2014 Overview 2014 was another milestone year for the Gold Bar Wastewater Treatment Plant (WWTP) located

on the banks of the North Saskatchewan River in Edmonton, Alberta. Gold Bar WWTP

successfully passed the ISO 14001 (Environmental Management System) and OHSAS 18001

(Occupational Health and Safety Management System) surveillance audit for its Integrated

Management System. Major capital projects focusing on solids handling improvements and

rehabilitation (Digester 1 and 2 upgrades, Grit Tanks 4 and 5 upgrades, fermenter/thickener

control improvements, Channel 2 rehabilitation) either continued or were completed in 2014.

Additional testing and commissioning continued on the Headworks Influent Flow Control System.

Two significant wet weather events with inflows to the plant greater than 1200 million litres per

day (MLD) occurred in July (July 5 and July 25). Both of these events provided opportunity to

confirm the performance of the Headworks Influent Flow Control System.

The Gold Bar WWTP final effluent discharge limits of Approval to Operate 639-02-07 are

summarized in Table 1 and the monitoring requirements are outlined in Table 2. The Gold Bar

WWTP effluent quality discharged to the North Saskatchewan River was 22.9% of the Approval

to Operate (639-02-07) final effluent discharge limits (Figure 1). This result is higher than the

2013 WELP Index of 20.8% and is below the five year running average of 23.0% (Figure 2). The

WELP index, in 2014, was impacted by flooding incident (tunnel flooding) at the Plant on

October 25 that damaged a number of equipment (pumps, blowers, MCC panels, control panels

etc.) supporting Bio reactors and secondary clarifiers (1-11) operations. The incident resulted in

elevated waste effluent parameters for 3-4 days and above average nutrients level for the

months of October and November.

For 2014, 100% of the monthly limits for Approval to Operate discharge parameters were met

(Table 3, Appendix A - Monthly Plant Performance Reports). A total of 101,871 million litres

(ML) of wastewater was conveyed to the Plant. Secondary treatment and UV disinfection was

provided to 93,968 ML (92.2%) of the total influent raw flow, with 3,830 ML (3.7%) of

Reclaimed Water provided to industrial customers. A summary of Reclaimed Water quality in

2014 is provided in Table 4.

In addition to routine final effluent quality monitoring, a total of twelve final effluent samples

were submitted for toxicity testing in 2014. All twelve samples were tested for acute toxicity,

and eight of the twelve samples were tested for chronic toxicity. All results showed no toxic

effects from the Plant’s final effluent (Table 5). All analytical data included in the report were

handled by the Gold Bar WWTP Laboratory and performed using ISO/IEC 17025:2005

accredited methods. Gold Bar WWTP Laboratory is accredited to ISO/IEC 17025:2005 by the

Canadian Association for Laboratory Accreditation (CALA) for those analyses as listed in the

scope of accreditation (http://www.cala.ca/scopes/3161.pdf). Chronic and acute toxicity

bioassays were conducted by contract laboratories accredited to perform these tests. The

2014 Gold Bar WWTP Laboratory Proficiency Testing results are summarized in Table 6.

Two reportable environmental releases occurred in 2014, with one of the two incidents related

to release of non-combusted biogas to atmosphere. Four environmental incidents were a

result of sampling issues with compliance samples (Table 7). Table 8 summarizes the Plant’s

monthly chemical usage for 2014. Table 9 lists the name and position of Alberta Environment

Certified Wastewater Treatment Operators at Gold Bar WWTP. Appendix B outlines the

monthly summary of operational activities and issues for 2013 as per requirement of Approval

No. 639-02-07 section 5.1.3 (g). The 2014 Completed Capital Projects and Planned Major

Capital and Rehabilitation Projects are included in Table 10.

Summary of 2014 Major Work Program Major Maintenance includes activities within the Major Work Schedule as well as significant

equipment failure and major Preventive Maintenance (PM) work on various plant assets.

Major maintenance is classified as having significant impact to Operations, high man-hour

efforts, and/or large financial expenditures (capital or expense).

Buildings • Evacuation alarms were replaced at the Center of Excellence and Admin buildings. New

washer and dryer installed in maintenance shop. Tree trimming, new sidewalk to U-crew

trailer, and road pot holes repair

• The Asbestos removal program continued in 2014 in numerous areas. Asbestos insulation

was removed on hot water line piping and fittings in Tunnel C and in Tunnel K. Asbestos

removal activities also occurred in the Scum Gallery buildings 2 and 3 in conjunction with

mold abatement

• Numerous cranes were inspected, repaired and certified

Digestion • The Digester gas compressors in gas room 2 had history of excessive vibration to the

point of shaft failure (2 shaft failures in 2013, middle compressor shaft failure in 2014). It

was found that stiffening the bases by adding grout assisted in reducing vibration. The

middle gas compressor was the final unit to be grouted in and was completed in 2014.

Modifications for sediment tank were also completed. East compressor had flame arrestor

cleaned due to plugging issues. Gas compressor 45815 had a new flex coupling installed

• Gas compressor 101 repairs included cylinder and head repairs, new bearings, new rotor

blade set, and new mechanical seal

• New PRV’s installed on K101, K102, and bio gas scrubber and both West PRV in dome

for Digester 7 and 8

Disinfection • The UV facility had bulb replacement on both trains on channels 2 and 3. 30 ballasts

replaced

Fermentation • Fermenter 1 work included repair on rakes, and replacement of magnetic meter.

Fermenters 2 and 4 were cleaned and inspected with repairs to rotating rake

• Work on the fermenter blend tank pumps included: Pump 15186 - replacement of the

VFD, and a pump rebuild including new bearings, mechanical seal and oil seal. Pump

15184 - replaced VFD. Pump 15178 – pump rebuild included new bearings, mechanical

seal and oil seal

• All 8 TPS pumps had stroke length adjusted. Fermenter 3 (TPS Pump 28586) was rebuilt

- new set pins, bronze rod inserts, and packing. Fermenter 4 (TPS Pump 28645) was

rebuilt - bronze rod inserts, and packing

Membrane Filtration • Membrane water discharge piping was repaired and membrane cassettes were replaced

for trains 5, 6, 7 and 8. Sodium bisulfite tank and piping upgrades completed

Odour Control • The blower housing for west scrubber filled with water from a leaking valve and severely

damaged the assembly. The MCC, motor starter and motor were all tested before putting

back into service, and all damaged components on coupling and mounting plate were

replaced

Outfall • New sump pump installed at Outfall 20

Pretreatment • Screens 1, 2, 3, 7, and 8 were completely rebuilt. Screen 2 rebuilt included new screen

chain, shear pin sprocket and drive chain, drive sprockets and bottom idler sprockets,

drive shaft, and repair of back side screening bars. Screens 1 and 3 rebuilt included new

screen chain, shear pin sprocket and drive chain, drive sprockets and bottom idler

sprockets, drive shaft, drive coupling and repair of back side screening bars

• Screen 5 Compactor auger wear rings and bottom strainer replaced

• Screens 7 and 8 repairs included new pins, bushings on both sides of pin rack, new

sprockets, cog wheels, brake assembly, coupling from gearbox to drive assembly, and

repair of coupling assembly on the output shaft from gearbox

• Grit tank 6 repairs included mending hole in incline auger trough and repair of east end of

horizontal auger which had torn away from connecting shaft to motor

• Grit tank 7 drive shaft (horizontal auger) was repaired as the bolts at the shaft coupling

had sheared off. Incline auger was repaired and had missing liner replaced.

Primary Treatment • All scum valves in tunnel C were replaced due to excessive passing

• All primary clarifiers had significant issues with keeping up with solids loading in the spring

of 2014, and a significant amount of breakdown maintenance occurred

• Primary clarifiers 4 to 8 had annual inspection and 7/8 influent channel was cleaned. New

volute on Primary 7 sludge pump

• Primary clarifiers 1 to 4, 6 and 7 had overloaded shear pins broke on cross and long

collectors. Primary clarifier 1 had new cross collector shaft and bearings installed.

Unplugged scum lines on primary tanks 5-8

• Enhanced Primary clarifiers 9, 10 and 12 had overload shear pins broke on cross and

long collectors. Clarifiers 9, 10, and 12 had annual inspections completed. Clarifiers 10

and 12 cross collector loop chain replaced with Stainless Steel chain

Secondary Treatment • Secondary clarifiers 1, 4 and 7 were cleaned and had annual inspection with bio 4

cleaned and influent valve replaced. Secondary tanks 9 and 11 had new stainless steel

chain installed on the long collectors and new gearbox on pass 3 and 4 installed.

Secondary clarifiers 6-8 VFD, sump pump, valves, and piping were replaced. Scum box

rebuilt for secondary 9 bioreactor side. Volute replacement was completed for Secondary

return pumps 2 and 3

• RAS piping repaired that included new discharge lines for secondary clarifiers 4 and 5. 20”

vertical waste line from Secondary 6 was replaced and three corresponding waste pump

valves

• Two new Chemscan units were put into service after the old units failed to operate

consistently

• On October 25, 2014 Secondary 7 was filled ¾ with final effluent and ready to go back

into service. As the tank was being filled, the elbow for Secondary 7 RAS outlet separated

from the common header piping. As a result of the failure, the tunnel section from the

Admin building to the Membrane plant was flooded 3 to 4 feet deep with brackish water.

The response to the flood included pumping the water from the tunnel, evaluating the

damage caused by the flood, and replacing a large number of equipment

Utilities • Water pressure regulator from main service in lab replaced after a series of leaks

• Annual PM completed at Substation 1

• Boiler repairs included re-certifications to Boilers 1,5,6,7,8,9, and 10

• New radiator for Emergency Generator 1 installed

Sludge/ Supernatant Piping

• An acid clean was completed from D2 to the lagoons for lines 1 and 2 (both 8” lines). Also,

during an isolation at the lagoon pumphouse, a valve was missed which led to flooding

inside the pumphouse and resulted in repair of 3 supernatant pump motors

Was Activated Sludge Thickening

• TWAS pump 31310 repaired that included a new shaft, new mechanical seals, and

bushing guide

Static Bioassay – Environment Canada EPS 1/RM/24 (Nov. 1992). The chronic toxicity testing is carried out by an ISO/IEC 17025:2005 accredited laboratory for the following parameters: Fathead Minnow Bioassay - Environment Canada EPS 1/RM/22 (Feb. 2011 amendments) and Ceriodaphnia dubia Bioassay – Environment Canada EPS 1/RM/21 (Feb. 2007 amendments). The samples tested in 2014 appeared to be non-toxic to all organisms used for the acute and chronic testing.

Untreated wastewater was observed leaking from the underside of a portion of the garage door on the north side of the Centre of Excellence Pilot Plant building. The material continued along the roadway for about 15 metres into a storm sewer on the right side of Division Street facing north. It is estimated that about a maximum of 100 litres of untreated waste water was released to the storm sewer which is based on greater than 10% of the approximately 1000 litres released over a maximum 45 min release duration at a rate of 6.2 US gallons per minute. The release was reported to ESRD at 4:36 PM and a reference number 286593 was issued. The other 90% or more of the release was contained in the Centre of Excellence facility and drained into the floor drain back to the headworks of Gold Bar Plant.

Temporary pumps were installed to support the Biological Nutrient Removal (BNR) process and damaged equipment was replaced. The incident resulted in elevated waste effluent parameters for 3-4 days

• 2 Secondary bypass events, Oct 15 & 26th • East primary influent channel O/S for repair • Deregulated to 600 ML for influent channel 2 rehab
