• LackingmeansfordealingwithlargenumbersofcapturedtroopsearlyintheAmericanCivilWar,theUnionandConfederategovernmentsbothreliedonthetraditionalEuropeansystemofparoleandexchangeofprisoners.

• Aprisonerwhowasonparolepromisednottofightagainuntilhisnamewas"exchanged"forasimilarmanontheotherside.Thenbothofthemcouldrejointheirunits.Whileawaitingexchange,prisonerswerebrieflyconfinedtopermanentcamps.

• Theexchangesystembrokedowninmid-1863whentheConfederacyrefusedtotreatcapturedblackprisonersasequaltowhiteprisoners.
