I’m disappointed that you would not reconsider the bid or convene an emergency Pastoral Council meeting to address my concerns that Ray Clement rigged the bids to allow a contractor with known connections to organized crime to get the contract at nearly twice the price that is normal in the industry. I want to thank you for being so generous with your time and the professional and amicable manner that you conducted the meeting. I will do as you have suggested and contact Fr. Arsenault to see if he will reconsider the bids and will get back to you with any new information. I do have one concern about Paul developing a hearing problem when I played the recordings of the death threats against me by a “close personal friend” of Prosecutor Kerry Steckowych. No one has ever said that they could not understand that crystal clear recording. To the contrary, when I played the same recordings in a large Courtroom with the same small speakers, no one on the jury or the people in the courtroom had any problems hearing it. The response was a few gasps of surprise and amazement. I suggest Paul see an audiologist and have his hearing checked. To Gerry Bergeron I’m sorry that your daughter was frightened by overhearing our telephone conversation but at least she is safe. My daughter asked me “Daddy? Did they tell you when the police were going to come and shoot you dead?” The recordings are proof positive that I have a hit contract out on me by agents for the State. They use Dr. Hieber as proof that they have killed before and they are planing on killing again. My daughter knows this and is refusing to cower in fear. That’s my girl! I’m hoping that the 3 of you can muster up some of her courage. If all three of you still insist on doing nothing after receiving these recordings then I will have to include you on the long list of good people doing nothing and in the process, allowing this evil to prevail. Dear fellow St. Lawrence Parishioners September 23, 2007 It is with a heavy heart that I’m writing this letter. I never thought that it would come to this. My name is Gerard Beloin. I am a 15 year member of St. Lawrence Parish. I have been in the roofing industry for 25 years. I own a company that designs roofing systems for the commercial roofing market. The St. Lawrence Catholic Church re-roofing project is part of my market. The church was designed by the finest Architects and properly constructed of top notch materials. I have recommended ventilated roofs before. This structure is fine and requires no ventilation. Following are legitimate bids for re-roofing the St. Lawrence Church roof with the same 50 year shingles recommended by Mr. Ray Clement and Pault Nault, the property managers for the Diocese of Manchester and the price of the contract awarded to A.W. Therrien Roofing. These bid prices meet all of the building codes. The slate roof costs substantially less than the cheap 50 year shingles and is expected to last 350 years longer. That is how you can tell that the bids are being rigged when the relatively cheap 50 year asphalt shingles cost substantially more than the 400 year slate roof. Anyone with a computer can price a slate roof by googling Vermont slate and getting a price on 13,000 sq. ft. of slate. 2 men can install a slate roof on the St. Lawrence Church in 2 months. Anyone can do the math. Therrian Roofing - 50 year Architectural shingles $155,000.00 A few years ago I proposed to Father Don to re-roof the St. Lawrence Parish Church with 30 year Architectural shingles for only $13,000. That offer still stands. I made that offer again in June of this year to Mr. Ray Clement and Paul Nault, property managers for the Diocese of Manchester. It was rejected out of hand. It had to be done by a contractor “for liability purposes.” I explained to them that the Parish could purchase an insurance rider to protect themselves for just a few hundred dollars. “No, no, no. We don’t do it that way.” Two weeks ago Mr. Paul Nault announced to the St. Lawrence Parishioners that the re-roofing project would cost $155,000! for a 13,000 sq. ft. asphalt shingle roof?! That is $11.92 per sq. ft. Bluestone’s proposal with all of the bells and whistles that meet all of the building codes was for only $42,332 for the same roof! That is almost 4 times our bid price and 12 times what I was willing to do it for as a loyal 15 year member of St. Lawrence Parish. The church has a legal fiduciary obligation to spend our donations wisely. In this case it is being abrogated. To put this in perspective, at this price of $12.00 per sq. ft., the average home in Goffstown would cost $30,000 to re-roof. The awarding of this contract is fraudulent. All of this should be an insult to the parishioners who are part of the construction industry. I am one of them. The contractor awarded the bid has known ties to organized crime. I have personally gotten A.W. Therrien Roofing removed from public bidding contracts in the Town of Raymond, Bedford, Manchester, and Goffstown by exposing their bid rigging schemes in conjunction with the Garland Company. Therrien Roofing was one of their Certified Installers.

The Garland Company was convicted in the Los Angeles District Court, Consumer Protection Division in the case People of the State of California vs. The Garland Company, Inc et al Case # BC 168132 1997 as being involved in the pattern and practice of (A) Bid rigging, (B) Vertical price fixing, (C) Horizontal price fixing,(D) Unlawful business practices (E) Unfair business practices, (F) Fraudulent business practices, (G) Unfair advertising, (H) Deceptive advertising, (I) Untrue advertising, (J) Misleading advertising and (K) Commercial bribery. Because of my successes against ‘these guys”, in exposing the bid rigging scheme in the Goffstown High School construction and renovation project “these guys” sent a “personal messenger” to threaten to shoot me

The recordings are very detailed and disturbing. I suggest that you not let your small children listen to them. These threats were being made against me because I caught them bypassing the legally required structural code, safety code and fire code upgrades on the Goffstown High school construction project. Retired fire chiefs Paul Nault and Ed Hunter were the building inspectors responsible for enforcing the building codes on the Goffstown High School construction project. Where is the Goffstown Taxpayer Association when you need them?

NH State Statutes - Permits for Public Buildings: Construction or renovation of schools, halls, theaters or other public buildings requires a permit from the Board of Selectmen (if no building permit process has been adopted) or a building permit issued pursuant to the local process. The written recommendations (if any) of the fire chief must be considered prior to the issuance of the permit. [RSA 155-A:4] It is the fire chief’s jurisdiction to enforce all building codes on school buildings. They looked the other way and allowed these blatant and egregious structural and safety code violations to go on unabated on a school. Millions were paid and the work was never done. Deputy Chief Mark Hurley, with his permission, is on tape establishing this timeline. On the recordings, “these guys” admit to extortion, arson and murder. The extortion is obvious; the fire was right behind the Church parking lot right next to my warehouse and was determined to be arson. My partner in blowing the whistle on “these guys”, Dr. Hieber, Chairman of the Goffstown School Board, died “unexpectedly and mysteriously” precisely at the time that we were going to go to law enforcement. His cause of death has never been determined. (Hieber V. CMC HCSC NO. 03-C-104) One of these recordings describes how they poisoned Dr. Hieber. One of “these guys” named on the tapes is our fellow parishioner, Goffstown Prosecutor Kerry Steckowych, a “close personal friend” of Paul Nault. When I made the tapes public Kerry Steckowych sued me and lost. (Steckowych V. Beloin HCSC 05-E-0111) These recordings have been played in the Courts and have been adjudicated to be authentic. So much so that Attorney Steckowyck’s, prestigious Concord law firm, Shaheen and Gordon, offered me $400,000 for these tapes and all of the copies. I declined the offer. Both US Senators Sununu and Gregg have listened to these recordings. They have both written letters on my behalf to the U.S. Department of Justice. I am undefeated in the Courts. They have resorted to death threats because they can’t fight me legally. I have made these claims in public and under oath and I have never been sued for slander or prosecuted for perjury. The issue of credibility here is not with me but with the Church. Sad isn’t it? Bishop McCormack insists that everything is on the up and up. This is the same Bishop that said that there were no problem priests in the Archdiocese of Boston. Only after thousands of victims came forward and the proof became overwhelming did they admit to guilt and settle for over one billion dollars nationwide. Now, in the face of overwhelming evidence that property managers for the Diocese of Manchester are awarding exorbitant contracts to companies with known ties to organized crime, Bishop McCormack is still saying that there is no problem and Father Bertin is asking all of us to dig deeper and give more. As for me, my wallet is closed and I suggest that you all do the same until the pending lawsuit is resolved. In a meeting with Paul Nault, a “close personal friend” of prosecutor Kerry Steckowych, I played the recordings for him. He said that if true, those statements would be “inappropriate”. I would like to remind Paul Nault that if true, extortion, arson and murder are all crimes that require either long prison sentences or the death penalty, not a time out in the corner. Paul Nault refused to denounce his friend, Prosecutor Kerry Steckowych. Dear Attorney Walker I represent the interests of the St. Lawrence Parishioners. As a 15 year member of the Parish I have contributed many thousands of dollars to this Parish in good faith that the money would be spent wisely. I have standing. The St. Lawrence Parish and the Diocese of Manchester have a fiduciary obligation to make sure our donations are not stolen through fraud and deceit at the hands of corrupt Diocese of Manchester property managers awarding exorbitant contracts to companies with connections to organized crime at several times the market price. I find it interesting that your unsigned letter fails to address any of the salient points made in my letter to the St. Lawrence Parishioners. Please allow me to address them for you. Your letter 1. Fails to address the “disturbing and detailed recordings” of Prosecutor Kerry Steckowych, a prominent member of St. Lawrence Parish, sending a “personal messenger” to describe in detail how they will shoot me dead at the hands of police gunfire if I dare to keep exercising my 1st Amendment rights by blowing the whistle on their crimes. 2. Fails to address my offer to donate $140,000 (according to their math) to the St. Lawrence Parish Church re-roofing project. The real offer is a more modest $20,000 donation. If I were a wealthy man I would have offered to do it for free. Why are they rejecting my generous offer in favor of awarding the contract to a company with proven ties to organized crime for $140,000 more than my offer?? 3. Fails to address the obvious discrepancy between the contract awarded for a 50 year asphalt shingle roof at $155,000 and a much lower price of $122,000 for a 400 year Vermont slate roof. 4. Fails to address the pattern and practice of fraud by Paul Nault, who was the official in charge of enforcing the building codes on the Goffstown High School construction project. [RSA 155-A:4] It is the fire chief’s jurisdiction to enforce all building codes on school buildings. He is now taking the side of the Diocese of Manchester Property managers. These allegations have never been denied in court. The death threats by “these guys” are because I caught them stealing the money and I can prove it. 5. Fails to address the fact that because I can prove #4, members of the St. Lawrence Parish, Prosecutor Kerry Steckowych is named, are using their ties to organized crime to put a hit contract out on me for speaking out against them. “These guys” are Kerry Steckowych’s partners in crime. They are Goffstown Officials. One of these Goffstown Officials is ex Chief Paul Nault. This is not defamatory. It is a simple statement of fact. 6. Fails to address the Court records that show that I’m undefeated in the courts. I have made most of these statements under oath. All of these statements have gone unchallenged in the Courts.

7. Fails to address the fact that Prosecutor Steckowych is the Goffstown Official in charge of Victim and Witness protection and is the man named as the author of the threats. As a victim, my complaints were falling on deaf ears and my dialing 911 was met with death threats. 8. Fails to address the pattern by the Church of covering up crimes and accusing the accusers instead of confessing up to them and doing the right thing. Prior to settling for over 1 billion dollars nation wide, the Church denied there was a problem with paedophile priests and chose to defame the accusers. Only thousands of witnesses and the threat of criminal prosecution changed their minds. 9. Fails to address the fact that Paul Nault has refused to denounce his “close personal friend” Prosecutor Kerry Steckowych’s death threats against me. 10. Fails to address the fact that Prosecutor Steckowych, through his attorneys, offered me $400,000 to destroy all of these recordings. This statement remains unchallenged in the courts. 12. Fails to address the fact that I have been saying this same thing in public and in court under oath for nearly 3 years now. I have never been sued for slander of prosecuted for perjury. All of my detractors have lawyered up and all have chosen the right to remain silent. This pattern is now extending to the Catholic Church. My letter is neither defamatory nor libelous. This “cease and desist” letter by the Church is the one that is defamatory and libellous. My letter to the Parishoners is simply a statement of fact after fact after fact, back up by court records and audio tape recordings exposing the naked truth. My only goal is to expose the theft of over $140,000 of St. Lawrence Parish funds. One of these “good and decent” people that you are referring to has a hit contract out on me. That simple statement of fact has never been challenged in court. I have a permit to carry a concealed weapon and when you listen to the recordings you will understand why I got one. I got the permit to protect my family, my life, my limb and my property. The firearm is part of my dress. I do not put my firearm on with the purpose of going to church. I always have it on. This is not a secret. I told the two previous St. Lawrence Parish Priests, Father Donald Gauthier and Father Eric Delisle that I had a license to carry a concealed weapon and I carried it in Church. They asked me politely not to wear it in church and I have complied with their wishes. It has been over 2 years since I have carried my firearm into church. I have never, either directly or indirectly intimidated members of the parish leadership and the parish community by using my physical presence or my words to intimidate and otherwise threaten parish leaders, volunteers, and or parishioners in general. These are malicious statements that are knowingly false and recklessly being made in order to detract from the fact that they got caught stealing over $140,000 of St. Lawrence Parish funds. This Emperor has no clothes. If any person assigns their names to these statements, I will sue them for slander and I will win. I simply told Fr. Bertin, Gerry Bergeron and Paul Nault, in a private meeting, that I would use all legal means to expose the truth about the theft of St. Lawrence Parish funds through fraudulent bid rigging. The fact that they saw me speaking the truth as threatening bolsters the strength of my allegations. As for trespassing on St. Lawrence Parish property? I have no idea as to what this is in reference to. I will admit that my presence has been disruptive but only after the Parish leadership refused to re-bid the project after I showed them that the bids were exorbitant and fraudulent, out of touch with reality and the winning bidder had ties to organized crime. I’m simply dialing 911 to report a crime to the Diocese of Manchester and their response is to assault the messenger. Cancel the contract and legitimately re-bid the project and you will get nothing but silence from me. I have done nothing wrong and nothing illegal. The Church has no right to bar me from attending services. If they want to bar me from attending services they will have to arrest me. I am curious to see what the St. Lawrence Parishoners will think when they witness a peaceful religious man being arrested simply for attending Sunday mass.

Page 3 Your demand to silence me is a direct violation of my 1st Amendment rights and is illegal. Any attempt to prevent me from exercising my 1st Amendment rights will be met with the proper legal action on my part. I’ve attached a copy of my 8th Motion to Dismiss in the case of State V. Beloin, with the EXHIBITS. You will notice in this Motion that I have disclosed new recordings of Kerry Steckowych’s “personal messenger” describing in detail how “these guys” go about poisoning whistleblowers. The plural of “bombs”, “windows” and “they” is proof of a conspiracy of committing several murders and the plan, method and willingness to commit several more. That is evidence of serial killings by members of organized crime masquerading as agents for the State. One of them named is a member of St. Lawrence Parish. If this sounds too outlandish to be true, please read (EXHIBIT G) - 12-3-2005 - Law Enforcers Puzzle Over ‘Mafia Cops’ - (EXHIBIT H) - 03-31-2006 - Ex-FBI agent indicted on murder charges, (EXHIBIT I) - 01-06-2006 - License to kill - Gangsters With Badges. (EXHIBIT J) - 09-06-2006 - Trash probe nabs ex-mayor, reputed mob boss. In this trash probe they also “nabbed” a State Trooper and Federal Drug Agent. These cases are all recent and show a disturbing trend and pattern of criminals masquerading as agents for the State in the North East part of the United States, a traditional stronghold of organized crime. In this Motion you will see the direct connection between this case and the Judge John Fairbanks case. Mr. Janigan, acting as Prosecutor Kerry Steckowych’s “personal messenger” goes on to describe how “They use the emergency rooms of local hospitals to finish off the target after they sicken them. They are sickened at a time that their emergency room Doctor is on duty. When the target arrives by ambulance, they finish off the target by administering a shot of potassium salt that stops the heart and leaves no trace. So instead of having the standard murder investigation of a person dying unexpectedly and mysteriously in their homes, they have a wrongful death lawsuit filed against the hospital where lawyers reap the benefits of the litigation.” This is precisely what happened in Dr. Hieber’s case. All of the circumstantial evidence I have collected corroborates the statements made by Mr. Janigan. The corroborative evidence comes from the case of Hieber V. CMC - HCSC case # 03-C-104. If the Diocese of Manchester and Catholic Medical Center finds these statements to be defamatory they can sue Mr. Janigan. He is the one that made them. These statements are now part of the Court records since August 31, 2007. They have yet to be contested. This response to your “cease and desist” letter is my Cease and Desist letter. If the Catholic Church does not Cease and Desist in the awarding of this fraudulent contract to A.W. Therrian Roofing I will sue to recover all stolen funds. As a 15 year St. Lawrence Parishoner, I have standing. I will show a pattern and practice of bid rigging by A.W. Therrian in Goffstown, Raymond and Manchester schools consistent with how the St. Lawrence Parish re-roofing contract was awarded. When this goes to court I will simply gather several bids for re-roofing the St. Lawrence Parish roof with a Vermont Slate roof. I assure you that the bids will come in at substantially less than $155,000. Church officials will be forced to explain why so much for a relatively cheap asphalt roof. Very truly yours,

MOTION TO RECUSE NOW COMES Gerard Beloin, Pro Se and hereby moves this honorable Court to RECUSE JUDGE JAMES BARRY JR. from this case and assign a new Judge because of the following reasons. Judge Barry is the presiding Judge in the case of State V. Beloin HCSC case # 05-S-1305-7 where I am being illegally prosecuted for recording members of organized crime threatening to shoot me dead at the hands of police gunfire. After nearly 3 years in the courts, Judge Barry’s refusal to dismiss this case despite 6 defaults by the Prosecution is a testament of him being biased against Gerard Beloin and in favor of the Prosecution. I have filed complaints against Judge Barry in this case with the NH Supreme Court Judicial Conduct Committee and have posted the recordings of Judge Barry’s oral dismissal of the case “with prejudice” on the internet. I have accused Judge Barry in court of presiding over a “kangaroo court”. My complaints against Judge Barry included the following. 1. Has acted with extreme prejudice and bias in favour of the Prosecution when adjudicating

this case. 2. Repeatedly ignored the law that exonerated the Defendant. 3. Repeatedly ignored the laws broken by the Prosecution. 4. Ignored a NH Supreme Court Order saying my recordings are legal. 5. Has allowed the Prosecution to lie in Court and reprimanded me for pointing that out.

This is a Judge condoning perjury. 6. Has allowed perjurious statements made by the Prosecution to be entered into the Court

records. 7. Has allowed the Prosecution to default 6 times without dismissing the case. 8. Has read and allowed the posting of several motions by the Prosecution that are unsigned.

This is in direct violation of rule NHJB-2148-P Instructions for completing Cert of Copies.

In the interest of fairness and justice, Judge Barry needs to recuse himself again from this

case because the facts are intertwined.
