Wind Energy Facts
• Wind provides under 1% of world's electricity today. Expect that will become 10% to 20% over the next 15 years.
• The world’s largest corporations are entering the wind energy business in a major way, increasing the ability of the industry to expand.
• The worlds largest financial institutions are applying new instruments, creating increasing strength, and strong growth opportunity.

• Maintain our capability to fulfill national security obligations– Military Readiness– Training and Testing Ranges– Installations and Facilities– Military Training Routes and Special use Airspace
• Promote highest level of environmental stewardship consistent with national security mission requirements

DoD Regional Wind Work Group (Region IX)
• Established 2003 initially to address Kern County challenges
• Purpose of the Group– Familiarize each partner with respective missions,
priorities, and processes relative to land planning and air space management
– Share resources and information– Analyze, discuss, and resolve areas of concern – Implement and sustain effective implementation of
each agencies’ respective mission and operations
12
DoD Regional WWG (Region IX)
• Participants include:– Internal Region IX Military – Bureau of Land Management– Energy Commissions– USDA Forest Service– State Parks

DoD Regional WWGSuccess Stories
GIS-Based Red-Yellow-Green (RYG) Mapping Tool
• Protects military CRITICAL Operating Areas • Provides key communication tool to developers and land
use decision makers• Simplifies Issue• Maximizes limited resources saving $$• Provides Model for Other Counties and/or Regions

RYG OrdinanceMilitary Review Requirements
• Red Hatched– All wind turbines and communication towers over 80 feet– All other structures over 100 feet
• Red– All structures over 200 feet
• Yellow– All structures over 400 feet
• Blue– All structures over 500 feet
• Green Hatched– No review requirement. County to provide building permit summary.
• Green– No review requirement

Future GIS Opportunities
• Need national host location and funding to expand nationwide
• Additional outreach• Export to other DoD regions
22
BENEFIT TO NAVY REGION SW
• GIS can be accessed by all
• Layers can be tailored for specific needs
• “ONE TEAM – ONE INSTALLATION –ONE MAP”
