Abstract:

George M. McCune (1908- 1948) was a historian, professor, businessman, and government officer. Correspondence, diaries, letters, writings, family papers, news clippings, missionary reports, lecture notes at Occidental College and the University of California, Berkeley, and other papers relating to the Korean independence movement while working at governmental offices.

5. Scope and Content Note

The papers of George McAfee McCune (1905-1948) span the years 1882-1976, with the bulk of the material concentrated in the 1940s when McCune was working in the Office of Strategic Services, Board of Economic Warfare, and Department of State. These records relate to the Korean independence movement actively occurring in Hawai'i; Washington, D.C.; California; and China. The McCune papers constitute an important source for the history of twentieth-century affairs surrounding Korea concerning war propaganda, peace talks, early missionary works in Korea, academic issues on Korea, the Korean independence movement, and the Korea reconstruction project of the United Nations. The papers also include documentation of George M. McCune's research and lecture notes while he taught Korean history at Occidental College and the University of California, Berkeley. The collection consists of Mission, Professional Works, Studying and Teaching, Letters, News, Maps, Korean Reconstruction, and Selected Records of the U.S. Legation, Seoul, Korea (photographic film) series.

The Mission series concerns letters, reports, missionary reports, and serial publications published in Korea.

The contents of the series Professional Works include 1940s records relating to Korean affairs of the period during which George M. McCune served as a social science analyst in the Office of Strategic Services and as an officer at the Korea desk of the Board of Economic Warfare and Department of State. There are interviews and letters with Korean independence movement activists, research materials on Korea, and secret reports on Korean independence movement strategies and plans. While serving in these official positions, McCune was generally recognized as the government's leading expert on Korean affairs.

Studying and Teaching contains records from the periods McAfee spent as a teaching assistant at Occidental College and as a lecturer and associate professor at the University of California, Berkeley. There are some papers and letters relating to an intensive course in the Korean language in the Far Eastern and Russian Language School of the University Extension. Also, this series includes materials on the Yi dynasty chronicles from McCune's research on a Mills Travelling Fellowship in Korea. There are some drafts prepared for his M.A. thesis and Ph.D. dissertation and articles published in journals. Some are drafts of unpublished writings. One interesting sub-series consists of records on the economy of Korea, including economic analysis reports and statistics on mining and agriculture.

Letters includes family letters and business letters. Letters to various family members by George M. McCune and his wife, Evelyn B. McCune, provide a narrative on the life of Americans during and after World War II. Known as an expert on Korean affairs, George M. McCune contacted many researchers, students, statesmen, editors, professors, and Korean independence activists.

The News series spans 1932-1976 and ranges from news clippings to publications in Korea.

The Maps series includes maps of Korea as well as world maps. Some were made by the Army Map Service and used the McCune-Reischauer System of Romanization for Korean geographic names.

The Korean Reconstruction series contains records created for the United Nations and the United Nations Korean Reconstruction Agency (UNKRA). This series also includes letters whose recipient was Evelyn B. McCune.

The Selected Records of the U.S. Legation, Seoul, Korea (photographic film) series contains reels of 35-millimeter film holding images of selected records of the U.S legation in Korea. The records were photographed by George M. McCune during 1938- 1940. The collection includes both negative and positive duplicates.

Letters, reports, serial publications relating to missionary work in Korea. Box 5 contains printed materials such as magazines, newsletters, and pamphlets of the missionary community. Also, there is correspondence between missionaries. Box 27 contains reports written by missionaries serving in Korea as well as records on mission hospitals and mission schools in Korea. There is some correspondence of the Presbyterian Board of Foreign Missions.

Contents:

The contents of this series were mainly created when George M. McCune worked as a social science analyst in the Office of Strategic Services and as an officer at the Korea desk of the Board of Economic Warfare and State Department of State. There are interviews, letters from Korean independence movement activists, research materials on Korea, and secret reports relating to Korean independence movement strategies and plans. Sub-series 2.1: U.S. government works, 1935-1962, contains four boxes. Box 9 consists of publications published by the U.S. Department of State after the independence of Korea. There are reports, pamphlets, press releases concerning Korea issues such as international relations, truce talks, foreign policy, economy, military, and social changes. Box 18 holds research and analysis reports on the Korean situation by the Office of Strategic Services. Each report runs more than 100 pages. Box 22 contains reports of the U.S. Department of State and Office of Strategic Services on Koreans and independence units, mostly relating to the Korean Provisional Government. Included are secret reports, memoranda, correspondence, maps and press releases. One interesting folder is that for Syngman Rhee, who was the chairman of the Korean Commission. Box 23 holds records relating to Japanese during World War II and contains Japanese war propaganda (mostly illustrations), Tokyo Embassy records, telegrams on the Japanese-Russian war from Asian and European countries, and translated summaries of academic articles published in Japan. Sub-series 2.2: Korean network, 1932-1951 comprises two boxes. Box 20 contains O.S.S. records relating to Korean independence activities and activists in the United States, including Hawai’i, from 1941 to 1946. George M. McCune had good networks with Korean communities, helping the O.S.S. get credible information on the Korean independence movement and strategic plans for independence from Japan. Included here are letters between George M. McCune and Koreans from The Korean-American Council (한미협회), the United Korean Committee (재미한족연합위원회), the Korean Commission (구미위원부), and the Korean American Cultural Association(한미문화협회). Box 21 contains O.S.S. records relating to Korean independence activities and activists in United States as well as China from 1939 to 1948. Also, included are records relating to the United Korean Revolutionary (한국 혁명당), The Korean National Front Federation(조선민족전선연맹), and Sino-Korean People's League(중한민중동맹단). One interesting folder is for Kilsoo Haan, a representative of the Sino-Korean People's League, with headquarters in Honolulu, Hawai'i. There are memoranda, correspondence items, news clippings, and interviews on Kilsoo Haan and the Sino-Korean People's League.

Contents:

This series consists of study materials and teaching materials as a teaching assistant at Occidental College and lecturer and associate professor at the University of California, Berkeley. Sub-series 3.1, Research, 1921-1976, contains four boxes. Box 3 holds material on George M. McCune's biography, school transcripts, work records, and personal medical and legal records. Box 6 contains records relating to Korean literature, academic papers on Korea, and records on elections and politics in Korea. Records on literature are from McCune's wife, Evelyn B. McCune. Also included are academic papers on Korea, Shannon McCune's papers and publications, and records concerning elections and politics in Korea after independence. Box 7 contains records related to post-war settlements. Included are newsletters, published in Korea and by the Department of State, and correspondence. Some interesting folders contain papers on reconstruction and the Korea interim government and constitution after independence. Box 33 contains records relating education and language. Some folders contain information on the schools in Korea and Korean students studying in the United States. One interesting folder for the United Nations includes correspondence and fiscal reports and project reports for educational programs.

Sub-series 3.2, Writings, 1882-1950, contains six boxes. Box 13 contains George M. McCune 's drafts. These range from published articles to master's thesis and doctoral dissertation to unpublished manuscripts. Box 25 contains research materials on Korean-American relations. Most folders contain photocopied materials that range from 1895 to 1904. Also included is George M. McCune's "Korean-American Relations (1951)". Box 29 also includes records on McCune's Korean-American Relations project. Box 28 contains research materials from McCune's time on a Mills Traveling Fellowship to continue his studies in Korea, during which he spent a year working on the official Yi dynasty chronicles in connection with preparation of his dissertation. Box 29 contains preparation materials and writings on Korean issues written by McCune and others. One

interesting folder is for project and research materials for "Korean-American Relations." Box 39 contains McCune's M.A. thesis, "Manchuria as an Agent in Japan's Rise to Dominance in Asia, 1931-1935," and Ph.D. dissertation, "Korean Relations with China and Japan, 1800-1864." There are also newspaper clippings and some illustrations in connection with McCune's thesis. Box 40 contains published articles and reviews prepared while McCune recuperated in Los Angeles during the late 1940s and his book, Korea Today, published in 1950.

Sub-series 3.3, Academic activities, I 927-1950s, contains three boxes. Box 2 contains lecture related records when George M. McCune taught Korean history at the University of California, Berkeley. There are teaching materials, references syllabuses, exam papers, and hand-written lecture notes. Box 37 contains teaching and study materials at Occidental College and UC Berkeley. Included are lecture notes, a syllabus, and exam papers when McCune taught "Pacific Ocean in History," "West and East," and "History of Modern Europe" at Occidental College. There are study materials from his coursework and classes during his Ph.D. studies at the University of California at Berkeley. One folder holds study materials from a class taught by Professor Robert Kerner, who was McCune's doctoral advisor. Box 38 contains lecture materials from McCune's lecture, Korean History at the University of California, Berkeley. There are teaching materials, seminar papers, and exam papers. Also included are Japanese lecture materials used in The Far Eastern & Russian Language School, UC Berkeley.

Sub-series 3.4, Economy, 1912-1954, contains two boxes. Box 4 contains research materials such as project papers, statistics, and maps, which are all about the Korean economy. Especially agriculture and mining. Box 24 contains statistics of Korean industries during the Japanese colonial period. There are economic reports, papers, and a yearbook.

Box 35 contains family financial records including bills, insurance papers, bank papers, property papers, and legal papers. One interesting folder holds correspondence between the McCune family and William C. Phinney, a family real estate broker. Also, there is a folder of correspondence from James B. Hudson, a family attorney.

Sub-series 4.2: Business, 1931-1955, spans three boxes. Box 19 contains business letters from Far Eastern Association, where intensive language program was held in 1946 at Far Eastern and Russian Language School, UC Berkeley, and letters from members of the American Institute of Pacific Relations and records relating to the IPR conference held at Coronado, California, in 1947. IPR letters to Evelyn B. McCune are in Box 17, Korean reconstruction series. Also, in this subseries, there are some files for letters to George M. McCune when he worked in the Office of the Coordinator of Information, Office of Strategic Services, and Department of State. One interesting folder contains letters relating to the Korean Cultural Relations Association. Letters to Evelyn B. McCune relating to the Korean Cultural Relations Association are in Box 30. This series consists of diverse paper maps and cloth maps of all parts of the world. Most maps are colored and written in English. Box 42 contains maps of the world. Included are maps from private companies, magazines, and a government office, the Army Map Service. Box 43 contains maps of Korea and Japan. Most of folders are maps of Korea and are arranged chronologically from 1916 to 1953, some of which were issued by the Japanese government. Those cities in folder 1 are famous port cities in Korea. There are also different kinds of maps of Seoul from hand-drawn to U.S. government-issued from the Army Map service, Office of Strategic Services, and War and Navy Departments.

The series Korea reconstruction consists of two subseries and nine boxes. Most of the records in the series are from Evelyn B. McCune and most were created in the 1950s. Sub-series 7.1: United Nations, 1944-1956, has seven boxes. Boxes 8, 15, and 16 contain reports of the United Nations from 1944 to 1955. In box 15, there are some records relating to the United Nations Educational, Scientific and Cultural Organization (UNESCO) and the United Nations General Assembly. Boxes 10-12 contain Korean news published in Seoul and translated into English by the Translation Unit Office, United Nations. Some interesting files in box 10 are summaries of proceedings of the Korean National Assembly in 1953 and 1954. Box 14 has letters of Evelyn B. McCune relating to UNKRA.

Sub-series 7.2: Evelyn's records, 1938-1969, has two boxes. Box 17 has Evelyn's letters relating to the Institute of Pacific Relations (IPR), arranged chronologically. For McCune's letters relating to IPR, see box 19 in Letter series. Box 30 contains general letters of Evelyn B. McCune. One folder is for letters of the Korean Cultural Relations Association. For McCune's letters relating to the Korean Cultural Relations Association, see box 19, Letter series. Through the Korean Cultural Relations Association, George and Evelyn McCune did a lot of work such as helping Korean students studying in the United States get scholarships from universities, writing recommendations, building professional relationships with professors in universities in Korea, providing books and articles relating to Korean issues, and funding Korean professors to publish their articles. Included are some folders of letters relating to study of Korean arts and Korean studies in the American Council of Learned Societies.

It also includes positive and negative duplicates of the original films.
