NEW DELHI, May 8: Bihar Deputy Chief Minister Sushil Kumar Modi-led Ministerial panel on incentivis- ing digital payments under GST will meet on May 11 to assuage concerns expressed by some States, especially West Bengal. To incentivise digital trans- action, the GST Council had last week discussed giving a conces- sion of 2 per cent in GST rate (where the tax rate is 3 per cent or more) to consumers making payment through cheque or dig- ital mode. The ceiling for the discount would be capped at Rs 100 per transaction. While most of the States in the GST Council were agreeable to the proposal, West Bengal had voiced concerns saying that the poor people will suffer because they still find cash as a viable mode for transaction, an official said. "While 98 per cent of the States supported the idea, West Bengal opposed to it saying the poor would suffer. We will dis- cuss the concerns and hope to achieve a consensus in the May 11 meeting," the official added. The Modi-led Group of Ministers (GoM) has been tasked with submitting its report to the GST Council, chaired by Finance Minister Arun Jaitley and comprising his State coun- terparts, within 15 days. The five member GoM include Gujarat Deputy Chief Minister Nitinbhai Patel, West Bengal Finance Minister Amit Mitra, Haryana Excise & Taxation Minister Capt Abhimanyu and Punjab Finance Minister Manpreet Singh Badal. Jaitley, after the GST Council meet last week, had said that while most States were agreeable to the proposal of giv- ing a concession in GST rate, some States wanted a small neg- ative list. As per police sources, on specif- ic information, a team from Manwal Police Post laid a naka at Nadal and intercepted a Srinagar bound truck bearing registration number JK01P-8713. On seeing police cops, the truck driver left the vehicle and escaped from the spot. During checking, police recov- ered 1800 bottles of banned syrup bottles from the truck and seized it. Missing woman’s body found in water tank Excelsior Correspondent JAMMU, May 8: The dead body of a missing woman was recovered today from an under- ground water tank here in Old Rehari area. “Pawna Kumari (50) wife of Manohar Lal, resident of 145, Old Rehari, had gone missing some days back after which her family members had submitted a missing complaint at police post Rehari”, a police official said. He said police officials and family members of the woman were searching her continuously and today her decomposed body was recovered from an under- ground water tank in a house in the neighbourhood of his resi- dence. “The body of the deceased has been shifted to mortuary of Government Medical College and Hospital for postmortem while inquest proceedings under 174 CrPC initiated at concerned police station”, the official added. 82 years old pilgrim dies Excelsior Correspondent KATRA, May 8: An octoge- narian on pilgrimage to Mata Vaishno Devi shrine, died at a Katra hotel soon after he reached there after performing holy Darshan, here today. Unfortunately, we feel that it will have an impact on tourist arrivals to Kashmir. I think it will be the final nail in the cof- fin,” Siddiq said. Tourism in the State has already suffered because of pro- longed periods of unrest in the Valley, hoteliers said. There has been a steep fall in the number of domestic tourists since 2016, when the killing of militant Burhan Muzaffar Wani by security forces in July that year led to a prolonged period of violence and stone pelting in the Valley. The number of tourists fell from 3,91,902 in the first four months of 2016 to 1,69,727 in the same period the next year. The number in the corre- sponding period this year was 1,54,062, officials said. The TAAK president said the association feared cancellation of bookings by tourists in the days to come. “It is obvious that cancella- tions will happen and there might be some hardline ele- ments who might even call for an absolute boycott of Kashmir,” he said. There is already panic in some quarters. Tamil Nadu Chief Minister K Palaniswami today asked his counterpart Mehbooba Mufti to ensure the safe return of the 130 tourists from his State who were in Kashmir. “I asked Jammu and Kashmir Chief Minister Mehbooba Mufti to help offi- cials of the Tamil Nadu Government for the safe return of the tourists,” he said in Chennai. Tourism Kashmir director Mehmood Shah, condemning the incident, said the department apprehended a fall in the number of visitors to the Valley. “It is an unfortunate incident and we are deeply pained,” Shah said. Asked if the incident would have any impact on the number of tourist arrivals, he said can- cellations were likely. “It will have an impact. Cancellations may happen,” he said. Last year, about 12 lakh tourists visited Kashmir. While the number of domes- tic tourists has halved in the last two years, the number of foreign tourists has, however, doubled. In the first four months of 2018, there were 21,631 foreign tourists, up from 10,767 in the same period last year, the offi- cials said. The tourism trade in Kashmir condemned the killing, saying that those who had thrown stones at the vehicle in which the tourist was travelling were not well wishers of Kashmir but “cold-blooded mur- ders”. “We condemn every such killing – whether it is of a Kashmiri or a tourist. Whosoever has committed this incident is not a well wisher of Kashmiris. He is a bloody, cold- blooded murderer,” Siddiq said later at press conference with other stakeholders from travel, tourism and trade bodies. Siddiq said Kashmir is known for its hospitality and tourists should not be scared as they are “our guests”. “Kashmir is known for its ethos and hospitality. Tourists are our guests and never has it happened before. These inci- dents should not have an overall impact. They still are our guests,” he said, apologising for the incident. At Rainawari, Srinagar, a 10- year-old boy Gowhar Ahmad son of Bashir Ahmad of Rainwari was injured in pellet firing. And police today detained seven persons for questioning in connection with the stone pelt- ing in Narbal in which a tourist from Chennai was killed and a girl from Handwara was injured yesterday. Seven persons were detained for questioning and their role with regard to stone pelting inci- dent is being investigated. A tourist R Thirumani, 22, son of Rajwali of Chennai was killed and a girl Sabreena, 19, from Handwara was injured yesterday in stone pelting at Narbal. Police carried out separate raids and arrested three persons. More arrests are expected in this connection and the investiga- tions are being carried out on the fast track basis. Police had already filed an FIR Number 57/2018 u/s 148, 247, 307, 336 RPC in Police Station Magam and launched the investigations. Police said that today there was normal movement of tourists towards Gulmarg. "It was perhaps the unfortunate incident and isolated one where- in some miscreants pelt stones on all vehicles including tourists and local vehicles," he said, adding it was not that the partic- ular tourists were attacked but all vehicles which passed through the area. JAMMU, May 8: Domanapolice arrested a man andrecovered illicit liquor pouchesfrom his possession.

As per police sources, onspecific information, a teamfrom Domana Police Stationlaid a naka and intercepted amotorcycle.

During checking, policerecovered 37 pouches of illicitliquor from the possession ofthe rider and arrested him.

JAMMU, May 8: Manwalpolice under 'Operation Sanjeevani'seized 1800 banned syrup bottles,while the accused managed toescape from the spot.

JAMMU, May 8: The deadbody of a missing woman wasrecovered today from an under-ground water tank here in OldRehari area.

“Pawna Kumari (50) wife ofManohar Lal, resident of 145, OldRehari, had gone missing somedays back after which her familymembers had submitted a missingcomplaint at police post Rehari”,a police official said.

He said police officials andfamily members of the womanwere searching her continuouslyand today her decomposed bodywas recovered from an under-ground water tank in a house inthe neighbourhood of his resi-dence.

“The body of the deceased hasbeen shifted to mortuary ofGovernment Medical College andHospital for postmortem whileinquest proceedings under 174CrPC initiated at concerned policestation”, the official added.

Tourism in the State hasalready suffered because of pro-longed periods of unrest in theValley, hoteliers said.

There has been a steep fall inthe number of domestic touristssince 2016, when the killing ofmilitant Burhan Muzaffar Waniby security forces in July thatyear led to a prolonged period ofviolence and stone pelting in theValley.

The number of tourists fellfrom 3,91,902 in the first fourmonths of 2016 to 1,69,727 inthe same period the next year.

The number in the corre-sponding period this year was1,54,062, officials said.

The TAAK president said theassociation feared cancellationof bookings by tourists in thedays to come.

“It is obvious that cancella-tions will happen and theremight be some hardline ele-ments who might even call foran absolute boycott ofKashmir,” he said.

There is already panic insome quarters.

Tamil Nadu Chief MinisterK Palaniswami today asked hiscounterpart Mehbooba Mufti toensure the safe return of the 130tourists from his State who werein Kashmir.

“I asked Jammu andKashmir Chief MinisterMehbooba Mufti to help offi-cials of the Tamil NaduGovernment for the safe returnof the tourists,” he said in

“It is an unfortunate incidentand we are deeply pained,” Shahsaid.

Asked if the incident wouldhave any impact on the numberof tourist arrivals, he said can-cellations were likely.

“It will have an impact.Cancellations may happen,” hesaid.

Last year, about 12 lakhtourists visited Kashmir.

While the number of domes-tic tourists has halved in the lasttwo years, the number of foreigntourists has, however, doubled.

In the first four months of2018, there were 21,631 foreigntourists, up from 10,767 in thesame period last year, the offi-cials said.

The tourism trade inKashmir condemned the killing,saying that those who hadthrown stones at the vehicle inwhich the tourist was travellingwere not well wishers ofKashmir but “cold-blooded mur-ders”.

“We condemn every suchkilling – whether it is of aKashmiri or a tourist.Whosoever has committed thisincident is not a well wisher ofKashmiris. He is a bloody, cold-blooded murderer,” Siddiq saidlater at press conference withother stakeholders from travel,tourism and trade bodies.

Siddiq said Kashmir isknown for its hospitality andtourists should not be scared asthey are “our guests”.

“Kashmir is known for itsethos and hospitality. Touristsare our guests and never has ithappened before. These inci-dents should not have an overallimpact. They still are ourguests,” he said, apologising forthe incident. (PTI)

Meanwhile, reports of clash-es were received from severalparts of Valley includingDachoo, Zainapora Shopian,Khudwani, Rainawari Srinagar,Kadalabal Pampore, PalporaQaziabad, Handwara and SeverLolab.

At Rainawari, Srinagar, a 10-year-old boy Gowhar Ahmadson of Bashir Ahmad ofRainwari was injured in pelletfiring.

And police today detainedseven persons for questioning inconnection with the stone pelt-ing in Narbal in which a touristfrom Chennai was killed and agirl from Handwara was injuredyesterday.

Seven persons were detainedfor questioning and their rolewith regard to stone pelting inci-dent is being investigated. Atourist R Thirumani, 22, son ofRajwali of Chennai was killed

and a girl Sabreena, 19, fromHandwara was injured yesterdayin stone pelting at Narbal.

Police carried out separateraids and arrested three persons.More arrests are expected in thisconnection and the investiga-tions are being carried out on thefast track basis.

Police had already filed anFIR Number 57/2018 u/s 148,247, 307, 336 RPC in PoliceStation Magam and launched theinvestigations.

Police said that today therewas normal movement oftourists towards Gulmarg. "Itwas perhaps the unfortunateincident and isolated one where-in some miscreants pelt stoneson all vehicles including touristsand local vehicles," he said,adding it was not that the partic-ular tourists were attacked butall vehicles which passedthrough the area.
