ISL Dictionary based on Universal Design of Learning (UDL)
The National Education Policy (NEP )- 2020 envisions that "For children with hearing impairments, the Government will work on standardization of Indian Sign language across the country, and develop National and State Curriculum materials and digital contents for use by them." {NEP-2020, Chapter -4, point 4.22, page -16}
The educational needs of children with disabilities with respect to language accessibility needs to be addressed with design and development of quality digital contents and their dissemination in a time bound manner. Sign language is a preferred mode of communication among the deaf community. It is as natural to people with hearing impairments as the verbal mode of communication is for people who can speak and hear. In fact, if each and every one converse through sign language then deafness or Hearing Impairment (HI) may no longer be considered as a disability. Providing education to all children including children with disabilities is an accepted mandate and is also emphasized in the Right to Education Act 2009, National Policy of Education (NEP) 2020 and RPwD Act 2016.
NCERT and ISLRTC have signed Memorandum of Understanding (MoU) and are working in close collaboration for developing NCERT textbook based videos in Indian Sign language. Till date about 550 ISL videos from classes 1-5 has been developed.
Recently, the Indian Sign Language (ISL) Dictionary has been developed by Indian Sign Language Research &. Training Centre (ISLRTC) under the Department of Empowerment of Persons with Disabilities (DEPwD), M/o Social Justice &. Empowerment, Govt. Of India.
This dictionary has 10,000 video terms divided into five categories -Academic, Agricultural, Everyday life situations, Technical and Legal.
This was launched on 17th February 2021 by ISLRTC by the Hon'ble Minister of Social Justice and Empowerment, Govt. of India. ISL dictionary provides vocabulary for the students with hearing impairments.
NCERT in collaboration with ISLRTC have created metadata for ISL dictionary and the dictionary words are uploaded on DIKSHA portal in alphabetical order (diksha.gov.in) for wider access and dissemination among all the stakeholders.
Following the principles of Universal Design for Learning (UDL). NCERT has stated to augment these resources with addition of relevant audios/voice over, subtitles and images for supplementing the visual ISL dictionary. This value addition in the sign language dictionary shall help a diverse group of learners - students, teachers, educators, researchers, parents etc. to easily access, understand and use words in ISL in their day to day living and learning irrespective of any disabilities.
This process began with initial selection of 200 words, with embedding voice over and subtitles, which is being expanded further. A flip book has been created by NCERT for its dissemination among all stakeholders. QR codes have been created and videos, voice over, sub title of ISL dictionary words have been integrated as energized flipbook.
This rich resource being converted in UDL format will not only be beneficial for 1.3 million (13 lakh) people with deafness (census, 2011) but also other people who may or may not have disabilities. Further, this work shall facilitate standardization of ISL in India.
