Holdrege & Kull Consulting Engineers and Geologists (H&K) is a multi-discipline consulting firm, incorporated in 1993 in Nevada City, CA. H&K provides geotechnical engineering, environmental engineering, and construction quality assurance services for public and private projects, including roadways and bridges, dams and reservoirs, schools, essential services facilities, photovoltaics, and communication towers.

Our construction quality assurance services, including materials testing and inspection, are supported by our materials testing laboratories, which are fully approved by DSA, Caltrans, AASHTO, OSHPD, and the Army Corp of Engineers.

H&K’s corporate office is located in Nevada City, with branch offices in Truckee, Chico, Yuba City, Murphys, and Fresno. Holdrege & Kull specializes in hazardous materials site characterization and remedial design. We work extensively with the California EPA and hold a federal General Services Administration (GSA) multiple award schedule for environmental consulting and remediation services. H&K has a strong rapport with the Department of Toxic Substances Control (DTSC), the Regional Water Quality Control Boards, and local health departments. We work efficiently with these agencies to develop cost effective solutions that are protective of human health and the environment. H&K’s strong presence in the Sierra Nevada and our extensive experience with abandoned mine lands and agricultural pesticide residuals compliments our knowledge of the more urban-centered environmental conditions such as solvent and petroleum hydrocarbon release. Holdrege & Kull has provided construction quality assurance (CQA) services on thousands of projects since the company was founded. Our CQA services include construction observation, special inspection, and materials testing services, both in the laboratory and the field. We perform inspection services on a variety of projects, from simple driveway fills to one million cubic yard mass grading operations and from simple foundations to multi-story buildings requiring structural steel, welding, bolting, concrete, and fireproofing inspection. We have extensive experience on federal and state funded projects and the inherent documentation and billing requirements associated with those types of projects. Our accredited laboratories complement our field services by performing testing of soil, aggregate, concrete, grout, mortar and steel samples collected at the project site. H&K’s laboratory accreditations demonstrate our conformance with the requirements of ASTM E329, C1077, D3666, D3740, and AASHTO R18.

The State of Californoia is one of the most diverse geologic settings on earth. Dynamic geologic processes such as earthquakes, active volcanoes, and tsunamis define the way we engineer projects. Following catastrophic seismic events like the 1906 San Francisco earthquake, the 1989 Loma Prieta earthquake, and the 1994 Northridge earthquake, engineering design and review practices changed to account for lessons learned in each event. More recent seismic events in Haiti, Chile, and Japan have been stark reminders of the value that geologists have in our society. Geologic hazards evaluations are a key component in the planning and design of public works projects.

Holdrege & Kull applies the understanding of geology and geotechnical engineering to hydrogeology issues. The interaction between groundwater flow and geology can be quite complex. Surface topography does not necessarily define the flow of subsurface groundwater, and aquifers certainly do not follow any geographic or geopolitical boundaries. Pressure gradients, fractures, confining layers, porous material, and geologic structure impact groundwater flow. To best understand hydrogeology issues, we use a combination of tools such as historical information, bore hole logging, geophysical methods, aerial and satellite photography, fluid dynamics calculations, and computer modeling. As water rights and water quality issues become more prevalent, the value of hydrogeology expertise increases. H&K’s team of certified hydrogeologists, engineering geologists and geotechnical engineers have the education and experience necessary to tackle complex hydrogeology issues.

Dorsey Drive Interchange, Grass Valley H&K provided geotechnical, environmental, materials testing and storm water services for this new freeway interchange project that involved over 47,000 cubic yards of earthwork, 800 cubic yards

of structural concrete, and 21,000 tons of hot mix asphalt. The project involved construction of highway connector ramps, re-alignment of an existing frontage road, extensive cut slope grading, retaining wall and sound wall construction, and cast-in-drilled-hole (CIDH) pier bridge construction to accommodate lane additions to the existing Dorsey Drive overpass.

Pittsburg-Liberty Millsite Integrated Site Assessment, Mono County H&K performed an Integrated Site Assessment (ISA) of the Pittsburg-Liberty Millsite and adjacent Masonic Gulch on behalf of the USDA Forest Service. Located in the Humboldt-Toiyabe National Forest approximately 10 miles northeast of Bridgeport, California, the abandoned mine site is located within the historic Masonic Mining District, which was prospected during and after the Comstock gold rush of the early 1860s. H&K characterized approximately 30,000 cubic yards of processed mill tailings from an abandoned gold mine in a riparian corridor.

Red Bluff Pumping Station & Fish Screens, Red Bluff The project required the retention of approximately 20 feet of water during removal of a concrete retaining wall adjacent to the Sacramento River. The Bureau of Reclamation had rejected a retention system design from another civil engineer due its complexity and cost.

Houghton-Berry Residence Bluff Stabilization, Lake Tahoe Redevelopment of an approximately 5-acre residential parcel located on the southwest shore of Lake Tahoe (under Tahoe Regional Planning Agency jurisdiction) included a planned pedestrian path down a bluff that had a history of rotational landslide failures. To help reduce the amount of disturbed area, near vertical cut slopes were proposed.

Services/Benefits

f Designed temporary shoring plan on quick turn-around.

f H&K’s system was estimated to be 1/10 the cost of the original shoring design, was constructed in less than a week, and eliminated the interference of steel shoring members during wall demolition.

f During other project phases, H&K provided sheet pile shoring design for excavations up to 25 feet deep.

f Prepared a dewatering plan for the concrete siphon beneath Red Bank Creek.

Tahoe Forest Hospital Cancer Center, Truckee H&K has worked on multiple projects for Tahoe Forest Hospital District since 2002. This $23 million Cancer Center project consisted of a steel frame structure supported on large spread footings. We have continued to provide services during subsequent hospital expansion projects.

Highway 65 at Sunset Boulevard Interchange, Placer County H&K provided quality assurance (QA) services for Placer County Department of Public Works under subcontract with the County’s CM firm during construction of a new interchange at State Highway 65 and Sunset Boulevard, between Roseville and Lincoln, California. The project involved construction of a four-lane bridge consisting of a cast-in-place, pre-stressed box girder supported by cast-in-place concrete piles over Highway 65. Earthwork involved fills up to 22 feet on the approaches, on-ramps, and abutment areas. All field and laboratory tests were performed by Caltrans-certified personnel from H&K.

Chico High School Lincoln Hall and Fitness Lab, Chico This project involved the design and construction of a 18,426 square-foot dining hall and gymnasium and a 5,123 square-foot fitness lab building. Improvements consisted of braced steel framing, concrete tilt-up walls with brick facing, concrete masonry unit (CMU) walls, concrete slab-on-grade floors, continuous spread and isolated foundation footings, concrete sidewalks, AC paved parking lot and bus route roadway, and landscaped areas.

Elizabeth George Water Treatment Facility, Nevada City Improvements to the existing water treatment facility included reinforcement and upgrades of existing facilities and construction of new structures, including a flocculation/sedimentation basin, gravity filter, and clarification basin; and paved roadways and underground utilities.

Wildcat Dam Removal, Battle Creek Salmon and Steelhead Restoration Project, Tehama and Shasta CountiesThis US Bureau of Reclamation project involved the removal of an existing dam and approximately one mile of 30-inch diameter steel pipeline and concrete support structures from within the steeply sloping Wildcat Canyon.

Folsom Lake Auxiliary Spillway, Folsom H&K was contacted to review preliminary rock bolt design and provide an alternate design during Phase 3 of the Folsom Lake Emergency Spillway project. Preliminary plans from the Army Corps of Engineers (Corps) specified over 150 3-inch diameter bolts with a 25-foot bond length and an unbonded length of 30 feet. The Corps’ design required a 5.5-inch diameter coupling, which in turn required a costly 7-inch diameter drilled hole.

f Determined that the most likely failure mode of the bolts would be between the grout and the bolt, rather than the rock itself.

f Provided a design with a 13-foot bond length that reduced the bolt length (and drilling) by 12 feet, and eliminated the need for couplings. In the absence of couplings, the drilled hole diameter was reduced to 5.5 inches, further reducing drilling time and expense.

f H&K continues to work with the installation contractor to provide a bolt testing protocol and design of test loading equipment for the project.

Washington Road FHWA Project, Nevada County The Washington Road Rehabilitation Project was funded by the Federal Highway Administration (FHWA) through ARRA in 2009. The project involved rehabilitation of 5.5 miles roadway including regrading and straightening to increase safety. H&K played a key role in coordinating between project contractors, FHWA inspectors, construction managers, and the project QC supervisor. H&K used AASHTO, ASTM and Caltrans test methods during the course of the project.

Alpaugh Solar Power Plants, Tulare County Two proposed, adjacent photovoltaic power project sites near Alpaugh comprised approximately 650 acres and a production capacity of 92 MW. Plans called for over 70,000 steel piles supporting 118 miles of single-axis tracking structures. H&K provided comprehensive geotechnical services to facilitate project design.

Services/Benefits f Performed geologic mapping, prepared

asbestos dust mitigation plan, and devel-oped soil management criteria that saved thousands of dollars by identifying an area for burial of asbestiform material onsite.

f Performed field sampling and laboratory testing of fill material, density testing of fill, development of procedural specifications for use of oversized fill material, field sampling and laboratory testing of aggregate.

f Performed concrete batch plant inspections, compressive strength testing of concrete, testing during placement of cold, recycled asphalt, HMA testing during placement, and laboratory testing of aggregate and sand products used in the HMA.

f Power issues and equipment failure in the onsite FHWA laboratory necessitated using H&K’s Nevada City laboratory for a number of laboratory tests during the course of the project.

f Performed subsurface investigations to 50-ft depth and seismic refraction (ReMi) surveys, liquefaction analysis, laboratory thermal resistivity testing, and corrosion evaluation.

f Provided earthwork recommendations, thermal modeling of trench backfill, design criteria for driven piles and deep foundations, and alternatives to mitigate corrosive soil.

f Performed pile load testing to support the use of smaller dimension driven piles, resulting in a significant cost savings to the project.

Modesto Water Treatment Plant Levee, ModestoThe Modesto Department of Public Works contracted with H&K to evaluate the stability of an existing San Joaquin River levee adjacent to their water treatment chlorination facility. During the 2006 high flood stage, excessive seepage through the levee caused sand boils at the toe of the levee and settlement of the chlorination facility and surrounding land.

Caltrans Highway Projects, Northern California Since 2009, has provided Caltrans-certified technicians to perform daytime and nighttime testing and inspection services for various Caltrans District 3 highway projects. We have recently been involved with the following Caltrans projects.

f H&K’s materials testers are certified to perform field (or batch plant) sampling and sample preparation of hot mix asphalt, rapid strength concrete, Portland cement concrete, native soil, aggregate baserock, and aggregate.

f Samples are transported to the Caltrans laboratory where H&K personnel perform tests on soil, concrete and asphalt using Caltrans test methods.

Bloomer Hill Communication Tower, Butte CountyH&K performed the geotechnical investigation for this new 140-foot-high, three-legged, steel space-frame communication tower installation project. The site is located in a remote and rugged area east of Lake Oroville, which posed logistical and scheduling challenges for the geotechnical investigation and construction phases of the project.

Phase I and II Environmental Site Assessments, Sierra Nevada RegionH&K has performed Phase I and II environmental site assessments for numerous conservation projects and land acquisitions in the Sierra Nevada foothills and mountains, including the Royal Gorge Property, Webber Lake, Martis Creek Estates, Gray Creek Parcels, and Summit Canyon in the Sierra Nevada and the Historic North Star House and Grounds in Grass Valley. These properties encompass over 12,000 acres of conserved recreational open space and historical mining landmarks.

f Developed an innovative design using micropiles as an alternative to the conventional foundations.

f The use of a micropile foundation saved over $300,000 in construction costs and reduced environmental impacts to the area by eliminating the need to regrade the access road and by reducing heavy concrete truck traffic to the site.

f Use of a micropile foundation also shortened construction time from two years to eight months.

f Provided construction management, engineering oversight and special inspection services.

f This project received awards from the APWA, ASCE Sacramento Section and ACEC, California.

McCourtney Road Landfill, Nevada County McCourtney Road Landfill is founded in an extremely complex geologic and hydrogeologic region of the Sierra Nevada Foothills. Holdrege & Kull principals have been providing engineering services at the site since the late 1980s. Our in-depth knowledge of site conditions is one reason Nevada County continues to rely on H&K for engineering solutions with this closed landfill site.

f Performed geophysical investigations and stability analyses and provided stabilization recommendations for a 40-foot high refuse embankment.

f Investigated and oversaw remediation of non-permitted waste cells.

f Prepared workplans, provided CQA during waste cell closures, and prepared closure reports.

f Since 1996, performed monitoring and sampling of groundwater monitoring wells, surface water sampling locations, leachate extraction wells, surface impoundments, lysimeters, and leachate pump stations; and prepared quarterly, semi-annual and annual water quality reports required by the Regional Water Quality Control Board (RWQCB). Based in part on our input to the RWQCB, the reporting frequency was changed to semi-annually, resulting in significant cost savings to the county. Our reports have received high marks for content and format from the RWQCB.

f Currently providing engineering support services for continued closure activities, such as landfill gas monitoring, revising the Waste Discharge Requirements, updating the landfill’s post-closure maintenance plan, and preparing a closure plan for surface impoundment ponds.

Ophir Road Pipelines, Placer CountyThis pipeline project involved installation of approximately 4920 feet of 60-inch treated water pipeline, 6415 feet of 45-inch raw water pipeline, 210 feet of 39-inch raw water pipeline, 9795 feet of 18-inch treated water pipeline, and 6338 feet of 12-inch treated water pipeline. The project included directional boring beneath Interstate 80 and the Union Pacific Railroad, deep trenching and shoring in caving soil conditions, installing multiple large-diameter water lines, and backfilling with controlled low strength material (CLSM) soil-cement slurry. Construction fell under jurisdiction of multiple entities, including Placer County Water Agency, Placer County Development Resource Agency, Caltrans, and Union Pacific Railroad.

Yuba River Charter School, Grass ValleyThis new elementary school campus was planned on the site of a historic, abandoned burn dump. H&K was contracted by the owner to provide environmental services to address on-site hazardous waste and lead-contaminated soil.

f Performed materials testing of trench backfill soil, CLSM and concrete in accordance with Caltrans and ASTM standards.

f Facilitated quick turnaround in our laboratory of field samples and performed laboratory testing at the project site to minimize project delays and provide expedited test results.

f Helped to save costs by simultaneously providing services for both Placer County and PCWA, reducing the need for an additional materials tester.
