The ministry is responsible for drafting laws and regulations on environmental and nature aspects. Rationale: During the starting up of the cat cracker on March 21 st 2017 at the Isla refinery, powder was released into the atmosphere and partly deposited downwind of the refinery. The Ministry of Public Health, Environment and Nature required this powder immediately be sampled in order to determine its composition. This was necessary to determine possible health impacts and to verify the source. Approach: EcoVision took powder samples on the same day as the incident. The samples were sent to TNO in the Netherlands for chemical analysis. Furthermore a chemical heath risk expert was consulted to determine the risks of exposure to the powder by the public. Outcome: A report, including chemical analysis report by TNO, was submitted to the Ministry of Public Health, Environment and Nature.
