RMSA to consider the Annual Work Plan & Budget 2014-15 for the State of Uttarakhand under

Rashtriya Madhyamik Shiksha Abhiyan (RMSA, including the components of ICT@ Schools,

Girls’ Hostels, Vocational Education and Inclusive Education for the disabled at Secondary

Stage (IEDSS) was held on the 24th

April, 2014, under the Chairmanship of Shri R.

Bhattacharya, Secretary (School Education &Literacy).

2. The list of participants who attended the meeting is attached at Annexure-I.

3. At the outset, Secretary (SE&L) welcomed all the participants. The Joint Secretary, Ms.

Radha Chauhan, briefed that PAB at the beginning of the 12th

Five Year Plan (2012-13), had

committed liabilities to the tune of Rs 8500 Crores, but since no new works were approved in

2012-13 and with limited approvals in the year 2013-14, the Committed liabilities have come

down to the tune of Rs 4800 Crores.

4. However, the concern still remains since a number of States still have a huge backlog of

Non-Recurring works which could not be started due to the fixed cost norms of the earlier

approvals, and where the States have not been able to arrange for the gap-funding between the

earlier approved norms and the State SoRs, and where the funds have been released to the States

resulting in the situation where the States are sitting on a huge unspent balance. She informed the

PAB that this has resulted in preventing the release of funds from the Ministry on one hand,

which later on may lead to surrendering of funds under the scheme, while the Scheme itself

suffers from lack of funds. In light of the situation the State is requested to utilize the funds

sanctioned in order for further releases as well for new approvals being considered by the PAB.

5. She also noted that there is a need for the State to shift the activities of the subsumed

components to the RMSA SPD. Since funds for all the above components are now being released

to the RMSA Implementing Society (through the State) all correspondence and communication

will be with RMSA SPD and the Secretary including financial matters concerning all its

subsumed components. Therefore , the States would do well to streamline the activities relating

to ICT @ Schools, IEDSS, Vocationalization of Education and Girls’ Hostel functioning into

the RMSA Society and formally notify the RMSA SPD as the nodal person) anchoring all these

activities.

6. She also informed the Board that in order to facilitate efficient implementation and also

address issue relating to amount available to States under MMER, following provisions has been

made:

(a) Release of ad-hoc recurring grant to the tune of 25% of the expenditure incurred in the

previous FY by the States.

(b) Facility of spill-over of funds relating to approvals of non-recurring grant that would provide

States with the flexibility to deploy funds regardless of year of its approval (but as per norms

under which they were approved).

(c ) MMER to be available as against the Annual Plan approval

7. General issues for consideration and guidance of the PAB:

(i) Quality interventions: Adoption of project based approach: The PAB outlining

the overall shift that is needed with four years of activity based interventions under

the Quality head of RMSA, emphasized the need for the States to adopt a holistic

project based approach to interventions wherein selected activities are put together in

a manner that the outcomes and objectives that are envisaged through those

interventions that are clearly defined and are measurable over a period of time

through basic indicators such as enhancement in enrolment (CWSN, Girls SC..)

retention, transition, performance or reduction in drop out and so on. Each such

intervention needs to be substantiated by its performance outcome which should be

taken up for evaluation by the State as part of its MMER activities.

(ii) Quality of Inclusion in Secondary schools (CWSN under IEDSS): The issue of

deployment of special education teachers was highlighted that at present, there is no

deployment policy of special education teachers in any state and their (special

education teachers) role in secondary classes need to be clearly outlined. At present,

in most states, most of these teachers have not been deployed in the schools but rather

at the block headquarters with no defined role and responsibility.

PAB advised that States should ensure that all these special education teachers (for

whom the financial support is being made from IEDSS) should be deployed in the

school(s), and if they are serving more than one school in the vicinity then there

formal deployment should be with the school having larger number of CWSN

children.

PAB also requested NCERT to guide the States by detailing the role of special

education teachers at the secondary level and if need be modify the curriculum to

meet the needs of CWSN children. Even though the IEDSS scheme has been

subsumed under the RMSA, the planning and implementation of this component is

still being carried out in an isolated manner, with some of the States/ UTs still

implementing the interventions under this component totally through NGOs which is

adverse to the overall objectives of scheme which envisages State as the prime

implementing agency and NGOs role being limited in aiding and supporting the State.

The PAB emphasized that Secondary Schools need to be made more inclusive for

CWSN, with adaptations to infrastructure to be planned under the RMSA non-

recurring / civil works component, while the teacher training for improving inclusive

practices (targeted at CWSN) of Subject teachers should be within the RMSA teacher

training package.

(iv) UDISE: The issue with regard to UDISE data of the state was also raised. In the

current year, MHRD/ TSG has used UDISE data to verify the distance from the UPS

to the proposed secondary school and on the basis of distance shown in the UDISE

data, the current year proposal for establishing new school has been appraised.

However, the state claims some technical problem in that column no 19B of the

UDISE DCF which results in inconsistency where the distance from UPS to

Secondary Schools is shown as zero in many cases even if the actual distance is 6 or

15 Kms and due to this discrepancy in the data, proposals for new school could not be

found eligible for upgradation.

NUEPA was requested to look into this and the State may pursue the matter of

correcting the UDISE data with NUEPA.

Though the timeline for sending the UDISE data ( elementary and Secondary ) to

NUEPA is in December every year, it is seen that that States have not been able to

send their UDISE data to NUEPA on time, which in turn affects and causes delay in

the appraisal of RMSA plans, since they are based on the UDISE data.There are

discrepancies in the UDISE data , which are reflected in the mismatch between this

years’ data ( 2013-14) and last year’s data ( 2012-13)

The coding /categorization (lowest class/ highest class) is being followed differently

in different states, resulting in various interpretations of the number of schools, for a

same set of schools. Thus, while in Kerala, a school is given a single UDISE code for

the Primary, Upper Primary, Secondary and Higher Secondary, in Andhra Pradesh,

Madhya Pradesh, Chhattisgarh, Rajasthan and Odisha, etc, the UDISE code for

Primary School is different from the code of the Secondary, from that of the Higher

Secondary, etc, resulting in these States showing a higher number of government

schools.

PAB requested NUEPA to clarify this and this is especially critical since the UDISE

will be the official data from this year onwards.

(iv) Reference was made to the 3rd

RMSA JRM aide memoire which suggested tracking

of children who have passed out of Class VIII to ensure that they get enrolled in Class

IX, using simple techniques of identifying clusters/feeder schools to a Secondary

school

(iii) In view of the limited availability of funds under the programme and also the fact that

States have been unable to act on previous approvals relating to recruitment and

appointment of staff , PAB indicated that approvals regarding Lab Attendants,

Librarians and Multi task Support Staff previously committed but not yet acted upon

be revoked with immediate effect. Approval/Commitment for salary was for that

particular year and if not acted upon and not revalidated specifically, later on stands

withdrawn. Commitment of financial support towards these category of support

personnel, which is generally sourced on a contractual basis, will also be reviewed as

part of the Annual Plan and is subject to availability of funds after provisioning for

core set of commitments including teacher’s salary.

(iv) PAB also took note of huge backlog in recruitment and appointment of approved

teachers. In view of the limited fund availability under the scheme, it was noted that

provision of salary under the annual recurring grant shall be earmarked and

committed only for personnel formally in place. Any subsequent appointment

commitment of RMSA funds will be subject to availability of funds in the current

year.

8. Ms. Caralyn K. Deshmukh, Director (RMSA -1) gave a detailed overview of the status of

implementation, planning and monitoring of RMSA in Uttarakhand. In the presentation, various

aspects of implementation of RMSA scheme in the State including area of strength, area of

concern, major issues, Education Indicators , progress of recurring and non-recurring approved

to the State under the RMSA were highlighted.

9. State Initiatives:

• State has developed a guideline for schools, SMDC's and district officials named

"Abhudhya” which comprises guidelines for SMDC and other directions circulated by

RMSA and Directorate of Education from time to time.

• State has started special science activities in schools. All government schools are to

organize special science activities /projects in school and selected students participate at

state/national level which has resulted in more interest generated in science

• Every teacher has to maintain a Teacher Dairy , which , apart from the Teachers’ lesson

plans, also helps teachers to maintain a record of their students and enable them to keep

track of children who need extra help.

• State government has set up 90 schools from State budget, out of which 89 schools has

been upgraded and 1 school has been set up as a stand alone school.

10. Areas of concern:

13 Govt. Schools and 2 Govt. Aided Schools have Zero Enrolment.

The GER and NER in Haridwar District needs special attention at 72.04%, and NER

28.96%, respectively. The district also has a low Retention rate (68.2%) and high

Dropout rate (31.8%).

There are 7827 (40.95%) vacant Teaching Posts in the Govt. secondary schools in state

State has spent excess amount of MMER during 2012-13 (Approval- Rs 205.55 lakh,

Audited Exp-Rs 320.5 lakh (Difference- Rs 114.9 lakh).

Annual Audit Report for the Girls Hostel Component for the years 2011-12, 2012-13 are

due.

o PAB cancelled 8 schools previously approved for strengthening for the year

2009-10 in which following components were approved twice : 3Science Lab

o 2Computer Room

o 1Art Culture :

o 1Library :

o 1 Water :

o 1 Toilet :

State surrendered 19 schools for Strengthening of Secondary schools approved in 2009-

10 (14 schools,) and 2010-11 (5 schools).

PAB approved re-visiting 399 schools for strengthening ( except lab equipments)

against 2009-10 approvals where only lab equipments were approved..

List of cancellation of all schools is attached as Annexure-A.

11. Areas of Strength:

Manual School Mapping Exercise completed across the state with distance matrix.

Ground level planning.

Competency based child friendly assessment and special teaching for bridging the gaps

identified in assessment at entry level of secondary education.

Constituted SRG (with 57 members) & DRG (8-13 members).

The Cascade model of training adopted.

The outcomes and implementation of Self Defense, Art & Craft Activities are appreciated

under Equity Intervention for girls.

Sufficient budgetary provision in state budget and state share was timely released.

Annual Report & Audit Report are submitted with in time.

State has borne Rs. 50 crores additional amount for civil works under RMSA.

State initiated up-gradation of 09 KGBVs upto Class 12th

, free cycle distribution for girls

at secondary level and free education for girls upto Class 12th

to remove gender disparity.

12. Convergence of Schemes:

With regard to the convergence of Centrally Sponsored Schemes in Government schools, 2436

schools are covered under RMSA, 625 schools under ICT @ schools, 2434 under IEDSS schools

and 11 schools under Vocational Education. The objective is to cover the schools completely in

terms of available schemes- the whole school approach where a school improvement plan makes

use of the available schemes at the state and centre to ensure the holistic development and

improvement of the school. Thus, a school is ensured adequate and good quality infrastructure-

compatible with the pedagogical needs of the different classes and subjects, teachers training,

remedial, libraries, laboratories, children with special needs, special educators, ICT facilities,

vocational education/options and linkage with girls Hostels.

13. Special Focus Districts (SFDs)

Uttarakhand has 3 Special focus Districts (SFDs) and there are 19 Educationally Backward

Blocks (EBBs). As far as coverage of SFDs is concerned, out of the approved 271 schools, 17

schools, are in SFDs. Out of 1103 schools strengthened under RMSA , 19, are in the SFDs. Out

of 625 schools supported under ICT@ schools , 16 are in SFDs.

14. Progress under RMSA:

(i) Non Recurring:

Out of total approved of Non-recurring outlay of Rs 239.64 cr (,expenditure of Rs 149.22 cr

has been incurred upto 31st March 2014

(ii) Recurring:

In the financial year 2013-14 a total outlay of Rs. 87.89 crore was approved for the State

under the recurring head with a central share of Rs.65.91 crore, GoI released an amount of

Rs. 21.18 Crore. The State has reported an expenditure of Rs 68.92 crore under the recurring

head up to 31st March 2014

Annual Work Plan and Budget for 2014-15:

15. Thereafter, the intervention-wise discussion was held and the following decisions were

taken:

Up gradation of Schools

The State has proposed 24 new schools (21 one-section and 3 two-section

new schools ) for the year 2014-15. Out of 24 new schools, only 6 schools

are eligible on the basis of distance and enrolment norm. However, due a

large amount of spillover works, PAB did not approve the new schools.

ii Strengthening of existing Govt. School-

Out of the 233 schools proposed for strengthening of existing schools, 179 schools

were considered and approved by the PAB. (Annexure – B)

The rest of the 54 Schools are not eligible on the following grounds:

• 30 Schools have already been covered in previous years

• Land is not available in 7 schools

• As per UDISE 2012-13 data, 17 Schools already have Science Lab & Computer

room for which they were proposed

State also proposed for site development to be approved as part of the estimate PAB

advised the State to explore convergence with MNREGA and other schemes

iii Major repairs for Govt. Schools:

State proposed 183 major repairs in 106 schools. As per the UDISE, only 93

schools are eligible for Major Repair. 13 schools are not eligible for the following

reasons:

• 1 school already covered in previous year

• 2 schools are private schools

• major repair not required in 10 school

PAB did not approve any major Repair due to a large amount of pending works.

iv Additional Proposal for Repairs and Reconstruction of Building in Gov.

Secondary Schools damaged due to Disaster

The State has proposed 13 schools with an outlay of Rs. 201.84 lakh which was

approved at Rs 152 lakh on the basis of SSOR (Annexure – C)

RECURRING

1.

Staff for 24 New Schools

The state proposed financial support for salary of 24 HMs, 129 teachers, 24 lab

attendant and 24 Multi Task Support Staff for 24 Newly Proposed schools. PAB did

not approve since no new schools are approved.

Staff for 271 new schools sanctioned in previous years (2009-13)

The proposal of financial support for the salary of 271 Headmaster, 1517 teachers,

271 lab attendant and 271 Multi Task Support Staff. PAB approved 12 months’

financial support for 131 Head Masters @Rs 44160 per month, 639 teachers @ Rs

29640 per month, 228 lab attendants @Rs 9175 per month and 152 Multi Task

Support Staff @ Rs 9175 per month.(in actual position).

One month notional provision for 140 HMs and 878 teachers who are being

appointed was approved by PAB.

Financial assistance for previously sanctioned Additional lab attendants

PAB approved 12 months’ financial support for 1333 lab attendant@ Rs 9175 per

month against the State’s proposal for previously approved 1763 lab attendants.

Financial support for non teaching staff (lab attendant and MTSS) has been

considered by PAB only for the current financial year in Uttarakhand.

Approval/Commitment for salary is for a particular year and if not acted upon and

not revalidated specifically, later on stands withdrawn. PAB also clarified that the

salary component for teachers under RMSA should be pegged at the entry level with

basic benefits included in the package; anything over and above should be taken on

by the State.

2.

School Grant

PAB approved school grant for 2066 Schools @ Rs. 50,000/- per school against the

proposal. 56 schools were not considered as 13 schools have zero enrolment and 43

schools are not functional.

3. Minor Repair

The proposal for Minor Repair in respect of 1701 Govt. Sec. Schools @ Rs. 25,000/-

per school was approved by PAB.

3. Teacher Training:

(i) School Leadership programme under NUEPA :

Training for 50 SRG for Schools leadership program was approved by PAB @

Rs 300 per person for 10 days.

School Leadership training of 50 HMs Headmasters was approved by the PAB

@ Rs. 300 /- per Head Master for 10+2+2+2 days .

The training programme is to be conducted by NUEPA.

In-service training for existing teachers: The State proposed Inclusive In-

service training for 12438 existing teachers including Headmasters and ICT in-

service training for 1250 teacher under RMSA.

(ii) PAB approved training of 6889 teaching Headmasters and in service teachers

(376 HM+ 6513 teachers (6062 Gov schools+451 Gov Aided @ Rs.

300/teacher/day for 5 days.

State Government was advised that the state may provide ICT training module

to 1250 teachers of the 6062 teachers in Gov Schools approved to be trained

under RMSA.

(iii) Training of Key Resource Persons- The PAB approved training of 78 KRPs

(for 6 subjects in 13 districts) @ Rs. 300 /KRP for 5 days

(iv) Training of Master Resource Persons: training of 230 Master Resource

Persons. for 5 days training @ Rs. 300/- per day/MT was approved

(v) Induction Training to newly recruited teachers- The State proposed

induction training of 225 teachers which was approved by PAB @Rs 300 per

day for 5 days

4. Quality Interventions:

(ii) Science exhibition at district level was approved @ Rs.1 lakh per district for

the total of 13 districts.

(iii) Book fair at district level: was approved by the PAB@ Rs. 1 lakh per book

fair in 13 districts.

(iv) Special Teaching for learning enhancement (ILG & ELL)-: The proposal for

special teaching of 128758 Student was approved by PAB for an amount of Rs.

68.38 lakh (Printing of pre and post assessment tool (@Rs 60 for 103959 as per

UDISE=Rs 62 .37 lakh) and two workshops (1 for pre assessment and 1 for post

assessment) @Rs 3/ workshop (for two workshops= Rs 6 Lakh).

(v) Sports Equipment: PAB approved Sport equipments in 95 schools @Rs 20000

per school.

(vi) Unnati (Innovation): PAB approved Project Unnati for an outlay of Rs.

376.78 lakh covering 76033 students. The costs cover material cost, evaluation and

3 months instruction which will cover 750 schools (250 for Sugam, 250 for Durgam

and 250 for Ati durgam).

The State may ensure an outcome orientation and documenting of all the above

activities .A report may be sent to MHRD.

5.

Guidance and Counseling:

Financial Support for Research Assistant: The State proposed financial support to

13 Coordinators & Research Assistants, Sensitization of Principals and development

of Literature and Display Material.PAB approved a lump sum support of Rs 2 Lakh

for these activities. It was clarified that the Guidance and Counseling Grant under

RMSA is for strengthening the existing Bureaus of Guidance in States/UTs. The

State was requested to share the existing structure and processes in place for

Guidance and Counseling of secondary school students and the Perspective Plan for

strengthening the same, in case of need.

Further, to address the concern of counseling of students, the State was advised to

endeavor to train at least one teacher in each school in Guidance and Counseling and

adolescent issues as part of in service training of teachers.

The State is advised to draw up a deliverable, which may be, apart from

development of Guidance and Counseling Guidelines for Headmasters and teachers,

ensuring that the State Counselling team trains at least 2 teachers (one male and one

female) in Guidance and Counseling in the 151 schools covered under RMSA. The

training programmes for Schools heads and teachers in these issues may also be

documented.

6. Equity Interventions

(i) Self-Defense Training/Karate Training for girls: The proposal for self -

defense training / Karate training for girls was considered and approved for

142 trainers – one per school @ Rs. 3000/- per month for 3 months.

(ii) Special teaching for learning enhancement for SC and ST: The proposal

for Special teaching was not approved by the PAB, since the same proposal

has already been approved for all students under Quality head.

8. Community Training :

Training of SMDC members: Training of 2620 members was approved by the

PAB in 131 standalone schools @20 members in each SMDC for 2 days @Rs 300

per day.

9.

MMER:

MMER @ 5% was approved

The cost sheet indicating the component wise proposal and approval for RMSA is at Annexure-III.

16. ICT @ School

PAB was informed that a total of 625 schools have been approved to be covered under

ICT for a total outlay of Rs 4037.5 lakh, out of which the Central S. hare is Rs 3128 lakh. Till

date Rs 1253.75 lakh have been released to the state. The details are as under:

Issues:-

500 schools approved in 2010-11, State has not yet started the implementation of these schools.

SPD Uttarakhand informed the PAB that due to some problem with the RFP and the resulting

difficulties, the implementation got delayed. She also requested PAB to approve shifting the

Project cycle to start from this year 2014-15, to which the PAB agreed.

Government of Uttarakhand had signed a MoU with M.s. Microsoft and M.s. Intel for

training of teachers and principals. More than 30,000 teachers have under gone training.

The other issues are ;UCs and Progress Report for the amount of Rs. 151.50/- lakh

released on 17.10.2009 for 100 schools and the amount of Rs. 500/- lakh released on 28.5.2011

for 500 schools approved in 2010-11 are still awaited. The state is yet to inform the MHRD

about the State share and Third Party evaluation report . The State is to send a Comprehensive

Report on the implementation of ICT, including details of teacher training, e content, curriculum,

Internet connection, AMCs, etc

It was also decided that further release of committed liability expenditure in respect of

schools already covered will be subject to the Utilisation Certificates, Progress Reports for the

earlier releases and the Budget Provision for the year 2014-15.

17. Girls Hostel Scheme

(i) Non recurring grant:

Uttarakhand has 19 EBBs. 18 hostels were approved in 2010-11 and 01 hostel in 2012-

13. 1st installment of Central share of non-recurring grant of Rs. 1699.22 lacs was released in

2012-13 for all the 19 hostels at State SORs.

In the PAB 2014-15, the State Govt. informed that construction of 16 hostels is in

progress and work in the EBBs at Purola, Dhauladevi & Pratapnagar could not be undertaken

due to non-materialization of tendering process and high cost and submitted proposal for

sanction of additional non-recurring grant of Rs. 667.88 lacs for construction of hostels in these

blocks. To mitigate the cost, Additional Secretary advised the State to utilize the bamboo

technology which is tried and tested method and also go in for pre-fabricated material to bring

down the cost. State Govt. assured that they would also try to use pre-fabricated material to bring

down the cost. Therefore the PAB did not approve the proposal of the State Govt. seeking

additional Non-recurring grant for the hostels in the 3 EBBs at Purola, Dhauladevi &

Pratapnagar.

(ii) Recurring Grant:

The State submitted proposal for sanction of recurring grant of Rs. 142.78 lacs for

running 19 hostels with total 607 wards. JS (SE.I) enquired about the reason for the lesser

number of wards in the hostels. State Govt. explained that the hostels are which are being run in

temporary locations could accommodate only fewer number of wards and once construction of

hostels is completed, the number of wards utilizing the girls’ hostels would be more.

PAB approved recurring grant of Rs. 110.11 lakh for 607 wards for the academic session of 11

months of 2014-15.

18. IEDSS

It was observed by the PAB, that States have not been able to give detailed proposals

under IEDSS and in most cases it has been totally left to the NGOs to formulate and implement

the proposals. States have completely disengaged themselves of their role and responsibility as

the main implementation agency. States are, in many cases forwarding proposals of the NGOs

without any diligence at their level which is contrary to the spirit of the Scheme.

PAB also noted that since a major financial recurring component of the scheme is of

salary for special teachers, the States have to ensure that their annual proposal incorporates and

substantiates in detail State's commitments. The commitment of GoI will be subject to it being

approved as part of the AWP& B and will be limited to the year in which it is approved.

In light of limited availability of funds and the fact that recurring grants lapse at the end

of FY, reimbursements will not be entertained beyond the FY unless and until it is specifically

sought and more importantly approved and re-validated by the PAB. However, in no case,

proposals not approved in previous years including teacher’s salary will be considered for

reimbursement.

(i) Non-recurring

The State Govt. proposed the non-recurring grant to equip the 50 resource rooms @

Rs.70000 per resource room out of 95 resource rooms the State Govt. has already constructed 83

resource rooms. The Appraisal Team has recommended for equipping 38 resource rooms with a

total outlay of Rs.26.60 lakhs. PAB has approved the proposal.

(ii) Recurring

PAB approved the student oriented component as per items mentioned below:-

(A) PAB approved Student oriented Activities includes assistance and equipment for

1579 CWSN @ Rs.3000 per CWSN with a total cost of Rs. 47.37 lakh.

(B) Teacher’s component.

i) Salary of 40 Special Education teachers with a total outlay of Rs.86.40 lakh is

approved.

ii) Special pay for special teachers with a total outlay of Rs.1.92 lakh is

approved.

iii) The components of Orientation programme for principals and parents and

environmental programme were clubbed together as advised by the PAB and

agreed by the State Govt. Accordingly, the PAB approved the amount of 9.30

lakh for holding the programme in 93 blocks @ Rs.10,000/- each.

iv) The training to Spl. Education teachers is to be arranged with regular

programme under RMSA. Hence, the provision not approved separately. The

PAB also considered State Govt. proposal of salary of 17 teachers who were

appointed in the year 2013-14 w.e.f. October 2013 for which written evidence

has been received from State Govt. Accordingly, the outlay of 18.36 lakh.

19. Vocational Education

The PAB noted that during the year 2013-14, introduction of vocational education from

Class 9th

onwards in 11 schools in NOS compliant job roles in two trades, namely – IT/ITeS(IT

Service Desk Assistant) and Automobile (Service Technician)was approved under the CSS of

VHSE by the Project Approval Board for implementation from the year 2014-15 onwards. An

amount of Rs. 379.05 lakh including MMER was approved as the total outlay with Rs. 345.01

lakh as the Central Share, out of which Rs. 88.91 lakh(including MMER)was released as 1st

installment of non-recurring grants.

As regards the Scheme of subjects notified by the Board, it was observed that vocational

education is being offered as an additional optional subject along with 8 other subjects.The

marks obtained in vocational education subjects are ‘not factored in’ while deciding the

promotion of a student to the next class.In other words even if a student does not obtain

minimum pass marks it does not affect his/her promotion which defeats the purpose of outcome

based learning.The State was advised to revisit the scheme of subjects in consultation with the

State Board of Education and make necessary amendments before the start of the coming

academic session under intimation to the Ministry. Further as regards bifurcation of marks for

vocational subject issued by the Board, it was pointed out that clear provision needs to be made

for external evaluation of skills of the students through assessors form the industry

It was once again clarified that vocational education is to be taught as an additional

subject(6th

subject) in Class IXth

and Xth

and as a compulsory elective in Class XIth

and XIIth

.

The importance of assigning sufficient teaching and learning hours to the subject, raising the

stature of vocational education at par with other subjects while creating clear pathways for

developing skill proficiency within the education system was explained to the State team at

length.

In view of the revision of the Scheme as approved by the Cabinet, on 12th

Feb 2014, the

PAB decided to revise the total outlay for the 11 schools approved in 2013-14 as per revised

norms for an amount of Rs.196.30 lakh as the total annual outlay on 75:25 Centre-State Sharing

basis with a central share of Rs.147.22 lakh. The revised estimates for 11 schools is placed at

Annexure – D. The list of 11 schools approved in 2013-14 with trade mapping is at Annexure –

E. The State was informed that the funds already released will be adjusted against further release

to be made in accordance with the revised estimates approved above.

As part of AWBP 2014-15, the proposal of the Government of Uttarakhand for

introduction of vocational education in 33 new schoolsin four trades, namely – IT/ITeS,

Automobile, Retail & Healthcare from Class IXth

onwards in the academic session 2014-15, was

considered by the PAB and approval was accorded for introduction of vocational education from

Class 9th

onwards in 33 Schools ( in addition to the 11 approved last year) in NOS compliant job

roles in four sectors IT/ITeS(IT Service Desk Assistant), Automobile (Service Technician),

Retail (Sales Associate) & Healthcare (Patient Care Assistant) in accordance with the revised

financial norms for an amount of Rs.577.89 lakh with Rs.433.41 lakh as Central share on 75:25

Centre: State sharing basis. List of 33 schools along with UDISE and trade mapping is placed at

Annexure – F.

As regards proposal for construction of workshops, it was clarified that the any

requirement of civil works is to be justified on need basis in light of infrastructure gap analysis

of each school .The State was further advised to leverage the existing infrastructure available in

the schools, in Industrial Training Institute, Polytechnics and that created under other skill

building initiatives of the Government for implementation of vocational education in schools .

Approval for 14-15

20. Based on above approvals accorded for various interventions in respect of all five

Schemes, the total interventions amounting to Rs. 16098.18 lakh including the non- recurring

interventions amounting to Rs 7374.11 lakh and recurring interventions amounting to Rs

8724.07 lakh with the central share of Rs 12133.04 lakh and state share of Rs. 3965.12 lakh.

The MMER in respect of all these Schemes for the approved interventions will come to Rs

766.58 lakh. The Scheme-wise depiction of the proposals of the State and approvals accorded by

PAB in financial term is capitulated in the following table:

24. The release of funds to the RMSA components including funds against previous approval

will be further guided by the following conditions:

(i) The State Administration shall give a written commitment for meeting its share of the

RMSA, ICT@ School, IEDSS, Girls Hostel & Vocational Education of the budget

approved according to prescribed sharing pattern of the components.

(ii) SMDCs or equivalent bodies should be constituted and accounts opened to incur

expenditure under school grant, minor repair, civil works, and other such expenditures,

which have to be incurred only through these bodies as per RMSA norms.

(iii) The State Government will maintain their level of investment in Secondary education as

in 2009-2010 and give the details of this to GOI before the release of second installment.

(iv) The second installment would only be released after (a) the proportionate installment of

State share has been transferred to the State Implementation Society, (b) at least 50%

expenditure against available funds has been incurred, (c) utilization certificate has been

submitted for funds released in the year 2013-14 and (d) Audit Reports have been

submitted for the year 2012-13.

education plan and work accordingly. It also helps teachers to

identify weak students and identify learning gaps and

enhancement of learning level.

Retetnion rate (68.2%) and high Dropout rate (31.8%).

•About 40% overage and underage children are there in the secondary system which is an

area of concern.

• State has utilized Excess expenditure on MMER during 2012-13 (Approval- Rs 205.55

lakh, Audited Exp-Rs 320.5 lakh (Difference- Rs 114.9 lakh)

Under ICT Component

•UCs and Progress Report for the amount of Rs. 151.50/- lakh released on 17.10.2009 for

100 schools approved in 2007-08 and the amount of Rs. 500/- lakh released on 28.5.2011

for 500 schools approved in 2010-11 still awaited.

•Status of State Share still awaited.

•Third Party evaluation report still awaited.

•Comprehensive Report has not been furnished.
