From the DSW, A.P.e-file No.SOW02-16021/37/2019-D1-SEC-COSW. ****** ORDER: The Government of Andhra Pradesh have decided to implementing the Post Metric Scholarships scheme, to all eligible students belonging to the Scheduled Castes (SC) [through the Social Welfare Department], the Scheduled Tribes (ST) [through the Tribal Welfare Department], the Backward Classes (BC), Kapu & Economically Backward Class (EBC) [through the Backward Classes Welfare Department, Minorities [through the Minorities Welfare Department] and the Differently Abled [through the Women Development, Child Welfare & Disabled Welfare Department] categories, on a saturation basis. 2. Government is implementing the Navaratnalu schemes towards up liftment of poorer and vulnerable sections of the people of Andhra Pradesh on saturation mode. The Council of Ministers have decided to implement the assurance in letter and spirit from the academic year 2019-20. 3. Government after careful examination of the matter and in partial modification of the instructions/guidelines issued earlier, hereby formulate the two new schemes viz. (i) “Jagananna Vidya Deevena (RTF)”, and (ii) “Jagananna Vasathi Deevena (MTF)” to implement for all the students belonging to SC,ST, BC, EBC (other than Kapu), Kapu, Minority and Differently Abled categories who are pursuing the post metric courses from ITI to Ph.D except Intermediate, through their respective agencies, with the following guidelines. 4. Schemes: (a) Jagananna Vidya Deevena (RTF): to provide complete fee reimbursement to every eligible student. (b) Jagananna Vasathi Deevena (MTF) : to provide Rs.10,000/- per person to ITI students, Rs.15,000/- per person to Polytechnic students, Rs.20,000/- per person for other Degree and above courses per year to every eligible student for food and hostel expenses. The Government of Andhra Pradesh have decided to implementing the Post Metric Scholarships scheme, to all eligible students belonging to the Scheduled Castes (SC) [through the Social Welfare Department], the Scheduled Tribes (ST) [through the Tribal Welfare Department], the Backward Classes (BC), Kapu & Economically Backward Class (EBC) [through the Backward Classes Welfare Department, Minorities [through the Minorities Welfare Department] and the Differently Abled [through the Women Development, Child Welfare & Disabled Welfare Department] categories, on a saturation basis.

2. Government is implementing the Navaratnalu schemes towards up liftment of poorer and vulnerable sections of the people of Andhra Pradesh on saturation mode. The Council of Ministers have decided to implement the assurance in letter and spirit from the academic year 2019-20. 3. Government after careful examination of the matter and in partial modification of the instructions/guidelines issued earlier, hereby formulate the two new schemes viz. (i) “Jagananna Vidya Deevena (RTF)”, and (ii) “Jagananna Vasathi Deevena (MTF)” to implement for all the students belonging to SC,ST, BC, EBC (other than Kapu), Kapu, Minority and Differently Abled categories who are pursuing the post metric courses from ITI to Ph.D except Intermediate, through their respective agencies, with the following guidelines. 4. ::2:: 5. Date of Applicability of the schemes:

The schemes “Jagananna Vidya Deevena(RTF)” and “Jagananna Vasathi Deevena(MTF)” shall be applicable from the Financial year 2019-20. 6. Beneficiaries of the Schemes: (a) Eligible Students: The students under the following categories are eligible for availing the Schemes.

i. All the students, pursuing Polytechnic, ITI and Degree & above level courses in Government/Aided/Private colleges, affiliated to State Universities / Boards.

ii. Day scholar students, students in College Attached Hostels (CAH) and Department Attached Hostels (DAH).

iii. 75% of the aggregate attendance is mandatory for release of scholarships.

(b) In - eligible Students: The students under the following categories are not eligible for availing the Schemes.

i. Studying in Private Universities / Deemed Universities. ii. Pursuing Correspondence / Distance education courses. iii. Admitted under Management / Spot Quota.

7. Income Eligibility:

i. The total family annual income to be less than or equal to Rs.2.50 lakhs. ii. The total land holding of the family to be less than 10.00 acres of wet or 25.00

acres of dry or 25.00 acres both wet and dry land together. iii. No member of the family should be a government employee/ pensioner (all

sanitary workers irrespective of their salary/ recruitment, are eligible. The Social Welfare Department shall develop a robust & fool-proof system of certification of parents of the beneficiaries under category of “Sanitary workers”).

iv. No member of the family should own a four-wheeler (Taxies/Tractors/Autos are exempted).

v. A family who owns no property or less than 1500 Sft of built up area (Residential or Commercial) in urban areas is eligible.

vi. No member of the family should be an income tax payee. 8. Mode of Disbursement: (a) Jagananna Vidya Deevena shall be credited to the respective College accounts on

behalf of students. (b) Jagananna Vasathi Deevena:

i. Jagananna Vasathi Deevena shall be credited into the respective account of the mother of the eligible student.

ii. In case of the demise or absence of the mother, the amount shall be credited to the account of the natural guardian of the student.

9. Entitlements:

(a) Jagananna Vidya Deevena (RTF):

i. Full fee i.e. Tuition Fee, Special Fees, Other Fees & Exam Fees as defined in the G.O.Ms.No.66, SW(Edn) Dept., dated 8-9-2010 and as fixed by the competent authorities is reimbursed to all eligible students.

ii. Full fee shall be credited to the respective College accounts on behalf of students.

::3:: (b) Jagananna Vasathi Deevena(MTF): For ITI students : Rs.10,000/- per year. For Polytechnic Students: Rs.15,000/- per year. For Other Courses: Rs.20,000/- per year.

i. The amount shall be provided in two instalments in July and December. ii. Jagananna Vasathi Deevena covers all the eligible children in a family. iii. The mapping of the mother to the student and also the entry of

mothers’bank accounts shall be done by the Welfare and Education Assistant with document upload and will certify the Genuineness of account details.

iv. The flow of funds under both the (i) Jagananna Vidya Deevena & (ii) Jagananna Vasathi Deevena schemes shall be routed through the corresponding Corporations of the concerned Welfare Department.

10. YSR Navasakam- Fee reimbursement card: Government is decided to identify the eligible beneficiaries on saturation basis duly checking the eligibility conditions and issue new card for “Jagananna Vidya Devena & Jagananna Vasathi Deevena” Schemes through Social Audit process. 11. The CEO of APCFSS is directed to make necessary modifications in the software accordingly. 12. The Special Chief Secretary/Principal Secretary/Secretary of the Social Welfare/Tribal Welfare/Backward Classes Welfare/Minority Welfare/Higher & Technical Education/School Education/Agriculture & Cooperation/Animal Husbandry, Dairy Development & Fisheries/Horticulture & Sericulture/Labour, Employment & Training/Health & Family Welfare & the Director of Social Welfare/ Director of Tribal Welfare/Director of Backward Classes Welfare/Commissioner of Minorities Welfare/Commissioner of Welfare of Differently Abled & Senior Citizens/All affiliating Authorities in the State are requested to follow and implement the above guidelines scrupulously and also convey the above,instructions to all the College Managements & other authorities concerned, without fail and ensure that the schemes are implemented accordingly. 13. All the District Collectors in the State, as the Chairman of the District Level Committee for the implementation of Scholarships, are requested to ensure that the instructions/guidelines stipulated in this order are implemented in-to, by all the District Welfare Officers and also by all the Principals of all educational Institutions and review the same in the meeting of the District Level Committee and other review meetings, so as to ensure the smooth implementation of the schemes. 14. The Director of Social Welfare, A.P., Amaravati shall take necessary steps to implement the schemes in coordination with all stake holders. 15. This order issues with the concurrence of the Finance (FMU-Welfare.I) Department vide their U.O.No.FIN01-FUMU0PC(WEL1)/116/2019, (Computer No.1034870), Dated:20-11-2019.

ORDER:

In the reference 1st read above, as a part of implementation of “Navaratnalu, the Government have issued orders formulating the two new schemes viz. (i) “Jagananna Vidya Deevena (RTF)”, and (ii) “Jagananna Vasathi Deevena (MTF)” to implement for all the students belonging to SC,ST, BC, EBC (other than Kapu), Kapu, Minority and Differently Abled categories, who are pursuing the post metric courses from ITI to Ph.D except Intermediate, through their respective agencies. 2. In order to empower the mothers of the students, the Council of Ministers have decided to release the Jagananna Vidya Deevena amount to the accounts of the mothers of the students to make the colleges accountable for the infrastructure and quality education provided to her children studying in the College. This empowerment is possible, only when the mother pays the fees personally to the college, instead of the Government.

3. Government, after careful examination of the matter, hereby issue the following amendment to the G.O.Ms.No.115, Social Welfare(Edn) Department, dated:30-11-2019. (A) AMENDMENT

Para Existing Amendment 8(a) Jagananna Vidya Deevena shall be

credited to the respective College accounts on behalf of students

Jagananna Vidya Deevena shall be credited into the accounts of the mothers of the students concerned from 2020-21 academic year.

9(a)(ii) Full fee shall be credited to therespective College accounts on behalf of students

Full fee shall be credited into the accounts of the mothers of the students concerned from 2020-21 academic year.

(iii) The amount shall be paid in four instalments in an academic year, quarter wise.

4. These orders shall come into the force with effect from 2020-21 academic year. 5. The CEO of APCFSS is directed to make necessary modifications in the software accordingly. 6. The Director of Social Welfare, A.P., Amaravati shall take necessary steps to implement the schemes in coordination with all stake holders. 7. This order issues with the concurrence of the Finance (FMU-Welfare.I) Department vide their U.O.No.FIN01-FUMU0PC(WEL1)/121/2020, Computer No.1153874), Dated: 08-06-2020.

Social Welfare Department - Streamlining the administration of Govt. Hostels – Duties and responsibilities of Hostel Welfare Officers – Revised Guidelines – Orders –Issued -Reg. -----------------------------------------------------------------------------------------------

The duties and responsibilities of Hostel Welfare Officer’s (HWOs) were issued

long back vide ref. first read above. The same has to be revised due to entrustment of Addl. Duties and responsibilities to HWOs subsequently and for better maintenance and streamlining the Administration of Government Social Welfare Hostels / Institutions in the State. The Commissioner of Social Welfare, A.P., Hyd., has therefore requested to issue necessary orders in the matter.

2. After careful examination of the matter, the following revised guidelines regarding duties & responsibilities of the HWOs are ordered in super session of the orders issued in the reference first read above:-

Duties and Responsibilities of the Hostel Welfare Officers:-

2.(1)Head-Quarters Maintenance:-

a. The HWO should invariably stay in the Head Quarters and furnish their

Residential address with Door number to the Assistant Social Welfare Officer.

b. The HWO should not leave the Head Quarters even on holidays, without

the permission of the Assistant Social Welfare Officer.

2.(2)Duty Hours:-

a. The HWO should invariably be present in the hostel during the following hours

1). 6.00AM to 9.00AM 2). 12.30 PM to 1.30PM 3). 5.30PM to 9.00PM

b. During lunch time, HWO shall visit the concerned school to monitor the proper implementation of Mid day meal for the hostel boarders. During school holidays, lunch should be provided at hostels.

2.(3) Daily Attendance Monitoring of Boarders:-

a. Daily roll call of the boarders should be taken both in the morning and in the evening, and after closure of the attendance the attendance register signed, by the HWO, every day.

b. Boarders’ signature register should be maintained and it should be closed both in the morning and evening. Reconciliation should be made between the boarder’s signature register and daily attendance register marked by the HWO to identify any absentee boarder.

c. A prayer session shall be held at the time of roll call.

a. The boarders should not be allowed to go to their native places, except for vacation. Permission letters should be maintained whenever boarders are permitted to leave the hostel.

2.(4)Maintenance of Basic infrastructure, Cleanliness and Greenery in

Hostels:-

a. HWOs are responsible for ensuring adequate lighting and replacement of fused out bulbs and for regular water supply to the toilet blocks, kitchen and drinking water to the boarders.

a. They are responsible for keeping the hostel premises clean and tidy.

The up keep of the sanitary conditions of the lavatory and bathrooms should be ensured by them.

b. They should maintain kitchen garden in the premises of the hostel

where ever space is available with the active involvement of the boarders and staff. They should grow trees in the premises of all Government hostel buildings.

c. They are responsible for safeguard of all materials given to the hostel.

They should also take steps to prevent damage to hostel property.

d. Any Major / Minor repairs required in the hostel should be brought to the notice of ASWO and District level Officials.

2.(5) Distribution of Materials to Boarders:-

a. HWO’s should ensure that all the boarders are supplied with Note Books clothing, Bedding materials, plates and glasses as per the scale prescribed by the Government as and when, supplied by the department without any delay. In case of text books, they should coordinate with the HMs concerned to ensure that the hostel boarders get all the required text books. In case of any shortfall, it should be brought to the notice of higher authorities for taking necessary corrective action.

b. Submission of Requirements, Indents, Periodical Reports as prescribed at District Level through ASWO concerned.

2.(6)Maintenance of Registers:-

a. HWOs should maintain the following registers i. Admission Register of the Boarders. ii. Attendance (signature) Register of the Boarders. iii. Attendance Register of the staff. iv. Provision Stock and Issue Register. v. Daily Purchase cum Vendors Acquittance Register. vi. Permanent Articles Register. vii. Cash Book. viii. Treasury Bill Register. ix. Stock and Issue Register of Dresses/ Note Books and Cosmetic

Disbursement Registers. x. Visitors Register. xi. Movement Register of HWOs and other staff. xii. Movement Register of Boarders. xiii. Staff Salary Acquittance Register. xiv. Bills Register (Office copy of all bills sent). xv. Minutes book of Hostel Advisory Committee. xvi. Students Grievances Register. xvii. Permanent Advance Register. xviii. Library Books Register.

b. A movement Register for the entire staff including HWO and boarders

should be maintained in the format prescribed. (Contd..3/-)

c. The attendance register of the staff and boarders, movements register of staff and boarders, visitors register and Daily menu register should be kept outside lock and key during his/her absence from the hostel. These Registers may be kept with one of the responsible staff members and should be made available to the Inspecting Officers.

2.(7) Cosmetic Charges to Boarders:-

a. The cosmetic charges should be drawn and distributed to the eligible boarders every month before 10th.

2.(8) Academic Responsibilities of HWO:-

a. They should maintain progress reports of marks of each boarder for the tests conducted in the hostel school and give coaching to the students every day in the night. They should give special attention to the academically weak students.

b. They should visit the schools and contact the Head Masters to know the regular attendance of the boarders in the schools and obtain daily school attendance of the hostel boarders from the Head Masters and keep a record to that effect.

c. In respect of Special Hostels, the Hostel Welfare Officers, should monitor the studies of 10th class boarders fortnightly by conducting weekly tests and evaluation. They should target for 100% results in 10th class examination with constant co-ordination of Head Masters and Teachers concerned of the respective schools.

d. They should arrange special coaching to the boarders from the

beginning of the academic year and pay remuneration to the tutors regularly.

2.(9) Menu Implementation:-

a. They should form the Mess Committee of the boarders and change them every alternate month. Mess Committee should be involved in implementation of the prescribed menu.

b. They should display on the notice board, the Menu Chart and they

should note the items served daily with dates.

c. They should issue daily provisions to the cook in the presence of the Mess Committee member and obtain signatures of the cook and also Mess Committee member immediately in the appropriate column of the Provision Stock and Issue register.

d. They should serve invariably three meals per day at proper timings. On school working days, when mid-day meal is expected to be served in the schools, two meals per day have to be served. The food served should be freshly cooked for every session. Under no circumstances left-over food of previous session or day shall be served.

e. The HWOs should not purchase any dietary items directly from the open

market, except the items authorized by the District Purchase Committee as communicated by the Joint Director / Deputy Director. The price paid for such items should not exceed the prevailing market rate.

2.(10)Class wise allocation of boarders in rooms and display of names:-

a. The boarders should be accommodated in the available rooms, class wise as far as practicable and their names together with particulars of the class and school studying should be displayed with dates.

-4- 2.(11)Inspection Register and follow up action on inspection remarks:-

a. A separate inspection register for the inspecting officers should be maintained and it should be made available to the inspecting officers to record their findings on the working of the hostel. Follow-up action on the remarks of the inspecting officer taken with a week.

2.(12)Financial Responsibilities:-

a. The Joint Director / Deputy Director will release budget for each hostel month wise for the entire year at one time. HWO should submit bills to the Sub-Treasury Officer before 10th of every month as per the guidelines issued in GO No.126 SW Dept.,dated 3-9-1997. The school attendance signed by the Head Master for all working days and hostel attendance on all public holidays in a month signed by the HWO should be enclosed to the diet charges bill along with the particulars in the format as prescribed .

b. They should enclose all the vouchers in original relating to food charges

to the bills by keeping duplicate copies in the bill register. One copy of the Diet charges bill with check memo should be submitted to the ASWO every month along with a statement of reconciled expenditure signed by the sub-treasury officer.

2.(13)Enforcing job chart of Class-IV staff in hostel:-

a. They should enforce duties and responsibilities of staff working in the hostels and are responsible for discharging their prescribed duties.

2.(14)Health of boarders:-

a. They should arrange medical checkup of the boarders with the help of P.H.C Doctors every month and maintain boarders’ health card. Prompt action should be taken whenever boarders fall sick to take them to the nearest Government Hospital / Qualified doctor. Any negligence on the part of HWO in this regard will be viewed seriously.

b. They should maintain first aid box to treat the ill boarders in case of

emergency, before the boarders are taken to the nearest doctor. 2.(15)Hostel Advisory Committee:-

a. They should convene Hostel Advisory Committee meeting chaired by the

Head Master of the ZP High School as per G.O Ms.No. 35 SW (Edn.2) Dept, dt.27-4-2010 on 2nd Monday of every month involving other members of the Committee, draw up the minutes and send them to ASWOs concerned.

2.(16)Admissions in hostels:-

a. Every HWO shall make the best efforts to fill up the vacant seats in the hostel as per the prescribed caste ratio. They shall visit all the SC colonies in their jurisdiction, contact the parents, explain the facilities in the hostels and motivate the parents to admit the eligible students in the hostel.

b. The HWOs are personally responsible for elimination of local students from the Hostel. They should verify the eligibility of every student before giving admission in the hostel and bring to the notice of the ASWO and the Deputy Director, if there are any lapses as per rules.

c. They shall obtain approval of the Advisory Committee on admissions made

as per the procedure prescribed. 2.(17) Hostel Management System (e-hostel package):-

a. Hostel Welfare Officer shall make the following changes in the Hostel

Yearly Entries: Registration of students (Renewal & Fresh), Rental details, vendor registration, staff details ( regular and Outsourcing and daily wages if any) , The district minimum wage as notified for the district, Tutors ( giving details of subject, name, bank account number, address, mobile number)

ii. Monthly Entries: Medical bills, office and local purchases,

cosmetic bills, electricity charges, water charges; generation of monthly indents to the Civil Supplies Corporation through the district officers.

iii. Daily entries: Attendance of students, staff and tutors, issues and purchases of stocks for the day by giving details of voucher numbers, date and amount and description of item.

b. Hostel Welfare Officer shall be responsible for the accuracy of above

data entered in the system. c. The HWO at the end of the month shall generate the bills through the

SW hostels website and present it to the treasury for passing the bill online. After generation of TBR Number in the e-hostel package, the Hard Copy of the Bill should be submitted in the Treasury.

d. Detailed guidelines for the supply of the essential commodities have

already been issued vide G.O.Ms.No.43, Social Welfare (Edn.1) Department Dt.15.06.2011. All Hostel Welfare Officers shall give details of the closing balances of stock as on the last day of the month by 1st of the month to enable the indents for rice, palm oil, sugar, Dal and Pulses from the Civil Supplies Corporation by the District Welfare Officers.

e. They should furnish the periodical reports as prescribed by the

JD/DD(SW) through ASWO concerned. 2.(18) Display of posters in hostels:-

a. They should display a chart showing the admissible items to the boarders on the notice board.

b. Class wise, Social Status wise data of boarders in the hostel should be displayed.

c. Names of the higher authorities along with their phone numbers should be displayed so that in case of any grievance the boarders can access higher authorities.

2.(19) Parents’ Meeting:-

a. HWOs should conduct meeting with all parents, atleast once in a quarter, so that the progress of the boarders can be explained to them.

2.(20) Conducting extracurricular activities:-

a. They are responsible for conducting extracurricular and co-curricular

activities for hostel boarders for all round development of the boarders. 2.(21)Pre-matric Scholarship Scheme- Role of the HWOs (G.O.Ms.No.57 SW

(Edn.2) Dept, dt.2-7-2013:-

a. The HWOs are responsible for implementing the scheme in the schools allotted to them by the district office and mapped to the HWO login in the epass website.

b. Awareness camps have to be held in the schools allotted on the scheme amongst the eligible SC students.

c. They should coordinate with HMs, to facilitate the online filing of applications by all eligible SC students.

d. They should coordinate with Revenue Authorities to obtain Mee Seva caste and income certificates for the students seeking pre matric scholarships.

e. They should facilitate the opening of bank account for student. f. The HWO, in whose jurisdiction the school is located shall be the

verification Officer for all students’ applications received from the school under Pre-Matric Scholarship Scheme. The prescribed guidelines issued for verification of applications should be followed.

2.(22) Coordination with other departments under SCSP:-

a. They shall be responsible for coordination with other Departments for implementation of schemes sanctioned under SC Sub Plan, as per instructions issued from time to time on those schemes.

O R D E R: The Government of Andhra Pradesh, envisions the emergence of the State as a happy, inclusive, responsible, & globally competitive society by the year 2029 and has enunciated its vision in the Vision 2029 document, which inter-alia aims to: (i) Create capacities among all sections of society to equitably gain from it so as to make them willing partners and stakeholders. (ii) Transform into an economy that creates, disseminates, and uses knowledge to drive growth and development. 2. Andhra Pradesh is a pioneer in ensuring that no child, belonging to the marginalized communities, is left behind in his/her quest for seeking knowledge, only on grounds related to their social & economic background. Taking cognizance of the gaps in the standards of academic attainment, the State has over the years, established an extensive network of Hostels (Pre-Matric & Post-Matric) and Residential Schools managed by the Social Welfare (SW), Tribal Welfare (TW), Backward Classes (BC) Welfare, Minorities Welfare (MW) & Differently Abled (DA) and Women and Child Welfare Departments.

3. The monthly Maintenance charges (MTF) for the SC & ST students, studying in the Post-Matric courses, including Attached Hostels were enhanced vide G.O.Ms.No.60, Social Welfare (Edn.2) Department, dated 29-9-2011. Subsequently, the Diet Charges for the Boarders in the Hostels (Pre-Matric) & Residential Schools, studying in Classes III to Xth of the SW/TW/ BCW/ MW/ DA/ Education(APREIS) Departments was last enhanced vide the G.O. MS. No. 39, Social Welfare (Edn.2) Department, dated 7-12-2012. Finally, the monthly Maintenance charges were enhanced and made uniform for the SC/ST/BC/MW/DA community/category students in the Department Attached Hostels pursuing Post-Matric courses vide the G.O.Ms.No.40, Social Welfare (Edn.2) Department, dated 08-12-2012. 4. The Social Welfare Department considered it necessary to undertake a scientific study of the existing Diet Menu being implemented in the Hostels & Residential Schools to understand the gaps in nutrition delivery and based on the results to make an assessment of the requirement for the enhancement of the Diet Charges. Accordingly, the National Institute of Nutrition (NIN), Hyderabad has furnished a detailed report wherein an overall analysis of the existing Diet Menu, the nutrition gaps and the changes necessary were documented. 5. During the review meeting held in the reference 12th read above, the Hon’ble Chief Minister has directed that the enhancement of the Diet Charges proposed in respect of the Social Welfare Department be holistically examined in respect of the institutions of all the Welfare Departments in order to ensure uniformity and that the Director of Social Welfare act as the Nodal Officer for this purpose and furnish a Standardized and Nutritious Menu for all Welfare institutions viz. Hostels (Pre Matric & Post-Matric) and Residential Schools/Jr. Colleges across the State, and to move a common proposal for approval. Accordingly, in the reference 14th read above, instructions were issued by the Government to the Director of Social Welfare, AP. 6. The above matter was also discussed in the meetings, held by the Principal Secretary to the Government, Social Welfare Department in the reference 15th read above, with the Principal Secretaries/Secretaries and HODs of the Welfare Departments. Based on the broad requirements suggested by the NIN, Hyderabad, the Secretary, APSWREIS has taken up the task of defining the detailed age-specific Meal Plan for the Hostels and Residential Schools, based on the following parameters:

a) The Menu should be Nutritious and Standardized for all the Welfare Hostels (Pre-Matric & Post-Matric) and Residential Schools/Colleges, across the State.

b) The boarders residing in the Pre-Matric hostels are not provided lunch in the Hostels and have Mid-day meals in the schools concerned, therefore, enhanced Nutrition should be provided through appropriate customization of the Menu.

c) The Menu should meet all the necessary age & gender specific nutritional requirements, as per the Recommended Dietary Allowances(RDAs).

d) The Menu should be based on ingredients, which are locally and seasonally available.

7. The Secretary, APSWREIS, in consultation with all Welfare Departments/ Societies has prepared a standardized & comprehensive nutritious Menu as

mentioned in Annexure I & II to this order, for implementation by all the Welfare institutions, based upon (a) Recommended Dietary Allowances (Required Nutrients/Calories per day), as prescribed by the National Institute of Nutrition /World Health Organization, (b) Distribution of recommended calories across various sources (fats, proteins, carbohydrates, fibers, etc.) (c) Appropriate intervals between successive meals, as per the established nutritional standards (d) Scientific customization of calorie requirements, as per the age (group) and gender of the students, as per the NIN/WHO requirements. 8. As a balanced and nutritious diet is critical for physical and mental growth and development of the boarders from the disadvantaged communities, hence the proposed menu has also been discussed with experts from the World Bank and UNICEF and their suggestions incorporated. Field studies were initially held in the APSWREIS institutions and suitable modifications were made based on feedback received from all the stakeholders. The Diet & Health modules were developed and deployed for Hostels and Residential Schools in the Jnanabhumi portal and a larger pilot was undertaken in West Godavari district from 10-2-2018 in (80) Pre-Matric Hostels and (22) Post-Matric Hostels of the SW & BCW Department, implementing the revamped Diet Menu with enhanced Diet charges. Positive feedback has been received from all stakeholders, viz., Boarders, Parents, HWOs, ASWOs/ABCWOs/ ATWOs and Special Officers of the Hostels in West Godavari district regarding the new standardised Menu vide reference 16th read above. 9. The Director of Social Welfare, vide the reference 17th read above, has submitted a detailed proposal for the implementation of New Standardized Nutritious Menu & for the Enhancement of Diet Charges for all boarders residing in the Pre-Matric & Post-Matric Hostels, Residential Schools/Colleges and other Welfare Educational Institutions managed by the SW/TW/BCW/DAW/W&CW/MW Departments. 10. Government, after careful examination of the above proposal of the Director of Social Welfare, the age & gender specific dietary calorific & nutrition requirements, the recommendations in the report of the National Institution of Nutrition, Hyderabad, the inputs from the nutrition experts from the UNICEF and World Bank, the change in the cost of living index, and the results of the field trials and large-scale pilot undertaken, hereby issue the following orders:

(a) Implementation of the New Standardized and Nutritious Menu, annexed at Annexure I for Pre-Matric Hostels of all Welfare Departments (including Ashram Schools/Ananda Nilayams/Children Homes) & Annexure II (Post-Matric Hostels and Residential Schools/Colleges of all Welfare Departments) w.e.f. 1st July 2018.

(b) Enhancement of the Diet Charges, as per the following rates (per boarder

per month), w.e.f. 1st July 2018.

(c) Constitution of a Standing Committee, to ensure enhancement in Diet Charges

in regular periodicity, based on the need, determined on basis of objective & defined criteria in order to ensure proper nutrition is provided to children at all times, in the Welfare Hostels & Residential Schools ecosystem, consisting of - a) Principal Secretary/ Secretaries of SC/ST/BC/MW/DA/WCD Departments b) Principal Secretary, Health Department c) Principal Secretary, Finance Department in charge of the subject of Welfare d) Director, Economics & Statistics Department e) Director of Social Welfare - Member Convener. The Committee shall examine need to make any changes in Diet Menu/ Diet Charges in the month of April, every year, on the basis of objective criteria and furnish its recommendations for consideration of the Finance Department before the 15th of April, every year. The Committee is also entrusted with the task of recommending any Special Dietary provisions for nutritionally-disadvantaged children, Sick children and Children engaging in rigorous sports activities, across the welfare institutions.

(d) The implementation of the New Standardized and Nutritious Menu and the enhancement in the Diet Charges will be operationalized through the Diet module of Jnanabhumi portal, wherever deployed.

10. The Director of Social Welfare, Director of Tribal Welfare, Director of Backward Classes Welfare, Commissioner of Minority Welfare, Secretary, APSWREIS/APTWREIS/APMJPBCWREIS/APREIS(MW), Commissioner, Differently Abled Welfare, Commissioner, Women Development & Child Welfare, VC & MD, APSMFC Limited, are requested to take necessary action for implementation of the New Standardized and Nutritious Menu as shown in the Annexure I & II to this order as per the enhanced rates and to meet the expenditure from the respective Head of Account.

11. The Chief Executive Officer, A.P.C.F.S.S., Amaravati is requested to take necessary steps to modify the Jnanbhumi software accordingly. 12. This order issues with the concurrence of the Finance (FMU-Welfare. I) Department, vide their U.O. No.39027/33/2018-(FMU-WF.1), dated 09-05-2018.
