Introduction to government connect (Cont.)
Programme Board and Programme Office
• Janet Callender (Tameside MBC Chief Executive) is Chair
• Roy Marshall, Head of IT and CIO for DCLG (ex BP/ ex DHL) is SRO
• Sponsoring Group represented by DCLG, Tameside, DWP and eGU
• Stakeholder Board will be made up of members from SOLACE, SOCITM, LGA,
London Connects, DCLG, eGU and a variety of senior council managers
• Programme office is run through DCLG supported by: Sedgemoor, Hampshire,
Tameside, Islington, Westminster and London Connects
How we work
• “Making best joined-up practice common practice”
and “Build once and use many”.
Capitalising on national programmes, we expect to
generate economies of scale, reduce time to market
and improve efficiency and effectiveness of service delivery
Adoption Target Summary
Strategic Targets• Aiming for 200 Local Authorities by March 2007, would expect c.130
• Aiming for all by March 2008, expect c.300
• Break even by 31st March 2008 and for GC to be a going concern
• ~£6.7MM from 300 Council subscriptions (av. ~ £22,300 per Council)

DWP Example:
Now: Data from the DWP needed in support of claims management is accessed through standalone RATS terminals.
GC product enabler : GC Exchange could enable the secure sharing of information between systems in an open standards based framework.
After GC product is implemented: GC Exchange could allow system to system transfer of data between the DWP and the local authority

Now: Referrals between organisations must be done by courier or fax where client details are shared or data is sensitive.
GC product enablers: GC Exchange could enable the secure sharing of information between systems. GC Mail provides a secure solution using the councils existing e-mail system and a secure infrastructure (GCSx)
After GC products are implemented: Interagency communications can be facilitated thus providing faster and more cost effective information exchange.

Letters of Intent deadline was 24th Feb (extended to 3rd March)
• 36 LOIs returned by 24th Feb and 61 LOIs returned by 3rd March

• The Councils will need to add:
• Project Management is £1188 and it is expected that 1 day is required for leased lines up to 2Mbps. Thereafter upto 10Mbps it is £3600 (~3days) and 10Mbps and over or dual links is £6000 (~5 days). All subject to survey.
• Each Council will require a Annual Security and Assessment and Advice day will is currently costed at £1,000 per day.

Partnership Discounts for GC Register confirmed
• The definition of a partnership is a where there is physical infrastructure or connections between two or more members. e.g. a shared Edge Service, WAN or intranet/ extranet.
• The percentage discount will be applied to the total sum of the individual subscription fees.
• Discount honoured for early partnership members but clawed back if partnership target not achieved
• The invoice for the discounted total will be presented to the lead Authority of the partnership.
• The lead authority nominates an individual to be accountable for the CoCo for the partnership.
