Monitoring Committee of Prime Minister’s Package taken by the Chief Secretary, Govt. of Arunachal
Pradesh on 3rd january’2014 to monitor the progress of projects with regard to the Hon’ble PM’s
Announcements during his visit to Arunachal Pradesh on 31st January, 2008 for immediate necessary
action.
All concerned are requested to strictly adhere to the timelines of the decisions taken in the
meeting and also send status note to the planning department on compliance of the decisions.

Minutes of the 25th Meeting of the State Level Monitoring Committee (SLMC) for PM Package held on 03.1.2014 from 1000 hrs in the Banquet Hall at Itanagar
The 25th meeting of the SLMC for PM Package was held under the Chairmanship of Dr. H.K. Paliwal, Chief
Secretary on 03.1.14 at Itanagar. Shri Sonam Chombay, Secretary (Planning) welcomed all the Officers and placed the agenda before the committee. He then requested the Chairman to take up the agenda items one by one for discussion.
The list of officers who attended the meeting is attached at Annexure-A.
1. New Secretariat Building at Itanagar:
� The overall Physical progress is 80% � Blockwise physical progress :-
Block-1 _ 53% Block-2 _ 65%
Block-3 _ 93% Block-4 _ 97%
� Financial Progress is 100% of released amount (i.e 90.33 crores). � Revised Target Date for completion of Blocks 3 & 4 is 30.4.2014 and Blocks 1 & 2 is 31.10.2014 � Planning department has already released 9.20 crore for immediately resuming works.
Action Points: o All the Blocks must be completed before 20.2.14 to make it ready for inauguration.
{Commissioner,PWD} o C/O boundary wall to be started at the earliest [Commissioner, PWD] o Department to pursue with DoNER Ministry for release of last installment of Rs 4.20 crore and
gap funding of Rs 10.00 crore immediately. o The detailed proposal for additional fund to be processed at the earliest.
2. Pare Hydroelectric Project (110 MW):
� Project to be implemented in 4 packages:
a) Package-I , Civil Works –65% b) Package-II, Hydro-Mechanical Works – Work under progress c) Package-III, Electro- Mechanical Works – Work under progress d) Package-IV, Switch Yard and transformer Works – Mobilization done and work under progress
� Financial Progress: Rs.755.34 Cr (100% of Released amount i.e Rs.755.34 Cr) � PDC of September 2014 has been revised to September 2015.
A. Decision taken in the meeting: � The representatives from NEEPCO shall meet Commissioner (PWD) and hold a meeting for muck
disposal of the road construction the projects site. [Action: NEEPCO] � The Secetary(P) may call GM,BSNL and hold a meeting for setting up of mini exchange in the project
site. [Action: Secretary(Power)] � Certain law and order problem in the projects site may be sorted by DC,Yupia. [Action: DC,Yupia] � The committee expressed displeasure on frequent revision of target date and requested NEEPCO to
prepone the PDC.
3. Dibang Multipurpose Project (3000 MW):
Land Acquisition:
� Preliminary Notification issued u/s 4 of LAA 1894 in AP Gazette and by the office of DC Roing on 17/12/13
Forest Clearance:
� No progress was reputed in the meeting.
A. Decision taken in the meeting: � NHPC, representatives were asked to meet both the DCs for Forest Clearance & Land Acquisition latest
by 10.1.2014 and brief the Chief Secretary on the development.

4. Itanagar Water Supply Scheme (JNNURM): The project is complete.
5. Harmuti-Naharlagun Railway Line Project (21.75 km):
A. Present Status/Action taken:

� The drawing of the Proposed bridge over Pachin river submitted to Director,(Town Planning) /
PWD(Highway) and DC Yupia for handing over of land for construction of bridge and approach road. � The land acquisition of entire stretch of Harmuti-Naharlagun railway line had been completed and work
is in progress and shifting of HT line for railway crossing work is also in progress.The private land owner donated their plot of land for temporary erection of HT line alongwith the railway track crossing on lease basis for a period of 1(one) year after making payment of compensation.
B. Decision taken in the meeting: � Condition of Yupia road must be improved for mobilization of heavy concreting and earthwork
machinery. � The site for Road Bridge on river Pachin must immediately be finalized by DC and PWD. � Regarding shifting of Overhead High Tension Electrical Lines and Towers, DC Papumpare &LRSO,
PGCIL and Power Department to call a meeting to resolve the issue and submit report. � The Committee has urged the executing agency to complete the project by 20th Feb’2014. It could be
inaugurated by Hon’ble Prime Minister during his visit in the State. [Action: Secy(P)/CE(C), NF Railways /DC, Capital Complex/DC, Papumpare /Dir(Town Planning), PGCIL] (II) Projects for which Hon’ble PM made Announcements on 31st Jan 2008
6. Electrification of all Houses (2121 villages) in the State: DHPD Component: Electrification of 1325 villages
PART- A (40 nos)
� Out of 4 incomplete projects, 2 projects will be completed by January and the remaining 2 will be completed by March’2014
PART-B (4 nos) � Out of 4, 1 project is completed. � Physical progress of remaining 3 projects are-
1) Kush MHS is (Civil work 95%) � Halaipani SHP is (Civil work 89%) � Zemithang SHP is 80% completed. � PDC is March, 2014.
PART-C (Ph-I-14 nos. & Ph-II-35 nos.)
� Phase-I- 14 Projects are complete. � Out of 35 projects in Phase-II, 21 projects have been completed. Out of 14 incomplete projects, 12
projects are targeted to be completed by January’ 2014 and remaining 2 projects namely Nuranang Ph-II MHS & Khajalong MHS is to be completed by March’2014.

7. Construction of Greenfield Airport at Itanagar:
A. Present Status/Action taken: � Re-constituted committee under the Chairmanship of Justice A.C Upadhayay(Retd) visited both the sites
on the 2nd & 3rd December’2013 and will submit the reports before court after re-opening the court on 20.1.2014.
Decision Taken in the meeting: � Secretary Civil Aviation /Director Civil Aviation must follow up the development for early solution.

8. Operationalization of Tezu, Pasighat, Along, Daporijo and Ziro Airports:

1 Ziro The Government has approved the rate for land compensation. DC, Ziro, must immediately expedite handing over of additional land for extension of runaway.
2 Aalo DC Aalo has taken up the matter with army authorities for shifting of existing army camp of ALG Along so that the same land can be used for runway extension. Further, in case of expansion of the ALG, the existing Aalo-Yinkiong BRTF road passing all along the existing ALG will have to be re-located for which, DC Aalo will seek comments from OC,761 GREF C/O 99 APO. DC Aalo has also decided to re-survey a site at Tamoba area earlier identified for construction of ALG, in view of the difficulties faced in developing the existing ALG. Detailed report is yet to received.
3 Daporijo DC,Daporijo could not acquire additional land as required by AAI for development of the existing Daporijo airstrip due to strong opposition by public and proposed for shifting the airport and identified two sites namely Damka-Dawa and Rimpu –Yorio and requested for survey. The survey report yet to receive from the DC, Daporijo.IAF expressed willingness to develop a Forward Logistic Operational Base (FLOB) at Daporijo.
4 Tezu Work progress as on 27.12.13= Phy=24% & fin= 18%, PDC is December 2014.
5 Pasighat DC,Pasighat has already issued NOC and Non-encumbrance certificate to IAF for addl. Land of 17 acres and 5040 sqm for RCC drain and also 4mtr wide alternative road. IAF is requesting for the balance 53 acres land status of the same not yet received from DC Pasighat.
9. Improvement of ALGs:

2 Mechuka DC Aalo had intimated additional land of 11 acres available towards north-east side of ALG which is low lying area on the bank of Yargap Chu river. Besides, two small scale industries will also have to be shifted subject to compensation. Matter taken up with Army, IAF & BRTF.

5 Vijaynagar IAF authority had decided to handover the Re-surfacing work to BRO which work

7 Ziro ALG development works in progress. 8 Tawang AAI has selected a site for Greenfield airport at Lumla and Pre- Feasibility study
was conducted by the AAI.

10. Helicopter connectivity between Guwahati and Tawang: Already implemented w.e.f. 29 .6.08.

� Originally projects under Hydropower were 42; however due to non-feasibility of the two projects (Sipit & Sidip) were dropped out. Therefore, Rs 13.18 Crore as allotted for Sipit & Sidip has been Diverted to Halaipani SHP under Part-B.

15. Drinking Water Facilities in Remote Locations: The Department has submitted the DPR for providing potable drinking water supplying to 760 left out habitations under PM’s package at an estimated cost of Rs.377.76 Cr to the Secretary (Planning) vide letter No. PHED-IV/359/10-11 dated 01.9.2010 and the same was handed over to Planning Commission on 08.9.2010 at New Delhi. The Department must follow up with Planning Commission through State Planning Department.
16. Four-lane highway for Itanagar: Total length of this 4-lane highway in Arunachal Pradesh is 51.870 km stretch from Banderdewa to Holongi via Itanagar It consists of two stretches - Banderdewa to PHQ (31.60 km) and from PHQ to Holongi (20.40 km) under SARDP-NE.

� Physical progress till date is only 43.54% � Financial progress till date is only 85.56% � TDC is December 2014. Work on bridges to be immediately started.

� The road from Itanagar to Banderdewa is not under SARDP-NE. the concept paper with updated cost of Rs. 360 crores sent to Secretary MoRT&H. The ministry has directed CE (HW)WZ to resubmit DPR which is under preparation.
17. Two-Lane connectivity for District HQs: Of the 16 District HQs, 11 Districts directly fall along the alignment of Trans-Arunachal Highway (TAH). To provide improved connectivity to the remaining 5 Districts, this project involving 805.00 km of roads is being taken up. This component consists of the following 6 roads:

0.00 - 20.00 Km Physical Progress: 22.71% Financial Progress: 43.29% Payment was made to Forest Department and DC for shifting of utilities and private land compensation. Out of 346 enlisted individuals 10 individuals have not accepted the compensation amount. For this re-assessment has to be done by DC Ziro and again joint verification was done by LRSO Ziro, but revised estimate has not yet been received and still awaited from DC Ziro. However, as per DC, Ziro report, Land acquisition has already been done and road construction has been started by the BRO. PHE and Power Department are shifting water supply pipe & electric poles respectively as per requirement.

Joint Survey which was to be carried out by July 2013 has not been done so far. Action still pending with state authorities. Further, DC Ziro gave assurance to complete the survey in 02 months time. However, same has not been done till date. However, as per DC Ziro report, the notification for acquisition of land for 20Km to 40 Km along the koloriang –Joram has already been issued. The re-assessment of compensation for the mentioned stretch will be undertaken from the 16/01/2014. AIP for forest clearance from Km 20-51 has been accorded by MoEF.

Road alignment plan submitted to MoRT&H on 30th August 2013.LA assessment proposal submitted to DC, Kurungkumey on 25.2.2013 and dealing officer is constantly in touch with revenue authorities for expeditious finalization of estimate for LA and same is still pending. Muck disposal plan has already been submitted to DFO Kurung Kumey and the same is still pending.

Approval of pre-constructional activities received from MoRTH. The DPR also approved by 39th HPC on 12 Dec 2012 but Adm Approval not yet accorded by MoRT&H. Payment of shifting of utilities and LA has already been done to DC/EE (elect) and EE (PHE) Kurung Kumey.
A. Decision taken: � All the pending Joint surveys must be completed by 15th Jan’2014 and submit report to Chief Secretary.

2. Akajan – Likabali - Bame Road [BRO (Brahmank) 105 Km]

1 0 - 12 Km Work has been commenced. Rs 450.59 lac paid for shifting of utilities present progress is 3%
2 12 - 33 Km Though, DPR approved by HPC of MoRTH on 19 dec 2012, however, Sdm approval not issued so far and as such no further action could be initiated. Rs 1219.12 lac has been approved for land acquisition and being deposited to revenue department. Forest clearance: FC has also been received for the stretches between Km 12.00 and km 40.00 and payment thereon has been made up to Km 22.00 and will be made to balance stretches i.e km 22.00 to 40.00 on receipt of sanction from MoRTH.
3 33–65.81 Km DPR submitted to MoRTH for Rs 212.80 Crore. One set of DPR also submitted to CE, PMU Itanagar on 30 Dec 2013 as now directed by MoRTH for further action. Approval for LA received and payment being made to DC, on finalization of the court case. Proposal on FC with PCCF, Itanagar for the stretch from Km 40.00 to Km 65.810.
4 65.81 - 97 Km Realignment plan sent to Army Authority for approval. Survey work will be taken up thereafter. Proposal for FC to be submitted thereafter.

5 97 - 105 Km Work awarded on 15 Oct 2013. Joint survey between both parties is in progress. Rs 255.62 lac paid for shifting of utilities. Work being commenced by first week of Jan 14. Payment for LA made to distt. Authorities. Proposal for FC is with PCCF, Itanagar which need approval on priority.
B. Decision taken: � All the pending Joint surveys must be completed by 15th Jan’2014 and submit report to Chief Secretary.

Govt. for approval by 20th January 2014. [Action: - DC, West Siang, Director, Land Management]

1. Tawang–Nechipu (Vartak-233.00 km)
A. Present Status:
(i) Bomdila Bye-pass /Dirang Bye-pass /Jang Bye-pass: The issues on Land acquisition on all three by pass have reached a state of impasses and hence, requires greater amount of effort of the Civil Administration to resolve the issues. It is also pertinent to note that obtaining stay order on the finalized compensation package is a dangerous trend causing cascading effect impacting other compensation cases. There is a dire need for greater involvement at the DC level for early resolution of the cases, as any delay in the issue will impede the planned PDC of 2016 and slippage will be imminent.
(ii) Land Acquisition (Dirang) : the U/m stretches between Dirang to Sapper are subjudice due to ongoing
CBI inquiry; hence, no work is being executed pending completion of inquiry. � KM 173.100 to Km 174.000 � KM 183.000 to KM 186.000 � KM 189.000 to KM 189.500
(iii) Land Acquisition (Bomdila): final notification u/s 6 of LA Act 1894 was pending as complain was lodged in Dc office by the ownership of land and same issue has been solved by involving the villagers and now issuance of final notification is being expedited. The compensation assessment for various stretches falling under Singchung circle has been completed and compensation for stretches falling under Bomdila Sadar circle is in final stage.
B. Decisions taken in the meeting: � All the three Bye-pass issues must be resolved by 31st Jan’2014. DC Tawang has personally visited and
cleared all pending issues pertaining to Land Acquisition. [Action: BRO, DC (Tawang/West Kameng]
2. Nechipu – Seppa – Sagalee – Hoj ( APPWD -311.00 km)
� 20 Km formation cutting completed (7%). Progress is not satisfactory, Ministry must mobilize more resources and identify more opening point to expedite work.

3. Hoj – Potin (APPWD-19.06 km)
� Physical Progress is 48.40 %. � Financial Progress is 75.35%. � Forest Clearance: muck disposal plan and undertaking on payment for wildlife management plan
submitted to Forest Department by CE (Highway) WZ.
4. Potin – Ziro – Daporijo –Aalo – Pangin (APPWD- 407.00 km)
1 Potin to Bopi / Godak Forest Clearance: Final Forest Clearence obtained for entire length (5 segments) on 3rd Oct’2013. All pending Stage-I conditions for the remaining sectors Viz Godak to Tai (141.39 Km). Tai- Bame junction (38.43 Km) compiled by both the user Agency and Forest Department. Final Clearance awaited for these three segments. The work has been awarded on DBFOT mode by MORTH. Concession Agreement signed. Alignment Plan approved and assessment of compensation has commenced. � Foundation work completed for Lohit Bridge (span 2.10 Km) and casting of 370 decking segments completed out of 643 segments. 15 Sub-structure piling completed and 2 piling works in progress in Dibang Bridge (span: 5.17 Km).
7. Mahadevpur-Kanubari (APPWD -334 km)
There are 7 construction packages on this road-
1 Mahadevpur to BuriDihing (33km) Forest clearance: Stage –I/AIP has been received for all 7 (Seven) forest proposals. Certificate on non-availability of non-forest land for Mahadevpur-Dirak Nallah from Chief Secretary submitted to PCCF on 04.12.2013. RTGS details required from RPAO Guwahati. Matter has been taken up with MORTH for approval of item-rate. Approval awaited.

It was decided that the Commissioner, PWD will review the progress of all Road projects prior to the SLMC and brief the committee on progress, pending issues before the Committee.
In the end it was decided that all concerned must strictly adhere to the timelines of the decisions taken in the meeting and pending action points of previous meetings and also send a status note to the Secretary (Planning) on compliance of the decisions.
