Metchosin’s fire hall is undergo-ing a transformation.

The longstanding hall isn’t being renovated and there are no

Police on hunt for man who attacked joggerLangford woman knocked unconscious by assailant

West Shore RCMP is urging trail users to travel in pairs and use lit paths after dark, following an attack on a woman jogging near Glen Lake in Lang-ford around 7 p.m. Tuesday evening.

Police say the victim, a 23-year-old Langford woman, was running on a walking trail off Shor-eview Drive when a man asked her for the time. The man knocked the woman unconscious and took her cellphone and money. He was wearing a dark windbreaker with red on the side and under the arm that made a “squishy” sound, and black gloves with thick wristbands. The victim was treated for bruises and released from hospital later that evening.

Officers helped by the detachment’s canine unit searched the area, but were unable to locate the suspect. The West Shore RCMP’s Major Crime Unit and Island District Forensic Identification Services are actively investigating the incident, which they say appears to be a random, isolated attack.

Anyone with information on the incident is asked to contact the West Shore RCMP at 250-474-2264.

The funds raised from the auction go towards the department’s Ridealong Fund, which allows for members to travel to other departments around the world to learn how others go about performing the service of protecting their communities. $1,081.75 was raised at last week’s event.

Langford council approved another potentially large-scale development this week for the area colloquially known as “Big Box Land” on the north side of the highway in Langford.

The prospect of another two million-square-foot commercial

and residential development near Costco has certainly raised some eyebrows, but the project was still given the go ahead after Monday night’s public hearing.

According to Matthew Bald-win, director of planning for the City of Langford, there’s no tell-ing what the actual development will look like at this time, as only the land clearing and rezoning

has been approved. Prior to any alteration of the land, an environ-mental development permit is still required.

Baldwin expects that process to happen soon, possibly by the end of the week.

“The form and character of the development itself will also be controlled by a (future) develop-ment permit,” he said, noting the

proposal for that has not yet been provided to council.

There is a possibility that the development could contain high-rises above the currently allowed six-storey limit, provided McCal-lum Developments – the site devel-opers –  perform a traffic-impact study to assess the implications of such a densely-populated struc-ture on the surrounding roadways.

The new development is already proposing to extend McCallum Road to the south end of Florence Lake and connect it to the Leigh Road interchange.

Four Langford householders got out safely as their Bear Mountain home was being torn apart by fire early Tues-day morning.

Initial investigations determined that the cause of the blaze was related to a ground level hot tub behind the home, according to Langford Fire Rescue Assistant Chief Chris Aubrey.

The fire department began receiv-ing calls from residents in the neigh-bourhood at around 1:30 a.m. on Tues-day, including one from a resident two doors up from the home at 2169 Hawk Pl., saying they could see smoke and flames. Many callers weren’t quite sure where the source of the fire was, given the hilly topography of the immediate area, Aubrey said.

Fire crews arrived within about four minutes, and used a high-pressure stream to try to knock down the fire from Bear Mountain Parkway, one street below Hawk Place to the rear of the home.

Crews from all three Langford fire stations, about 30 firefighters in total, worked for hours to douse the blaze. The last crew left about 6:30 a.m.

“They awoke to the sound of fire,” Aubrey said later Tuesday morn-ing after interviewing the residents, a retired couple whose adult son lived in the basement area with his girlfriend. “They thought it was hail.”

He commended the family for their decision to exit the house immediately and not attempt to return to save pets or retrieve valuables. “Going back in would have put them in grave danger because of the amount of smoke and how rapidly the fire spread.”

Firefighters were able to rescue a

chameleon and a snake, which were checked out by an exotic pet specialist and appear to be doing fine.

The house may have to be torn down, with damage estimated at about $500,000, Aubrey added.

He and Capt. Lance Caven inspected the charred remains of the home’s inte-rior to find the cause of the fire, along with gas and electrical inspectors. The rear of the home was completely destroyed, with other areas inside dam-aged by smoke and water.

Next door neighbour John Meck-bach, who has lived next to the fam-ily for a number of years, was staying with his wife and daughter offsite when the fire occurred. He arrived midway through the ordeal to find the house engulfed in flames.

Were it not for the work of the fire-fighters, he said, his own home could well have been part of the fire. A neigh-bour who lives below on Bear Moun-tain Parkway told him that at its peak, flames were shooting upwards of 30

feet into the air and coming out side-ways toward his house.

“I just feel so bad for Rene and Nor-een; they’re the sweetest people,” Meckbach said of the owners. “This was their retirement home. They put so much time into their backyard and rebuilding the back deck.”

Word about the situation travelled quickly, he said. Aware that the resi-dents escaped with just their night clothes, a representative from the Wes-tin Bear Mountain, working in conjunc-tion with Emergency Social Services, offered up temporary lodging at the hotel plus food vouchers to use while they sorted out their affairs.

Buzz around social media amongst friends in the neighbourhood was also busy Tuesday morning, Meckbach said, with people asking what they could do to help. Watch the Gazette’s Facebook page and Twitter for information on efforts to help the family get re-estab-lished as they become known.

That concern has seen the Metchosin department work closely with WorkSafeBC, while encouraging firefighters to improve physical fitness.

The fire hall gym has been made larger, with cardio equip-ment added and trainer Mon-ica Elliot brought in to design a workout circuit for the volun-teers.

The gym has gone from being “a little hole in the ground” five years ago to one that makes it easier for firefighters to work out, she says. “The idea is that people are getting healthier, so we lower our risk of a medical condition happening on a fire scene. It’s about keeping them healthy and increasing morale and camaraderie.”

Dunlop says the program has rolled in nicely with the hall’s weekly dinner, where firefighters rotate cooking duties to make dinner for the rest of the mem-bers.

Slowly, healthier food options are overtaking less healthy ones, the benefits of which are far reaching, says volunteer fire-

fighter Jason Humphries.“We have a physical job at the

best of times, and this (program) is showing we care about the membership and want every-one to be as healthy as (pos-sible),” he says. “We spend a lot of time practic-ing for medical calls and house fires and acci-dents, but we don’t spend a lot of time promot-ing well-being amongst our-selves – this is one of the steps we are trying.”

Firefighters choose their own level of involvement in the pro-gram, which culminates every Sunday evening with a purpose-built class that uses training guidelines from the National Fire Protection Association. Exercises include advancing with charged fire lines, hitting a weighted sled with a rubber-ized sledge hammer, dragging life-like dummies and doing bal-ance work.

“We are taking care of our-selves so we can take care of

(the community) and that is great,” Humphries says. “We take pride in what we do and we try to embrace the community.”

Demonstrating that commit-ment to the residents helps

instil faith in the fire protection service, he adds. “Two to three years down the road, I hope it is a program that can continue.”

Dunlop agrees, saying her job is to look out for her firefighters –

if any of them looks queasy or she has other concerns for their safety, she pulls them out of a situation. She sees this as pre-ventative maintenance for her firefighters and the community.

“If I have a guy that is out of shape and torques his back or pulls a muscle, he is no use … he’s out of commission until he is better,” the chief says.

“If he can have preventa-tive maintenance to be in good shape …  In the long run it is safer for our citizens.”[email protected]

It was a celebration like no other, that’s for sure, and there wasn’t a frown to be found in the crowd.

Displays were set up throughout the gymnasium highlighting the work of First Nations students in our community, games were played, songs were sung and drums echoed in the halls of L’École John Stubbs in Colwood last week as the Aborigi-nal Education program of School District 62 (SD62) hosted the second of their three major events each year in recognition of what they’re doing to ensure the success of First Nations students in the region.

The first of these events is the Family Fall Gath-ering, where families come to wish success upon the students for the coming year.

The second is the Celebration of Aboriginal Stu-dent Success, held each February to display and celebrate the work done by First Nations students in the district up to that point in the year.

“It’s a real opportunity for students, especially at the middle school level, to have some leadership opportunities,” says Kathleen King-Hunt, district principal for aboriginal education, noting the stu-dents themselves are involved in the planning and execution of putting the event on.

“They really play an important role in articulat-ing what’s important to have at an event like this, and deciding what we need to be teaching our families as we go through the night.”

It’s also important for their development as young people in our community and within our education system, she says.

“For the students, it’s a really positive outlet and it really lets their school see them in a different light –  in a leadership, interactive and experiential role –  and they bring a lot back to the school,” she says, referring to renewed energy and experience in leadership capacities.

Jim Cambridge, school superintendent of SD62, says back when he started in education more than 30 years ago, there was a rumour that the high school hadn’t graduated an aboriginal student in over a decade.

“I don’t know if that was true or not,” he says, “but it was really disturbing to hear that. It wasn’t until decades later that we actually put some effort

into recognizing what was significant and what was important about aboriginal ways of learning, and how when we applied those to a particular population, not only did those students benefit, but all students benefitted.”

He says the situation is much better now, and it’s gaining even more traction as we move forward as a community with this new understanding.

“What I’ve seen over the last 10 years is a huge, huge growth in our school district, where we’ve gone from having very poor results for First Nations learners to having very good results, and can even have better results going forward. It’s not that the work is done, and it’s not that it’s time to congratulate ourselves, but it is a time to congratu-late our learners.”

The district has come to understand over time that aboriginal student success is tied closely to the level of support and encouragement they receive from their families, Cambridge says. The investment of those families in the learners, and events like the Celebration of Aboriginal Student Success, allow the families of the students to join in that support on another level.

It’s time once again to name the region’s “Bloomingest Com-munity,” and Colwood Mayor Carol Hamilton is confident her munic-ipality will repeat as champions, despite claims to the contrary by Esquimalt Mayor Barb Desjardins in a recent news article.

Desjardins told reporter Andrea Pea-cock of the Gazette’s

sister paper, the Vic-toria News, that she got the secret to win-ning the contest from Mayor Hamilton after Colwood’s win last year during the annual Victoria Flower Count. That secret was to get the schools involved.

Well, Mayor Hamil-ton has a message for Mayor Desjardins:

“I’ve got more schools than you, Barb,” Hamilton says, pointing out that the effort of L’École John

Stubbs elementary essentially single-handedly pushed Colwood over the top in the count, and this year there will be even more engagement on that front. “It’s game on.”

Hamilton says there will be a strong push from both council and the area’s schools to encourage the com-munity to get out into their neighbourhoods and enjoy this beauti-ful region.

“It’s really just a fun thing to do. We want people out there enjoying this beauti-ful weather and this sensational area; that’s what it’s really all about.”

And while people are out there enjoying themselves, she says, why not join in on the competition, take notes of all the beauty around you and reg-ister what you see on the competition web-site (flowercount.com).

While there are brag-ging rights to be had within the region for the community found to be the “bloom-ingest,” Hamilton says there’s another side benefit.

“It’s kind of a way to rub it in the nose of the rest of the coun-try,” she says. “They’re pretty wintery out east still, and just look around out here!”

Hamilton claims she has a few secret weap-ons lined up to help push Colwood over the top in the count again this year, but she was unwilling to say what those are after what happened last year.

“I can’t let out all the secrets. She’ll steal them.”

A $20,000 donation from the Victoria Central Lions Club will help fund an open care unit in the neonatal intensive care unit at Victoria General Hospital.

The open care unit is used to treat premature and critically ill babies in the NICU. The unit helps to stabilize and regulate a baby’s temperature, while providing caregivers with easier access to the baby for medical purposes.

“We are very happy being able to support this important equipment for neonatal intensive care at Victoria General,” said Chuck Mowbray, director of the Victoria Central Lions Club.

Each year at VGH, 400 babies are born needing intensive care.

“Having access to equipment like this is crucial to providing our tiniest patients with the best possible treatment,” said Gord Macatee, chair of the Victoria Hospitals Foundation.

The Victoria Central Lions Club will soon be closing down after 70 years in the community.

Since 1989, the club has donated more than $50,000 to the Victoria Hospitals Foundation.

Funding transit a conundrum

The Victoria Regional Transit Commission recently heard its 2013 request to add two cents per litre more to local fuel prices this year, to help cover transit service expansion, had been turned down by the province.

Transportation Minister Todd Stone let the commission know the request will be reconsidered for 2016, but it brings up a question: who should be paying more to help transit expand in this region; bus riders, gasoline buyers, or just plain everyone?

While two cents a litre isn’t a major hardship for drivers – after all, gas prices leapt 18 to 20 cents per litre in the past week or so – the gas tax is a hammer-on-the-head strategy penalizing drivers who may or may not choose to use transit in future.

Raising transit fares again to raise the needed revenue, rather than taxing drivers more, is a tactic the commission has little appetite for, knowing that many of its regular bus riders are strapped enough for cash.

For years, B.C. Transit has done its best to get more people riding the bus, here and in other urban areas of the province. In the big picture it’s the right thing to do: reduce gridlock and do less harm to the environment. But in reality, not enough people who could easily ride the bus more have committed to driving less as a way to help achieve those lofty goals.

Over time, our dependence on our vehicles has led to regular traffic logjams on both major arteries into downtown Victoria.

True, that problem is partly attributable to how Greater Victoria has developed. But when the option to take transit is there – a more user-friendly option from one year to the next – and drivers still don’t leave their vehicles at home, it’s a sign that the people in charge of the bus system still haven’t done a good enough job selling people on why taking the bus is a better choice.

It’s kind of a Catch-22: many people won’t use the system until it’s better, but more people need to use the system to allow and pay for expanded service – unless of course, those other sources of revenue are tapped.

The local politicians who make up the transit commission should ask for a public referendum on whether people are willing to pay more, either through taxes or fares, for expanded service.

If the majority say no, commission members need to grit their teeth and direct B.C. Transit to stop expanding service until such time that more people choose to ride the bus.

CBC.ca and CBC Radio presented a Smithers wildlife shelter that is considering deticking wild moose using paint ball guns with balls containing a delousing powder.

The Capital Regional District’s Deer Management website shows the ICBC map of deer-vehicle collisions for 2000 to 2010. The highest accident locations are outside Oak Bay. The map, especially if Oak Bay updates it, will help concerned drivers avoid the deer.

The SPCA’s partner Wild Animal Rehabilitation Centre, which I have never heard or seen the SPCA mention in the Oak Bay News (why not?), provides humane solutions for deer.

Wild ARC rehabilitates and relocates fawns and deer in the CRD. Oak Bay’s culling contractor could capture deer with a clover trap sitting inside a horse trailer located where the deer frequent. To prevent theft the hitch would be locked while waiting for deer.

Once captured, the contractor would transport the trailer of live deer to Arc’s Metchosin rehabilitation site.

Wild ARC vets could survey the deer for lyme ticks, then trailer loads of deer could be relocated remotely wherever Wild ARC currently releases their rehabilitated animals.

Hope for Wildlife in Seaforth, N.S. shows successful deer releases on The Knowledge Network.

Wild ARC operates by donations,

so if the budget allocated for a culling contractor isn’t enough, deer-loving Oak Bayers might pitch a little extra cash in.

Young drivers made poor decisions behind wheel

Re: Still too many young drivers dying (Gazette, Feb. 18)

It is all very well for chief coroner Lisa Lapointe to state that speed, impairment and not wearing a seatbelt were the main factors in the deaths of these young people. But let us be practical about this: these youngsters were actually committing serious road traffic offences at the time of their deaths.

On the surface, it appears that they do not know the difference between right and wrong.

There is no point in blaming anyone – the parents or the education system. These youngsters had a choice and they

Good hearing, poor comprehension?The number of people who can hear well, but can’t understand what’s being said, is increasing. This is most evident in conversations and watching television. A newly-developed hearing chip is designed to restore speech comprehension without being noticeable in the ear.

A lot of people have poor comprehension, though they actually still hear well. It becomes noticeable in conversation, watching television and asking family to repeat what’s been said. A potential cause can be undetected loss in the high-frequency range. This means the sensory cells in the cochlea that hear high-range sounds are damaged as a result of circulatory disorders, diabetes, sudden hearing loss or workplace noise. Hearing loss in the high-frequency range makes speech sound muffled and unclear. The person with hearing loss mixes up, or can no longer hear, consonants like s, f, t, k, h and g. Speech comprehension is particularly impaired when there is background noise or when television programs have background music. The dilemma is that people with hearing loss in the high-frequency range do not

consider themselves to have a hearing problem. They can hear deep tones with no issue, and often put difficulty understanding speech down to unclear pronunciation. However, the time soon comes when problems with comprehension become annoying.

A new hearing chip has beendeveloped.

Swiss audiologists have developed a new hearing chip that restores speech comprehension, particularly with hearing loss in the high-frequency range. People can test the new Audéo V system by Phonak simply by calling now to do so. First, a hearing test

and speech comprehension analysis is done. Where inner-ear damage is present, a software program analyzes the difference relative to normal hearing. These values are then input into the new Venture hearing chip in the Audéo V, which precisely takes into account and balances the frequency range of the person being tested. The test phase in particular is designed to clarify how speech comprehension can be improved in various situations and what role a new technology called “Autosense OS” plays. The chip recognizes where the person being spoken to is located and amplifies only his or her voice, while ambient noise is lowered and the optimum hearing programs are seamlessly adjusted. Thanks to several synchronous microphones, the hearing system can detect sound in all directions and select the direction that speech is coming from within milliseconds. According to Swiss researchers, this significantly augments speech comprehension, especially in conversation.

Mercedes-Benz B-Class earns an A in safetyBy Bob McHugh

Mercedes-Benz Canada went (adventur-ously) solo and brought the B-Class (not sold in US) to Canada in 2006, just as did with the original Smart Car.

The tall, compact, front-drive hatchback, is a different kind of Mercedes. Yet many Canadian buyers like it and typically buy about 3,000 of them annually.

We join the B-Class story when it got a modest redesign for the 2009 model year. Styling revisions included a new radiator grille with an extra-large Mer-cedes-Benz star in the centre. The front bumper has a larger air intake and the hood was also modified. Rear revisions included two-piece tail light assemblies, a new hatch release and a new-look rear bumper.

B-Class vehicles have a unique safety feature built-in to its elevated floor-pan design. Mercedes calls it the "sandwich principle” and during a severe frontal impact the powertrain assembly is cleverly engineered to slide downward, under the cabin compartment, to avoid intrusion into the passenger space.

The '09 B-Class came in B200 and the B200 Turbo models. A B200 comes with a 134-hp, 2.0-litre inline-4 engine mated to either 5 speed manual transmis-sion or a CVT (continuously variable transmission) automatic. The reliability

of this CVT is questionable and in 2011 model year vehicles it was the spotlight of a major recall. It can be an expensive repair, if not covered by Mercedes. This torque-rich gas engine is a frugal fuel user that’s rated at 10.5 litres/100 kilometres in the city and 8.6 litres/100 kilometres on the highway with the CVT and using the new 5-cycle rating method. The manual transmission allows slightly better highway fuel economy.

The turbocharged variant of the 2.0 litre engine boasts an impressive 193-hp, and is paired with a 6-speed manual trans-mission or the optional CVT automatic. This engine is rated at 10.9 litres/100

kilometres in the city and 8.8 litres/100 kilometres on the highway with the CVT and using the new five-cycle rating method. So you should get a lot better performance with almost the same fuel economy.

B-Class went essentially unchanged for the 2010 and 2011 model years and was temporarily discontinued for the 2012 model year. It returned as the completely redesigned B250 for the 2013 model year and there were no major changes for 2014.

Standard features in 2013 included a fuel saving auto stop-start system,

LED daytime running lights, leather seating, 11 airbags, run-flat tires, plus Attention Assist, and Collision Preven-tion Assist systems. Yet, it still had an under-$30,000 start price.A new direct-injection four-cylinder turbo engine (208 hp) linked to new seven-speed dual-clutch automatic transmission was the only powertrain combo offered (no CVT). This engine can also produce an impressive 258 lb-ft of torque and it can move a B250 to 100 k/hour in less than eight seconds.

While this engine does like pricey premium fuel, it’s rated at 9.2 litres/100 kilometres in the city and 6.6 litres/100 kilometres on the highway using the 5-cycle rating method. The new auto-matic obviously has an important role in attaining those impressive highway economy numbers.

The Mercedes-Benz B-Class is probably the safest compact car sold in Canada. Its brand-new (2015) start price is still under $30,000, however, popular add-

on option packages can quickly push its end price into the high thirties and this also influences typical resale values.

The Nissan BladeGlider concept will contribute to the prom-ised sizzle at the upcoming all-new Vancouver International Auto show – now just three weeks away.This revolutionary electric car, based on the DeltaWing race car introduced a few years ago, is described by the manufacturer as an “exploratory prototype of an upcoming production vehicle.” Just like the DeltaWing, the BladeGlider features a very different chassis layout – narrow at the front, wide at the rear. The design gives the vehicle a huge aerodynamic ad-vantage of a traditional layout. The roadster has a centrally located driver seat upfront and two passenger seats behind.It’s the first of a number of concepts to be announced for the show at the Vancouver Convention Centre, which runs from Tuesday, March 24 through Sunday, March 29. Hundreds of new production cars will populate the all-new floor layout of exhibition space. A mysterious cat that survived with out food or water for three days and nights, a tidal power generator at Pearson College and a skyscraper in Colwood are some of the top items pulled from past issues of the Goldstream News Gazette for the week of March 6.

2005

Lester B. Pearson College, Encana Corporation and Clean Current Power Systems announce a partnership that would build a free-stream tidal power generator, the first of its kind in Canada at the Race Rocks Ecological Reserve.

A $3-million investment from Encana’s Envi-ronmental Innovation Fund involves replacing two diesel-powered generators at Race Rocks that supply power for Pearson’s marine educa-tion centre, with a tidal turbine generator built by Clean Current Wind Systems. The remaining fund-ing for the $4-million project is expected to come from private investors.

Also making news the week of March 6, 2005: The first skyscraper in the West Shore is dis-

cussed by Colwood, following a proposal to build a 17-storey concrete building with 59 large apart-ments at the end of Nob Hill Road next to a light industrial area. Colwood has had pitches for buildings as tall as 12 storeys in the past but this proposal is grander than any seen by council so far. If approved, the building would cost $14 mil-lion to construct, generate $350,000 annually in property taxes and $500,000 in permit fees.

The Goldstream News Gazette is poised to expand its coverage from one day to two days a week. The first edition of the News Gazette’s weekend edition is set for delivery on March 17 and features a front page of local news wrapped around revamped Regional News. The change will enlarge the Wednesday edition providing more local coverage.

Also making news the week of March 6, 1995: Langford municipal council has voted to allow

secondary suites in all single-family dwelling units in all zoning categories.

Council passed a motion instructing staff to prepare a zoning amendment that will define secondary suits that would have to meet fire and building code standards, be between 400 to 8,000 square feet, registered by building permit and business license and have adequate septic field capacity.

1985

In an effort to avoid setting a legal precedent, the Capital Regional District paid out-of-court cash settlements to homeowners whose septic systems malfunctioned because of faulty instal-

lation. Four residents of Strathdee Place filed law suits for the cost of homes or a sewage treatment plant rather than the cost of septic systems.

Also making news the week of March 6, 1985:Jean Westwood, owner of Canishaven Kennels

dog pound, was driving when she glanced down and saw an unfamiliar siamese cat come out from

under the seat and then disappear again. Some-one had dumped a cat into the cab of the tuck to leave it for the Kennel, forcing the cat to survive on its own in the truck for three days without food or water. A friend who helped coax the cat from its hiding place fell in love with the cat and took it home.

Tianni Arsenault loves to give back.

At 14, she is grateful for the opportunity she was given in life to thrive by her adoptive parents, Rheal and Nikki Arsenault, who put her into all kinds of activities to allow her to find that one place she felt the most comfortable.

That place was the swimming pool. And after she discovered swimming, and found she was actually pretty darned good at it – she has swam competitively with Island Swimming for the past few years – it wasn’t long before she was keen to get her schoolmates at Spencer middle school involved in the sport.

What started with four recreational swimmers became seven last year and jumped to 13 members this year.

“Putting it on the announcements every day really helped,” says Tianni, who put up posters the first couple years to bring attention to the opportunity for students. With the Grade 9 student serving as a kind of “in-water coach” and supporter, the club is thriving.

Spencer teacher-sponsor Donna Sagodi says while the swim club was not necessarily designed to be competitive, most of the swimmers chose to enter races and test their skills, aiming to improve their times.

“We tell people that everyone can compete, no matter what level you’re at,” she says. “Some people even used the swim club to do cross training.”

The goal, she says, is to keep the swim club going at Spencer next year and, with the help of Rheal and Nikki, whose children have all gone to Willway elementary, work on getting clubs in place there and at Ruth King elementary, the other feeder school for Spencer.

Spencer swimmers competed in the recent Greater Victoria regional school meet, and some qualified for last Sunday’s championships at Commonwealth Pool. Rheal says virtually all of those who competed Sunday achieved personal best times in certain events, making it a “very successful meet for the Spencer swim team.”

Tianni says the swimmers were excited about competing against people from elsewhere in the region.

“They were saying, ‘I can’t wait for Wednesday,’ even though they were a bit nervous,” she says. “They’ve all worked really hard this year.”

Lara Kardash, who works for West Shore Parks and Recreation at the Juan de Fuca pool, where the Spencer team trains, coaches the school team in her role with Island Swimming. She agrees with Tianni that the middle schoolers have made great strides this season.

“I’ve seen huge, huge improvement in the group since the beginning of the year,” Kardash says.

In a sport that often attracts people who like more individual pursuits than team efforts, the coach likes the chances of the team continuing to expand, despite the fact that six members are moving up to high school next fall.

“I wouldn’t be surprised if all of them came back,” she says. “They’re doing great and they love it. They’re totally gung ho and they work hard. I’m really proud of the team, the fitness level increased for the whole team.”

As for Tianni, a breaststroke specialist who swims five times a week with the Island Swimming group – sometimes twice a day – her goal is to continue improving her own personal best times and secure a swimming scholarship, either at the University of Victoria or UBC.

“I definitely want a job or a career in the water sports area,” she says. She already volunteers at the Juan de Fuca pool helping little ones with swimming lessons. “I’d want to be close to the water somehow. I just feel really comfortable there.”

In the near term, she plans to work on getting a swim club started at Belmont secondary, which does not have one at this point. Given her determination and her energy level, there’s no reason to believe she won’t succeed there, too.

West Shore public transit users still won’t be able to bring their dogs on the bus, despite the efforts of a small but dedicated group of advocates for that cause based in Victoria.

The Raging Grannies were unsuccessful in their attempt to get dogs on buses in Victoria, but they are not giving up. Fran Thoburn and Daphne Tay-

lor collected over 800 signatures on a petition to allow dogs on public transit, which they presented to the Victoria Regional Transit Commission.

The commission voted it down based on com-plaints received from bus drivers and people with allergies.

“Even though we thought the petition we received originally was certainly heartfelt, sincere and certainly had merit to look into, we just felt the responsible thing at the end of the day was to maintain the current policy,” said VRTC chair Susan Brice. “The biggest [reasons] were health-related issues in terms of people with allergies, as well as a strong position from our drivers … because it would put them in a situation where they had to make determinations about dogs com-ing on or not.”

An online poll of transit users found a slim majority were against dogs on city buses for any reason. Of the over 4,000 public responses, 50.7 per cent said no, 37.8 per cent said yes and 11.3 per cent said dogs should sometimes be allowed on buses.

Taylor was disappointed the policy did not get changed, but said she knew it would likely take more convincing. “I wasn’t thinking that it prob-ably would (go through) right away.”

Thoburn said she does not think all the options have been evaluated. “I don’t think the [transit] commission people truly considered a way of find-ing a happy medium.” The next step, she said, is writing to each transit commission member and continuing the dialogue.

Despite the outcome not going in their favour, Taylor said they will not back down.

“It’s the beginning of people’s awareness,” she said. “(It) Just takes one person starting some-thing (that) seems rather small.”

Pedestrians and cyclists departing from the West Shore leg of the Galloping Goose Trail and heading toward Sooke will soon be able to travel into the western town’s centre on a new multi-use trail, thanks to a generous grant to the District of Sooke from BikeBC.

The grant will help fund the construction of a much needed trail connection from the Galloping Goose trail to the existing multi-use trail network in Sooke.

Currently the Galloping Goose trail runs from the crossing at Sooke Road (Highway 14) to Leech-town with no access to the existing network of trails and sidewalks within Sooke.

This project would create a connector trail from the Galloping Goose at Kirby Road to Sooke Road to allow users of the Galloping Goose Trail safe access to Sooke core and avoid an otherwise lengthy trip along the busy Sooke Road.

The cost-sharing BikeBC program will fund one-half of the approximately $150,705 multi-use trail project. BikeBC supports communities that promote cycling which in turn contributes to increased physical activity and helps reduce greenhouse gases.

For most of her life, sports was a sanctuary for Patti Dawn Swansson, a place where she could be among friends.

Often picked on by bullies because of her petite size, Swansson turned to sports as a ref-uge. Those who bullied her soon found she was a talented athlete in both hockey and baseball, and left her alone.

That interest took her into the newspaper busi-ness, where she wrote sports, and eventually became a sports editor and columnist for the Winnipeg Sun.

But for more than 50 years, she was living a nightmare: she was a woman trapped inside a man’s body.

“I knew from the time I was eight years old I was different,” says Swansson, 64, a Victoria resident.

She lived life back then as Pat Doyle, a rough and tumble sports editor, working in a world of macho professionals. “It was tough going into team dressing rooms to hear the language,” she recalls. “The con-tempt [athletes] held for gay people and for women. The misogyny was terrible.”

After several years, Swansson refused to do dressing room inter-views and found her sources elsewhere.

Seven years ago, she became true to herself, beginning the process of gender reassign-ment. It started with hormone therapy and ended with surgery in 2009.

Swansson’s long struggle has a trium-phal ending of sorts, at least in the newspaper world. Last month, she returned to Winnipeg as one of the inductees to the Manitoba Sports Writers Hall of Fame.

“The phone call came out of the blue,” she says. “I started to laugh because I’ve been out of the busi-ness so long.”

Swansson moved to Victoria in 1999 and toiled at a variety of jobs. There were clean-ing jobs, work in an antique store and a brief stint as regional sports editor for Black Press, which included the Gazette.

The induction in the hall of fame is some-thing special. “I just did my job, so to be rec-ognized, it was lovely,” she says.

But to those who know her, Swansson did more than just come into work every day and do her job.

Swansson is one of the finest jour-nalists longtime friend and former co-worker Dave Komosky ever came across. “Patti is very serious about the newspaper business. She has a really nice touch with words and

humour,” he says.Komosky, who first

worked with Swans-son in 1972 and was a coworker at both the now-defunct Winnipeg Tribune and the Winni-peg Sun, says there was no indication the sports-writer wanted to be a woman. “She seemed to like women. She had three wives and five kids over the years.”

Along the way, Swans-son has had a huge influence on many peo-

ple’s careers, in media circles from Toronto to Winnipeg, adds Komosky.

To Swansson, though, the biggest influence she might have is on a gay youth who has aspirations of becom-ing a sports writer.

“I don’t know a gay sports writer in Canada, male or female,” she says.

“For me to get this award is what it represents. I hope a gay youth reads about it, hears about it and can understand that if I can do it, then they can do it. They won’t have to hide in the closet any longer.”

In the early 1900s the legendary West Coast settler Cougar Annie was anything but a typical woman.

She was said to have trapped more than 70 cougars, homesteaded a rainforest bog, opened a remote post office and outlived four husbands.

California-born Ada Annie Jordan settled in the Clayoquot coastal rainforest in 1915 with her first

husband and three young children. A five-acre garden that she carved out of the wilderness provided food and income throughout her life. The bounty on cougars supplemented her income and she earned her nickname, Cougar Annie.

She gave birth to eight more children in the remote location, and rarely left the property until old age and blindness forced her move to

Port Alberni, where she died at age 97 in 1985.

Singer/songwriter Kat Kadoski lived in Clayoquot for three years, care-taking Cougar Annie’s garden and immersing herself in the folklore surrounding the legendary pioneer-settler.

Drawing on many sources, including Annie’s family, Cougar Annie Tales uses stories, images, letters, and original compositions to celebrate the unconventional life of one of B.C.’s most colourful characters.

Her award-winning, critically acclaimed one-woman show has been touring around B.C. and will be in Greater Victoria this weekend.

Tonight (March 6) the performance takes place at the Metchosin Hall, 4401 William Head Rd. Doors open at 7 p.m. with showtime at 7:30. Tickets are $15 for adults, $10 for seniors and $5 for children. They can be purchased at the Broken Paddle Cafe, at Happy Valley Furnishings, or at the door.

Many first-time home buyers look to the West Shore for the affordability and proximity to com-munity amenities.

What many of those people may not realize is that large sections of this area are not hooked up to the sewer system and still use septic fields and other on-site systems for disbursing black and grey water.

Moving into a home which requires a certain level of maintenance for its septic system needn’t be a source of stress, if the previous owner has done the work and adhered to guidelines laid out by the Capital Regional District.

But as real estate agent Kent Deans with Pem-berton Holmes says, it behooves potential buyers to have the septic system inspected by profes-sionals before making an offer on a home.

“There has to be full disclosure (of its condi-tion) from the seller’s standpoint, but the buyer should ask about it,” he says. “Especially now that some of the homes are 20 to 30 years old, (the system can be) getting past its prime.”

Doug Marshall, Island maintenance supervisor for Coast Environmental Ltd., is a 40-plus year vet-eran of the septic service and sales industry. He says various factors make it important to have an inspection done, including questions around the frequency of routine maintenance, plus the usage and care of the system at the source – i.e. what kinds of materials do the existing homeowners put into the system?

“There’s some situations where the septic sys-tem was built to accommodate a single-family home,” he says, “but the addition of a rental suite can cause excess capacity.”

More laundry and showers, additional toilets flushing and more water flowing down drains generally can put pressure on a septic field or tank designed to accept or distribute only a cer-tain amount. Upgrades can be done to increase capacity rather than replacing the entire system, Marshall says.

In those situations where an inspection finds the need to install a new system – the lifespan for most systems is between 25 and 30 years – the prices can vary based on what type of system you want to put in and the topography of the land. Homeowners can be looking at anywhere between $15,000 to more than $30,000.

Marshall described three main types of system, starting with the standard septic tank and drain-age field. Municipalities that adhere to the CRD’s guidelines require property owners to have the tanks pumped out every three years, he says.

Type 2 would include some form of treatment system, usually in situations where there isn’t enough soil or land base for a conventional setup. And type 3, at the high end, treats the sewage and provides a cleaner quality of effluent, often for properties built largely on rock, adds Marshall.

West Shore properties on septic mainly use the first system, with fewer homeowners having installed a treatment system of some kind.

From a buyer’s perspective, Deans says, “once

people are on it, most people (understand it).” Learning to space out laundry loads through the week, or knowing what types of cleaners not to put down the drains or toilets is information that is readily available, he adds.

Marshall has seen what can happen when peo-ple don’t spend the extra few hundred dollars to have an inspection done. One recent home buyer he worked with hadn’t taken that step and saw their system fail, only to face a multi-thousand dollar bill for replacement.

For home sellers who need to replace their sep-tic tank, he says, “a new system can be a selling feature for the house.”

The Omnibus No. 40 bylaw amendment recently approved by Langford council changes the city’s zoning bylaw No. 300 in many ways – as should be evident by its title.

It is definitely not as invasive or grand as the name suggests, however.

Zoning bylaw 300 is the city’s land-use regulation, which dictates how land development can occur, including parking requirements and landscaping regulations. It’s the bylaw people approach coun-cil to amend when they want to put additions on their houses, build swimming pools or change what their property is being used for.

It has been amended more than 400 times since its inception in 1999. This most recent alteration was more of a housekeeping amendment, though it will have a slight effect on future development requests.

“We do probably a half-dozen of these a year,” said city planning director Matthew Baldwin. “We just need to go into the bylaws every now and then and clean them up to do what needs to be done, outside of the process of dealing with spe-cific applications.”

The amendment changes all references to “Bob-cats” in the bylaw to “skid steer loaders” to remove brand names from the city’s legal documentation – “Bobcat” used to be like “Kleenex” or “Zamboni,” it’s a generic term for a small skid steer loader.

As well, the amend-ment decreases the minimum length of an off-street parking space (or driveway) to 5.5 metres from 5.8 m and increases building den-sity requirements to 50 per cent of total land use.

The other main change restricts the locations of container refund depots, which, according to comments from city staff con-tained in the amend-ment proposal, “can be a significant noise-gen-erating use when oper-ated as a stand-alone facility, as opposed to as an accessory use within a liquor store.”

The amendment restricts refund con-tainer return depots to outside C8 (Com-munity Town Centre Pedestrian) and C8A (Community Town Cen-tre Pedestrian A) zones within the municipal-ity, restricting them to more commercial, busi-ness park and indus-trial zones.

Baldwin said there are currently no return depots operating within C8 or C8A zones, “and there haven’t been people clamour-ing to make any,” so they took the oppor-tunity during one of these “housekeeping” amendments to reflect their vision for these areas and declare them free of these facilities.mdavies@goldstream
