Physical development of a city is an inevitable process arising from various factors and effects, the consequence of which is the city s physical development in different aspects. It is necessary that the process of physical development be controled therefore done according to scientific principles and regulations, so that problems and consequences caused by this process can be prevented. Non-scientific development of cities has unpleasant consequences such as; excessive crowd in some parts of the city, increase in traffic in some other parts, destruction of farming lands in the country, damage to environment, reduction of facilities and services for people of some parts of the city, and etc. to decrease the number of problems caused by physical development, and in order to make use of factors such as slope, slope direction, height, and land use, in city development, we have to use a method, which can indicate the factors involved in city development according to their degree of importance. Nowadays, use of GIS has become so widespread that it is used as a means of saving, recovering and analyzing information. As a matter of fact quick access to information and records- as a major factor in designing, deciding, benefiting, supervising and constructing various projects- is a vital requirement.we can use the GIS to meet this need. In this article with the help of GIS in recognition of suitable areas of development, selection among recognized areas and hierarchical analization, we have first recognized effective factors in city development, then turned those factors into GIS maps. Finally, to choose the best area, we have compared the factors according to their effect on city development with the help of AHP. And by using the weighted

overaly function, we have reached the most suitable areas. Combining digital maps, using 20 effective layers in development, selecting the most effective layer, considering environmental issues and introducing new solutions with the help of GIS technology, are the salient points of this research.
