SPP Indicators, State Goals & Targets
• The SPP serves as an accountability mechanism for state and local programs.
• Indicators and goals can be measured.
• Targets are rigorous and imply high expectations.
• State provides an Annual Performance Report (APR).
• Local program performance is publicly reported and used to determine program status.
• States may develop goals with targets in addition to the SPP indicators.

What does Hartford’s General Supervision System look like?
16
Does it identify and correct noncompliance – even before it becomes a complaint?
Does it tell you where the weaknesses are before they are real problems – and where some technical assistance or policies might be needed?
Does it tell you what you DON’T have to be doing or can eliminate – because you’re not getting the expected outcomes?
Does it let you celebrate successes – because you have the data to back it up?
Does it help you do what’s right for kids?
