Promenade 2035 will be a new mixed-use center on the site of the old Promenade Mall, once home to Saks Fifth Avenue and Bullocks Wilshire. The only remaining tenants now are AMC Promenade 16, Ruth’s Chris, Maggiano’s, Corner Bakery and P.F. Chang’s. The new $1.5 billion development will feature 1,400 residential units, 280,000 square feet of retail and restaurants, offices and a 572-room hotel. There will also be a 10,000 seat sports or entertainment arena. There will be a Planning Commission meeting on the project May 28. Construction is anticipated to begin in 2021. Calabasas Bark Park Opens The Calabasas Bark Park at 4232 Las Virgenes Road has reopened with some regulations in place. Due to COVID-19 physical distancing of six feet is required at all times and humans must wear face coverings at all times. Benches, restrooms and water fountains are still unavailable so bring water for you and your pet. The Bark Park was closed in January after the helicopter crash that killed Kobe Bryant in the hills above the park, due to an ongoing investigation. City Considering $1 Million in Biz Grants The Calabasas City Council is considering issuing $1 million in grants to storefront businesses within city limits to help them reopen. 100 businesses forced to close due to the pandemic would receive a $10,000 grant specifically for grand reopening activities and advertising. According to Councilman Fred Gaines, this would not only benefit the business, but would “bring people to the city to shop and dine.” The money would come from Woolsey Fire Reserves, and is on the May 27 City Council agenda. Calabasas Could Ban Vaping Next Week Calabasas City Council will vote next Wednesday on whether to adopt an April 22 ordinance banning the sale of e-cigarettes. If voted in, the ban would take effect November 23 of this year and would prohibit the sale or public use of e-cigarettes, e-cigarettes, e-cigars, e-pipes, vape pens and e-hookahs. within city limits. Councilman Bob Blumenfield, in a YouTube post, spoke with LAPD’s Alan Hamilton, City Attorney Raffy Astvadoorian and Hope of the Valley’s Ken Craft about the homeless shelter at Woodland Hills Rec Center.

The center on Shoup Park was part of the mayor’s directive to use all rec centers that have amenities such as showers and restrooms to adhere to the stay at home order – even for those that don’t have a home. Currently the shelter houses 35 homeless and 10 seniors.

According to Blumenfield and Craft, whose Hope of the Valley administers the shelter, the Woodland Hills shelter is beginning to phase down as homeless are transitioned to hotels and motels as part of Project Roomkey. No new people will be housed in the trailers on site.

Given the ongoing uncertainty due to the COVID-19 pandemic and when public gatherings in Los Angeles will once again be permitted, let alone encouraged and celebrated, and out of great concern for the health, safety and well-being of our community, Valley Cultural Foundation (VCF) has made the difficult decision to cancel their 2020 summer concert season for both Concerts on the Green and NoHo Summer Nights.

This decision did not come easily, as it impacts many people in our community, including the dedicated Valley Cultural Foundation staff and crew, artists, presenting partners, community partners, volunteers, vendors and sponsors, in addition to the tens of thousands of friends, families and neighbors who enjoy free VCF concerts in Warner Park and North Hollywood Park every summer.

“We look forward to when we can all once again come together on the Warner Park and North Hollywood Park lawns and experience the joy of free, live music under the stars,” said CEO Nora Ross.

However, VCF are working hard to continue providing free programs and events for our community, including Drive-In Movie Nights and Emerging Artist Online Streaming. Where oh where was District 5 L.A. City Councilmember Paul Koretz when the police, community members, family and friends all gathered on Saturday, May 16, for a birthday celebration parade to honor the birthday of 100 year-old retired military veteran, Encino resident and proud member of the Wings Over Wendy’s Veterans group?

I was invited to join the parade celebrating the 100th Birthday of Encino resident and military veteran Ernest “Ernie” R. Dutcher, Jr.

Many senior citizen members and friends from the Wings over Wendy’s military group gathered in cars, many decorated with festive happy birthday signs and colorful balloons. I was on my Harley Davidson motorcycle and led the parade of veterans and friends gathered to honor and celebrate Ernie’s centennial birthday. We drove “Code 3” (lights and sirens) with an LAPD escort to Ernie’s home just off Ventura Blvd in Encino.

Upon arrival, we were joined by Ernie’s family and a huge gathering of his neighbors many carrying happy birthday signs. Channel 7 Eyewitness News was at the celebration and covered the story for local TV.

While the celebration was held in the 5th City Council District, which is in Councilmember Paul Koretz’ territory, there was never any sighting of Councilmember Koretz or presentation from his office.

L.A. City Councilmember John Lee from the 12th Council District was at the celebration with his staff and presented a happy birthday certificate to Ernie.

Councilmember Lee has been a supporter of Wings Over Wendy’s members and programs and attends their community events.

When an invited L.A. City Councilmember (I verified Koretz was invited by the sponsors of the event) and the elected

Actually most of us did not miss Koretz or his bloviating comments.

At the top of our agenda is how to safely reopen our economy as we address the devastating impacts from the COVID-19 crisis. As we consider our options, we’re seeking feedback from community members across our Assembly District. Pizza Rev Permanently Closes Local Stores In Response to COVID-19

Pizza Rev has closed its Woodland Hills, Van Nuys and Northridge stores as part of a wider closing of its retail outlets due to the pandemic. Like all restaurants it had closed its dining rooms, but has now permanently closed nine locations out of its 13. The company confirmed the closures on social media and said it was due to “the impact of COVID-19.” The company was founded in Northridge in 2012 and featured do-it-yourself custom pizzas. It was purchased in 2017 by a venture capital firm but in three years went from 27 restaurants to 13, including four in Mexico.

Calabasas’ Harbor Freight Donates Entire Supply of PPE to Local Hospitals

Harbor Freight, headquartered on Agoura Road in Calabasas, has donated its entire supply of personal protective equipment to medial professionals caring for COVID-19 patients. They were able to provide local hospitals in all the 1,000 communities they serve with one or two pallets of protective gloves, N-95 masks and face shields. This year would have marked the 60th Topanga Banjo Fiddle Contest and Folk Festival but given current circumstances, the festival has decided to go virtual with a contest! In the spirit of folk music and its rich history of perseverance, the festival folks have decided to commemorate this year with their first ever virtual contest entitled Gimme Shelter (in place).

Contestants are asked to get creative and record a video that reflects this period of isolation. creative and productive peak? Because there sure are days where I am most certainly not.

It’s on those days that, inevitably, a well-meaning colleague mentions that Sir Isaac Newton formulated the theory of universal gravitation during the plague.

Well, that’s a pretty high bar all things considered. But looking at the creativity coming out of arts and culture organizations over the past three months lets me know that the art field, like Sir Isaac Newton, is thriving. In times of change, it seems experimentation may be more possible, and even encouraged.

Here’s a recap of some of my personal favorite things that have happened in the arts and culture field in the last two months.

1. Tim the Cowboy (#HashtagTheCowboy)

There’s a conspiracy theory in the museum field that Tim is fake, but I refuse to succumb to the haters. Never heard of Tim? He’s the head of security at the National Cowboy and Western Heritage Museum in Oklahoma City. Back in March Tim was asked to take on social media management while the museum is closed and well, needless to say, his efforts have gone global. What has ensued are authentic, relatable tweets, and posts (Instagram and Facebook) of someone trying to understand social media norms and the infamous #hashtag. It’s this wholesome content that has brought a spark of laughter in the darkness and naturally, has inspired its own line of swag further boosting what once was a fairly unheard of museum.

For reference, the museum pre-Tim had about 8,000 Twitter followers. Today their number comes in at 307,700.

2.#MetGalaChallenge The first Monday in May

usually marks the annual benefit, The Met Gala, which celebrates The Costume Institute’s spring exhibition opening. Missing from the world stage thanks to coronavirus was a slew of fashion industry darlings in themed black-tie attire.

Enter Billy Porter, who, in partnership with Vogue,

announced via Vogue’s Instagram the #MetGalaChallenge, to recreate your favorite red carpet look from a past Met Gala. Who knew what the world really needed was not another red carpet but a display of DIY ingenuity?!

Further, some individuals put their own spin on glamourous attire by donning their best ballgown to take out the trash.

week through this strange period of quarantine. I wanted to take a moment to remind you that you have made it this far and you should feel so proud of yourselves.

I wanted to use this week to talk about ways to help ease the sense of restlessness. Over these past few weeks, I noticed myself and those I talked to mentioning how the cabin fever syndrome is really starting to set in and naturally so.

The weather is getting warmer, our moods are easily more agitated and the itch to go to the beach or a park is starting to overwhelm us. We must continue to each do our due diligence and stay home to see ourselves and our loved ones healthy. Here are some ways to help you scratch that itch.

Get outside (responsibly, of course)If you are quarantined with

a yard, take advantage of it. Take your workout outdoors or sit outside and read a book. For those who don’t have a yard take a walk around your neighborhood. Be sure to wear a mask on your walk and be mindful of social distancing if you see others out and about. Even just a quick 20 minutes outside can make a huge difference in your mental state and mood. Find a creative outlet -

get crafty! I recently just purchased

my first knitting kit and I am so excited for it! Take up a new hobby such as sewing, needlepoint or cross stitch. Maybe you order a paint by numbers kit (a popular quarantine activity these days) or do some puzzles. Maybe you just color or draw. But utilize the creative part of your brain and work that muscle.

The possibilities are endless when it comes to creative projects. You will find time seems to go by quicker and you have an outlet to express and release your feelings. Read a new book

I guarantee there is at least ONE book you have always said you wanted to read but have not. Stop making excuses and commit to it. Books can be ordered and there is no shortage of options for you to choose from. Maybe even

Itching for Freedomstart a book club with friends. I am a part of a book club and we have continued to meet virtually through this time. It is something I look forward to every month, I get to read so many different kinds of books I may not have ever though of picking up and it gives me something to do with my time. Try a new workout

We as humans are creatures of habit, no way around that. Right now there is so much information out there for you to utilize at your fingertips. Many studios and trainers have turned to online classes through Instagram or Facebook. Nike has released all of their premium workouts for free on their app which include a range of options from HIIT to yoga to actual weeklong programs. Do not be afraid to switch your routine. Your body and mind will thank you. Meditate

Recently, the meditation app Headspace launched free programs for all Angelenos. Simply because you live in Los Angeles County you can sign up through the app and access various kinds of breathing exercises or meditation exercises. They also offer work out programs and other various kinds of modalities for you to check out.

Remember your mental health is just as important as your physical health. Incorporating some simple breath work into your days can help ease that feeing of being unsettled.

Now these are just a few tips and ideas for you that can help ease that feeling of restlessness. It may seem simple but often we forget that the simple things are sometimes the most beneficial.

When the itch gets strong - and trust me it will - just remind yourself that we are all doing this together. And that we as a community must stick together, do our due diligence and stay home so that we and those we love can stay safe and healthy.

Remember, this is only temporary and this too shall pass. Stay strong!

Six of Los Angeles County’s largest nonprofit health systems with hospitals, clinics and care facilities across the region have come together united in a mission to encourage community members to put health first and access care when needed.

Dignity Health, Cedars-Sinai, Providence, UCLA Health, Keck Medicine of USC and Kaiser Permanente, have launched public service announcements called BetterTogether.Health with themes that include “Life may be on pause. Your health isn’t.;” “Thanks L.A. for doing your part.” and “Get care when you need it.”

Among issues the educational campaign is addressing are the growing concerns by health professionals that many people are not seeking needed medical advice and assistance when it is critical to do so. Health care providers remain committed and available to serving the community’s health care needs – including emergency, primary, specialty and urgent care.

Rather than each health system individually addressing what medical professionals increasingly call a “silent sub-epidemic” of those requiring but instead avoiding timely medical services, they came together to tackle head on what could become, if not curbed immediately, the next public health crisis, resulting in serious and avoidable health consequences. Today the six

health systems are joined for this purpose, believing it is their duty to reach out and let people know they are open and committed to maintaining the health of the communities they serve – and saving lives.

front – it was the very first day we were beckoned to shelter in place, when a new order of the neighborhood cartel emerged. One or more gathered up via online the seniors, the loners, and the physical handicapped, in order to do their grocery shopping for them. Ah, the kindness of neighbors and friends! Another made cookies, while yet another fashioned homemade face masks.

In our neighborhood, something is happening! You might say grocery shopping has become the 2020 version of food rationing. Neighbors are checking in with each other more than before, exchanging phone numbers and coordinating tag-team trips to the grocer, the pharmacy, catering to the needs of others.

Meanwhile, the fear and panic of the dangerous COVID-19 raged on for several weeks while medical personnel upgraded the symptoms list as more was learned. Coming down with a fever, a severe cough,

trouble breathing, fatigue, body aches and/or diarrhea signaled the call for medical help. As time progressed, it became apparent that, for the sickest

patients, infection with the new coronavirus is proving to be a full-body assault. The infection leaves lingering effects such as liver function while cardiologists discover heart failure in nearly 12% and long-term health concerns include the kidneys, the brain, the endocrine system and the blood system.

The Mountains Recreation and Conservation Authority (MRCA) has announced that the Los Angeles River Recreation Zone in the Sepulveda Basin will open for the 2020 season–without kayaking or any other in-water activity. The limited use of the river channel is due to the COVID-19 pandemic.

For the eighth year in a row, the Zone will provide summer access to passively recreate and explore the Los Angeles River in parts of the river that are still in a natural state. Activities include walking, fishing, and bird watching.

The River Recreation Zone is managed by the MRCA in coordination with the City of Los Angeles and Councilmember Mitch O’Farrell, the Army Corps of Engineers, and the County of Los Angeles.

“This year, for everyone’s safety we cannot allow kayak or other boat access to the Los Angeles River,” said MRCA Chief Ranger, Fernando Gomez. “No one–not individuals, nor organized groups, nor vendors–will be permitted to take a boat in the water this year. People will still be able to access the Recreation Zones to walk, bird watch, and fish, provided they comply with all public health orders and maintain a minimum physical distance of six feet from others, and wear a face covering.”

The Zone will be open from Memorial Day, May 25, 2020 through September 30, 2020.

The Leonis Adobe Museum is proud to celebrate 54 years of preserving and sharing California ranch history!

The Leonis Adobe, built in 1844, is one of the oldest surviving private residences in Los Angeles County and one of the oldest surviving buildings in the San Fernando Valley.

Located in what is now Calabasas, the adobe was occupied by the wealthy rancher Miguel Leonis (October 20, 1824 – September 20, 1889) until his death. Following Leonis’ death, the property was the subject of a legal dispute between his common law wife Espiritu Chijulla (1836 – May 10, 1906), heirs, and a daughter born out of wedlock; the dispute lasted more than 15 years in the courts. In 1961, the adobe had fallen victim to vandalism, and its owner applied for a permit to raze the structure and erect a supermarket in its place.

Preservationists including Kay Beachy and Ray Phillips succeeded in having the adobe declared Los Angeles Historic-Cultural Monument #1 in 1962, saving it from the wrecking ball at the last minute. It was listed on the National Register of Historic Places in 1975.

According to legend, the Leonis Adobe is haunted, and was featured in the British paranormal television series “Most Haunted” in 2005. Today the Leonis Adobe Museum is a historical monument and living history museum dedicated to restoring, preserving, and sharing California ranch life in the late 1800s.

Currently closed due to the coronavirus, when open the adobe hosts tours for residents, visitors and school children, led by knowledgable docents dressed in period costume. Guests can see the original adobe, the Plummer House, jail, barns, farm animals and tools relevant to the period.

Though closed, follow the Leonis Adobe on social media for ongoing updates, close-up looks at the collections, and activities from museum guides.

DIRECTOR OF EMERGENCY SERVICES EXECUTIVE ORDER NO. 2020-10WHEREAS, in December 2019, a novel coronavirus known as SARS-CoV-2 was first detected in Wuhan, Hubei

Province, People’s Republic of China, causing outbreaks of the coronavirus disease COVID-19 that has now spread globally; and

WHEREAS, on January 31, 2020, the United States Secretary of Health and Human Services declared a public health emergency in response to COVID-19; and

WHEREAS, on March 4, 2020, Governor Gavin Newsom declared a state of emergency to exist in California as a result of COVID-19; and

WHEREAS, on March 4, 2020, the Chair of the Los Angeles County Board of Supervisors and the Los Angeles County Health Officer declared a local emergency and a local health emergency, respectively, as a result of COVID-19; and

WHEREAS, on March 13, 2020, the President of the United States declared a national emergency as a result of COVID-19; and

WHEREAS, Calabasas Municipal Code section 2.44.060 empowers the Director of Emergency Services to proclaim the existence or threatened existence of a local emergency when the City is affected or likely to be affected by a public calamity and the City Council is not in session; and

WHEREAS, the City Manager, acting as the Director of Emergency Services, did proclaim the existence of a local emergency within the City on the 16th day of March 2020; and

WHEREAS, the City Council ratified the City Manager’s proclamation on March 16, 2020, and further ratified the City Manager’s Executive Orders responding to the local emergency issued to date on March 25, 2020 and April 22, 2020; and

WHEREAS, Government Code section 8634 states, “During a local emergency the governing body of a political subdivision, or officials designated thereby, may promulgate orders and regulations necessary to provide for the protection of life and property, including orders or regulations imposing a curfew within designated boundaries where necessary to preserve the public order and safety. Such orders and regulations and amendments and rescissions thereof shall be in writing and shall be given widespread publicity and notice.”

NOW, THEREFORE, I, Maureen Tamuri, Community Development Director of the City of Calabasas, as First Alternate Director of Emergency Services, in accordance with the authority vested in me by Government Code section 8634, Calabasas Municipal Code section 2.44.060, and City Council Resolution No. 2020- 1672 and City Council Resolution No. 2020-1682, do hereby issue the following order to become effective immediately:

IT IS HEREBY ORDERED THAT:1. Any business or entity within the City of Calabasas may reopen as determined by, and in compliance with the

requirements set by, the Los Angeles County Public Health Officer’s Safer at Home Order for Control of COVID-19, as it may be revised from time to time. All reopened businesses or entities must comply with social distancing measures and implement the applicable Los Angeles County Social Distancing Protocol requirements, which includes control measures such as social distancing, face coverings and personal protective equipment, hygiene, decontamination procedures, limitation of employees and contractors on the premises, no members of the public inside the facilities, and training.

a. Any person shopping, receiving services, or working at any business or entity within the City of Calabasas shall wear a face covering while they are at the location. A face covering can include bandanas, scarves, or cloth masks which covers both the mouth and nose of an individual. Employers are required to provide, pay for, or reimburse their employees for face coverings as needed to protect their employees. Residents should not purchase N95 or surgical masks, as these are limited resources needed for the healthcare community and first responders. This is intended to protect employees, customers and residents.

b. Any business or entity may refuse admission or service to any individual who fails to wear a face covering as required by this order.

c. The City’s Code Enforcement Officers are hereby empowered to order, in writing, additional social distancing and COVID-19 exposure control and prevention measures to be applicable to particular businesses or categories of businesses.

2. Any business or entity within the City of Calabasas allowed to reopen under applicable orders of the Los Angeles County Public Health Officer may install and maintain one additional sign at or near their business, notwithstanding the requirements of Chapter 17.30 of the Calabasas Municipal Code. The additional sign may be either a banner or portable A-frame. If a banner sign, the additional sign may not be larger than 25 square feet in area. If a portable A-frame, the additional sign may not exceed 3’ in height and may not be larger than 5 square feet in area on each side and must be placed outside of the pedestrian path of travel on private property or the adjacent public right-of-way.

3. Failure to comply with this Order shall constitute a misdemeanor subject to fines and imprisonment as provided for by applicable law, including Calabasas Municipal Code section 2.44.100. I hereby urge the Los Angeles County Sheriff’s Department and the City Attorney to vigorously enforce this Order pursuant to law. Further, the City’s Code Enforcement Officers are hereby empowered to enforce compliance with this order within the City of Calabasas, under Calabasas Municipal Code Chapter 1.17 and any other applicable law.

4. This Order shall be filed in the office of the City Clerk, posted at Juan de Anza Bautista Park, the Calabasas Tennis and Swim Center, Agoura Hills/Calabasas Community Center, Gelson’s Market, at Calabasas City Hall, and published in a local newspaper.

5. If any provision of this Order to the application thereof to any person or circumstance is held to be invalid, the remainder of the Order, including the application of such part or provision to other persons or circumstances, shall not be affected and shall continue in full force and effect. To this end, the provisions of this Order are severable.

3.Collecting Community History

The Autry Museum of the American West is uniquely situated in the cultural landscape of Los Angeles. As both a history and art museum, it positions moments of popular culture in dialogue with the multiple histories of the American West.

With an eye towards creating direct communication between the museum and the communities that make up the American West, the Autry announced a new “Collecting Community History Initiative.” It’s an open call for oral histories, family recipes and DIY masks aimed at capturing the daily experiences during COVID-19. It serves as a reminder that despite being physically apart, communities persist and flourish through creative forms of sharing.

4. Recreating famous works of art.

In the same theme of the Met Gala challenge, an internet call was sounded for people to recreate famous works of art utilizing whatever materials they had lying around the house. In true social media fashion, the internet did not disappoint. Google “recreating famous paintings at home” and the unlimited options don’t fail to amaze and entertain.

So, Sir Issac, you may have formed the theory of gravity, but it seems arts and culture organizations are using the quarantine experiments as reminders of what holds us all together. Be well, and if you have a crazy idea you’ve been thinking about trying, just do it!
