Eagle Scout is the highest rank attainable in the Boy Scouting program of the Boy Scouts of America (BSA). Since its introduction in 1911, the Eagle Scout rank has been earned by more than 2 million young men. Requirements include earning at least 21 merit badges and demon-strating Scout Spirit through the Boy Scout Oath and Law, service, and leadership. This includes an extensive service project that the Scout plans, organizes, leads, and manages.

Leadership Panelist MembersScott Eblin is the co-founder and president of The Eblin Group, Inc., a leadership devel-opment and strategy firm that supports organizations in ensuring the success of their executive level leaders. He is the author of The Next Level: What Insiders Know About Executive Success which Business Book Review calls a “fascinating read” that “is full of potentially career-saving advice.” Scott is an honors graduate of Davidson College and holds a masters degree in public administration from Harvard University. He has a certificate in leadership coaching from Georgetown University and is a member of the faculty for that program. He is also an Eagle Scout from the class of 1976.

Rear Admiral Michael Anderson, Medical Corps, USN, earned his Eagle Scout Award with bronze palm in 1974 as a Scout in Troop 289 located in San Diego, CA. Admiral Anderson received a Bachelor of Arts Degree in Biology from the University of Cali-fornia and subsequently received a Doctorate of Medicine (M.D.) from the Uniformed Services University of the Health Sciences, School of Medicine in Bethesda, MD. His 32-year career in the United States Navy is highlighted by assignments that span the globe from Western Australia to Keflavik, Iceland. A Board Certified Family Medi-cine Physician, Admiral Anderson also holds a Masters of Health Care Administration degree from the University of North Carolina, Chapel Hill. As a Senior Health Care Exec-utive he has served as the United States Pacific Command Surgeon, the Navy Medicine Inspector General, and The Medical Officer to the Marine Corps. His current assignment as the Senior Medical Advisor to the Commandant of the United States Marine Corps includes ensuring the delivery of quality healthcare to Marines and Sailors deployed to Afghanistan and afloat in support of Operation Enduring Freedom.

Rob Stalzer has over thirty years of local government experience. He has been the Deputy County Executive of Fairfax County, VA, since June, 2000 and is responsible for emergency management, police, fire and rescue, public safety communications, public works and environmental services, planning and zoning, transportation, code compli-ance and the McConnell Public Safety Transportation Operations Center. He is cur-rently leading the County’s efforts to construct a $100 million public-private mixed-use transit-oriented development project adjacent to the new Dulles Corridor Metrorail.

Leadership Panelist MembersDave Link is the president and CEO of ScienceLogic in Reston, VA. With more than 20 years experience in the service provider and IT management industry, Dave started ScienceLogic in 2003 to press the industry to embrace a better way of managing complex IT environments.

Dave previously served as senior vice president and as a corporate officer at Inter-liant, where he helped establish the company’s strong presence in the ASP/MSP mar-ket. He also held senior management positions within IBM’s Software Division, leading the development of internet commerce products, and with CompuServe, building global online communication solutions for businesses and consumers. He holds a bachelor of science degree from Denison University.

John D. Butler, Rear Admiral, U.S. Navy (Retired), commenced his current assignment at Lockheed Martin Space Systems Company (SSC) in September, 2008. He serves as the SSC liaison with the U. S. Navy’s Strategic Systems Programs and Lockheed Martin Washington Operations. From September, 2005, to August, 2008, he served at Lock-heed Martin Maritime Systems and Sensors (MS2), Littoral Ships & Systems (LS&S) as Vice President of Programs, which included 18 months as the on-site Lockheed Martin Executive in charge of Littoral Combat Ship (LCS) construction in Marinette, WI. He joined Lockheed Martin MS2 in September, 2005, after a successful 31-year naval career as a submariner and Engineering Duty Officer.

Michael Pocalyko is Managing Director and CEO of Chantilly-based Monticello Capital. He also chairs the board of TherimuneX Pharmaceuticals at the Pennsylvania Biotechnology Center, and is on the advisory boards of Financial Investments, Inc. and Pittsford Ventures.

As a financial entrepreneur and creator of enter-prises with social purpose he founded and advised corporations across the globe in the financial services, defense, IT, biotechnology, environmental, and engineering ser-vices industries. A Beirut veteran, Mr. Pocalyko was a Navy commander and decorated pilot. He served on the Secretary of the Navy’s staff and in the Office of the Secretary of Defense. He graduated from Muhlenberg College, and earned his MPA at Harvard and his MBA at Wharton.

Mr. Pocalyko became an Eagle Scout in 1968. A former district chair and district com-missioner of Powhatan District, he continues to serve Scouting on the executive board of the National Capital Area Council, and has chaired Friends of Scouting campaigns at the district and Council level. Mr. Pocalyko received the Silver Beaver Award for distinguished service to youth.

An extensively published writer, his novel The Navigator is forthcoming in 2012 from Macmillan Forge. With his wife, Barbara Snelbaker Pocalyko, he has two grown chil-dren, Jim and Katie.

The National Capital Area Council (NCAC) Search Committee reviewed the top Scout professionals throughout the country, and selected Les Baron as the new Scout Executive/CEO for NCAC. He was serving as Scout Executive for Orange County Council in Santa Ana, CA, and became Scout Execu-tive for NCAC on April 15, 2010.

As Scout Executive, Les Baron directed the largest youth organization in Orange County with a membership of more than 30,000 youth, 11,000 volunteers and a $9 million budget.

Les oversaw the overall operations of the Council headquarters – The William Lyon Homes Center for Scouting, Newport Sea Base, Oso Lake, Schoepe Scout Reservation at Lost Valley and the newly opened, $32 million facility, The Irvine Ranch Outdoor Education Center.

During his tenure in Orange County he had increased membership 7% and had secured $29 million towards The Irvine Ranch Outdoor Education Center capital campaign. He directed an 80 member board and a staff in excess of 60 people.

Les began his role in Orange County in August, 2004. Prior to that, Les served as the Scout Executive at the Gulf Ridge Council in Tampa, FL, a position he held beginning in 1995. He also served as the Scout Executive at the Flint River Council in Griffin, GA. He began his Scouting career with the Great Smoky Mountain Council in Knoxville, TN, moving through the ranks from District Executive, to Field Director to Director of Field Service. To date, Les has been in Scouting for 30 years.

Les holds a Bachelor of Science degree in business management from Maryville Col-lege, Maryville, TN.

Les and his wife of 30 years, Kim, have two children, a son, Leslie, 24 (an Eagle Scout) and a daughter, Sara, 21.
