 AAP 2013-14 is prepared on the basis of 10%

enhancement over the figure indicated during the AAP

2012-13 discussions and final release during the year-

2012-13

The SC population in the state is about 7% where as ST

population is about 21%.

 Allocation at par with national SC and ST population (ie22 % for SC and 10% for ST) is not Suitable For Gujarat

state. In the state budget also allocation of 17.6% for ST

and 7.1 % for SC is kept.

Pipeline from Sadulka (Dhrangadhra branch canal) to Morbi is completed and

commissioned in only 2 Months. Generally this type of work takes 10-12 Months time.

Increasing Pumping Capacity at Navda Head Works

• 2325 villages of saurashtra region are connected from Navda H.W

• At present average 460 MLD water is supplied from Navda which was

350 MLD in August-12.

• Works of Pumping Station will completed by April-2013. After completion of 

works 600 MLD water could be pumped.

State is already focusing on providing piped water supply in ST zone habitations. MiniPipe schemes and MVWSS are under implementation to cover ST zone habitations with

piped water supply schemes. House Hold connection in ST zone habitations increased

from 43.25 % as on 1-4-2012 (659676 connections) to 46.01 % as on 28-02-2013 (707552

connections)

State had already prioritise coverage of 0-25%, 25-50% category habitations and quality

affected habitations.

In rural household connection, Gujarat has already covered more than 75 % of the

households with tap connections. In coming years, it is planned to take this coverage to

95 % across the Gujarat state in rural areas.

In state schemes are already prepared at the service level of 70 lpcd. Under community

participation approach, more than 25 villages have once achived 24X7 water supply.

State should cover all remaining uncovered rural anganwadis

in Govt/community buildings with drinking water facility by

obtaining figures from State ICDS Dept.

up to Year 2012, total 9912 anganwadis have been coverd by WS department. During

2012-13 4662 have been covered. As per ICDS and primary field assesment, around

remaining 2500 anganwadis are needed to be covered in the year 2013-14.

State should prioritise coverage of 0-25%, 25-50% category

habitations and quality affected habitations.

 AAP 2012-13 Minutes Action Points

State should focus on providing piped water supply in ST

zone habitations

State should draw up a plan and start a campaign to provide

household water connections to all rural households in the

coming years. People should be aware that household

State may upgrade the service l evel of drinking water to atleast 55 lpcd. State may plan to provide 24x7 water supplies

in pilot areas of the State.

State should train all VWSC members of the targeted

habitations and 2-3 members of non-targeted VWSCs in 2012-

13.

As the VWSC have already been formed in almost 18,000 villages, the trainings given to

VWSC members is continuous process. The training format is designed in such a way that

the VWSC members of the targeted schemes and the vil lages yet to be joined in the

programmed are invited in the training and due attention has been given to al l themembers attending the training session.

All drinking water sources should be tested in 2012-13 oncefor chemical constituents & twice for bacteriological

contamination.

State should focus on testing for bacteriologicalcontamination.

This has been taken care of under “In-Village Water Supply Scheme” based on Swajal

dhara Principle

Programme for converting defunct borewells to recharge shafts will be taken up in 1214

habitations ( 1305 hand pumps) during 2013-14.

In routine ,two shedule of drinking water tests namly Pre-Monsoon and Post Monsoon

are in place. through FTKs total 1, 07,359 samples have been tested for both

bacteriological and chemical parameters by pani samitis. Out of which total 75,687

samples have been tested for bacteriological contamination and 31,672 samples have

been tested for chemical contamination. during current year through block,district and

central laboratory, 84,358 samples have been tested. besides this, the MVWSS have in

built system of daily check up of quality parameters like- pH,turbidity,TDS and residual

chlorine on regular basis.

As narrated above total 75687 sample s have been tested for bacteri ologicalcontamination by using FTKs and 35390 samples by using Laboratory setup.

State may try to cover institutional buildings like schools,

health centres, Panchayat offices etc with roof water

harvesting under NRDWP (Sustainability).

State should take up programme for converting defunct

Refresher training should be provided to 2-3

grassroots workers for FTK testing in 2012-13.

Just like, VWSC members’ training, the water quality testing

trainings have been done for pre monsoon and post monsoon

periods as well as during the demonstration of FTK in the village.

Most of the time, during pre monsoon and post monsoon testing

activities, New and fresh members also included with the ASHA

worker.

should be set up.This is under consideration

13State should adopt e-procurement inawarding works and in material procurement

under NRDWP from 2012-13 if it has not

already adopted it.

State should submit the Audit Statement

/UC/ASA for Programme fund for 2010-11 by

end February 2011.

Audit statements for 2010-11 have already been submitted vide

letter no.RWS/102011/GOI/69/Kh-3 dated 02-07-2012.

CPSMS (Central Plan Scheme Monitoring

System) to facilitate fund release.

State have already entered implementing agency wise

information on CPSMS

ongoing schemes that are > 5 year old.

Regular review of the old pending schemes has been done and

the same schemes are taken on priority towards the completion

of the same.

State should focus on tackling water quality

problems. VWSC should be trained properly to testand report water quality problems.

To tackle and to make aware village community about water quality problem,

comprehensive trainings & IEC activities have been planned and given to

VWSC members which included the various aspects like scheme planning and

implementation, water quality issues, post completion management etc.Further, the results of the quality problem in the villages are being circulated

to respective authorities like district laboratories, district collectors, in case

of schools to the school authority and concern health department.

18State should make a systematic effort to respond to

the VIP referencesVIP references are well responded by the state

State should ensure that NRDWP logo should be put

on in all NRDWP supported

Reservoirs/PWS/Handpumps/ Standposts or

treatment devices etc. Whenever there is a training

programme or any other activities in the State which

is supported by NRDWP, its logo with proper shape,

size and colour should be displayed.

With due consideration of the recommendation of NRDWP logo, the same

will be adopted from the next financial year i.e. from 2013-14 for all the

schemes under NRDWP

State may involve students of the rural areas who are

higher secondary passed with science

background/NGO’s or agencies, to carry out testing

of drinking water using FTK’s.

Water testing is done through various laboratories set up by Gujarat JalsweaTraining Institute and through Field Testing Kit being distributed to villages by

Water and Sanitation Management Organisation(WASMO). Looking to the

wide scope of the work at field level, organizations have put up required

staff for sample testing and reporting process. However, in case of any

campaign or such kind of activities, if the man power required, help of rural

students or NGO's has been taken.

State should take up Water and Energy audits of 

multivillage schemes to improve water and energyuse efficiency.

Water audit and budgeting programme for KHERALU block of Mahesana

district have been under taken on piolot basis. Danish Water Forum (DWF)has ben associated with the water supply department for water audit.
