GLOBAL DIRECTION IN REDD APPROACHES AND METHODOLOGY
DEVELOPMENT SINCE COP-14 UNFCCC

SCOPE OF PRESENTATION
• Progress in REDD (REDD-plus) negotiation on methodological issues under SBSTA as well as policy approaches and positive incentives under AWG-LCA,
• Implication to ASEAN countries and possible approaches to strengthen ASEAN position in REDD (REDD-plus).
PROGRESS ON REDD NEGOTIATIONS UP TO COP-14
1. COP 11 (Montreal) : REDD negotiation started 2. COP 12 (Nairobi) : under SBSTA-25 (draft Conclusion reported to
COP)3. COP-13 (Bali) : Decision 1/CP 13 (Bali Action Plan : Paragraph 1 (b) (iii) : Policy
approaches and Positive incentives for REDD, sustainable management of forests, enhancement of forest carbon stocks
Decision 2/CP 13 (REDD : approaches to stimulate actions i.e. Strengthen and support ongoing effors, SBSTA programme of works, indicative guidance for Demonstration Activities)
4. COP-14 (POZNAN) : under SBSTA-29 (draft conclusions reported to COP)
SBSTA-29 : Relevant Outcomes1. Recommend methodological guidance discussed further in
SBSTA-30 in Bonn,2. Decide to continue its programme of work on methodological
issues at SBSTA-30 and report to COP-15 on progress made, including any recommendations on the remaining outstanding methodological issues as contained in SBSTA-28 :

REDD in Bonn Session of June 2009REDD was discussed under the following agenda : 1. SBSTA – 30 : • Most discussions were conducted in ‘informal meetings’ and few ‘contact group
meetings’
• Output : draft conclusions on REDD with its Annex (draft text for COP-15 decision on methodological guidance for REDD, sustainable management of forests, enhancement of forest carbon stocks/REDD-plus)
2. AWG-LCA 6 : • Informal plenary session under sub-agenda item 3 (Enhanced
national/international action on mitigation of climate change),
• Policy approaches and positive incentives for REDD-plus is one of issues discussed under the sub-agenda item 3.
SBSTA – 30 Conclusions • Taking notes relevant works on methodological
issues,• Agreed to continue its programme of work on
methodological issues at SBSTA-31 on the basis of the draft text (annex of the SBSTA-30 conclusions) for COP-15 Decision,
• Reminded and encouraged Parties/relevant organizations/stakeholders to continue sharing information relating to decision 2/CP. 13 via the Web Platform on the UNFCCC Website.
SBSTA-30 ‘Draft text for COP-15 Decision on methodological guidance for REDD-plus’
1. Guidance for developing countries on methodological issues related to Dec. 2/CP.13 :
• Identify drivers and activities that reduce emissions, increase removals, and stabilize carbon stocks in forestry sector,
• Use the most recently adopted IPCC guidance and guidelines,• Establish robust and transparent [national/sub-national] monitoring
system that : Use a combination of remote sensing and ground-based forest carbon
inventory approaches, Provide estimates that are transparent, consistent, and reduce
uncertainties, Ensure that the system and their results are open to independent review
agreed by the COP.

2. Further work by IPCC may be needed,3. Support for developing countries, engagement of
indigenous people and local communities, 4. Parties are invited to share lessons learned and
experiences gained in the application of the above methodological guidance (point 1) and the indicative guidance for DA (Annex to Dec. 2/CP.13) through the web platform on the UNFCCC website,
5. The need for integration and coordination of efforts by international organizations, NGOs and stakeholders to avoid duplication and enhance synergy activities relating to decision 2/CP 13.
AWG-LCA 6• Negotiating text on the follow up actions of the Bali
Action Plan includes Policy approaches and positive incentives for REDD-plus,
• Main issues : Debate on whether REDD-plus should be under NAMA, Objectives, scope (of activities), guiding principles,
Measurement, reporting, and verification of actions, Measurement, reporting, and verification of supports, Institutional arrangement including funds
IMPLICATIONS TO ASEAN MEMEBR STATES
Forest areas (FAO-FRA 2005)• ASEAN countries in total own approximately 283.2 million ha (33.4 % of
the total countries’ land area),• Ranging from 2000 ha in Singapore to 120.3 million ha in Indonesia, or • from 3.4 % (Singapore) to about 70 % of the country land area (Lao
PDR), • From countries with negative change in forest cover (e.g. Indonesia,
Myanmar, Philippines) to countries with net increase of forest cover (e.g. Vietnam)
• Generally rich in biodiversity, • Some countries share common importance of forest resources for millions
of people as a source of income and for customary practices, • Forest is also important in terms of national economy for some countries.
REDD-plus enables all ASEAN member states participate according to their national circumstances and interests.
ASEAN Position in REDD-plus negotiation
• In Poznan (COP-14) our submission was designed to be general covering all issues which were considered as the common interests of all ASEAN member states, taking into account diversity of forest condition and country circumstances within ASEAN on the one hand and priority issues in the REDD agenda on the other hand (focused on deforestation and forest degradation),
• For COP-15 negotiation, with the development in REDD negotiation (towards REDD-plus), ASEAN countries (as a group) may have stronger and more elaborated submission than in previous session.
Possible approaches to strengthen ASEAN position in REDD-plus negotiation
• Joint submission on REDD-plus there will be three AWG-LCA meeting (August, September, October), and so submission to AWG-LCA in COP-15 should anticipate the development of discussion in the upcoming three meetings,
• Establishing ASEAN-REDD negotiation group for COP-15 (recommendation from ASEAN Workshop in Cambodia, May 2009),
• ASEAN as a group to share the experiences/lessons learned from
REDD related activities within the region in the UNFCCC Web-platform.
• Procedural issues Mr. Htain Lin may guide us on these issues,
Possible areas for ASEAN joint submission
1. Submission should cover both methodology and policy aspects, which may cover i a :
• Methodological guidance on establishing REL/RL, monitoring system, etc
• Capacity building needs and access to data and/or technology,
• Support for related analytical works,• The need to strengthen integration and coordination of
efforts,• Policy approaches for REDD-plus2. Detail of each issue may be discussed during the panel
discussion
CLOSING REMARKS• ASEAN can be a strong negotiation block in REDD-
plus as stated in various meeting, • Possible approaches towards that direction : joint
submission before and during COP sessions, joint statement during COP (and relevant) sessions, sharing ASEAN REDD-related activities and efforts in the UNFCCC Web platform, strengthening coordination and synergy of efforts, joint capacity building programe within the region,
• Procedural issues between and within ASEAN member states are challenging we must find the best possible solution.
