Introduction to the Guide Welcome to the Official Guide to writing Position Papers brought to
you, delegates, by the GOMUN Secretariat. In this manual, you will
learn about the position paper – what it is and how to write one. At
the end of the guide, we also offer a sample position paper. We hope
it helps you on your journey towards the Best Delegate award!
What is a Position Paper?
Position paper is basically a summary statement of given country´s
policy. More formally, position paper is a document in which the
delegate is obliged to express the opinion of his country´s
government on the problem(s) discussed in their committee.
What should a Position Paper contain?
As already said in the previous paragraph, a position paper should
contain a statement of government´s policy summed up in something
about 200 words. However, this statement could be divided into
several sections.
▪ Historical involvement of delegate´s country (What actions has the
government undertaken in the past?)
▪ Current situation and stance of delegate´s country towards the problem
(e.g. statements of top level politicians, military leaders, latest news…)
▪ Propositions of solutions (From information gained during his/her
research on the two previous parts the delegate should devise solutions
to the problem at hand in compliance with his/her

How to write a Position Paper?
There are no special requirements other than using formal language
and facts based on evidence when writing the position paper. Simply
try to be as objective and as factual as possible.
Submitting a Position Paper
Send your finished position paper to your chairs´ e-mail which you
have received in your assignment e-mail from the secretariat.
Position papers can be viewed from 16th September in your
committee´s section on our website by clicking on any state´s flag.
This way, any delegate can view other delegate’s position paper
before the conference starts as a part of preparation for the debate.

Sample Position Paper COMMITTEE: Arab League
COUNTRY: Saudi Arabia
TOPIC: The War in Yemen
The Kingdom of Saudi Arabia is one of the most involved countries in
the Yemeni conflict. Saudi Arabia leads the Pro-Hadi coalition
intervening in Yemen in order to reinstall the only legitimate
president of Yemen, Abd Rabbuh Mansur Al-Hadi. Our Kingdom
currently contributes to the Coalition 150 000 soldiers fighting in
Yemen, which makes about 90% of all coalition forces.
The conflict in Yemen has been ravaging the country for almost 3
years and it is considered the worst humanitarian crisis in the world.
The Saudi government finds that very disturbing. The Houthis are
committing atrocities and refusing to lay down weapons even though
the whole Security Council has passed a resolution demanding it. It
The worst part of this conflict is the fact that while the Houthis violate
international treaties and are responsible for Yemeni men, women
and children dying of hunger and diseases, the Islamic State in Yemen
is occupying part of the Yemeni territory.
The Kingdom of Saudi Arabia is convinced about the unity of Arab
states and finds very disturbing that this unity of countries connected
by their Arab identity is being distorted by Iranian and Hezbollah
policies as well as by their materiel and manpower being shipped ti
Yemen to support the illegal Houthi rebels.
The primary goal of Saudi Arabia and her allies is the establishment
of peace in the region and re-stabilisation of Yemen as well as
elimination of the extremist beliefs. However, if we really want to
show the world a solution, we must act as a united union of Arab
countries. All states of the Arab League have to agree on a common
resolution if we want to stay a pact respected by the world.
