WA Buy Local Policy 2020• Revised Buy Local Policy was announced on 3 July 2020 in
Kalgoorlie by the Premier• Policy has been strengthened to ensure local businesses, in
particular regional businesses, are given focus when bidding for government contracts
• This is the first major revision since 2002• JTSI is now the lead agency to allow simpler alignment with
WAIPS

• New Implementation Agreements, reviewed annually, for State Government agencies to commit to applying the Buy Local Policy
• Increased reporting of agency outcomes to monitor the policy's effectiveness and identify further improvements

• Increase in contract thresholds for regional offices of State Government agencies to allow greater local decision-making about contracting of works, goods and services.
• New communication channels between regional stakeholders and the state government.

COVID-19 Local Capability Fund rounds for 2020/21
$10 million will be used to launch the following COVID-19 related rounds:COVID-19 Business Recovery and Growth Round
• Level of funding is 75% to a maximum of $100,000 for businesses that have been adversely impacted by COVID-19.
Personal Protective Equipment (PPE) Manufacturing Round • Level of funding is on a sliding scale of 50% to 90% to a maximum of

• Level of funding is 50% to a maximum of $20,000.

Government’s commitment to jobs
• On 7 June 2020, the Premier announced a $444 million housing stimulus package to boost the building and construction sectors.
• Stimulus includes $319m for the Social Housing Economic Recovery Package (SHERP) that will be delivered by the Department of Communities.
• $97M across 2020-23 to construct or purchase off-the-plan approximately 250 dwellings ready for immediate construction
• $141.7M across 2020-22 to deliver refurbishments to 1,500 existing dwellings inclusive of $6M tenant relocation budget; and
• $80M in 2020-21 to deliver a targeted maintenance program for 3,800 housing assets in the regions.

• While primarily a ‘jobs package’ to boost the construction industry, a number of important social and economic outcomes will be delivered through SHERP:
• More vulnerable West Australians will have a place to call home including those on the priority waitlist• Inclusive Employment Outcomes • Refurbishment of supported accommodation facilities including residential group home and crisis
accommodation• Liveability, sustainability and accessibility of WA’s social housing stock
• Communities working other government agencies to sequence works to ensure a pipeline of works rather than short term ‘surge’ only.

Governance & accountability
• Independent Oversight Committee with senior representatives from Departments of Premier & Cabinet, Treasury, Finance and Communities.
• Committee will oversee Communities’ housing stimulus programs including: • SHERP• Metronet Social Housing and Jobs Package, and • Housing and Homelessness Investment Package
• Communities’ Finance and Investment Committee strengthened with appointment of John Langoulant as independent chair
• A Senior Working Group established with representatives from across the agency, along with partner agencies as required
• A dedicated Program Office established to oversee programs’ delivery.

SHERP TOTAL ALLOCATIONS
• In the Midwest region there will 5 to 10 New builds Approximately 80 refurbishments. (Indicative only)
• 4 x dwelling projects underway• 2 Single (Sunset beach /Wandina) – will be Construction
tenders• Local architects engaged• Tendering next few months
• 1 x grouped in Geraldton• 1 x grouped in Beachlands
• Communities uses a Head Maintenance Contractor (PINDAN) delivery model for Maintenance.

SHERP procurement strategies
• ‘Sprint 1’ will largely use existing procurement levers to ensure jobs are created quickly –including, design and Construct, Construct only or Document and Construct, as well as using Head Maintenance Contractors for refurbishments
• Market capacity will determine the best methods in regional areas so contact with Local Content Advisors and Local Chambers of Commerce will assist us.
• Subsequent phases to broaden the number of businesses and local trades involved across WA:• Broadening the available pool of local (new) trades on the HMCs.

Refurbishment - scope• All SHERP refurbishment works able to be
completed within two years, by 30 June 2022• Due to tight timeframes, the use of existing panels,
and TendersWA • Local Suppliers where appropriate skills are
available• TendersWA is the WA government website to
advertise public requests and publish contractual awards.

Regional HMC Provider PINDANEstimated time for on-boarding a new subcontractor is approximately 2 weeks with 4 hours of induction training.• Firstly a company needs be registered with Pindan
(through Rapid) and prove compliance to contract requirements and have adequate insurances and contracts in place.
• Once this has occurred and they have been validated as compliant, they can assign inductees under the company to become inducted on this contract.
• Once they have been verified they can be assigned work.

• Induction content is contained in their online training module which is accessed by each user when they are sent their login details.
• Pindan are not able to provide any documents as it is all contained within their induction system which is lock stepped for compliance.
• (All contained in the Rapid User Guide, which details the registration / on-boarding process).
