JS(Dev.) further informed that Rs 40 crore has been earmarked for sanction of new projects (under capital) and around Rs 10 crore earmarked for ongoing projects' liabilities. Secretary (Sports) observed that each P0 should be given specific tasks of monitoring the projects state-wise, including physical inspections; POs also be given specific time bound responsibilities. 2. Secretary (Sports) chaired the meeting. List of officials who attended the meeting is annexed.

3. In his introductory remarks, Secretary (Sports) observed that in the last two months that while there has been progress in many areas of the department, but in certain areas like MEP immediate attention is required. verification of the project should be made and UC must be obtained. Each P0 must prepare dossier on each project and its progress.

b) With respect to mapping of identified sports facilities across the country: US(AKS) informed that mapping has been done with colour coding like Red-ongoing projects under USIS/RGKA, Blue-SAl centres, Brown-completed projects under USIS/RGKA4, Green-proposed to be considered under Khelo India.

c) With respect to Cash Awards for Players & Coaches, US(RKG) informed that we almost spent as per budget allocation. However, left with some fund related to 'Pension for retired sportspersons". Secretary (Sports) directed to put up all pending cases in this regard. He specifically mentioned about the communication received from SRFI about delay in disbursement of cash awards.

d) JS (Sports) informed that he will review the MEP with respect to SAl, NSF Scheme & NSDF and submit the report in two days.

e) US (AKP) informed that with respect NSFs, expenditure incurred as per allocation and hence no pending liabilities. He also informed that in case of U-17 FIFA WC-2017, out of budget allocation of Rs 95 crore, Rs 34 crore is earmarked for overlays and Rs 75 crore has been released for the purpose till now. Secretary (Sports) observed that we need to have a monitoring mechanism like IWG (Internal Working Group) as was in the case of SAG-2016. IWG should meet once in 15-days and monitor the progress of the works as per customized checklists which need to be prepared. Meeting with venue owners may be held once in a month.

1) US (AKP) informed that Rs 30 crore has been earmarked for football development under M-XI-M programme, out of which Rs 12.5 crore has been released leaving unspent balance of Rs 17.50 crore. As part of legacy plan, Secretary(Sports) directed to expedite setting up of National Training Centres for Football. Possible locations are Bangaluru, Hyderabad, Sonepat etc., due to its connectivity, weather conditions and sports science support etc., We may convene a meeting wherein we may also invite AIFF to finalise the location of NTC.

Action: JS (Sports) /JS (Dev.) 2. Mission-XI-Million Secretary(Sports) outlined the importance of M-XI-M as

Programme below:- a) The programme is being implemented by AIFF and

Project Team b) MYAS must play pro-active role in using it as a

platform for promoting sports culture in the country. Outcome monitoring is also necessary.

JS(Sports) to have regular weekly meeting with various stakeholders and update the progress fortnightly.

Action: JS(Sports) 3. NPFP(National JS(Dev.) informed that VC LNIPE made a presentation on

Physical Fitness 23.01.2017. During the presentation Secretary (Sports) Programme) suggested to make a separate presentation on

methodology, sample framework analysis, etc.

Action: JS(Dev.) 4. Structural review of Secretary(Sports) suggested that HRDS must have

HRD Scheme following components:-

a) Coaching Development: Focus on skill development of Community Coaches, Development Coaches, and High performance Coaches.

b) Capacity Development of Institutions under MYAS

such as SAl, NDTL, NADA & LNIPE c) Sports Science & Sports Medicine d) Research Works: Approximately 10% to 20% can be

earmarked for research projects. e) Encouraging specific domain knowledge courses for

the employees of MYAS & its field units.

He further informed that Birmingham University (UK) has given clearance for another batch of Coaches & Sports Scientists for Sports Science and a new course for Coaches in strength & conditioning which needs to be pursued immediately. He also shared that Asian Paints have expressed interest to partner with MYAS in development of Community Coaches.

Action: JS (Sports) /Director(Sports) -SPH S. NADA Referring to a recently published News Article on reduction

in the number of dope testing for the domestic competitions, Secretary (Sports) observed NADA should have a structured system of interaction with various stakeholders such as NSFs, IOA etc., and must aim at achieving testing of atleast 7000 samples domestically.

Action: DG NADA 6. NDTL-Appointment Director (Sports)-SPH informed that file has been mooted

of Scientific Director. for seeking the time from DG CSIR for holding the selection committee meeting for selection of Scientific Director, NDTL. CEO NDTL informed that there has been delay in the procurement of three no. of advanced dope testing machines (Liquid Chromatography, Gas Chromatography and HPLC fraction collector), but steps are being taken to complete with current financial year. A thorough review of functioning of NDTL will be held on 08.02.2017 at 3.30pm and Director (Sports)-SPH to make a presentation.

Action: Director(Sports)-SPH 7. Event Knowledge Secretary (Sports) informed that an elaborate event

System(EKS) management system was procured for CWG-2010. It was decided to transfer all the software and hardware related

to EMS to SAl & train officers to manage it.

Action: Director(Sports) /Secretary, SAl 8. 6 Weeks certificate Director (Sports)-SPH informed that the present course for

course for Coaches at NIS for J & 1< will continue upto March-2017. In this from other State regard, Secretary (Sports) directed that ED (Academics) to Governments on the cover all States. We should conduct courses at all SAl lines of J&K. Regional Centres. Guest faculty may be hired if required.

Action: ED (Academics)/ D irector(Sports) 9. National School JS(Sp.) informed that a preliminary meeting last week with

Games & University various stakeholders. Secretary (Sports) observed that we Games have to prepare a template, action points with timeframe

and for this we must have one more meeting with MHRD wherein we may invite IOA, NSFs, SGFI, CBSE, KVS, NVS DAy, and ICSE. For university Games, we must coordinate with Higher Education Secretary, RUSA programme I/C UGC and Sports centric Universities like Gurunanak University, Ramachandra university, Manav Rachana university etc., JS(Sports) to prepare a detailed agenda.

Action: JS(Sports) 10. Rural Games at NCR, JS (Dev.) briefed about the steps taken. Secretary (Sports)

Delhi directed to give utmost priority for organisation of Rural Games in a befitting manner on eco-mode (most economical). Mr Rajiv Bhalla & his team may be made responsible for coordination and planning. SAL Coaches at Delhi may also be involved. JS(Dev.) to review the progress every alternate days. Further, it was decided that the services of Shri G S Randhawa, Shri Satpal and Shri Kazan Singh, DIG CRPF may also be utilised.

Action: JS(Dev.)/Sh Rajiv Bhalla, Lt. Gen(Retd.) 11. SAl NRC Sonepat Secretary (Sports) reiterated the self-sustaining model of

Cochin and Indore sports complex and suggested to replicate the similar model at SAL Regional Centre Sonepat on pilot basis. Director(IC) to release a brochure on the facilities available.

It was suggested that we will open the facilities for general public and approach RWAs, Educational Institutions etc., Most economical way of creating and maintaining infrastructure to be adopted. NHAI Chairman may also be consulted on this matter and Director (Sports)-SPH to extend all the support to Director(IC) Sonepat for the project.

Action: Director, NRC Sonepat/ Director(Sports) -SPH

5. The meeting ended with a vote of thanks to the chair. The next meeting will be held on 06.01,2017 at 10.00 am. ATR on the above minute will be review in that meeting.
