Project:Data Access and Integration Tool (DAIT)

Summary: • Assisting Tetra Tech with the development of a web mapping application using ArcIMS

technology for Prince George’s County, Maryland (PG County).

• The solution will access spatial and tabular data from multiple databases and offers its users with various navigation and data extraction capabilities.

• Based on our success in the initial scope of work, Tetra Tech also requested Avineon’s assistance in designing, coding, debugging, testing, and documenting the PG County Watershed Information System (WIS), a ArcGIS based information management (image management, watershed delineation tool, and reporting) and modeling system for assisting PG County in evaluating the environmental health of the watersheds.

Summary: • Providing training in digital terrain analysis

and mapping to support Marine Expeditionary Forces.

• Scope of work was recently expanded to develop a new Marine Corps enterprise geodatabase (MCGDB) model specifically targeted to enhance the Topographic Platoon’s production capability. Utilizing ESRI and Oracle SDE applications, Avineon will design and deliver a geodatabase loaded with test data to Topographic Platoon units at three bases.

New York City Department of Finance

Project:COGIS Analysis

Summary: • NYDOF selected Avineon to conduct a study to

determine whether the geometry of the COGIS database is sufficiently accurate in relation to the paper tax maps to use as a basis for the creation of a GIS tax map database for NYDOF.

• Avineon (as a subcontractor to Linkspoint) developed an application in GE Smallworld that facilitated the analysis of a representative sample of over 10,000 parcels randomly selected from more than 5,200 maps.


Freddie Mac Project:Geocoding and Mapping

Summary: • Avineon was contracted by Freddie Mac to develop a web-based mapping

application using ESRI ArcIMS and Route Server extension on Sun Solaris.

• The application is built in Java with Apache as Web Server and Tomcat as Servlet.

• Avineon provided an ArcIMS installation procedure and application deployment guide, as well as training to technical personnel and users in business areas.

Project:Graphic Work Design (GWD/GIS) Implementation

Summary: • Requirements gathering, analysis, system design, and technology selection to implement an

Integrated Graphic Work Design (work order design using GIS) system with interfaces to other enterprise systems such as Work Management (WMIS), Customer Information (CIS), Outage Management (OMS), Maintenance Management (Maximo), and Engineering Analysis (Cyme).

• Scope also includes data integration/conversion/migration plans to migrate and convert data for more than 1,400 electric feeders, 10,000 miles of primary distribution cable, 545,000 electric devices, 112,600 structures, and 800,000 customers.

Georgia Power Southern Company

Project:Data Migration

Summary: • Migration of primary and secondary electrical distribution data

from the AutoCAD to ESRI ArcSDE.

• Processing 109 thousand AutoCAD files, 2 million customers, 1.7 million poles, 2.3 thousand substations, and 3.3 thousand circuits in a 24 thousand square mile territory.

• External data sources were incorporated into the data migration for pole attachment data, using unique keys to create, populate,and link the pole attachment records with the poles in the GIS.

• Utilized the Miner & Miner Feeder Manager application to build and trace feeders, identifying and resolving issues with the underlying data so that subsequent network builds by Georgia Power were not subject to the creation of “invalid” junctions between feeders caused by construction techniques within the data sources.

Summary: • Avineon is assisting the Chicago Department of Water Management (CDWM)

and Chicago Water Partners (CWP) in expanding its geographic information system (GIS) development program to include the entire City of Chicago water distribution system (excluding small services).

• As a subcontractor to GIS Solutions Inc., Avineon is tasked with converting data from several map types and resources into a functional GIS system.

• Avineon is converting approximately 1,000 atlas maps in electronic and paper formats that depict water system elements.

Summary: • Conversion of gas distribution system from paper maps to ESRI ArcGIS.

• 13,200 source maps; 232,000 service lines; and 4,900 miles of distribution main, covering 7,416 square miles of service territory in theMichigan upper peninsula.

• Geo-referencing.

• Customer address database linkage.


New York City Department of Finance

Project:Digitized Surveyor Tax Maps

Summary: • Under a subcontract to BearingPoint, Inc., Avineon has been contracted to

create a digital tax map system for the New York City Department of Finance. Digital tax maps will improve communications and internal processes, allowing assessors to be notified electronically when a tax lot has changed and the map has been altered.

• Processing more than 858,000 parcel lots on over 16,500 tax maps, Avineon’s work includes updating lot dimensions, correcting lot shapes according to the tax maps and adjusting lot lines to building footprints in NYCMap, a planimetric base map that allows users to generate and compare the spatial relationship of numerous data layers.


El Paso Electric

Project:Field Inventory and Data Conversion

Summary: • Data integration to develop ArcSDE Geodatabase deliveries for the EPE service area.

• Worked with ESRI to develop a single representation of the EPE service territory geo-referenced to its landbase.

• Field inventory of all overhead facilities.

• Data conversion/migration of all underground facilities.


Laclede Gas Company

Summary: • Produced data loading procedure manual.

• Built personal geodatabase.

• Accurate data capture of gas distribution facility data from hard copy sources.

City of Philadelphia Water Department


Summary: • Multi-year initiative.

• Developed seamless ArcInfo coveragescontaining over 1.3 million features with associated database records (32 to 50 attributes per feature) for the City’s water, high pressure fire supply, and wastewater/stormwater systems.

• Applied rigorous controls yielding a cumulative project quality rate of 99.67%.


British Telecommunications


Summary: • Performing conversion of BT’s equipment,

duct, cable, and fiber data from raster records and existing vector data.

• Utilizing a proprietary AutoCAD / ORACLE-based tool customized to model BT’s database format and containing a central “rules” database.

• Delivery to the client in xml format.


City of Richmond Department of Public Utilities

Project:Data Conversion Services

Summary: • GIS data model and application development, data conversion, and integration of multiple utility

datasets: water/wastewater, natural gas, and electric.

• In addition to data conversion and clearing existing work order backlog, the project initially required needs assessment workshops with key city staff to complete development of data model designs for each utility, and deployment of applications for ongoing GIS maintenance.


Harris Corporation U.S. Census Bureau

Project:MAF/TIGER Accuracy Improvement Project (MTAIP)

Summary: • Harris selected Avineon to serve as a Remote Processing Center (RPC),

realigning existing TIGER data to more spatially accurate GIS files and imagery in order to create a more positionally accurate GIS database.

• Avineon also performs feature extraction, utilizing photo interpretation and remote sensing techniques to visually identify the required features and interactively draft vector line, point, and polygon objects to represent such features.

• Once realigned, the GIS data will enable the Census Bureau to use the Global Positioning System (GPS) to accurately locate streets, other features, and addresses in the field.

St. John’s River Water Management District

Project:Indian River Lagoon Seagrass Mapping and Trend Analysis

Summary: • Avineon was awarded contracts by the St. Johns River Water

Management District (SJRWMD) in 2001, 2003, 2005, and 2006 to map Indian River Lagoon seagrasses from aerial photography. The latest requires 2006-2009 aerial imagery acquisition as well as seagrass maps.

• Tasks for each year mapped include pre-imagery acquisition, lagoon monitoring, aerial photography acquisition (film and digital options), aerotriangulation, digital orthophotography, field work/groundtruthing, stereo photo interpretation, and accuracy assessment.

• The study encompasses the entire Indian River Lagoon System including Mosquito Lagoon, Banana River, Newfound Harbor, Indian River, Turnbull Creek, and the Saint Lucie River estuary.

Project:Baseline Vegetation Mapping for Big Cypress National Preserve, Everglades National Park, and the Florida Panther RefugeSummary: • The National Park Service selected Avineon to produce a spatially

and thematically accurate vegetation map of areas of the Big Cypress National Preserve, Everglades National Park, and FloridaPanther National Wildlife Refuge not already covered under the Comprehensive Everglades Restoration Program (CERP) vegetation mapping effort.

• Vegetation communities are now being mapped with a ¼ hectare minimum mapping grid unit (MMU) from 1:24,000 scale color infrared aerial photography. Each distinct vegetation community is designated according to the Vegetation Classification Scheme developed by a vegetation classification work group organized bythe South Florida / Caribbean Network.
