Why is it so congested? (1)

Too many cars per ratio of infrastructure

• Rapid increase of cars

• Relatively low price on cars

• Cars of government employees are subsidized

Insufficient public transportation

• Public transportation linkages and connections not adequate

• Infrastructure not dimensioned for the current situation – previous planning of city
