Objectives of the Working Group Meeting 28-29 September 2019

1. Review the interim report with recommendations and policy options 2. Review the feedback received on the interim report through web

consultation 3. Finalize the recommendations and policy options 4. Develop a report dissemination strategy/engagement plan with

Member States (Working Group Members as advocates) and other relevant stakeholders

• Articulate clear recommendations that are easily adaptable to different country contexts

• Define international cooperation broader than the traditional donor-recipient model to include collaboration across sectors and multi-stakeholder partnerships

• Advise on mechanism/platforms of engagement of international donors, as well as NGOs, civil society organizations and other relevant non-State actors, including the private sector

• Develop a guidance document that will address implementation challenges

• Provide innovative solutions using specific examples and sharing experiences from the Working Group Members’ countries

Breaking Down the WG Mandate

1. NCD plans as part of national development plans and

overarching health systems strategies/plans to achieve universal health coverage

2. Alignment of international cooperation with national NCD plans

3. Global and local multisectoral and multistakeholder coordinating mechanisms to ensure efficiency of aid and responsiveness to national needs and priorities

4. Aid effectiveness and development impact of external resources in support of NCDs

How should governments respond at national level to better align international cooperation with country-level needs and priorities on NCDs to maximize the impact of external resources?

Recommendations Included in the WG Interim Report

1. Governments should establish platforms for community engagement, and multistakeholder and multisectoral collaboration

2. Coordinate with development agencies under country leadership and strengthen countries’ capabilities to plan and implement national multisectoral integrated NCD Plans

3. Governments should better align private sector incentives with national public health goals to encourage and facilitate a stronger contribution to NCD prevention and control (reference to GCM/NCD WG on Private Sector Engagement)

4. Governments need to put in place an international cooperation framework to mobilize resources for NCDs as part of the 2030 Sustainable Development Agenda

Recommendations Included in the WG Interim Report (Continued)

5. Governments should promote policy coherence and align NCD actions at the national, regional and global levels.

6. Develop adequate national surveillance, research, monitoring and evaluation capacities to provide evidence for advocacy, political commitment and resource mobilization.

7. Build partnerships to overcome technical barriers and enhance the sharing of knowledge and experience.

8. Invest in advocacy, communication and awareness building.

Summary of Feedback

• Language/terminology/clarity on some definitions (e.g. prevention and control or management, national level vs global level action in government-addressed recommendations)

• Explore linkages among NCDs and other Sustainable Development Goals (not only Health Goal 3)

• Clarity on the audience addressed (government, donors, civil society) • The level of detail to be included in the recommendations (how “prescriptive” the

WG wants to be) • Need to define actions for sectors other than health/how to facilitate policy

coherence across sectors • Clarity on the international cooperation framework • Stress the role of civil society to hold governments accountable • Global and local coordinating mechanisms • Strong support for government-led action

• Agreement on how to address donors (e.g. what to fund or how to engage)

• Specifics on how countries can collaborate

• Role of coordination mechanisms

• Consideration of issuing a Call to Donors

• Dissemination strategy (target audience, channels, report format, opportunities/events)

Conclusions

• Governments carry the primary responsibility for the implementation of commitments made at the highest level

• Donors should acknowledge the growing health and development threats posed by NCDs

• The role of civil society should be explicitly acknowledged • Catalytic role of Development Assistance for Health (DAH) combined

with domestic innovative financing mechanisms should be stressed (reference to the GCM/NCD WG on financing NCDs)

• Private sector’s role – reference to the GCM/NCD WG on private sector engagement
