In terms of section 22(1)(b) of the Nature Conservation Ordinance, 1975 (Ordinance No.4 of 1975), itis hereby made known that the Minister of Environment and Tourism has under section 22(1)(a) of that Ordinance declared the farm Duinsig 139 situated in the district of Ltideritz and measuring 5469,2405 hectares, as a private nature reserve under the name Duinsig Nature Reserve.

ROAD TRAFFIC ORDINANCE, 1967 : EXTENSION OF VALIDITY OF LICENCES OF MOTOR VEHICLES :
REGISTERING AUTHORITY AREAS OF KARIBIB, OMARURU, SWAKOPMUND, TSUMEB, USAKOS, WALVIS BAY AND OVAMBO
Under section 55C(1) of the Road Traffic Ordinance, 1967 (Ordinance No. 30 of 1967), I hereby extend the expiry date of the motor vehicle licences issued for the year 1998 by the above-mentioned Registering Authorities, which licences expire on 31 December 1998, to the respective dates specified in the Schedule.

APPLICATION OF THE NAMIBIA TRAFFIC INFORMATION SYSTEM (NaTIS) TO THE REGISTERING AUTHORITY AREAS OF
KARIBIB, OMARURU, SWAKOPMUND, TSUMEB, USAKOS, WALVIS BAY, EENHANA, ONDANGWA, OSHAKATI AND OUTAPI
Under section 55A(2) of the Road Traffic Ordinance, 1967 (Ordinance 30 of 1967), I hereby determine that as from 28 September 1998 -
(a) the provisions of Chapter II : "REGISTRATION AND LICENSING OF MOTOR VEHICLES" of that Ordinance shall not apply; and
(b) the Namibia Traffic Information System contemplated in section 55A(l) of that Ordinance shall apply,
to the entire area of jurisdiction of the registering authorities of Karibib, Omaruru, Swakopmund, Tsumeb, Usakos, Walvis Bay, Eenhana, Ondangwa, Oshakati and Outapi.

Under section 7(1) of the Road Traffic Ordinance, 1967 (Ordinance No. 30 of 1967), I hereby-
(a) amend the Schedule to Government Notice No. 57 of 1990 dated 15 October 1990-
(i) by the deletion in COLUMN 1 of the expression "District of Ovambo";
(ii) by the deletion in COLUMN 2 of the combination of the letters "N SH" as a registration mark;

(iii) by the addition in COLUMN 1 of the following districts, and by the addition in COLUMN 2, opposite the respective districts, of the following combinations of letters as registration marks :

Under section 2( 1) of the Road Traffic Ordinance, 1967 (Ordinance No. 30 of 1967), I hereby-
(a) for those areas of Namibia as described in Column 2 of the Schedule, appoint as registering authorities the persons mentioned in Column 3 of the Schedule for the respective purposes mentioned in Column 4 of the Schedule;
(b) repeal Government Notice No. 26 of 28 February 1994;
(c) amend Government Notice No. 284 of 1 December 1961 and Government Notice No. 147 of 16 August 1972 accordingly;

(d) delete-
(i) the expression "Additional Bantu Affairs Commissioner, Oshikango" from Column 1; and

COMPULSORY PRESENTATION FOR INSPECTION OF MOTOR VEHICLES AND SUBMISSION OF IDENTITY CARDS AND
MOTOR VEHICLE LICENCES : REGISTERING AUTHORITY AREAS OF KARIBIB, OMARURU, SWAKOPMUND, TSUMEB, USAKOS, WALVIS BAY, EENHANA, ONDANGWA, OSHAKATI
ANDOUTAPI
Under section 55B of the Road Traffic Ordinance, 1967 (Ordinance 30 of 1967), I hereby determine that -
(a) the owner of a motor vehicle registered in the registering authority area of Karibib, Omaruru, Swakopmund, Tsumeb, Usakos, Walvis Bay, Eenhana, Ondangwa, Oshakati or Outapi, as the case may be, shall, for the purpose of a physical inspection by a road transportation inspector or a person designated by a registering authority of such motor vehicle as contemplated in section 55B(1) of that Ordinance, in person present such motor vehicle at the address stipulated in Schedule 1, during the normal working hours of the registering authority concerned on any day during the applicable period of time for compulsory inspection of motor vehicles specified in Schedule 2, excluding -
(i) any public holiday referred to in, or declared under, the Public Holidays Act, 1990 (Act No. 26 of 1990); or
(ii) any Saturday or Sunday;
(b) if as a result of -
. '•
(i) the absence from the above-mentioned registering authority area concerned of any owner, or of any motor vehicle referred to in paragraph (a), during the applicable period of time for compulsory inspection of motor vehicles specified in Schedule 2; or
(ii) the inability, for any reason acceptable to the Under Secretary of the Department of Transport of the Ministry ofWorks, Transport and Communication (hereafter referred to as the "Under Secretary"), of any owner referred to in subparagraph (i) to present any motor vehicle referred to in that subparagraph for inspection as contemplated in paragraph (a); or
(iii) such other circumstances as the Under Secretary may deem sufficient,
the Under Secretary, or any other staff member designated in writing by the Under Secretary for such purpose, may, on a written application made

by such owner to the Under Secretary before the expiry of the applicable period of time for the compulsory inspection of such motor vehicle as specified in Schedule 2, or, with the permission of the Under Secretary and on good cause shown, after the expiry of such period of time -
(aa) in writing extend, in respect of any owner who has made an application for such extension of time, any relevant period of time specified in Schedule 2; or
(bb) request any road transportation inspector or staff member ofthe Department of Transport, or any police officer or any other person, whether in Namibia or in any other country, to at any time conduct a physical inspection in respect of any motor vehicle as contemplated in section 55B(1) of that Ordinance; or
(cc) exempt any owner who has made an application for such exemption, from the requirement of having to present his or her motor vehicle at the address stipulated in Schedule 1 for the purpose of inspection, or of having to be present in person at such inspection, or from both such requirements, on the submission of a certificate, issued by -
(ab) any road transportation inspector or staff member of the Department of Transport;
(ac) any traffic officer or police officer;
(ad) any person referred to in subparagraph (bb);
(ae) any other person or authority, whether in Namibia or in any other country; or
(at) any other staff member,
designated in writing by the Under Secretary for such purpose, which certificate so issued attests to the verification of the relevant particulars contemplated in section 55B(1) of that Ordinance; or
( dd) make such other arrangements, with the approval of the Minister, in order to ensure the achievement of the objects of section 55B of that Ordinance.

The Municipal Council of Usakos under section 30(1)(U) of the Local Authorities Act, 1992 (Act 23 of 1992) further amends the Electricity Supply Regulations promulgated under Government Notice 120 of 1959 as set out in the Schedule.

This connection fee provides for the connection of a customer that is not more than 80 meters away from an existing 230/400 volt power supply with enough capacity. If this is not the case, true cost will be asked as connection fee.
Business choosing single phase pre-paid meters has always been given the benefit of a subsidized tariff. The subsidized tariff has been structured for domestic customers being supplied with electricity for the first time. It is proposed that businesses pay a cost reflective connection fee.
A business is defined as premise exclusively used for "formal business". If the business is an extension of the customers home, it will be defined as "domestic".
True cost for a pre-paid connection (PP - 1) is N$ 1 626.28 The shortfall will beN$ 1 526.28 per connection. The shortfall will partly be funded from Northern Electricity's contractual obligation, the Electrification Fund included in this tariff and other funds made available.
