The successful applicant will be required to report to and work under the direction of the Permanent Secretary.

Duties and Tasks:

THE Organisation of Eastern Caribbean States (OECS) is inviting applications from

suitably qualified Nationals from its Member States and CARICOM to fill the position of Programme Officer with the Environment and Sustainable Development Unit of the OECS (OECS-ESDU).

Key Duties:

Under the general direction of the Head, ESDU, the Programme Officer would be expected to provide support on technical aspects related to Natural Resources Management as it relates to Small Island Developing States (SIDS) particularly as this relates to the OECS Member States.

More specifically the Programme Officer will be expected to:

Participate in the ESDU’s strategic planning process and preparation of work plans and budgets;

Assist in monitoring developments in environmental conditions in the Member States and in recommending appropriate adjustments in the ESDU’s programmes and facilitation strategies;

Assist in the preparation and review of relevant proposals, agreements and contracts for approval by Funding Agencies and the OECS-NRMU;

Assist in the preparation of monthly updates, quarterly and annual reports and analyses on progress of work within the various work programme components of ESDU;

Keep abreast of developments in the field of natural resource management;

Provide implementation assistance to the various work programmes of ESDU as assigned;

Undertake research relevant to the work programmes and mandate of ESDU;

Undertake other related assignments for the benefit and development of the ESDU in particular and the OECS Secretariat and Member States in general.

In addition to the basic salary the successful applicant shall receive a housing and travel allowance and will be a member of the Organisation’s Pension Scheme and its non-contributory Group Health and Life Insurance Scheme. Reasonable relocation expenses will be reimbursed.

Post of Senior Programme Officer

THE Organisation of Eastern Caribbean States (OECS) is inviting applications from suitably

qualified Nationals from its Member States and CARICOM Nationals to fill the position of Senior Programme Officer to the Economic Affairs Division of the OECS.

The Senior Programme Officer will have direct responsibility to the Divisional Director for major thematic as well as geographical areas of trade negotiations.

Requirements:

Must have a clear understanding of the trade issues/concerns that are relevant to Small Island Developing States (SIDS), in particular the OECS Countries, in order to present arguments that reflect those issues/concerns in various trade negotiating theatres and policy documents.

Ability to work closely with other regional and international institutions on trade policy issues.

Capacity to lead, motivate and effectively communicate with the public and private sector in the OECS on trade policy issues.

Ability to conduct organise and conduct training sessions on trade issues for the private and public sector in the OECS.

Qualifications and Experience:

The ideal candidate should meet the following criteria:

Have a good understanding of the OECS Region and the work mandate of the OECS Secretariat.

Qualifications:

Masters Degree in Management, Public Administration or related field of study plus three (3) years experience in a post at Grade 15 and above

OR

Bachelor of Science Degree plus Post Graduate Diploma in Management, Public Administration or related field plus three (3) years experience in a post at Grade 15 and above.

OR

Post Graduate Qualifications or Certification in Administration and Management plus four (4) years experience in a post at Grade 15 and above.

Applicants should have at least ten (10) years fire service experience of which five (5) should be at the level of Divisional Officer and above.

Duties and Responsibilities:

The successful applicant will be required to work under the direction of and report to the Permanent Secretary, Ministry of Home Affairs and Internal Security. He/She will also be required to respond whenever necessary to the Minister with responsibility for Home Affairs and Internal Security, on matters related to work in progress.

The applicant will be responsible for:

the administration and management of the St Lucia Fire Service;

formulating, implementing and overseeing the implementation of appropriate policies for the management of the St Lucia Fire Service;

ensuring that all the fire fighting equipment is kept in good order, with thorough repairs and employed to the best efficiency of the Fire Service;

keeping current on all techniques of fire prevention and control and advising the Minister in respect of such techniques;

initiating prosecutions with respect to offences under the Industrial and

Commercial Building Fire Safety Act 1973 and any other enactment for the prevention and control of fire;

performing such other duties that are required for the prevention and control of fire and for the operational efficiency of the St Lucia Fire Service.

Skills, Knowledge and Abilities:

The applicant should have:

a comprehensive knowledge of the structure of the St. Lucia Fire Service and the machinery of Government’s administrative policies and procedures, and the ability to apply Fire Service and Civil Service Rules and Regulations;

knowledge of the Industrial and Commercial Buildings Fire Safety Act 1973;

ability to plan and organise work and prepare clear and concise reports;

ability to analyze issues and recommend innovative approaches to solutions;

ability to rally staff in order to meet deadlines;

ability to establish and maintain effective working relations.

Conditions:

The successful applicant will be provided with accommodation in a congenial administrative office.

Institutional support will be provided through appropriate Civil Service Regulations, Statutory Instruments and Departmental Guidelines.

This post is scheduled travelling (regular). The applicant will therefore be required to maintain a motor vehicle for the proper performance of duties and will be paid a travelling allowance in accordance with the approved rates.

Salary:

Salary is in the range of $62,801.06 -$64,330.89 per annum (Grade 18).

WHEREAS, Section 43 (1) of the Physical Planning and Development Act No. 29 of 2001 states that the Minister may declare any area to be a Special Enforcement Area for the purpose of preventing squatting or other forms of unauthorized development and cause a Declaration to that effect to be made.

AND WHEREAS, the Minister considers it necessary that the lands mentioned and described in the Schedule shall be a Special Enforcement Area for the purpose of preventing squatting or other forms of unauthorized development.

NOW THEREFORE, it is hereby declared by the Minister that upon the publication of this Declaration in the Gazette, the lands mentioned in the Schedule shall be Special Enforcement Areas for the purpose of preventing squatting or other forms of unauthorized development.

SCHEDULE

The land to be declared Special Enforcement area include:

The site is bounded as follows:

North: partly by a ravine and a pipeline reserve of the Water and Sewerage Authority and partly by Parcels 471, 479, 478 and 608 of Block 0846B.

South: by an access road and partly by Parcel 23 of Block 0645B and Parcels 495, 496,494 and 216 of Block 0846B.

West: by a ravine and a pipeline reserve of the Water and Sewerage Authority and by Parcel 367 of Block 0646B.

IN THE MATTER of the Land Acquisition Ordinance Chapter 109.

and

IN THE MATTER of a Notification by the Governor General acting on the advice of Cabinet that part of a parcel of land situated in Des Barras quarter of Dauphin in the island of Saint Lucia is likely to be acquired for a public purpose.

NOTIFICATION

WHEREAS it is enacted by section 4 of the Land Acquisition Ordinance Chapter 109 that if it appears to the Governor General acting on the advice of Cabinet that any land is likely to be required for a public purpose and it is necessary to make a preliminary surveyor other investigation of the lands she may cause a Notification to that effect to be published in the Gazette.

AND WHEREAS it is considered by the Governor General acting on the advice of Cabinet, that a portion of land situated at Des Barras in the quarter of Dauphin is likely to be required for a public purpose to wit: Agricultural Development Purposes.

NOW THEREFORE, it is hereby notified by the Governor General acting in accordance with the advice of Cabinet, that a portion of land mentioned in the schedule hereto is likely to be required for a public purpose, to wit: Agricultural Development Purposes.

SCHEDULE

The required portion of land being Parcel 1847B 1 and is registered in the Land Registry in the name of Grand Anse Beach Company Limited..

Together with any other easements which may be necessary.
