1 INTRODUCTION

Coffey Geotechnics Pty Ltd (Coffey) was engaged by Bellingen Shire Council (Council) to oversee the removal (by a licenced asbestos removal contractor) of bonded asbestos containing material (ACM) previously identified on the embankment surface at the northern end of the Church Street redevelopment site. At the completion of bonded ACM removal works additional soil samples were also collected for soil validation purposes. The additional asbestos assessment outlined within this report were undertaken following the discovery of suspected ACM in the form of fibro sheeting at the site on Thursday 20 September 2012. The scope of the assessment was based on the findings and recommendations of the Preliminary Hazardous Materials Assessment completed by Coffey at the site, report reference GEOTCOFH02887AB-AB, dated 27 September 2012.

2 BACKGROUND

Council as part of the redevelopment of Church Street engaged a revegetation contractor to revegetate the embankment located on the northern end of the street and nearby to the viewing platform. During tree planting works the revegetation contractor discovered suspected ACM material consisting of 5 to 6 small pieces of fibro sheeting. An immediate stop work was placed on this area of the site pending further investigation.

Coffey was engaged by Council to conduct the initial preliminary hazardous materials assessment. This assessment involved a site walkover and the collection of preliminary soil validation samples in order to assess whether asbestos was present in soil at the site. The findings of this assessment identified two Areas of Environmental Concern (AECs) based on the site walkover and the reported results from the analysis of soil samples collected from the site. These AECs are detailed below:

3 OBJECTIVE AND SCOPE OF WORKS

The objective of this additional assessment was to collect and dispose bonded ACM fragments previously identified on the embankment surface in accordance with current NSW regulations and to further assess if the surface soils across the site contain asbestos fibres or ACM.

To satisfy this objective involved implementing the following scope of work.

Coffey observed the collection and removal by a licenced asbestos removal contractor of the bonded ACM sheeting identified across the surface of the embankment area.

Once the removal of bonded ACM fragments from the site surface had been completed by the asbestos removal contractor, Coffey collected an additional six (6) soil validation and delineation samples. The samples were submitted for asbestos analysis. The sampling density (coupled with the earlier soil sampling undertaken) satisfies the minimum requirements for site characterisation in Table A of the EPA 1995 Sampling Design Guidelines for a 1,000m2 site area.

Soil samples were submitted to MGT LabMark Environmental, a NATA accredited laboratory for asbestos analysis using priority turnaround times to enable results to be available within 3 days of sample receipt by the laboratory.

Preparation of this letter report advising the results of the remediation work for the cleanup of the bonded ACM fragments and the additional testing performed. The report includes our assessment if the soil materials contain ACM contamination and if further investigation and/or remediation is required.

4 SITE DESCRIPTION

The site is located on a steep embankment adjacent to the northern end of Church Street, Bellingen and occupies an area of approximately 1,000m2. The site is bounded by a public footpath and viewing platform to the south and east, Jarrett Park to the north and bush/grassland to the west, see attached site locality plan (Figure 1). Within the investigation area is a large stormwater drain made of gabian baskets located in the central portion of the site.

The initial site walkover was undertaken by a Coffey Environmental Scientist in the afternoon of 24 September 2012. The embankment surface consisted of bare soil, some areas of landscaping, weed mat remnants, woodchip and gravels. Two large established trees are located in the central portion of the site. Evidence of waste materials, including building and household waste, was observed to be intermixed with surface soils. The preliminary hazardous materials assessment completed by Coffey observed bonded ACM at several locations across the embankment surface during the initial site walkover.

5 SOIL INVESTIGATION LEVELS (SILS)

NSW DEC (2006) states that there are currently no national or NSW Environmental Protection Agency endorsed guidelines relating to human health or environmental investigation of soils containing asbestos on sites. For this site, Coffey has adopted a conservative criterion for asbestos of ‘no detectable asbestos’ present for initial screening purposes.

6 FIELD INVESTIGATIONS

John Lacy Demolition Pty Ltd, a licenced asbestos removal contractor, was engaged by Council to undertake the ‘emu-bob’ ACM removal works across the embankment area. Coffey observed the ‘emu-bob’ works carried out on the 5 October 2012. Photographs of the ACM removal works are attached. A total of less than 15kgs of ACM was removed from the site surface by the contractor and disposed of as asbestos waste to the Coffs Coast Resource Recovery Facility at Englands Road, Coffs Harbour.

At the completion of ACM removal works by the contractor, Coffey collected four (4) additional soil validation samples from surface soils across the investigation area. Further assessment of AEC1 was completed on 11 October 2012 where Coffey collected an additional two (2) delineation samples in the vicinity of sample SS1 where free asbestos fibres in soil were previously identified.

Soil samples were placed into laboratory prepared 250ml glass jars and zip lock bags for asbestos sampling. Soil samples were placed immediately into a chilled insulated container for temporary storage and transport to the laboratory. Chain of custody documentation was completed at the time of sample collection and the documentation accompanied the samples to the laboratory.

Hand tools (stainless steel shovel) used for the collection of surface soil samples were decontaminated before and between each sample by brush scrubbing with potable water, phosphate free detergent (Decon 90™) and final rinse with potable water. A clean pair of disposable nitrile gloves was worn for the collection of each sample.

The approximate investigation locations are shown in attached sample location plan (Figure 2).

7 LABORATORY RESULTS

A summary of the laboratory analysis results are presented in Table 1 below. The laboratory analysis certificates and chain of custody are attached to this letter report.

The following points are noted in Table 1:

No asbestos fibres or ACM was detected in soil collected from sample locations SS5 to SS8,

SS1-A and SS1-B.

8 DISCUSSION OF RESULTS

As outlined in Section 2 above, two Areas of Environmental Concern (AEC) were previously identified at the site. These are detailed below:

AEC1: Free asbestos fibres in soil in the vicinity of soil sample SS1, located in the exclusion area where the initial bonded ACM fragment was detected by revegetation contractors.

AEC2: Bonded ACM fragments observed in various locations across the surface of the embankment of the site.

The free asbestos fibres detected at soil sample SS1, and defined within AEC1, were laterally delineated during the current assessment. No asbestos fibres were detected in the two delineation soil samples (SS1-A and SS1-B) collected within the vicinity of SS1. The delineation sampling has shown the area of asbestos fibres in soil detected at SS1 is limited in extent and is considered to be a defined hotspot area of approximately 5m2.

The bonded ACM fragment collection and disposal works completed by John Lacey Demolition during the current assessment removed the visible bonded ACM fragments from the embankment surface. The soil samples collected by Coffey from across the embankment (excluding the area within AEC1) did not detect asbestos fibres in soil.

9 CONCLUSIONS AND RECOMMENDATIONS

Remediation to remove the visible bonded ACM fragments from the ground surface of the site, identified as AEC2, has been completed by a licenced asbestos removal contractor. Analysis of soil samples collected from locations across the AEC2 area embankment did not detect asbestos in soil. It is considered that the visible bonded ACM fragments identified on the embankment surface within AEC2 have been appropriately remediated.

It is considered that the asbestos fibres in soil in AEC1 from sample location SS1 has been delineated to an area of approximately 5m2.

Based on the findings of the assessment, Coffey recommends the following:

• Further remediation of defined hotspot area in the vicinity of soil sample SS1 (AEC1). Remediation of AEC1 is to be undertaken in accordance with WorkCover NSW 2012, How to Safely Remove Asbestos, Code of Practice requirements. The remediation works will include:

o Council is to engage the services of a licensed Class A (friable) asbestos removal contractor to remove the asbestos impacted soils within the AEC1 area. As there is limited access for machinery to the site and the volume of impacted soil to be removed is low it is anticipated that the soil remediation work would be completed by hand.

o All of impacted soil material removed from the site will be double bagged and removed by the contractor for proper disposal to a licensed landfill that can accept asbestos waste. The contractor will provide Council with a receipt from the landfill for this waste disposal.

o Coffey will conduct air monitoring for the duration of the remediation works in accordance with How to Safely Remove Asbestos, Code of Practice requirements.

o Once the AEC1 remediation work is complete Coffey will then collect two (2) validation soil samples for laboratory analysis. The soil and air monitoring samples collected by Coffey will be submitted to a NATA accredited laboratory under chain of custody for asbestos analysis using priority turnaround times.

o Following receipt of the laboratory test results Coffey1 will then prepare a brief site validation assessment advising Council of the findings of the remediation work for AEC1, results of the air monitoring undertaken, and the asbestos testing performed. Once the AEC1 remediation is complete Coffey will provide a surface clearance certificate in accordance with How to Safely Remove Asbestos, Code of Practice requirements and our assessment of the suitability of this site, following remediation, for its proposed future use as public parkland.

• Resumption of revegetation works on the embankment area may proceed, however no work is to proceed within the area demarcated as AEC1.

• It is recommended that any contractors working at the site are made aware, and follow, a suitable protocol for managing unexpected finds (such as potential ACM) at the site.

• Coffey recommends that the site remain temporarily fenced and secured to prevent unauthorised public access while the appropriate remediation strategies for AEC1 are implemented.

Uncertainties as to what lies below the ground on potentially contaminated sites can lead toremediation costs blow outs, reduction in the value of the land and to delays in theredevelopment of land. These uncertainties are an inherent part of dealing with landcontamination. The following notes have been prepared by Coffey to help you interpret andunderstand the limitations of your environmental site assessment report.

Your report has been developed on the basis of aspecific purpose as understood by Coffey and appliesonly to the site or area investigated. Subsurface conditions are created by natural processesand the activity of man and may change with time.For example, groundwater levels can vary with time,fill may be placed on a site and pollutants may migratewith time. Because a report is based on conditionswhich existed at the time of the subsurface exploration,decisions should not be based on a report whoseadequacy may have been affected by time. ConsultCoffey to be advised how time may have impacted onthe project and/or on the property.

Environmental site assessments identify actual subsurfaceconditions only at those points where samples aretaken and when they are taken. Data derived fromindirect field measurements and sometimes otherreports on the site are interpreted by geologists,engineers or scientists to provide an opinion aboutoverall site conditions, their likely impact with respectto the report purpose and recommended actions.Actual conditions may differ from those inferred to exist,because no professional, no matter how well qualified,can reveal what is hidden by earth, rock and time.The actual interface between materials may be far moregradual or abrupt than assumed based on the factsobtained. Nothing can be done to change the actualsite conditions which exist, but steps can be taken toreduce the impact of unexpected conditions. For thisreason, parties involved with land acquisition,management and/or redevelopment should retain theservices of Coffey through the development and useof the site to identify variances, conduct additional testsif required, and recommend solutions to unexpectedconditions or other problems encountered on site.

This report presents the results of two samples, forwarded by MGT- Labmark Environmental Pty Ltd

on 12 October 2012, for analysis for asbestos.

1.Introduction:Two samples forwarded were examined and analysed for the presence of asbestos.

2. Methods : The samples were examined under a Stereo Microscope and selected fibres were

analysed by Polarized Light Microscopy in conjunction with Dispersion Staining method.

(Safer Environment Method 1.)

3. Results : Sample No. 1. ASET31244 / 34424 / 1. SS1 - A - 0.1 - 0.3m - OC10909.

Approx dimensions 4.7 cm x 4.5 cm x 3.9 cm

The sample consisted of a mixture of clayish soil, stones, plant matter and fragments of

bitumen.

No asbestos detected.

Sample No. 2. ASET31244 / 34424 / 2. SS1 - B - 0.1 - 0.3m - OC10910.

Approx dimensions 4.5 cm x 3.6 cm x 3.2 cm

The sample consisted of a mixture of clayish soil, stones, plant matter and fragments of

bitumen.

No asbestos detected.
