On behalf of the French Committee on Dams and Reservoirs (CFBR), and according to the constitution of

ICOLD, Section VIII, subsection (3), I am pleased to put forward the nomination of Michel LINO for the

post of Vice President for Zone Europe to be filled in Johannesburg in May 2016 (term of office 2016-

2019). Our Committee endorsed this nomination during its last Executive Board Meeting (October 9,

2015).

Michel LINO has been an active member of CFBR for more than thirty years. He has been involved in CFBR

activities, such as technical symposiums or working groups, and in ICOLD publications. Michel LINO is a

member of the Executive Board of CFBR since 2002 and the Vice Chairman of our Board since 2012.

He has attended all the ICOLD congresses since 1988 in San Francisco and all the Annual Meetings since

2001 in Dresden, except in 2005 in Tehran.

He was a member, and the secretary, of the Technical Committee (B) on Seismic Aspects of dams design

from 2001 to 2013 and he moved to the Technical Committee (P) on Cemented Materials Dams (CMD) as

Vice-Chairman since 2013.

He was distinguished by ICOLD in Bali in June 2014, especially for his contribution to the development of

faced symmetric hardfill dams.

I am convinced that Michel LINO will manage soundly and with enthusiasm his post of Vice President of

ICOLD. He showed a deep commitment for this organization throughout his professional career.

Candidacy of Michel Lino as Vice-President of ICOLD for Europe

for the term 2016-2019

Mr. President, Mr. Secretary General of ICOLD

I have the honor to apply for the post of Vice-President for Europe which will be voted upon in

Johannesburg in May 2016. I have the support of the French Committee on Dams and Reservoirs

(FCDR) for my candidacy. The FCDR endorsed my candidacy at its Executive Board meeting on

October 9, 2015.

My professional career has been entirely devoted to Dam Engineering first in Coyne et Bellier

(France) and then in ISL (France) of which I am one of the founders. As part of ISL, I supported the

development of its dams engineering practice both in France and overseas. ISL is now recognized as

a world leader dam engineering. Specifically, I have been involved in the design and/or supervision of

many dams throughout the world and especially in Africa.

I am now a dam consultant, advisor to various owners and contractors, and a member of several

panels of experts for dam safety.

Because of my professional commitment to dam engineering throughout the world, I am very aware

of the importance of both FCDR and ICOLD. Consequently, I have been an active member of the FCDR

for more than thirty years, participating in our national technical sessions and working groups and

preparing papers for ICOLD Congresses and Symposiums. I have been and continue to be a member

of FCDR Executive Committee since 2002, serving as Vice-President since 2012. I have attended all of

the ICOLD congresses since San Francisco in 1998 and most of the annual meetings since Dresden in

2001. I have actively participated for ten years as a member of the Committee B on Seismic Aspects

of Dam Design and currently serve as the Secretary of this Committee. Since 2013 I have been Vice

Chairman of the Committee P on Cemented Material Dams (CMD).

I had the honor of being distinguished by ICOLD in Bali in June 2014, especially for my contribution to

the development of Faced Symmetric Hardfill Dams. I was particularly pleased because I am deeply

committed to ICOLD as I share its humanistic orientation and development goals.

The emphasis of my actions, if elected Vice-President in Johannesburg, will be:

• To further the international influence of ICOLD, especially by utilizing the work of the

Technical Committees of ICOLD, to disseminate good practice in the design and

operation of dams thus helping to ensure that they will be both safe and

environmentally sound,

• To promote of our profession with the Authorities in Europe to help them recognize that

dams are and will be an important piece of the solution to meet water supply and energy

needs for the future of our planet and its people,

• To encourage Dam development aid in emerging countries, where the greatest needs for

new facilities are now located, and likely will have the greatest future need for ICOLD

support,

• To strengthen the research and use of innovative technologies for dams and reservoirs.

The dam engineering profession and ICOLD must address multiple emerging issues in the

21st

Century, including the need for more water supply, flood protection and energy, all

driven by population growth, climate change and environmental concerns.

If elected, I pledge to use all my experience and energy to help lead ICOLD into the 21st

Century

during my term in office.

J’ai l’honneur par la présente faire acte de candidature pour le poste de Vice-Président pour la zone

Europe qui sera à pourvoir à Johannesburg en mai 2016. Je remercie le Comité Français des Barrages

et Réservoirs qui soutient ma candidature et l’a entérinée lors de sa commission exécutive du 5

octobre 2015.

Ma carrière professionnelle a été entièrement consacrée à l’ingénierie des barrages, tout d’abord

dans le bureau Coyne et Bellier (France) puis au sein d’ISL (France) dont je suis l’un des fondateurs.

Je suis membre du CFBR depuis plus de trente ans. J’ai été sur la longue durée un membre actif du

comité français, tant sur le plan de ses colloques techniques et groupes de travail que des

publications dans le cadre de la CIGB. Je suis membre de sa Commission Exécutive depuis 2002 et

Vice-Président depuis 2012. J’ai participé à tous les congrès de la CIGB depuis San Francisco en 1988

et à la plupart des réunions annuelles depuis Dresde en 2001. J’ai activement participé pendant une

dizaine d’années aux travaux du Comité Technique B sur les aspects sismiques de la conception des

barrages en tant que secrétaire du Comité et depuis 2013 aux travaux du Comité Technique P sur les

Barrages en Matériaux Cimentés (CMD) dont je suis le Vice-Président.

J’ai créé, accompagné le développement et dirigé pendant près de trente ans le bureau ISL qui a

désormais une place reconnue dans le monde de l’ingénierie des barrages en France et à l’étranger.

Avec ISL, j’ai été impliqué dans la conception et/ou la supervision de nombreux barrages partout

dans le monde, et particulièrement sur le continent africain.

Je suis aujourd’hui consultant en barrage, conseiller de divers maître d’ouvrages et membres de

plusieurs panels d’experts pour la sécurité des barrages.

J’ai eu l’honneur d’être distingué par la CIGB à Bali en juin 2014, en particulier pour ma contribution

au développement des barrages symétriques en remblais durs à masques. Cette distinction m’a

particulièrement touché car je suis profondément attaché à notre magnifique organisation dont je

partage l’orientation humaniste et les objectifs de développement.

Les grandes orientations de mon action si je suis élu Vice-Président à Johannesburg pour la zone

Europe seront :

• le rayonnement international de la CIGB, en particulier à travers le rôle et l’organisation de

Comités Techniques de la CIGB, qui assurent la diffusion des bonnes pratiques en matière de

conception et d’exploitation des barrages, qui doivent être à la fois sûrs et respectueux de

l’environnement,

• en Europe, la promotion de notre profession auprès des autorités pour lesquelles les

barrages ne sont pas partout reconnus comme un outil pertinent pour l’avenir et le progrès

de notre planète,

• l’aide au développement des barrages dans les pays émergents, là où se trouvent aujourd’hui

les plus grands besoins de nouveaux aménagements, et peut-être aussi les plus grands

besoins d’accompagnement par la CIGB,

• le renforcement de la recherche et la promotion des technologies innovantes dans le

contexte actuel marqué par le changement climatique pour lequel les barrages sont un des

outils des adaptations indispensables.

Si je suis élu, je m’engage à servir de toute mon expérience et de toute mon énergie la cause de la

Mr Jianping Zhou is the Chief Engineer of PowerChina Group Co., Ltd. and the Deputy

Secretary General of CHINCOLD. As the Chief Engineer, he has taken part in or been

responsible for the design and consulting work of many large hydropower projects both in

China and abroad, such as Longtan and Dachaoshan Project in China, Upper Gotvand Project

in Iran, Mongton in Myanmar, Dersi and CCS in Ecuador, Karuma HEP in Uganda and etc.

As the Deputy Secretary General of CHINCOLD, Mr Zhou has actively attended 6 annual

meetings and 2 congresses of ICOLD and many international conferences and regional

symposiums on large dams and visited many countries for technical exchange and business

consulting. Since 2000, he published more than 9 books and contributed more than 20 papers

in professional and scientific journals and conference proceedings. He has achieved great

experiences in the dam design and related consulting and research work.

We are convinced that Mr. Zhou is the right candidate for the post of the 6th

Dear Dr. Anton Schleiss and Mr. De Vivo,

Based on the requirement of ICOLD, I would like to indicate the number of

ICOLD Annual Meetings I have attended and outline my key priorities for the

term of office of ICOLD Vice President if I shall be elected.

From 1995 to 2015, I attended the ICOLD general assembly with the CHINCOLD

delegation 6 times in total, which are the 63rd, 68th, 75th, 81st, 82nd and 83rd

Annual Meeting of the ICOLD.

After 2000, I led Chinese engineers to participate in the International Symposium

on Roller Compacted Concrete Dams, jointly sponsored by CHINCOLD and

SPANCOLD, and the biennial International Symposium on Dams Engineering,

held jointly by CHINCOLD, JCOLD and KNCOLD.

I am aware that the objective of ICOLD is to encourage improvement in the

planning, design, construction, operation and maintenance of large dams,

reservoirs and civil engineering works by integrating information resources and

studying key issues regarding technical, economic, financial, environmental and

social aspects. The Commission should therefore support social and

environmental sustainable development.

If I had the honor to be elected as the vice president of ICOLD, I would fully

support the president in achieving the strategic priorities to strengthen ICOLD. I

would be ready to actively execute the president’s plan with the following key

priorities:

First, I will encourage and support reservoir and dam construction in developing

countries and regions with appropriate policies and bulletins. I believe the

development of water and hydropower resources will help protect the ecological

environment and improve the living and production conditions for the local people

with.

Second, I will be committed to transferring the successful engineering

experience in the planning, design, construction and operation and management

of water conservancy and hydropower projects and promoting the application of

cutting-edge technology. I think dam safety is the prerequisite condition and

environmental protection is the fundamental requirement for the development of

any project. The well-being of the people should be the goal of development.

Moreover, I will be dedicated to organizing capacity building activities for young

technicians and engineers in developing countries, especially in African countries.

I hope to boost the work ability and skill proficiency of young engineers and

technicians in their specialized fields by international academic exchanges,

technical visits, seminars, workshops and training courses.

I am convinced that the implementation of the above plans would benefit ICOLD.

I will devote myself to ICOLD family, holding the sense of responsibility for

As the Chief Supervisor of this project, Responsible for the construction supervision of C4 Civil Bid with

the intake structure and underground powerhouse of the Project; and participated in the study of the

project’s construction quality control methods and the preparation of general construction layout and the

overall construction schedule (1997-1998).

The Dachaoshan project has a 115m high RCC gravity dam and 1350 MW underground powerhouse with

6 units.

Upper Gotvand Project on Karun River in Iran

Responsible for and participated in the selection of site and dam type, the study of the general layout and

structure mode, the design of earth-fill dam and bank-side spillway of the Project as a consultant (1996 -

1997).

The Upper Gotvand project is located on the Karun River at the south west of Iran and has a 180m high

earth-fill dam and 4 × 25.4 MW Francis units in the power-plant.

Tai’an pumped storage power station in Shandong of China

Responsible for and participate in the design of upper reservoir of the pumped storage power station,

carried out preliminary study of the project layout and seepage control mode, organized research

geo-membrane technology for anti-seepage and its construction specification. it got gold medal for Tai’an

engineering design in zhejiang province in 2009 and excellence design prize of the Waterpower Industry

2010 in China.

Tai’an pumped storage power station is located on the southwest of Tai Mountain in Shandong and has a

100m high CFRD dam in the upper reservoir and 4 units each 25.0 MW pump turbine in the underground

power-plant.

Other Hydropower Projects

Responsible for and Participated in consulting, evaluating, reviewing, safety appraisal of other large-scale

hydropower projects, such as Three Gorge project, Xiaowan, Xiangjiaba, Xiluodu, Wudongde, Baihetan,

Shuibuya, and Jinping-I in China, Karot in Pakistan, Mongton in Myanmar, Dersi and CCS in Ecuador,

INTRODUCTION This memorandum responds to a discussion by the ICOLD Board of Directors initially presented at our meeting of 4-6 October 2015 [Reference] concerning a proposed modification to the ICOLD By-Laws to change the frequency of Congress Meetings from every three years to every two years. This topic was also discussed during our ICOLD Board meeting in Paris in January 2016. This proposed change in the frequency of meetings would be accompanied by a related change to the number of “Questions” addressed at the Congress from four questions to three questions. The discussion of the Board was primarily concerned with improving the quality content of Congress Meetings for all ICOLD members as follows:

• More time for questions: By focusing on three questions instead of four at each Congress Meeting, there would be more time for a more thorough presentation and discussion of each question with the objective to eliminate parallel technical sessions for Congress questions.

• More questions treated: By addressing three questions every two years, ICOLD would be increasing our coverage of technical issues to 9 questions each six years instead of the current 8 questions each six years.

• More time for quality: By addressing fewer questions at each Congress meeting, more time would be available to presenters to provide a higher quality presentation and discussion of the papers and topics concerning the question.

• More synergy on technical activities: It is anticipated that more frequent Congress meetings will allow specific technical topics and activities to be more regularly addressed, thus creating more synergy within ICOLD around a certain topic.

• More incomes for ICOLD: It is well noted that Congress meetings attract high numbers of participants and result in higher revenues for ICOLD. An increase in the frequency of Congress meetings is expected to also increase general ICOLD revenue.

• Consistency with Other Professional Organizations: There are several other high-level professional organization that offer their equivalent to “Congress” meetings every two years. This change would bring ICOLD into a level of consistency with our peer organizations.

Memorandum: Proposed ICOLD By-Law Change for Frequency of Congress Meetings 10 February 2016 (Final) Page 2 BACKGROUND The ICOLD Constitution and By-Laws include many specific references to the timing of Annual Meetings and Congresses, including the role of the Central Office and ICOLD Board. Specific changes to the ICOLD Constitution and By-Laws are proposed to accommodate the more frequent Congress meetings. In summary, the significant differences in timing between Annual Meetings and Congresses has been removed from the Constitution and By-Laws to allow for a similar preparation for each of these meetings. At each General Assembly meeting, a vote will be taken to establish the location of the Annual Meeting or Congress occurring four years hence. An important consequence of this proposed change is that the previously enjoyed opportunity by the Congress Host Country to assign a Vice President to the ICOLD Board has been modified from an absolute “requirement” to a condition “if possible”. This is situation would have to be handled in the future by the President and Secretary General on a case-by-case basis. PROPOSED MOTION TO ICOLD GENERAL ASSEMBLY The following changes to the ICOLD Constitution and By-Laws are hereby proposed by the United States Society on Dams (USSD) and the Canadian Dam Association (CDA):

In order to enhance the relevance of ICOLD to its member National Committees, it is proposed to change the recurrence of Congress meetings from once every three years to once every two years. Therefore, it is resolved that the formal changes to the ICOLD Constitution and By-Laws shall be adopted as shown in the attached table.

INTRODUCTION This memorandum responds to a discussion by the ICOLD Board of Directors at our meeting of 25-26 January 2016 (Cf §3.6 of the minutes). It is related to introducing the possibility to modify membership in ICOLD Special (Ad Hoc) committees. The current ICOLD Constitution that covers creation of these Ad Hoc Committees does not allow for modification of membership once they have been approved by the General Assembly. Indeed, it happens that a member of an Ad Hoc technical committee may not be able to be as active as expected, or that the chairperson considers it relevant to nominate new members to fill a specific need on the committee.

BACKGROUND The ICOLD Constitution, Section IX, is related to creation and operation of technical and special committees. Item (6) applies specifically to Special “Ad Hoc” Committees states that: “The Chairperson and members of the Committee will continue until it has submitted its report, and has discharged the duty laid upon it, and the dissolution of the Committee is approved at a General Assembly.” Corresponding French translation is the following: “Le Président et les membres du Comité demeureront inchangés jusqu'à ce qu'ils aient soumis leur rapport, qu'ils se soient acquittés de la mission qui leur a été confiée et que la dissolution du Comité ait été approuvée lors d’une Assemblée Générale” This requirement does not allow for a modification of committee members or Chairmanship in the duration of the committee work, which could be as long as six years according to this section of the Constitution. This approach would typically be acceptable for committees working during one or two years, but may not be applicable for committees that work for longer durations. Thus, it is proposed to allow for an adjustment of the membership for Ad Hoc committees that carry on with their work for more than 2 years.

PROPOSED MOTION TO ICOLD GENERAL ASSEMBLY It is proposed to amend the ICOLD Constitution, Section IX, Item 6 as follows: “The Chairperson and members of the Special Committees will continue until it has submitted its report, and has discharged the duty laid upon it, and the dissolution of the Committee is approved at a General Assembly. In such cases where a Special Committee continues its work for a duration of more than 2 years, the Chairperson and members of the committee may be adjusted by the ICOLD President in consultation with the Board and with the agreement of the National Committees.”

Indian Committee on Large Dams (INCOLD) and the Central Board of Irrigation and Power (CBIP) which houses the secretariat of INCOLD have great pleasure in extending their most cordial invitation to ICOLD Community to New Delhi for the 88th Annual Meeting and ICOLD Congress in September/October 2020 at New Delhi, India. We recall with pride, memorable 4th ICOLD Congress in 1951, 13th Golden Jubilee Congress in 1979 and 66th Annual Meeting of ICOLD in 1998 at New Delhi successfully organized by INCOLD attended by eminent personalities from both within and outside India. Historically, India is among the foremost countries in the world in developing its water resources and has 5125 large dams (Out of which 397 are under construction) that provide about 304 BCM of annual storage. Globally ranks 3rd in dam building (just after USA and China). A major share of available surface water (690 BCM) needs to be harnessed to fulfill future demands. Keeping in view that many more dams are to be constructed in future that too in the difficult geological conditions, there is keenness to benefit from the global expertise and latest technologies. It is in this context that India looks forward to organize the 88th ICOLD Annual Meeting and ICOLD Congress in the year 2020 at New Delhi, India. This will facilitate the flow of technology and also help in sharing the experiences of international dam and hydropower experts, working on various dam/hydropower projects. Organizing the 88th ICOLD Annual Meeting and ICOLD Congress in the year 2020 at New Delhi, India, if accepted by the Executive Council will give a boost to the activities of ICOLD in the developing countries like India. The Indian Committee on Large Dams is very keen to have the privilege of hosting the ICOLD Annual Meeting and Congress in the year 2020 at New Delhi, in India. 1. Task and deliverables

1.1. Prepare an ICOLD Technical Bulletin on Guidelines for Public Safety Around Dams which includes such aspects as; hazard identification and risk assessment, universally recognized symbols to mark public safety hazards and self assessment tools. The guidance is to address a broad spectrum of dams including hydropower structures and low-head weirs.

1.2. Consider the issue of Public Safety Incidents including:

The establishment of clear criteria for describing public safety incidents and a format for reporting to be applied by the National Committees and organizations wishing to track the occurrences in a consistent manner.

Development of a database encompassing public safety incidents

1.3. Support the Committee on Public Relations for the preparation of information and education documents concerning public safety around dams

2. Communications

2.1. Coordinate Committee activities with the Committee on Dam Safety in areas of mutual and overlapping concerns

- les durées et modes d’amortissement reflètent au mieux la consommation des

avantages économiques futurs associés ;

prévisionnelles : ces informations, établies sous notre responsabilité, reflètent la

situation future estimée la plus probable. Les décisions prises ou les actions envisagées

ne contredisent pas les hypothèses retenues.

12. Tous les passifs dont nous avons connaissance sont inclus dans les états financiers. Nous

avons soigneusement examiné, en liaison avec nos conseils juridiques et/ou nos avocats,

les divers éléments de nos engagements, passifs éventuels, procès en cours, déclarations

fiscales non prescrites ainsi que toute poursuite judiciaire ou affaire contentieuse et nous

considérons que les provisions et indications complémentaires figurant à ce titre dans nos

états financiers sont adéquates.

13. Toutes les provisions nécessaires ont été constituées pour faire face soit à des pertes

latentes, soit à des charges résultant d'engagements de ventes ou d'achats (de produits ou de

devises) ou du non-respect de ceux-ci.

14. La société s'est acquittée en tous points de ses obligations contractuelles susceptibles, en

cas de non-respect, d'affecter les états financiers de façon significative (bilan ou hors-bilan).

15. Nous n'avons ni projet, ni intention de restructuration ou de réorganisation, autre que ceux

déjà pris en compte dans les états financiers, de nature à affecter sensiblement la valeur

comptable ou le classement des actifs et passifs ou nécessitant une information dans

l’annexe aux états financiers et/ou dans le rapport de gestion.

16. L’information que nous vous avons fournie sur l’identification des parties liées est

exhaustive et l’information donnée dans l’annexe des états financiers est pertinente.

17. Toutes les informations entrant dans le champ d’application des conventions et

engagements réglementés vous ont été communiquées conformément au Code de

commerce.

18. Au cours de l'exercice, la société n'a détenu aucune créance sur l'un de ses administrateurs

ou dirigeants et n’a accordé aucune garantie en leur faveur.

Sub Committee for formal examination of the draft bulletin

Circular Letter 1891 of 11 9th 2015: bulletin prepared by ICOLD Technical Committee on

“ Global Climate Change and Dams, Reservoirs and the Associated Water Resources”

CL1891 circulates a draft bulletin for formal approval by the General Assembly of ICOLD in

Johannesburg (2016).

The title of the bulletin is “Global Climate Change, Dams, Reservoirs, and Related Water

Resources”.

The version 1.1 of the bulletin has 85 pages. We consider that this length is quite satisfactory.

The text itself is clear, well presented and well written. The translation should not present any

particular difficulty.

Just a formal remark: chapter 2.2.2 (chapter authors) gives nearly the same information than

chapter 12.10. Some minor remarks are in the appendix.

We draw attention on the translation of the graphs, charts… It is probably a huge work to

translate the legends on the graphs themselves. We suggest to keep the original chart in the

English version, and to give, in the French version and in the opposite page, a table listing all

the items of the graph with the French version of these items

Floods on embankments caused over 50% of all dams failures since 50 years. Embankment risks from foundations or internal erosion were analysed in Stavanger (2015).

Comments 5 countries or Technical Committees have proposed questions related to concrete gravity dam (Brasil, France, Iran, Morocco, TC D). Design and construction of concrete and RCC dams have not been addressed since Lausanne, 1985, Q.57: Concrete dams - an old problem always present: cracking; a new technology: rolled concrete and San Francisco, 1988, Q.62: New developments in the construction of concrete dams. More recently, the specific question of RCC has been adressed only at specific congresses co-organized by CHINCOLD and SPANCOLD (Beijing 1991, Curitiba 1996, Chengdu 1999, Madrid 2003, Guiyang 2007, Zaragoza 2012, Chengdu 2015). RCC technology experiences numerous evolutions these last years, in all the field covered from arch dams up to Hardfill dams, with various projects from very small dams to very high dams and dams with very large RCC volume. It appears then very important to examine the various tendencies and mainly feedback on these types of dams where oldest ones have more than 30 years.
