Who we work forMost of our work is commissioned by the German Federal Ministry for EconomicCooperation and Development. GIZ also operates on behalf of other German ministries– including the Federal Foreign Ofce, the Federal Ministry for the Environment, NatureConservation and Nuclear Safety, the Federal Ministry of Defence, the Federal Ministry

of Economics and Technology and the Federal Ministry of Education and Research – aswell as German federal states and municipalities, and public and private sector clientsin Germany and abroad. These include the governments of other countries, the EuropeanCommission, the United Nations and the World Bank. We work closely with the privatesector and promote synergies between the development and foreign trade sectors. Ourconsiderable experience with networks in partner countries and in Germany is a keyfactor for successful international cooperation, not only in the business, research andcultural spheres, but also in civil society.

Deutsche Gesellschaft für Internationale Zusammenarbeit(GIZ) GmbH in Bosnia and Herzegovina

On behalf of the German Federal Ministryfor Economic Cooperation and Develop-ment (BMZ), GIZ has since 1992 renderedsupport to the countries of South-EastEurope for the establishment of competi-tive market economies.

Tese countries have also received targetedsupport for reforms aimed at facilitatingthe European integration process. Te

focal issues for European developmentcooperation are: transition from formerlycentralised planned economies to marketoriented, competitive economies, domesticstability, and economic and political inte-gration into the the European Union (EU).

GIZ has been working in Bosnia andHerzegovina (BiH) on behalf of theGerman Federal Ministry for EconomicCooperation and Development (BMZ)

since 1995. Our focus is on sustainableeconomic development, democracy andcivil society. We have been supportingthe implementation of reforms aimed atcloser integration with the EU since the

establishment of the federally structuredstate in 1995.

Trough programmes and projects thattranscend borders and ethnic affiliations,GIZ continues to contribute significantlyto development and stability in these prior-ity areas.

In addition to bilateral cooperation it is

becoming increasingly important to pro-mote regional cooperation with countries ofSoutheast Europe. Because of this growingneed for regional cooperation, GIZ-Officein Sarajevo has been taking care of activitieson the regional level since September 2010.

Tis brochure offers information aboutGIZ bilateral projects and programmesimplemented in BiH as well as regionalprogrammes implemented in BiH and

the countries of Western Balkans/South–Eastern Europe including Open RegionalFunds for South–Eastern Europe.

Local and Regional Economic Development

Regional Investment Conference

Tis project focuses on sustainable eco-nomic development at the mezzo level,although interventions at the macro andmicro level are also included. With thesupport of this new project, regional andlocal promotional and economic organi-sations are to provide the impetus for adynamic development policy that willin turn encourage service-providers, as-sociations and entrepreneurs to make theirown contributions to strengthening thecompetitiveness of local market areas.

In this way the project supports rudi-mentary local and regional economic

development efforts that are already un-derway. What sets this project apart fromthe activities of other donors is its methodof making instruments and strategies forregional economic development available while simultaneously enhancing coordina-tion among institutions for economic de-velopment at both local and regional levels.

Key project components are: professional

and organisational advisory services forparticipating institutions, further trainingand professional development for partnerorganisations, and local subsidies and co-financing for pilot projects.

Energy Efciency Consultancy

District heating system using woodresidue chips in Livno municipality

Te objective of this project is to increaseenergy efficiency and to tap renewablelocal energy potential throughout thecountry. Tis project operates primarilyat two levels, providing support to: themunicipalities, which play a pivotal role inimplementing measures to increase energyefficiency and in decentralising the utilisa-tion of renewable energies; and providing

support to the ministry responsible at thestate level (Ministry of Foreign rade andEconomic Relations), which harmonisesregulations and guidelines in cooperation with the relevant institutions and entities.Te project also involves capacity buildingand networking with other importantactors, such as the associations of munici-palities, private sector institutions, anduniversities and nongovernmental organi-sations. In the initial phase, the objective isto achieve concrete results at the local level which will demonstrate that increasing en-ergy efficiency and using renewable energyis feasible and practical.

Further, cooperation on concrete energyefficiency and renewable energy issues will build trust among the various actorsinvolved, which will over time facilitateharmonisation on the national politicallevel. A special challenge in BiH is thecomplex political situation, with legislativecompetencies in the energy sector dividedbetween the two entities (the Federation ofBosnia and Herzegovina and Republic ofSrpska). Tus care will be taken to conductactivities equally in both entities and to seethat there is exchange and cooperation be-tween them, with implementation partnersensuring cooperation with one another.Te implementation of pilot measures willround out this approach. Promotional com-ponents are: advising, training, educationand, to a limited extent, the procurement ofnecessary materials and equipment.

Te German contribution to this projectis made possible through a consortiumconsisting of two consulting firms, namelyGFA Consulting Group and GmbH/Integration, on behalf of GIZ.

Strengthening of Local Self-Government

Mayors and heads of departments of partnermunicipalities chosen attend a conferenceon strengthening and fostering localself-government.

Tis project belongs to the priority area ofDemocracy and Civil Society. It is beingimplemented in twelve medium-sizedmunicipalities in close consultation withentity partner ministries.

Te focus of this development coopera-tion measure is improvement of strategicmanagement skills within municipali-ties with particular focus on linking the

local development strategy with gender-sensitive, participatory budgeting methodsand spatial planning. o this end, internaladministrative organization and processesare improved, including coordination with the municipal council and municipalcommittees. Te project will promotecooperation among municipalities as wellas cross-entity cooperation in order toincrease the efficiency and effectiveness ofadministrative action.

 A competition based solely on technicalcriteria determines the selection of themunicipalities participating in this project.Te geographical distribution was takeninto consideration as well. For this project,networking is promoted especially towardthe Associations of municipalities andcities of both entities to represent localinterests at higher levels of government. All measures are designed to promotedialogues and provide sustainable supportfor the overall goal of improving people´sliving conditions in these communities.

Identification of the level of developmentand which municipal problems are to beprioritized are decided jointly with thepartners. Te progress of the measure willbe evaluated according to current monitor-ing standards.

Strengthening of Public Institutions

Representatives of beneciaries and GIZworking on development of synergiesbetween institutions at a joint workshop

Effective and transparent state level insti-tutions are of key significance not only forany further Euro-Atlantic integration ofBiH, but also for the legitimacy of the stateas a whole. Tus the programme objectiveis to support selected national institutions which offer better quality services thatmeet needs throughout the country.

Te programme’s main political partner in

BiH is the Public Administration ReformCoordinator’s Office (PARCO). Presently,only four other state institutions havebeen selected as direct beneficiaries of theprogramme: Central Bank of BiH, Agencyfor Statistics of BiH, Public Procurement Agency of BiH and the Agency for Pre-primary, Primary and Secondary Educa-tion of BiH. However, over the course

of the implementation period, furtherrelevant institutions shall be considered forinclusion in the programme.

Te programme provides support throughadvice from international and nationalexperts on the improvement of processes within the institutions, through on-the- job- training, development and implemen-tation of I solutions, introduction of tools

for quality management, and, to a limitedextent, through the procurement of neces-sary equipment. As additional methods ofsupport, advice on strategic managementand monitoring of reform measures willbe provided. All programme activities areaimed at increased effectiveness, efficiency,transparency and client orientation of theparticipating institutions. Moreover, it isthe particular concern of the programmeto foster cooperation between institutions

at all levels of government.

Support for Adult Education

Conference on adult education in Sarajevo

Te project Support for Adult Educationaims to support the BiH partners in theirefforts to reform adult education. Teproject purpose is to enhance adult educa-tion at all levels – formal, non-formal andinformal – to meet the growing economicand social needs of BiH.

Public and private actors in the field of adulteducation will be advised at both the micro

and mezzo level in selected pilot regions onhow to adapt their proposals for adult basiceducation and vocational training as well ascontinued education and retraining. Staff will be trained to work with adults seekingto attain functional literacy.

By introducing and disseminating its pilotexperiences and through the drafting of

proposals, the project will advise partnersat the macro level on the formulation ofadult education policies.

Project advisory topics will include: de-signing of curricula and syllabi for retrain-ing and upgrading, vocational counsellingfor the unemployed, teacher training forteachers in adult education, quality assur-ance methods (monitoring and evaluation),

recognition and certification of informallyacquired competencies, and consciousness-raising for lifelong learning.

Te gender aspect is systematically takeninto consideration throughout every facetof the programme.

Promotion of Dialogue and Reconciliation

Constructive exchange among the differentethnic and religious groups of BiH is animportant precondition for the establish-ment of a lasting peace within the countryand for closer ties to Europe. o this endthe youth in particular must be shownhow they can cross ethnic boundaries anddevelop a common vision of the future.Tis will take some time in a country stillmarked with the scars of war.

Leaders and representatives of the threemajor religious communities plus the Jewish community invited GIZ to supporta dialogue among the various religions ofBiH.

Tis measure is jointly implemented byGIZ in Bosnia and Herzegovina and theProgramme Office for Intercultural Rela-tions of GIZ. Te latter aims to includecultural and religious factors within

German development cooperation. Tisinitiative takes place through increasedcooperation with civil society and religiousactors as, through the promotion of dia-logue on development issues, and throughstudies, analyses, and sensitivity trainingson socio-cultural conditions in partnercountries.

so far implemented training seminars foryouth trainers providing basic religiousknowledge of each of the major confessionsin BiH, as well as a youth camp and a localyouth initiative in the city of Bijeljina.

Furthermore this project aims to strength-en networks among religious communities,non-governmental organizations and stateinstitutions through a series of discussionforums, thereby creating opportunities fordeveloping joint visions and actions.

Tis is a two-year awareness-raising projectto inform the people of BiH about theimplications of, and processes associated with, integration into the European Union(EU). o achieve this EUAII works closely with its beneficiary, the Directorate forEuropean Integration (DEI), to buildboth institutional capacity and efficientnetworking between key stakeholders.

EUAII uses a range of communicationchannels in its programme – from the more‘traditional’ methods of promotional mate-rials to the ‘modern day’ electronic media(internet, social networking media etc.)Te common factor across these channels isthe choice of language and content whichis designed to be easily understood by thegeneral public. Tis integrated approachmeans that information is disseminated

effectively to the pre-identified targetaudiences. Any EU-funded project needsto show sustainability and EUAII is noexception. Databases, communicationskills, tools and communication strate-gies including proposals for organisationalrestructuring, together with training and workshops conducted over the two years,ensure that the DEI is equipped not only to

maintain, but also to increase, the momen-tum propelled towards the EU.

Tose who participate in the EUAII havemany opportunities to network withand meet people from all walks of life.Particularly, the awards presentation forthe project’s ‘My Neighbourhood’ photocompetition illustrated the the enthusiasmof young people in the region and thedesire for European integration.

Open Regional Funds (ORF) for South-East Europe

A new instrument to meet new challenges

Following the disintegration of Yugosla-via in the 1990s, the newly establishedstates faced numerous challenges. One ofthe greatest challenges was to establishdemocratic structures and a social marketeconomy in the region. Membership in theEuropean Union is the proclaimed goal ofall of these countries, and all are actively working to this end.

Due to the rapid changes called for bypolitics and industry, South-East Europeneeded the support of the internationalcommunity. On behalf of the GermanFederal Ministry for Economic Coop-eration and Development, the DeutscheGesellschaft für Internationale Zusamme-narbeit (GIZ) GmbH has been providingsupport for bilateral projects in this regionfor almost twenty years now.

Since 2006, the BMZ has supplementedthis cooperation with Open RegionalFunds (ORF), which are managed by GIZ.

Te countries of South-East Europe – Albania, Bosnia and Herzegovina, Croatia,Macedonia, Montenegro, Serbia, Kosovo,and to some degree Slovenia, Bulgaria,Romania, Moldova and urkey as well– submit their project ideas to GIZ, which jointly develops project proposalsin accordance with the sector of focus.Nevertheless, once decided, projects canbe realized quickly and flexibly, withoutcumbersome bureaucracy. One conditionis that several countries must cooperate oneach project and that the project promotesEU rapprochement. In practice this meansthat every project must contribute to eitherthe EU Stabilisation and Association Agreement or the rights and obligations(Acquis Communautaire) that constitutethe common legal heritage of all EUcountries.

Open Regional Fund for South-East Europe —Foreign Trade Promotion

A market in South-East Europe

Small and medium-sized enterprises(SMEs) form the foundation of the econo-my in South-East Europe. Using a varietyof measures, the Open Regional Fund(ORF) for Foreign rade Promotion, onbehalf of the German Federal Ministry forEconomic Cooperation and Development,aims to increase the competitiveness ofSMEs. ORF supports cooperation amongthe leadership in ministries, private-sectorassociations, chambers of commerce andindustry, and the export industries ofcountries in the region. Better conditionsfor the improvement of trade are createdthrough cross-border networking.

Tese measures must meet three basiccriteria: they must contribute to EU ap-proximation, serve regional integration within South-East Europe, and improveeconomic framework conditions.

 At present, ORF is implementing the fol-lowing measures:

1. Establishment and stabilisation of thecamping sector in the Western Balkans

2. Increasing the competitiveness ofenterprises and organisations in the ag-ricultural and food sector in South-EastEurope through implementation of foodquality standards and increased regional

networking 3. Cross-border development of mountain

tourism in the border triangle of Alba-nia, Kosovo and Montenegro

4. CEFA – trade portal

5. Regional cooperation in the textile andclothing sectors of South-East Europe

6. Linking the German and South-EasternEuropean Economies together

7. Strengthening the cooperation amongMarket Surveillance Institutions inSouth-East Europe

Open Regional Fund for South-East Europe —Energy Efciency

Energy and its efficient use are among themost important factors in economic devel-opment and social welfare.

Te Open Regional Fund – Energy Effi-ciency (ORF-EE) supports regional initia-tives in South-East Europe in its effort tosystematically advance more efficient use ofenergy in its respective countries. ORF-EEpursues the general approach of all open

regional funds, which is to support EU ap-proximation of the countries of South-EastEurope, that is, in this case to implementEU objectives and guidelines with regardto energy efficiency and climate protection.

 Within the framework of the EuropeanEnergy Community, ORF-EE providesadvisory support for the work of the EnergyEfficiency ask Force, in which representa-tives of the ministries responsible for energy

issues work together. Te project particu-larly supports the development of a platformfor monitoring and verifying measures

defined in the respective National EnergyEfficiency Action Plans (NEEAP).

Since 2009, four South-East Europeancapitals have been cooperating closelyin pursuing the goal of the EuropeanCovenant of Mayors to reduce CO

2 emis-

sions by at least 20% by 2020. Energyefficiency is crucial for the realisation ofthis goal. Te capital cities involved in the

initiative are: Zagreb, Sarajevo, Podgoricaand Skopje. Te German city of Freiburg(Breisgau) supports this initiative.

In 2011, under the auspices of the Councilof Europe, the Schools of Political Studiesof Croatia, Macedonia, Montenegro andSerbia launched a public dialogue initiativeon sustainable uses of energy. ORF-EE hassupported and continues to support thisregional initiative. Representatives fromall South-East European countries will be welcome at the regional conferences onthis topic.

A fact-nding visit to the project area

Te Open Regional Fund (ORF) Moderni-sation of Municipal Services cooperatesclosely with the Network of Local Authori-ties of South-East Europe (NALAS) and with individual cities, communities andmunicipal associations. Its purpose is tosee that local authorities can increasinglycope with their obligations and interests ontheir own.

ORF, together with NALAS, first identi-fied the major problems facing municipalservices in the countries of South-EastEurope. For areas of intervention suchas town planning, public funds manage-ment, or waste management, ORF andNALAS conducted comparative studiesthat provided concrete recommendationsfor action and incentives for amendmentsto legislation based on the results of the

studies conducted. Tese concrete recom-mendations are useful to individual citiesand communities. A model for municipal

cost calculation provides cities with asystem for realistic planning of funding forkindergartens, elementary schools and theissuing of building permits. Better man-agement of municipal tax revenue meansthat more funds will be channelled intomunicipal budgets and thus enable greaterlatitude for improvements at the municipallevel. Municipalities need loans for major

investments in urban infrastructure. An-other model included recommendations onhow and where such municipal loans areto be obtained. In a pilot project with thesettlements of Sukth in Albania and NovaOrlovača/Prijedor in Bosnia and Herze-govina, ORF and municipal associationsdemonstrated how informal settlementscan be integrated into urban planningsystems. Other communities are also mak-

ing use of this experience, which is madeavailable to all through the NALAS Centreof Knowledge.

Open Regional Fund for South-East Europe —Legal Reform

Te Open Regional Fund (ORF) – LegalReform, founded by the German FederalMinistry for Economic Cooperation andDevelopment (BMZ), maintains an ad-ministrative presence in all of the partnercountries of South-East Europe. Te fundsupports and supplements current bilateralprojects in these countries.

 A number of components are included

in the Open Regional Fund, all of whichmust meet three criteria: they must sup-port EU approximation, present concretesteps towards the improvement of generaleconomic conditions, and contribute to theregional integration of South-East Europe.Even though each component is requiredto include only three countries, at leastsix South-East European countries havebeen included in all components to date.en components have been successfullycompleted as part of the Open RegionalFund – Legal Reform. Tese mainly relateto the harmonisation of essential economiclegislation, improved consumer protection,the establishment of notary offices, the

improvement of legislative procedures andthe expansion of international trade.

 At present, four components are in theprocess of being implemented:

1. Supporting a multilateral convention oncross border enforcement

2. Support for the South-East EuropeanLaw School Network (SEELS)

3. Regional implementation of alterna-tive instruments for dispute resolution(ADR)

4. Strengthening of notary services and itssupervision

Since November 2011 the Open RegionalFund – Legal Reform has been implement-ing together with the Dutch Centre forInternational Legal Cooperation (CILC)a comprehensive IPA 2010 action plan, in-

cluding the Fight against organised crimeand corruption and Strengthening theProsecutors’ Network. Te implementationof this has strengthened regional coopera-tion in criminal law matters.

Implementation of an Integrated VocationalOrientation Concept in the Western Balkans

Basic Learners in a VET-School

Tis project is the direct outgrowth ofresults achieved by the independentfund-financed measure Regulation of theransfer of Youth to the Working Worldin the Western Balkans. As part of the firstmeasure, from 2008–2010, a vocationalorientation concept based on a five-phasemodel was developed for all participat-ing countries (Bosnia and Herzegovina,Kosovo, Montenegro and Serbia) and im-plemented in selected primary schools andyouth centres in pilot form. Te handbooksthat were created for work with studentsconformed to the needs of youth in eachcountry. In addition, teacher trainers wereeducated in the field of assisting the profes-sional development of school educators,teachers and youth experts who work withyouth on the issue of vocational orientation.

Te main objective of the new measure

(2011–2012) is to achieve sustainable

implementation of the vocational ori-entation concept in general educationinstitutions and organisations as well asin the youth sector. Currently, selectedelementary schools and youth supportagencies are being assisted through presentoperational bilateral projects for education,vocational orientation and support to theyouth sector. Te aim is to anchor voca-tional orientation in the educational andyouth support systems of the participatingcountries. Te project also facilitates adialogue and experience exchange amongdecision-makers responsible for education-al and vocational policy in the participat-ing countries.

Te ultimate objective of this measure isto improve the capacity of young people tomake decisions about their future profes-sions and to facilitate their transition from

school to professional life.

Regional Human Capacity Development ProgrammeEU Integration of South–East Europe

Te overall objective of the programme“EU Integration of South–East Europe”comprises the development and the im-provement of national, regional and localmanagement and administrative compe-tences in South–East Europe. Special em-phasis is put on cross-border co-operationand the exchange of experiences betweenthe countries concerned, which are at

different stages of the EU accession andEuropean integration processes. In order tomeet this objective, GIZ conducts severalhuman capacity development activities us-ing the instruments of advanced training,dialogue and networking in each of thethree thematic columns of the programme.

1. EU Integration of the central leveladministration to bring the centrallevel administration in line with EU

standards in Albania, Bosnia and Herze-govina, Kosovo, Montenegro and Serbia 

2. EU Integration of rural economicareas to promote sustainable regional

development processes in rural areasin Albania, Bosnia and Herzegovina,Croatia, Kosovo, Macedonia, Montene-gro and Serbia 

3. Aligning vocational training qualifica-tions with EU standards to foster theapproximation of the labour markets andthe enterprises to the EU in Bulgaria, Ro-mania, Republic of Moldova and Ukraine

In co-operation with our partner organi-zations we develop subsequent advancedqualification strategies and select themost appropriate instruments for humancapacity development. Tus, the partnersare supported beyond the limiting sectorperspectives in setting-up decentralizedstructures of self-administration and man-agement, improving the performance andcompetitiveness of authorities, organiza-

tions and enterprises as well as in network-ing and cross-border co-operation.

Regional Alumni Network – Sustainable BusinessDevelopment in South-East Europe

Alumni Workshop in Belgrad

Since 2011 a regional Alumni Networkfor Sustainable Business Development inSouth–East Europe (SEE) has been estab-lished. Mediators are Alumni who have tak-en part in short and long time programmes with reference to subjects like sustainablemanagement, professional/ vocational edu-cation, Corporate Social Responsibility andPublic Private Partnership (PPP).

By specific further training, the membersof the Regional Alumni Network areenabled to develop advanced training andconsultation offers for the private sector.Te network strives to actively contributeto the increase of the competitiveness oflocal SMEs, to the implementation ofmarket structures in the region and to theapproximation of the economy to the com-mon EU market.

Te network will contribute to strengthen-ing the economic and trade competencesin the participant countries and improve

SMEs are prepared for theirentry into the common EU market by in-terlinking, dialogue and exchange of views with local and German trade associationsand enterprises. Capacity Building for the Use of Renewable EnergyResources and Energy Efciency in Municipalities inSouth-East Europe

Tis project aims at enabling municipalitiesin South–East Europe to modernize theirenergy systems by bringing them in line with contemporary economic, technical andenvironmental standards as well as ensur-ing their sustainability. arget groups aredecision makers, managers and technicalexperts from municipal and communal au-thorities, enterprises, associations and um-brella organisations in small and mediumsized municipalities in Albania, Bosnia andHerzegovina, Bulgaria, Kosovo, Macedonia,Montenegro, Serbia and urkey.

o achieve the above mentioned aims,measures focus on Human Capacity De-velopment (HCD) by means of:

•  ransfer of applicable knowledge, toolsand skills for modernising and manag-ing modern municipal energy systems

•  Strengthening the dialogue betweenpublic and private operators to mobiliseprivate capital for the modernisation ofmunicipal energy systems

•  Development of municipal energyconcepts and roadmaps towards sustain-ability, use of environment-friendlytechnologies, and local value addedgeneration from decentralized energyproduction

•  Assisting municipalities to accessfinancing sources for energy efficientinvestments

•  Actors’ networking for regional ex-change of experience and knowledgeLearning and eaching Methods are ad-vanced through training, dialogue andnetworking, blended learning, regionalround tables and conferences as wellas study tours to observe best practiseexamples in Germany and SEE.

Institutional Development “Network of Associations ofLocal Authorities of South-East Europe” (NALAS)

NALAS, the Network of Associations ofLocal Authorities in South–East Europe(SEE), was established in 2001 with thegoal of contributing to the necessarydecentralization process in the regionby fostering partnerships between localauthorities associations (LGAs) in thepartner countries.

Te support of GIZ improves the institu-

tional capacities of NALAS toI) Strengthen local governments in SEE

in order to provide better services fortheir citizens;

II) o strengthen the role of memberassociations in the decentralizationprocess;

III) o position NALAS as viable rep-resentative of SEE LGAs and local

governments within Europe and thebroader international scene; and

IV) o consolidate NALAS’ institutionaland financial sustainability. Teseresults are to be achieved throughtrainings, workshops and consultingmissions.

Further, the existing knowledge centreshall be transformed into a comprehensive

knowledge management system that servesas a platform to gather, systematize, anddisseminate regional experiences to differ-ent target groups.

Te German contribution is implementedby a consortium of the consulting firmsPEM Consult, the North Rhine Westphal-ian Association of owns and Cities as wellas Urban Rural Consulting.

The Internship Programme of the German Businessfor the Western Balkans

Participants of the Internship Programme ofthe German Business for Western Balkans

Te continued positive economic devel-opments in recent years of all WesternBalkan nations has driven the demand forqualified, skilled staff in growth industries. Yet young newcomers seeking careers onthe labour markets of Serbia, Montenegro,Kosovo, Croatia, Bosnia and Herzegovina, Albania and Macedonia are frequentlyinadequately qualified to meet the needs of

today’s business enterprises. Teir univer-sity education focuses strongly on theory,and generally does not require internshipsas a mandatory component of training, sobusinesses hardly offer such placements.Consequently, young graduates often lackthe skills and experience needed to imple-ment theoretical knowledge in practicalapplications.

Tis project enables young people at the

start of their careers to gain practical ex-perience in German companies and to usetheir skills to help drive economic develop-ment in their native countries. Working inclose cooperation with the German privatesector, corporate internship placements

are arranged with German businessesfor highly qualified students and younggraduates from the participating countries. An accompanying programme of events isorganised for the intern groups, along withregional follow-up gatherings and otheralumni activities.

Te programme thus supports economicreconstruction in the Western Balkan

states and further establishes a network forGerman business and industry throughoutthe region. It also serves to transfer Ger-man expertise to the private sector in theseeconomies while simultaneously bolster-ing the image of economic cooperation with this region in the eye of the Germanpublic.

Te German Committee on EasternEuropean Economic Relations (OA) is in

charge of implementing the internshipprogramme. Its major partners are theDr. Zoran Djindjic Fund in Belgrade andthe offices of the German Chambers ofIndustry and Commerce Abroad in theindividual countries involved.
