Introduction

What is IMES? IMES stands for Interactive Map of

Education Services. It is an interactive website in a Google Map form that will serve as a database of records for Philippine public schools. It will also have a third-party monitoring features for citizens to engage on the educational service the government provides.

Is a collaborative project between ANSA-EAP, Department of Education and Google to provide common ground for Filipinos to be able to access information on the Philippine Education System.

• The Department of Education (DepED) is one of the biggest bureaucracies and public service providers in the Philippines. Procurements for elementary and high school alone could reach PHP3 billion (US$63 million) which is a significant figure for public investments on education. Whether or not these were enough is certainly one controversial issue, but perhaps more basic than that is the question of whether the available resources had been spent correctly or whether they have reached the intended beneficiaries and serve them well.

• For several years now, the education sector have been very active in making government services transparent and responsive. Various efforts such as the Basic Education Information Services (BEIS), which collects and consolidates data on enrolment and makes them accessible to the public through the internet. The department has also welcomed various citizens and civil society efforts to provide complementary, third-party monitoring of service delivery programs, like Textbook Count (for textbook delivery), Bayanihang Eskwela (for school building construction) and Bantay Eskwela (for furniture inventory). Combining the mechanisms of these efforts, specifically the database recording and the third-party monitoring features, into a common platform appears to be the next logical step.

Objectives

Provide the public with a comprehensive information database on the government’s education services; and

Facilitate third-party validation of government’s information through comparison with actual data collected and reported by citizens.

To be able to create a Google Mash-up that is unique, comprehensive, and appealing to the public

To ensure that the mash-up will be utilized, popularized and sustained.

• Granting of EGo project to a responsible organization or institution for sustainability.

Sustainability

The Google Mashup project will be created, monitored and sustained by the ANSA-EAP Network Assistant for the first 6-months.

On the 5th month of the project, potential organization or institution will be asked to partner with ANSA-EAP in sustaining the website.

On the 6th month, an agreement stating the responsibility to sustain and attending the website will be signed by ANSA-EAP, DepEd and the chosen organization. Regular maintenance will be done by the chosen organization.

DepEd and ANSA-EAP will still look-after the website but both needs to make sure that the information in it are updated at least annually.
