DIRECTOR'S MESSAGE

Hofstra University is pleased to welcome you to its tenth conference on the modem American presidency--this one devoted to the study of the presidency of George Bush, our 41 st president, in office from 1989-1993.

What do we hope you will gain by participating in this three-day meeting? Perhaps you might think of this as an occasion for discovery. In the many panels and plenary sessions as well as in stimulating informal discussions, you will have time to reflect on the ideas presented, to question and comment, and to gain explanations and understandings of the actions and policies of the Bush Administration.

To help you achieve these goals, we have brought together a mix of scholars, journalists, and Bush Administration staffers. There has been a serious attempt to select panelists and speakers who will offer a variety of viewpoints so that evidence presented will reflect as many ideas as possible. Our purpose was not to arrive at any preconceived conclusions, but we do hope to give everyone the best possible basis from which to draw individual conclusions.

Although the Bush presidency occupies only four years in the pages of history, it did face momentous decisions in a rapidly changing world. The end of the Cold War which consumed almost half of the 20th century brought perhaps the biggest challenge and the most opportunities to create a new world. At the same time the United States led a major coalition of nations in a war concluded with less than 100 hours of close combat. We saw almost all the weapons of modem destruction unleashed in that war while major agreements were reached by the same president to limit their numbers available for use in the future. It was a time for leading in a new world.

The globalization of economic activity tended to blur the distinction between foreign and domestic problems, and the impact of this activity on the environment came to be recognized to a greater degree. Neverthless, it was possible to focus on some matters largely of domestic concern, such as the accumulating national debt, the costs of entitlement programs, the values of voluntarism illustrated by "points of light," provisions for making life easier for the physically challenged, and a host of other issues and problems, many of which will be reviewed in the conference.

It has been a major team effort by the University community along with outside support to provide the facilities and resources to sponsor this venture in learning. I would like to acknowledge with grateful appreciation the efforts of all the members of the Hofstra team including students, staff, faculty, and alumni. In particular, I wish to express my deep­felt thanks to President Shuart, Vice President Block, Vice President for Development Carol Bronzo, and Cultural Center Conference Coordinators Natalie Datlof and Alexej Ugrinsky for their strong leadership and support. I am also indebted to my colleagues in the Department of Political Science for their dedicated service. The contributions of others through­out the University are noted elsewhere in the program, but I want all of them to know I recognize that this conference could not have happened without their hard work.

From the beginning of our planning for this conference, it was a pleasure to have the cooperation of President Bush and Vice President Quayle and the help of their office and museum staffs in supplying much of the critical informa­tion needed to reach people and to get things done. Our warm thanks to all of them and in particular to David Alsobrook, Jean Becker, George Edwards, and Don Wilson.

A special word of thanks to Bradley A. Blakeman of Valley Stream for his invaluable assistance in gaining financial support, for his diligence in providing leads to participants, and for his role as advance person for the visit of President and Mrs.Bush.

Finally, we may not arrive at a phrase that captures the essence of the Bush Presidency from the deliberations of this conference. However, I hope that each of you will be able to capture some moments of truth and that you will have found something you did not know before you came to the conference. I hope your attendance will be a fondly remem­bered experience for years to come.

The Hofstra Cultural Center

The Hofstra Cultural Center was founded in 1976 by the late Joseph G. Astman, Professor of Comparative Litera­ture and Languages at Hofstra University, and has evolved into a dynamic instrument for fostering scholarly exchange and intellectual debate. In its 20-year history as an integral part of Hofstra University, it has sponsored more than a 100 international conferences that have brought together thousands of scholars from throughout the United States and the world. The Cultural Center has solidified its role as a forum for the interdisciplinary explo­ration of a wide range of topics. Its conferences range from highly specialized inquiries (e.g., The Trotsky-Stalin Conflict in the 1920s and Inscription as Art in the World of Islam) to subjects of general cultural interest ( Choco­late: Food of the Gods and Baseball and the "Sultan of Swat," Commemorating the 100th Birthday of Babe Ruth), from matters of local and regional concern (Long Island Studies Conferences Roberts Moses and Long Island Women: Activists and Innovators) to issues of international and global significance (New Directions in Worker/ Management Relations: US/USSR; The United Nations at Fifty; Africa 2000).

The Hofstra Cultural Center operates primarily through the medium of the international scholarly conference, tra­ditionally enriched by exhibits, performances, and various supplemental events, but it also sponsors other cultural activities. Its conference activity can be seen to fall under three headings: conferences dedicated to monographic study of world-historical figures (Einstein, James Joyce, Trotsky, Stalin, Goethe, George Sand, Van Gogh, C. G. Jung, Tchaikovsky, Sarah Bernhardt); conferences dedicated to historical, cultural, political, or artistic problematics (Heritage: An Appraisal of the Harlem Renaissance; Bamboo and Oak: The Impact of East Asia on American Society and Culture; Avant-Garde Art and Literature); and a series of conferences dedicated to the Presidents of the United States. The "presidential series," inaugurated in 1982, has so far examined the presiden­cies of Roosevelt, Truman, Eisenhower, Kennedy, Johnson, Nixon, Ford, Carter, and Reagan. Employing a pio­neering format, these conferences have attempted to examine the presidencies in a critical way by inviting former members of the administrations and White House staffs to enter into discussion with political scientists, historians, and economists.

James M. Shuart, the President of Hofstra University, has best defined the mission of the Hofstra Cultural Center: "A University should be an arena for ideas. We take that mission very seriously, and we seek through our interna­tional scholarly conferences to make the best of intellectual thought available not only to our academic commu­nity, but also to the communities beyond our campus."
