A well-managed clean energy transition can become a strong driver of job creation, job upgrading, social justice and poverty eradication. Greening enterprises and jobs by introducing more energy- and resource-efficient practices leads to innovation, enhances resilience and generates savings. Promoting green entrepreneurship drives new investment and employment. In Asia we need a major policy shift towards investing in greening jobs, skills and enterprises so that the transition is fair, ensures access to clean energy and decent work at the same time, and leaves no one behind. At least half of the global workforce, the equivalent of 1.5 billion people, will be affected by the transition to a greener economy. 8 key sectors are expected to play a central role: agriculture, forestry, fishing, energy, resource-intensive manufacturing, recycling, building and transport (ILO, 2012). The 'energy' sector has an enormous potential to be transformative for all other industries and to influence policies and strategies for the 4th industrial revolution in countries at all stages of development. As concluded by the ACEF 2016 policy dialogue on skills for clean energy transition, skills development is a determinant of the success of the clean energy transition; the transition cannot happen without adequate skills development for the new 'clean energy workforce'. There are 8.1 million people employed today in the clean energy industry globally. Doubling the share of renewables in the energy mix by 2030 could increase direct and indirect employment in the sector to 24.4 million (IRENA, 2016). The challenge is how to manage this transition and what obstacles are in front of us.

The workshop will discuss how governments, enterprises, workers, financial institutions and development partners can power a just energy transition. Participants will interact with panelists and presenters to propose solutions to challenging questions such as: (i) are jobs in clean energy better, more decent jobs?; (ii) what skills sets are needed for the energy transition in Asia?; (iii) what are the best practices for a just energy transition?; (iv) what does the 4th industrial revolution imply for decent jobs and entrepreneurs in the energy transition?; (v) what are the implications for trade and participation in global value chains?; (vi) how can financial facilities for clean energy influence responsive investment for a just transition?

Speakers

Priyantha Wijayatunga, Chair Asia Clean Energy Forum, Asian Development Bank Priyantha D C Wijayatunga holds a degree in Electrical Engineering from the University of Moratuwa Sri Lanka and a Doctorate in Power Economics from Imperial College London where he was a Beit Scientific Research Fellow. He joined the Asian Development Bank in 2008 and he is currently the Director, South Asia Energy Division. He has contributed extensively in energy sector policy and regulatory activities over 25 years and has co-authored over 75 publications. He was the founder Director General of the Public Utilities Commission of Sri Lanka and a key contributor to the Sri Lanka Electricity Act 2009 and Sri Lanka Sustainable Energy Authority Act 2007. He was a lead author of the Sri Lanka Energy Policies and Strategies. He was also a Senior Professor of Electrical Engineering and the Chairman of South Asia Forum for Infrastructure Regulation. He is a Member of Institute of Engineering Technology (IET), London, a Chartered Electrical Engineer and a Fellow of the Institution of Engineers Sri Lanka. Also he is a Senior Member of the Institution of Electrical and Electronic Engineers (IEEE), US.

Yongping Zhai, Technical Advisor (Energy), Asian Development Bank Dr. Yongping Zhai has been working on energy development in Asia and Africa for about

25 years. He is currently Technical Advisor, Energy Sector Group, Asian Development

Bank (ADB), in charge of overall energy policy coordination and technical support to ADB

energy sector operations. He is also in charge of developing energy sector knowledge

work for ADB and interacts with worldwide energy sector partners.

Senator Loren Legarda, Chairperson for Senate Committees on Climate Change and Finance, Republic of the Philippines Senator Loren Legarda is the current Chairperson for the Senate Committees on Climate Change and Finance and has been appointed as UNISDR Global Champion for Resilience. For the past three decades, Senator Legarda has dedicated her work to serve the Filipino people, primarily by promoting the sustainable and equitable use of our natural resources; advancing programs on building community resilience; advocating for social justice, human rights, peace and cultural diversity; and initiating measures for quality and accessible education, decent employment and livelihood opportunities. As the Philippines’ foremost advocate of green development, Senator Legarda worked for the enactment of laws on environmental governance such as the Clean Air Act, the Solid Waste Management Act, the Climate Change Act and the Philippine Disaster Risk Reduction and Management Act, and co-sponsored the enactment of the Philippine Green Jobs Act. Prior to becoming a public official, Senator Legarda was well known as the award-winning anchor and producer of two of the Philippines’ most popular and respected news programs.

Khalid Hassan, Director, Country Office for the Philippines, International Labour Organization Mr Khalid Hassan is the Director of the ILO Country Office for the Philippines. He is responsible for leading the Philippines’ Decent Work Country Programme, which provides the framework for ILO’s support in promoting decent work as a key element of economic, social and environmental policies and national development strategies. Mr Hassan has an extensive background on fundamental principles and rights at work, rural development and primary education. Prior to the Philippines, he has served for 17 years in the ILO Country Offices for Zambia, Malawi and Mozambique and in Tanzania and Pakistan.

Laurence Monnoyer-Smith, Commissioner-General for Sustainable Development, Ministry for Ecological and Inclusive Transition, Government of France Dr. Laurence Monnoyer-Smith was appointed Commissioner-General for Sustainable Development in 2015. She was previously Vice-Chair of the French National Commission for Public Debate. She holds a PhD in Information and Communication Sciences and was a lecturer and professor of universities between 1998 and 2013. The General Commission for Sustainable Development (CGDD) promotes sustainability across all public policies. As such, it develops, implements and monitors the national sustainable development strategy of the French Government. CGDD is one of the founding members of the Platform for Advancing Green Human Capital (PAGHC) on behalf of the French Ministry in charge of the environment.

Peter du Pont, Senior Advisor Climate Change, USAID Asia Peter du Pont is senior advisor to USAID for activities in energy and the environment in the Asia region, and is based at the USAID regional mission in Bangkok. He has more than 30 years’ experience developing sustainable energy and climate programs. Since 1989, Mr. du Pont has worked throughout the Asia region, in NGO, private-sector, and government-sector organizations to design and advise on the implementation of clean energy strategies and initiatives. At USAID he works with a team managing a portfolio of more than $100 million of programs focused on catalyzing financing for clean energy, sustainable landscapes and urban resilience. Prior to joining USAID, Dr. du Pont was Vice-President of the global consultancy Nexant, leading the development of its clean energy business in the Asia region. Mr. du Pont is a native of New Jersey and has a Master Degree in Public Health from the University of California, Berkeley, and a Ph.D. in Public Policy from the University of Delaware.

Cristina Martinez, Senior Environment and Decent Work Specialist, International Labour Organization.

Dr Cristina Martinez is responsible for the area of Environmental Sustainability and

Decent Work in the Asia-Pacific region. Previously Cristina has worked at the following

organizations: (i) Asian Development Bank (ADB) as an Education Specialist (skills and

Employment); (ii) Organisation for Economic Co-operation and Development (OECD)

were she held positions as Advisor of the Knowledge Sharing Alliance at the Secretary

General Office and Senior Policy Analyst at the OECD Centre for Entrepreneurship,

SMEs and Local Development (CFE); and (iii) Western Sydney University (Australia) as

an Associate Professor of Urban and Regional planning.

Leonardo Montemayor, Deputy General Secretary, Trade Union Congress of the Philippines, and Chairperson, Federation of Free Farmers Leonardo Q. Montemayor is currently the Deputy General Secretary of the Trade Union Congress of the Philippines (TUCP), and Chairman of the Board of the Federation of Free Farmers (FFF). He previously served as Secretary of Agriculture (2001-02}; as four-term Member of the House of Representatives, representing the small farmers, fisher folk and urban poor sectors; and as Chairman of the United Coconut Planters Bank-Coconut Industry Investment Fund (UCPB-CIIF) Finance and Development Corporation, which provides micro-finance and capacity-building services for coconut farmers.

Professor Kapila Perera, Dean, Faculty of Engineering University of Moratuwa, Sri Lanka

Kapila Perera is a Professor in the Department of Mechanical who joined the University staff in 1995, also served as a Lieutenant Commander of the regular force of the Sri Lanka Navy prior to joining the Department. He obtained a Master Degree from University of California Davis in 1989 in Mechanical Engineering, followed by Ph.D. in Mechanical Engineering in 1993 from the same University. Prof. Perera's research interests include Turbulent Heat Transfer and Combustion Modeling, Energy Sources, Renewable Energy Technologies and Co-generation.

Yin Cao, Chief Architect, Energy Blockchain Labs, People’s Republic of China Mr. Cao Yin is the Founding Partner and Chief Architect of the Energy Blockchain Labs, which is the world first company focused on blockchain technology energy and green finance application. He also is the chief expert of blockchain as well as the principle energy analyst of China Cinda Security, which is the investment bank of China Cinda Group, the biggest financial asset management company in China. Mr. Cao also performs as stratigics advisor for several famous energy and finance companies. Mr. Cao Yin is one of the earliest proponents of the energy Internet concept in China. He participated in the formulation of China‘s national definition of Energy Internet and participated in the formulation and popularization of China’s National Energy Internet Action Plan as one of the leaders of the task force.

Gwyneth Anne Palmos, National Project Coordinator, Just Transition to a Green Economy, International Labour Organization Ms Gwyneth Palmos is the National Project Coordinator for the pilot project on Just Transition to a Green Economy. She is responsible for managing the pilot application of the ILO policy guidelines on “Just Transition towards Environmentally Sustainable Economies and Societies for All” in the Philippines, which is providing support to constituents in managing the structural changes towards pursuing an environmentally sustainable, low-carbon and climate-resilient pathway. Prior to joining the ILO, Ms Palmos has worked with the Food and Agriculture Organization of the United Nations and the World Food Programme, supporting programmes on disaster risk reduction, climate change adaptation as well as post-disaster response and recovery. She also has extensive background handling corporate social responsibility programmes for multinational and national companies as part of her work in the private sector.

Jazira Asanova, Principal Results Management Specialist, Results Management Unit, Strategy and Policy Department, Asian Development Bank Jazira Asanova is a national of Canada. She holds a Ph.D. in Educational Leadership and Policy from Hofstra University, New York, and has undertaken graduate study in comparative and international education at Columbia University, New York. Jazira has 17 years of experience, including over 9 years with ADB as a staff member in EARD, CWRD, and SPD. Prior to joining SPD, Jazira designed and implemented TA and lending projects in the education sector in the People’s Republic of China, Mongolia, Central Asia, and Caucuses. Prior to ADB, Jazira held lecturer positions at the University of Toronto and Wilfrid Laurier University, Canada. She has published book chapters and articles on educational reform in developing countries in peer reviewed journals.

Karina Veal, Senior Education Specialist, Asian Development Bank As part of the Education Secretariat at the Asian Development Bank, Ms. Veal provides strategic and technical advice across the Bank's growing education sector operations with aim to support developing countries meet their priorities for skills development. She is committed to bringing world best innovative solutions and ideas that matter to narrow the 'education divide' across Asia and the Pacific. Prior to joining ADB in 2012, Karina operated an independent consultancy practice in education for development, working with UN and bilateral agencies. Prior to that she held public policy leadership and advisory roles.

Robert Parua, Programme Specialist for Education, UNESCO Beijing Office

Mr. Robert Parua, is currently the Education Specialist in the UNESCO Beijing Cluster

office that covers China, South Korea, DPRK, Mongolia and Japan. He is responsible for

leading the Education Programme in the Cluster Countries, which provides policy advice

and the framework for UNESCO Education 2030 Agenda and SDG4 localization and

implementation at country level. Prior to Beijing, Mr. Parua has 22 years’ experience with

UNESCO in the education sector at Headquarters in Paris and in the various UNESCO

Field Offices in Samoa (Pacific), Jordan (Middle-East) and Jamaica (Caribbean). Mr

Parua has extensive experience in the design and advice in education policies, capacity

development, Education for All, TVET and Skills Development, education sector

strategic plans, SDG4 implementation and background on teacher education and

international development issues related to education. He was part of UNESCO Team

that contributed to the establishment of UNESCO International Centre for TVET

(UNEVOC) global network of TVET Centres in the Member States of UNESCO.

Additional Information for Participants

A Panel of Experts will discuss the elements of a successful and just energy transition. The panel will identify the issues that need solutions or pathways for development. Participants will discuss in small groups the issues identified (the challenges) and develop new ideas than can be conducive to change. Key messages from the workshop will be transmitted to the main Forum. The messages can be transmitted to COP23 in November to be held in Bonn, hosted by the Government of Fiji. About the Organization The workshops is organized by the International Labour Organization (ILO), the Asian Development Bank (ADB),

and the Platform for Advancing Green Human Capital (PAGHC).

The PAGHC was set up in 2015 by ILO, ADB, UNESCO, the French Ministry for Ecological and Inclusive Transition,

Government, the Agence Française de Développement (AFD) and other partners. In 2016, the PAGHC was

mandated by the French Minister for Environment to work on the links between employment, skills and climate

policies.
