Electric vehicle: a means to achieve important goals?
EU climate and energy goals—the “20-20-20” targets
(Communication from the Commission of 13 November
2008 - Energy efficiency: delivering the 20% target
[COM(2008) 772);
Halve the use of ‘conventionally-fuelled’ cars in urban transport by
2030; phase them out in cities by 2050; achieve essentially
CO2-free in city logistics by 2030 (White Paper 2011.
Roadmap to a Single European Transport Area :Towards a
competitive and resource efficient transport system)
• Clear future policy frameworks on electric cars;• To break the transport system’s dependence on oil
without reducing mobility ;
• To achieve the goals to use less and greener energy;• To reduce negative impact of transport on the
environment and key natural assets like water, land and ecosystems.
Common global challenges (White Paper 2011)
• Lack of related infrastructure;
• Electric cars are mostly brand new cars and are not
affordable for masses;
• There are no incentives for electric car buyers;
• Two large number of old cars in the country and low
awareness for safe and economic cars.
Main obstacles for electric cars in Lithuania
Private cars by age, 2009
• Facilitated registration of re-manufactured electric vehicles;
• Agreement on interinstitutional study for electric cars industry
and electromobility promotion in Lithuania;
• On-going participation in European Commission’s actions for
electronic equipment standardization for electric cars (State
Road Transport Inspectorate).

• Extensive electricity market development in Baltic region
and neighbouring countries (nuclear power plants);
• Lithuania is too dependant from fossil fuels;
• Qualified and competitive workforce in Lithuania –
prerequisite for industry of electric cars or its parts;
• Removed barriers for electric cars – streamlined registration
procedures for re-manufactured electric vehicles.
Potential for electric cars use in Lithuania
• Timeframe: 2011-2012;
• Initiated and financed by: MoEc, MoEn, MoTC;
• Three parts:
1. Industrial potential (strategic manufacturer, local industry, car
parts industry);
2. Electromobility promotion (incentives, exemptions,
compensations);
3. Energy supply (charging stations, certification).
Study on Electric Cars industry potential and electromobility promotion
• Serial electric cars production by 2020;
• Complete charging stations network in biggest
cities by 2015;
• Electrified urban public transport by 2030;
• Increase electric cars fleet to 50 per cent by
2050.
