes, willno longer come under the purview of the Environmental Impact Assessment Notification ,2006". Thus the project road does not require Environmental Clearance because theproposed National highway-12 in Darah-Jhalawar-Teendhar section package-II havinglength of 48.880 Km.The Project road is located within the 10 Km. buffer Zone of Mukandra Tiger Reserve Hill,Mukandra National park andDarah wildlife sanctuary,all these are protected area. Thus theapproval of National wildlife Board shall be required.

Approximately 7.336 Ha forest land is required under the project. The forest land needs tobe diverted under the Forest Conservation act, 1980. However, no loss ofrare/threatened/endangered species of flora is envisaged. All impacts are site-specific andcan be addressed through proven mitigation measures. Hence, the project is warranting aninitial environmental examination (IEE). The EIA & EMP report has been prepared as perMOEF & CC Guidelines

0.14 LAND ACQUISITION & RESETTLEMENT ACTION PLAN

The existing road has 20-30 m ROW. The 60 m ROW has been proposed for realignmentand bye passes. Total 260 Ha of land shall be acquired..

0.15 PROJECT COST ESTIMATES

0.15.1 RATE ANALAYSIS

The basic rates for labour, material and cartage have been taken from the SOR of KotaCircle NH latest Schedule of 2016-17. For labour minimum wages has been taken fromnotification of Labour Commissioner GoR. The leads/haulage of different constructionmaterial has been worked out based on material investigation for location of borrow area,quarry of Stone Aggregates, Sand etc.The basic rate of Bitumen and Steel has been taken from websites. The basic rate ofcement has been taken from “NAMPro”MORTH website as per the MOU with cementcompanies. On the basic rate of bitumen taken from the Mathura Refinery and an exciseduty @ 14.42% has been added and CST/VAT and Cartage cost is further added to arriveat the current rate of Bitumen. The lead and other charges have been added.In Granular Sub Base, Mix in place Method is used while analyzing and putting the rate ofCost Estimation. The format for working out rate for different items of bill of quantities havebeen taken from The Standard Data Book of MORT&H.

0.15.2 QUANTITIES

As per the detailed design the quantities of various items has been worked out for variouscomponents. After that the various same type of the items have been added to a rrive theparticular bill as per NHAI guidelines.

0.15.3 COST ESTIMATES

The civil cost estimates has been worked out as per the various circular issued byNHAI.The total civil cost of Package-II has been worked out Rs. 853Cr.Total project costhas been worked out Rs.1217 Cr. The summary of civil cost and total project cost forpackage-II is given in following table.

More than 75 % length of the proposed project alignment is green field. The project is passing through the Water logged area. The project include the 11 VUP, 7 LVUP, 3 High level River bridge, One ROB,

one RUB, and elevated road in the Mela ground.

It can be concluded that the project may be taken up on Hybrid Annuitymode.
