Challenges
UN Fundamental principles of official
statistics is not fully enforced at
ministerial and territorial levels.
Ministries shall have a specific unit responsible
for sectorial (official) statistics in their
respective organisational structures. Law on
Statistics, Mongolia.
Standards for Quality management of
Mongolian official statistics are not
integrated into the LS.

Law specifies composition of Statistics Authority of Mongolia
• NSO Mongolia

• Officers of Governor’s office of suoms

“Statistical Council advises and supports NSOM in its activities and is
involved in NSDS”

Empowers a role of NSO Mongolia as a coordinator of the system.

NSS and SAM are defined in the Law, but no clear
delineation between them.
Challenges
Vague delineation of NSS restricts the scope of the mandate of
NSO to activities of SAM.
• NSS should be a set of government organisations and units within a country that
produces statistics in full compliance with the LS and UN-FPs.
• Producers of official statistics should be organised in specific structural units.
• Structural units in agencies and ministries would be a part of NSS.
• SAM should be under direct subordination of NSOM, Professionally and from an
administrative point of view.
Unclear delineation of NSS impacts coordination tools such as NSDS
and the main advisory body-Statistical Council • Statistical Council should assist NSOM in coordination of statistical activities.
• Advice on multi-annual (strategic) and annual programmes are the main tools.
