A MESSAGE FROM SHERIFF SHEPHERD:To the Citizens of Gila County,
Welcome to the 2016 Annual Report for the Gila County Sheriff’s Office.
I address you now at the completion of our first full term of office and I couldn’t be happier about the progress we have made at the Sheriff’s
Office during the last four years. We have spent a great deal of time improving our interaction with the public as well as enhancing the working
conditions at the Sheriff’s Office in order to provide a better service to our constituents. We could not have done this without the support of the
citizens and cooperation and understanding of the Board of Supervisors, their management and staff and would like to take this opportunity to
thank you all for your dedication to the Gila County Sheriff’s Office.
As our society develops more into a community directly connected by technology, we acknowledge that our citizens require more and more
methods in order to communicate with their public services in a real time manner. We have been able to develop some very successful
programs (please see below) and are committed to expanding social interaction with our public as we continue to evolve. It should be noted,
however, that technology advances much faster than the ability to implement it, and developing infrastructure that will support new applications
takes a great deal of analysis regarding security issues and cost vs. benefit. We look forward to the continued support from the community and
County leadership to develop these types of programs.
We continue to develop our Facebook page which includes emergency notices, regional information and daily news releases. We have an
automated Sex Offender tracking system called Offender Watch where residents can search their neighborhood and sign up for alerts. WeTip
(www.wetip.com or 1-800-78-CRIME) is available in partnership with Freeport McMoran and the Gila County Attorney’s Office which
provides anonymous crime reporting. We will strive to look for ways to enhance our website to ensure we continually improve all forms of
communication.
We are always looking for quality individuals pursuing a career in law enforcement and have diverse opportunities for employment including
Deputy Sheriff, Detention Officer, Dispatcher, and numerous Support and Administrative positions. We also have many volunteer groups,
including the Sheriff’s Posse that provide opportunities in Patrol, Security, Search and Rescue and other specialty areas. Contact us anytime for

Our commitment to public service for the safety and security of our communities means that we work to provide an environment
in which our residents and visitors want to live, work, shop and enjoy our many natural resources. The powers and duties of the
Sheriff, as governed by Arizona Revised Statutes §11-441, include preserving the peace; taking charge of the county jail facilities and
inmates; providing serve process and notice conveyance; conducting search and rescue operations within the county involving the life
or health of any person. The work of each Sheriff’s Office employee contributes to our overall common operating picture. In support
of our employees we are constantly evaluating training needs, equipment, information systems and documentation processes. The
following crime statistics show us where we are succeeding and where we may need to improve.

The mission of the Administration Bureau is to support Sheriff’s Office operations which includes providing personnel,
developing and managing all areas of the budget and developing policy and procedures that govern the conduct of all
Sheriff’s employees. We are dedicated to providing these services efficiently and consistently with the Sheriff's vision and
values for Gila County citizens, visitors and employees by meeting or exceeding customer service standards.

The mission of the Patrol Bureau is to protect and serve the communities of Gila County through community presence, education
and training. Patrol maintains interoperability and coordination with all public safety agencies to reduce or eliminate criminal
activity, teach crime prevention and support citizens and visitors in their enjoyment of safe homes and neighborhoods.

The mission of the Gila County Adult Detention Centers is to create an environment that promotes community safety, facility
safety and the welfare of staff and inmates. Our goal is that facility operations comply with the standards for detention facilities set
forth by the National Sheriff’s Association, the Arizona Jail Guidelines and the National Commission of Correctional Health Care.

We are a multi-agency/multi-jurisdictional unit that conducts investigations to disrupt,
interdict, and dismantle narcotic, gang and violent crime offenses in order to protect life,

when a he could not be assigned to a single
handler.
