RECOMMENDATION

Staff respectfully recommends the City Council:

1. Approve the attached Motion awarding a contract to ARUP North America, Ltd. andauthorize the City Manager or her designee to execute a Professional ServiceAgreement with ARUP North America, Ltd. in the amount of $500,000 for the Space134 Freeway Ramps/Space 134 Preliminary Engineering Study.

2. Adopt a Resolution of Appropriation appropriating $500,000 for the Caltrans STPLTransportation Grant from State Grant Revenue to 409-1 80-G52242 and $100,000as contingency from County Grants to TDA3-Article 3 Fund, 409-501-G52050 for usein conducting the Space 134 Freeway Ramps/Space 134 Preliminary EngineeringStudy.

BACKGROUNDIANALYSIS

SUMMARYIn 2006, the City Council and the Redevelopment Agency adopted the Glendale DowntownSpecific Plan (DSP), a proactive urban design strategy to promote a mixed-use, transit- andpedestrian-oriented downtown. One element of the DSP — also identified in the 2007 GlendaleDowntown Mobility Study — is a “freeway cap park” that spans over the 134 Freeway betweenBrand Boulevard and Central Avenue, creating public open space with a transportation hub atthis important junction between local and regional transit.

Similar “freeway cap parks” have been built around the country, including:

• Freeway Park over 1-5 in Seattle;• Hance Park over 1-10 in Phoenix;• Leif Erikson Tunnel over 1-35 in Duluth, Minnesota;• Teralta Park over I-IS in San Diego;• Memorial Park over 1-210 in La Canada Flintridge and; most recently,• Klyde Warren Park over the Woodall Rodgers Freeway in Dallas.

Additionally, a number of new “freeway cap parks” are under study around the nation andCalifornia, including:

• Hollywood Central Park over SR-i 01 in Hollywood• Park 101 over SR-ioi in Downtown Los Angeles• SR-94 Cap Park in San Diego• The Stitch over the Downtown Connector in Atlanta, Georgia• The Grand Connection over 1-406 in Bellevue, Washington

As cities grow the amount of available land for public open space continues to diminish.Simultaneously the demand for open space has increased. Freeway cap parks have served asa means to create much needed iconic and signature public spaces that serve as defining

features to cities. They have also assisted in mitigating the negative impacts of freeways suchas noise, air pollution, and rainwater capture, serving to improve the surrounding environment.

In 2012, the Southern California Association of Governments (SCAG) awarded Glendale aCompass Blueprint grant to prepare concept plans and a cost benefit analysis for the 134Freeway Cap Park project, named “Space 134”. Through a competitive RFP process the City,with participation by SCAG, selected a team led by Melendrez to prepare a vision for the Space134 Cap Park, including a conceptual master plan, preliminary structural analysis, a preliminarycost estimate, and a description of potential funding sources and strategies. This effortculminated in City Council approval of the Space 134 Vision Plan in June 2013 (“2013 VisionPlan”), and is available online at www.Space134.net.

In 2014, the City was awarded a second SCAG Compass Blueprint grant to refine the visionplan through community outreach and economic analysis. Melendrez was again selectedthrough a competitive RFP process to lead this effort. The result of this work is the updated andrefined Space 134 Vision Plan (“2016 Vision Plan Update”), (Exhibit 1).

Space 134 Study Area

The Space 134 project area as defined in the 2013 Vision Plan is an approximately 1.25 miTe-long portion of the 134 Freeway between Pacific Avenue and Glendale Avenue. While amajority of the city of Glendale is located north of the 134 Freeway, the downtown core, which islocated in the southern part of the city, is bisected almost in two by the freeway itself.Completed in 1971,the freeway vastly improved regional connectivity, but severed theneighborhoods to the north from the downtown core and neighborhoods to the south — acondition that the introduction of the Space 134 Cap Park seeks to begin addessing.

Space 134 Cap Park

As described in the 2016 Vision Plan Update (Exhibit 1), Space 134 is conceived as a multipurpose “freeway cap park” built over the 134 freeway between Pacific Avenue and GlendaleAvenue that provides passive and active open space; programmed community and civicbuildings; pedestrian- and bike-friendly paths; and convenient access to transit, includingMetro’s proposed BRT line between North Hollywood and Pasadena.

Space 134 is envisioned to relink the well-established residential neighborhoods north of thefreeway to downtown Glendale and its civic, cultural, and business offerings to the south;revitalize Downtown’s highway-adjacent neighborhoods; catalyze new development andinvestment in the city; and allow downtown Glendale to increase its density while maintainingample space for people to relax, exercise, gather, and participate in events. As outlined by the2016 Vision Plan Update, Space 134 is comprised of two parts:

• A Downtown Park (The “Heart”), located in the north end of downtown between CentralAvenue and Louise Street, is more metropolitan in character, integrating and expandingthe vibrancy of downtown with a regional meeting center and concertlevent spaces;restaurant/café spaces, coffee kiosks, a “food truck court,” and a farmers market;walking trails and a nature park; as well as a mobility hub and associated transitfacilities, including a BRT station or bus stops. The park design also proposes to createa more pedestrian-friendly experience along the western side of the Central Avenueoverpass by widening the sidewalk to cantilever from the existing bridge structure and

introducing gateway signage, art work, and/or a new fence along the freeway-facingedge of the bridge. This portion of the project is imagined to be Phase One.

A Neighborhood Park (The “Soul”), located between the residential neighborhoods to thenorth and to the south of the 134 Freeway between Louise Street and Balboa Avenue, ismore local in character, serving the needs of the surrounding residential community witha small community center; community gardens; sports courts and fitness equipment;children’s play areas; a dog park; as well as walking trails and a nature park. BalboaAvenue, which currently does not cross the 134 Freeway, is extended across with a newbridge to provide better connectivity between the neighborhoods on either side of thefreeway, offering an alternative to Geneva Street for students walking to R.D.WhiteElementary School. Similar to the Central Avenue overpass, the eastern-facing side ofthe bridge could accommodate gateway signage and/or art work. This portion of Space134 is envisioned as Phase Two.

Space 134 is en’Qisioned to be built in multiple phases, beginning with the “Heart.” Depending onMetro’s final North Hollywood — Pasadena BRT route, this first phase may include theconstruction of a BRT station and platform and other bus stop facilities (Exhibit 2). Constructionand operation funding is anticipated to be obtained from both public and private sources, as hasoccurred on similar projects in other North American cities. These projects have used innovativetechniques to combine grants from multiple levels of government and jurisdictions, incombination with private and local funding.

The 2016 Vision Plan Update reflects preferences and opinions received during threecommunity outreach events:

• May11,2015EarthDay~134;• June 24, 2015 Business Mixer at the Alex Theatre; and• September 26, 2015 Workshop at R.D.White Elementary.

As a park design, the Vision Plan Update reflects community preferences for relatively passiveopen space features, such as nature trails, playgrounds, and community gardens, with a fewactive uses, such as community centers, cafes, and sports courts. This current design, however,is a representation of possibilities and not a final design, as it is expected the park design willcontinue to evolve as the project reflects greater level of technical study and public input.

Although the Space 134 project has broad support as evidenced in the outreach summaries, anumber of relevant questions have been raised about the proposal. This include concerns aboutparking supply/demand for a new central park; construction sequencing and timing, air qualityand noise impacts, and traffic. In order to address these issues, staff recommends engaging atechnically-focused engineering and environmental planning team to evaluate the current Space134 proposal and recommend necessary refinements to the Vision Plan.

Space 134 Freeway RampslSpace 134 Preliminary Engineering Study: Request forProposals

In August 2017, City Council authorized staff to issue a Request for Proposals (RFP) to obtainthe services of a well-qualified firm or team of firms, specializing in environmental planning,

traffic and parking analysis, civil engineering, and structural engineering, to study and developthe road and transportation network surrounding a proposed Space 134 “freeway cap park” as itpasses through downtown Glendale (Exhibit 1). Focusing on traffic and structural engineering,this project is intend to study the complex relationship between the Space 134 Cap Park; the134 Freeway; the city’s street, bicycle, pedestrian, and bus network, City Streetcar study; and anumber of Bus Rapid Transit (BRT) route alternatives currently being studied by the LosAngeles County Metropolitan Transit Authority (Metro). The scope intends to cover the entirelength of the Space 134 vision. Key elements of the scope of work include:

• Design Alternatives. Generate up to six alternative designs alternatives for both two-wayand one-way frontage roads parallel to the freeway, connections to the existing freewayon/off ramps and the surrounding surface street network, and integrations to Metro’sproposed BRT transit facilities.

• Traffic, Noise, and Air Quality Study. Analyze the effects on traffic flow and congestionalong the 134 Freeway and along Glendale’s surface streets, utilizing the City’s updatedtraffic model. Specific attention and analysis will be given to the impacts the various designalternatives have on the freeway on/off ramps. Also study the effects on noise and air qualitygenerated by traffic on the 134 Freeway both with and without the 134 freeway Cap Park.

• BRT/LRT Alignments and Station / Bus stops / Streetcar? Transit Hub. Subject to thestatus of the alternatives being studied in Metro’s North Hollywood to Pasadena ARTTechnical Study and Glendale-Burbank Regional Streetcar Feasibility Study, investigatehow the potential BRT Station, Streetcar, and/or bus stops are accommodated. Alsoconsider how a Light Rail Transit (LRT) station could be accommodated to incorporate atransit hub that accommodates Metro and Glendale Beeline bus lines, as well as future bikeamenities, into the alternatives.

• Parking Study. Analyze the amount of existing parking, especially on-street parking, andestimate impacted parking spaces that will be lost by the construction of Space 134. Proposethe number of parking spaces needed by Space 134.

• StructuralAnalysis. Assess the structural design requirements required to accomplish theproposed freeway and roadway improvements associated with the Space 134 Cap Park.

• Phasing, Construction Schedule and Staging. Study the sequence, timing, and schedulein which the proposed freeway and road improvements would be built. Also provide anopinion of probable costs for the freeway and roadway improvements and update asnecessary the cost estimates generated during previous phases of the Space 134 project.

• Conceptual Engineering Cost Estimate. Provide an engineering cost estimate for thefreeway and roadway improvements.

• Geotechnical Engineering. Conduct Preliminary site investigations to determine thegeotechnical issues, assess potential impacts, and provide preliminary design andconstruction recommendations for the project. The investigations will support the preliminarydesign and assist in advancing additional planning studies and refinement.

• Preferred and Final Alternative. Produce an update to the Vision Plan to reflect the mostfeasible traffic alignments, and a final report that summarizes the associated technicalfindings and recommendations in terms of traffic, noise, air quality, parking and parkingmanagement strategies, structural design, and utilities infrastructure; provides a final opinionof probable costs; and describes phasing, construction schedule and staging considerations.Any necessary updates to the funding sources and strategies identified in previous phasesof this Space 134 project may also be updated.

• Participation in Meetings. Participate in one community workshop, two City Councilmeetings, and meetings with related agencies such as Metro and Caltrans.

CONSULTANT SELECTION PROCESSThe RFP was advertised on January 26, 2018; (Exhibit 3), a pre-proposal meeting was held onFebruary 21, 2018; and proposals were due on April 10, 2018. The following responsiveproposals were received prior to the due date on April 10, 2018:

• Perkins Eastman Architects DPC/AECOM;• ARUP North America, Ltd; and• KPFF Consulting Engineers

One additional proposal was received from TN’ LN International which was disqualified andconsidered non-responsive to the Request for Proposal requirements and compliance with thefederally funded project.

A panel consisting of representatives from the State of Californian Department of Transportation(Caltrans), Los Angeles Department of Public Works, City of Glendale Community Developmentand Public Works Departments formed and scored responsive proposals. On June 21, 2018 thepanel interviewed all three firms and after careful scoring of the three firms, the panel rankedARUP North America. Ltd. as the top candidate to conduct the Space 134 Freeway Cap:Preliminary Engineering/Technical Study.

ARUP North America, Ltd was selected through a competitive evaluation process to conduct theengineering study. Proposers were evaluated on written and oral submittals as detailed in theREP and listed below.

Arup North America, LTD. Rose to the top for the following reasons:

As a professional engineering firm, and in accordance with California Government Code Section4526, ARUP North America, Ltd was chosen primarily for its demonstrated competence andprofessional qualifications. While all three responsive firms that submitted proposalsdemonstrated the minimum qualifications and experience to undertake the tasks required for thefeasibility study, the panel’s evaluation and scoring of the proposals shows that ARUP NorthAmerica, Ltd is the firm most compatible with the defined scope of services given the ratingscriteria and scoring, as shown in the table below:

ARUP North America, Ltd also provided a reasonable cost for the services requested in theRFP, and the costs proposed are commensurate with the proposed scope of work. The totalbudget for this project is $600,000, including $100,000 from TDA Article 3. In an effort to betterunderstand the true costs of this project in today’s environment, and compliance with federallyfunded project, the total budgeted amount was not initially made clear to proposers.

ARUP North America, Ltd has agreed to a revised base fee of $500,000 based on the City’savailable budget, desired scope of work and outcomes, and project schedule. This provides fora 8.3 percent contingency in the amount of $50,000 and $50,000 for staff time to manage theproject.

ARUP North America, Ltd a global engineering firm with over 85 offices in 35 countries hasassembled a project team of planners, designers, and engineers to deliver a sound engineeringstudy for this project. The project team will be led by Anthony Kirby, project manager, andproject director Gail Farber, who have both demonstrated considerable and competitive recent,local, and relevant experience on projects of similar scope and scale. The proposed ARUPproject team for this project understands the interrelationship between design and constructionand has a proven record in delivering complex, multidisciplinary, civil engineering projectsincluding Santa Monica Airport Park Expansion, North Shore Park, Mecca California, GeraldDesmond Bridge, Long Beach California; bridge, geotechnical engineering for California HighSpeed Rail Palmdale to Los Angeles section, 1-405 Improvement Design Build Project, andOrange County California and Airport Metro Connector (AMC) Transit Station in Los Angeles,California.

Their key personnel, including Gail Farber, former Los Angeles County Director of Public WorksSameer Deo and Russell Fortmeyer have extensive experience working with Caltrans onhighways and bridges projects in Los Angeles and Orange Counties.

The Planning and design team include JK A, Sapphos Inc., and Studio —MLA which havedemonstrated significant experiences in urban design, landscape and environmental servicesthroughout California including for the Los Angeles River Revitalization Master Plan, LosAngeles + Glendale Recycled Water Plant and Space 134 Park Vision & Strategy.

As part of the City’s due diligence, Staff called ARUP’s references, and remains confident thattheir project team is capable of performing to the level of quality and professionalism suggestedin their proposal.

FISCAL IMPACT

There is no impact to the General Fund associated with the Space 134 Phase 3 (PreliminaryEngineering/Technical Study). Funding for this scope of work is allocated through CaltransSTPL Transportation Grant and TDA Article 3. Staff is requesting that the City Council adopt aResolution of Appropriation appropriating $500,000 for the Caltrans STPL Transportation Grantfrom State Grant Revenue to 409-180-G52242 and $100,000 from County Grants to TDA3-Article 3 Fund 409-501-G52050 for use in conducting the Space 134 Freeway Ramps/Space134 Preliminary Engineering Study. This will fund the contract, a contingency, and staff time tocoordinate the contract.

ALTERNATIVES

Alternative 1: Approve the attached Motion awarding a contract to ARUP North America, Ltdand authorizing the City Manager or her designee to execute a Professional ServicesAgreement with ARUP North America, Ltd in the amount of $500,000 plus $50,000 incontingency for the Space 134 Freeway Ramps/Space 134 Preliminary Engineering Study;and, approve a Resolution of Appropriation to appropriate $500,000 for the CaltransSTPL Transportation Grant from State Grant Revenue and $100,000 TDA Article 3 fundsfrom the County Grants. These actions will allow the study to proceed, providingengineering analysis and information the City Council may use in considering next steps.

Alternative 2: Do not approve the attached Motion awarding contract to ARUP North America,Ltd and authorizing the City Manager or her designee to execute a Professional ServicesAgreement with that company; and do not approve the Resolution of Appropriation toappropriate $500,000 for the Caltrans STPL Transportation Grant from State Grant Revenueand $100,000 TDA Article 3 funds from the County Grants. This would require selecting anotherfirm, conducting another REP process, or otherwise declining the funds. Should the CityCouncil choose to decline the funds grant, staff will inform Caltrans accordingly, and locallybudgeted funds will remain inthe FY2017- 18 Community Development Department UrbanDesign & Mobility budget for purposes to be determined

Alternative 3: The City Council may consider any other alternative not proposed by staff.
