GENERAL STUDIES
PAPER – 1_2
INDIAN HERITAGE AND CULTURE, HISTORY OF INDIA AND THE WORLD
Q1. Analyze the characteristic features of the Gupta Art and compare it with the
Mauryan Art?
(10 Marks, 150 words)
Approach: 1. Give a brief Introduction to the Mauryan
and Gupta Arts.
2. Describe features of the Mauryan arts with
examples.
3. Describe features of the Gupta art with
examples. 4. Make a comparison between the two
periods.
5. Make a befitting conclusion.
Mauryan and Gupta Art: The Mauryan architecture was mostly
composed of wooden materials and they had
perished. The pillars and stupas are some of
the existing specimens of the Mauryan era.
Unlike the Mauryan, the Gupta era has a
number of features in existence due to the usage of stone structures.
Features of Mauryan Arts:
The architecture was mostly made up of wood.
Pillars erected by Ashoka with inscriptions on them.
Motifs like Elephant, Bull, and Lion are made to crown the pillars.
Stupas were built to protect the relics of the Buddha at a number of places.
Well polished caves are made to the religious monks.
Examples of Mauryan Arts:
Pillars: Delhi, Allahabad, Rummindei, Saranath, and Sanchi.
Stupa: Sanchi and Bairat.
Caves: Barabar hills, Pitalkhora, and Kondane caves.
Features of Gupta Arts:
Usage of stone architecture was well established.
The Dravida and Nagara style of architecture developed during this
period.
Structure temples like the temple at Deogarh dedicated to Hindu gods.
Lifesize metal artifacts are produced.
Erection of pillars made up of metals.
Depiction of life of Buddha through paintings.
Issue of a number of coins including gold coins.
Examples of Gupta Arts:
Temples: Deogarh and Garhwas near Allahabad.
Metal Artifacts: Copper statue of Buddha found at Sultanganj.
Pillars: Bhitari and Delhi Iron Pillar.
Paintings: Bagh caves and Ajantha caves paintings.
Coins: Gold coins of Samudragupta.
Comparison:
The Mauryan period mostly consisted of
Buddhism and Jainism related architecture.
The Gupta period consists of both the
Buddhist and the Hindu architecture. The Mauryan arts have perished as they are made
of wood. Most of the Gupta architecture
perished due to the invasion of Huns.
Conclusion: Both the period of the Mauryas and Gupta
had seen tremendous development in the
field of arts and culture. The Gupta period is
popularly known as the Golden age, as it has
seen huge developments in science,
literature, and arts in India.
Q2. Assess the place of Terrorist
Revolutionary Movement in the history of
India.
(10 Marks, 150 words)
Answer:
The Revolutionary movement for Indian
independence is a part of the Indian
independence movement comprising the actions of the underground revolutionary
factions. Groups believing in armed
revolution against the ruling British fall into
this category, as opposed to the generally
peaceful civil disobedience movement
spearheaded by Mohandas Karamchand Gandhi.
Reason for rise of Terrorist Revolutionary
Movement:
1. Dis-satisfaction with strategy of nationalist leadership : Sudden
withdrawal of the Non-Cooperation
2 GS Paper 1_2 Answer Key
Movement and more emphasis on Non violence disillusioned the
revolutionary. So the revolutionists
were dissatisfied with nationalist
leadership.
2. No faith in Parliamentary work : younger nationalists were not
attracted to the parliamentary work of
the Swarajists or to the patient,
undramatic, constructive work of the
No-changers,they were drawn to the
idea that violent methods alone would free India. Thus, revolutionary activity
was revived.
3. Recognition of the True Nature of
British Rule : The politics of the
moderate nationalists were founded on the belief that British rule could be
reformed from within. But the spread
of knowledge regarding political and
economic questions gradually
undermined this belief Politically
conscious Indians were convinced that the purpose of the British rule was to
exploit India economically.So there are
discontent among revolutionary
against British rule.
4. Growth of Self-respect and Self-confidence : By the end of the 19th
century, the Indian nationalists
had grown in self-respect and self-
confidence. They had acquired faith in
their capacity to govern themselves
and in the future development of their country. So , all these factors give
revolutionary confidence to raise arms
against British Government.
5. International Influences: Several
events abroad during this period tended to encourage the growth of
revolutionary in India.Russian
Revolution (1917) and the success of
the young Soviet state in
consolidating itself influences the
revolutionary movement in India.
Contribution of Terrorist Revolutionary
Movement:
1. There was a large-scale participation
of young women especially under Surya Sen. These women provided
shelter, carried messages and fought
with guns in hand.Prominent women
revolutionaries were Kalpana Dutt,
Santi Ghosh and Suniti Chandheri.
2. There was an emphasis on group action aimed at organs of the colonial
State, instead of individual action. The
objective was to set an example before
the youth and to demoralise the
bureaucracy.
3. Some of the earlier tendency towards Hindu religiosity was shed, and there
were no more rituals like oath-taking,
and this facilitated participation by
Muslims. Surya Sen had Muslims
such as Satar, Mir Ahmed, Fakir Ahmed Mian and Tunu Mian in his
group.
4. It provided the new energy to national
movement whenever national
movement was in suspended mode. As
for example after fallout of the Swadeshi and Boycott Movement, first
phase of revolutionary movement
started. Similarly Second phase of
revolutionary movement started after
fallout of the Non-Cooperation Movement.
Limitation of Terrorist Revolutionary
Movement:
1. The movement retained some
conservative elements. 2. It failed to evolve broader socio-
economic goals.
Hence, Terrorist Revolutionary Movement
provided a new dimension to Indian freedom struggle movement in terms of women
participation, religious secularism and
individual level.
Q3. Discuss few important peasant
movements in India between 1920 and 1937. Also discuss how it was different
from the peasant movement of the 19th
century.
(10 Marks, 150 words)
Answer:
Peasant movement in India was arose during
the British colonial period, when economic
policies characterized in the ruin of
traditional handicrafts leading, change of ownership and overcrowding of land, and
massive debt and impoverishment of
peasantry.This led to peasant uprisings
during the colonial period.
Important peasant movements in India
between 1920 and 1937 were The Kisan
Sabha and Eka movements in Avadh in U.P.,
the Mappila rebellion in Malabar and the
Bardoli Satyagraha in Gujarat.
Description of these peasant movements:
1. The Kisan Sabha Movement : The
movement was started in The United
Provinces. The majority of the cultivators were subjected to high rents, summary evictions
3 GS Paper 1_2 Answer Key
(bedakhali), illegal levies, renewal fees or nazrana. The United Provinces Kisan Sabha
was set up in February 1918 by Gauri
Shankar Mishra and Indra Narayan
Dwivedi. The Awadh Kisan Sabha asked the
kisans to refuse to till bedakhali land, not to offer hari and begar (forms of unpaid labour),
to boycott those who did not accept these
conditions and to solve their disputes
through panchayats.
2. Eka Movement : The meetings of the Eka or the Unity Movement involved a symbolic
religious ritual in which the assembled
peasants vowed that they would :
pay only the recorded rent but would pay it on time;
not leave when evicted;
refuse to do forced labour;
give no help to criminals;
abide by panchayat decisions.
By March 1922, severe repression by authorities brought the movement to an end.
3. Mappila Revolt : The Mappilas were the
Muslim tenants inhabiting the Malabar
region where most of the landlords were Hindus.Their grievances centred around lack
of security of tenure, high rents, renewal fees
and other oppressive exactions.Initially the
movement was against the British Authority,
but due to help by Hindus to british authority
movement was converted into communal one. The communalisation of the rebellion
completed the isolation of the Mappilas from
the Khilafat-Non- Cooperation Movement. By
December 1921, all resistance had come to a
stop.
4. Bardoli Satyagraha : The movement
sparked off in January 1926 when the
authorities decided to increase the land
revenue by 30 per cent. The Congress leaders
were quick to protest and a Bardoli Inquiry Committee was set up to go into the issue.
The committee found the revenue hike to be
unjustified. Under Patel, the Bardoli peasants
resolved to refuse payments of the revised
assessment until the Government appointed
an independent tribunal or accepted the current amount as full payment. Due to
massive tension in the area,a committee was
formed to look into the whole affair and
found the revenue hike to be unjustified and
recommended a rise of 6.03 per cent only.
Difference of Peasant movement of 1920s
to the movement of the 19th century:
Peasant discontent against established authority was a familiar
feature of the nineteenth century but Peasant movement of the 1920s had
one more important feature that they
were greatly influenced by ongoing
struggle for national freedom. As for
example Bardoli Satyagraha and Mappila Revolt were greatly influenced
by national freedom struggle
movement.
Peasant movement of the 19th century lack organisational structure to
strengthen their demand but peasant
movements of 1920s had better organisational structure to strengthen
their demand.
With the coming of Gandhi peasants were included in the fight against the
unjust rule. The use of satyagrah gave
the uprisings a non violent colour.which was later extended to
national struggle.
The peasants were also stirring to feelings of class consciousness
generated by communist. Formation
of various kisan sabha in north india
is an example.
There was still a group that mainly targeted opposing the high rents, but a
major section came in to join the non-
cooperation movement and integrated
with national movement.
Conclusion: It can be concluded that peasants uprisings
were mainly against the oppression of the Raj
in the
19th century and later with the coming of
Gandhi on the stage of national struggle the peasants got connected with the movements
of freedom but never gave away the fight
against oppressive policies of British Raj.
Q4. Discuss the causes for the success of
the Bolshevik Revolution of 1917 along with its significance in the history of the
world.
(10 Marks, 150 words)
Approach: 1. Give an overview of the Bolshevik
revolution.
2. Condition favoured the success of the
Bolshevik revolution.
3. Impact of the Bolshevik revolution on the
world. 4. Provide an appropriate conclusion.
Bolshevik Revolution:
The Russian revolution was a pair of
revolution that transformed the political structure of the nation. The february
revolution provided for a provincial
4 GS Paper 1_2 Answer Key
government in the place of autocratic Russian Tsar. It is followed by the October revolution
which placed the Bolshevik in the power
instead of the provisional government which
is known as the Bolshevik revolution.
Conditions led to the success of Bolshevik
revolution:
1. Weakness of the provincial
government
2. Economic and Social condition
3. Prolonged war conditions 4. Lenin’s April theses of Peace, Land
and Bread.
Plan of the Bolsheviks:
1. First to gain the control in the Petrograd Soviet.
2. Take the power in the name of Soviet.
3. Repetition of the process in other
cities.
Impact of the Bolshevik revolution on the world:
Rise of communist ideology in reality.
Tension between capitalism and communalism.
Export of the communal values to different nations.
Inspiration to the freedom movement of colonel countries.
Conclusion: Thus the bolshevik revolution aimed in the
building of a proletariat society in Russia. It
experimented with the ideas of Marx in real
world conditions. In world politics it acted as
inspiration for the common people to rise against their colonial masters.
Q5. Discuss the evolution of Chaityas. Also,
discuss the difference between Chaityas and
Viharas.
(10 Marks, 150 words)
Approach:
1. Mention about the Chaityas and its
significance.
2. Describe about the evolution of Chaityas.
3. Mention about the difference between
Chaityas and Viharas.
4. Provide a befitting conclusion.
Chaityas: The term 'chaitya' is derived from the
Sanskrit word 'Chita', the mound of ashes
formed by the cremation of a dead body.
Eventually, it came to mean the earth mound
heaped over the ashes or relics of a saint, and chaitya became 'that which is worthy to be
gazed upon,' thus 'worshipful'.
Evolution of Chaityas:
The earliest 'rock-cut' sanctuaries date back
to 200 B.C. These chambers were carved as
retreats for ascetics and monks of various sects. The architecture resembled the wooden
structures of the time, with barrel vaulted
interiors and vertical grooves on the walls to
imitate wooden beams and members.
As Buddhism developed from isolated asceticism to a monastic organization, the
single cell chamber developed into a
monumental chaitya hall that could
accommodate a much larger assembly. One of
the earliest chaitya hall and vihara (monastery) complexes is the one at Bhaja in
western India. But this similarity to wooden
buildings gradually disappeared and with it
the Hinayana period of chaitya architecture.
The Mahayana period not only detached rock-
cut architectural style from its wooden predecessor but also introduced an
anthropomorphic representation of the
Buddha on the stupa. The chaitya halls at
Ajanta represent the apex of Buddhist rock-
cut architecture and bear the theistic imprint of Mahayana Buddhism.
Difference between the Chaitya and
Vihara:
Chaitya were the places of worship and
assembly of the monks and it consists of stupa within the structure at one end. The
Vihara are the monastery where the monks
used to live and it acts as their
accommodation during the rainy days. They
are usually carved out of rocks as cave structures. There are also places which
contains the Chaitya and the Vihara in a
single complex. Number of Chaitya and
Vihara can be found in Ajanta and Bagh
caves.
Conclusion:
These chaitya and vihara was the main
aspects of maintaining the monastic nature of
Buddhism and Jainism. Many Kings came
forward to build these structures to the monks as their contribution to the religion. It
led to the development of the art of rock cut
structures and mural paintings in India.
Q6. Hindustani Classical music differs
from Carnatic music in many aspects. Discuss.
(10 Marks, 150 words)

1. Give a brief introduction on the classical music of India.
5 GS Paper 1_2 Answer Key
2. Mention the features of Carnatic music. 3. Mention the features of Hindustani music.
4. Provide appropriate conclusion.
Classical Music of India:
The two main types of Indian classical music are Carnatic music and Hindustani music.
Carnatic music developed in the southern
part of India while the Hindustani developed
in Northern India. Both of them follows a rich
tradition for over a long period of time.
Carnatic Music:
Based on Ragas and Talas.
More importance to vocal music than instruments.
The Carnatic music is sung through composition.
Violin, Mridangam, and tambura are used as musical instruments.
It consists of highly devotional content praising Gods.
Carnatic music has styles such as that of Madurai Mani Iyer and G.N.Balasubramaniam
Hindustani Music:
Based on Ragas which is a combination of seven basic notes.
Different combinations are formed by these notes.
Ascent and Descent of the raga gives a distinct character to ragas.
Khyal and Dhrupad are two major compositions of Hindustani music.
Dhrupad is older than the Khayal form.
Hindustani has different shailey.
Sarangi is the main musical instrument.
Conclusion:
Both types of music have their own uniqueness. They also have similarities like
pattern of melody mode and rhythmic cycle of
singing. The basic elements of swara and tala
exists in both the types. Thus Carnatic and
Hindustani music holds ground in their own
places of influence even to this day.

Pallava period.
The music and instruments are mentioned at Kudumiyanmalai
inscription.
The compilation of hymns by Alwars and Nayanmars.
Sittanavasal paintings of Jian tradition.
Administration under Pallavas:
The administration was well during the
Pallava period. The Kingdom was divided into
a number of Kottams. These Kottams were placed under the officers appointed by the
King. Land grants called Brahmadeya to
Bhramins and Devadeya to Temples are made
and they are exempt from taxation. Land tax
formed a major source of revenue to the state
and tax also levied on craftsmen like blacksmith, carpenter, weavers among
others. The village assemblies are formed to
look after the land in the village, management
of temples and other local affairs.
Conclusion:
Pallavas form formed the basis for the
Dravidian style of architecture. They helped
in the development of Tamil languages. The
religious activities are flourishing through
temple construction and role of Alwars and Nayanmars. The administration of the
kingdom was well organized with the king at
the center of the administration.
Q8. What were the implications of
disintegration of USSR on India's security and economy?
6 GS Paper 1_2 Answer Key
(10 Marks, 150 words)
Approach:
1. Give a brief introduction on the Indo-Soviet
relations.
2. Area of dependence of India on Soviet Union.
3. Fall of Soviet Union and Indian Balance of
payment crisis.
4. Liberalisation of Indian economy and it
impacts.
5. Present status of relation between India and Russia.
6. Provide a befitting conclusion.
Indo-Soviet relations:
The modern relation between India and Russia was started even before Independence.
The Russian revolution gave moral boost to
the Indian freedom movement. It was the
admiration of the socialist pattern of Soviet
Union heavily influenced Indian
developmental plans. This socialist leanings can be seen in the developmental planning of
independent India.
Indian dependence on Soviet Union:
Though India was one of the founding members of the non-alignment movement,
tilting of India towards Soviet Union was
clearly visible. There are a number of areas of
dependence of India on the Soviet Union and
most important among them are
Major supplier of military hardware
Infrastructure development in India
Nuclear energy
Technological transfers
Trading in Barter system Fall of Soviet Union and Indian balance of
payment crisis:
The dissolution of the Soviet Union in 1991
made a beginning of a new era in world
history. It transformed the bipolar world into
unipolar world. At the same time India stood in the middle of an economic crisis due to the
balance of payment crisis. Though the fall of
Soviet have little to do with the economic
crisis, it aggravated the crisis as Indian barter
trade system came to an end. This led to the
restructuring of the Indian policies on the lines of the Bretton Woods conditions.
Impact of the liberalization of the Indain
economy:
The economic liberalization of the Indian economy in 1991 led opening up of the Indian
markets and change from command model to
market model economy. This made India the
need to attract more and more foriegn
investment into India which resulted in
gradual divergence from Russia towards the capitalist countries. But even today Russia
remains the major supplier of military
hardware to India.
Present status of relation between India and Russia:
Indo-Russian relations still remains vibrant
in the number of areas like fossil fuels,
nuclear energy, cultural relations and
technological transfers.
Conclusion:
The disintegration of the USSR had made
India to drift closer to the capitalist world.
This also resulted in the diversification of
Indian source for military hardware. Today India focusing to reconnect to the Central
Asian nations through its connect central
Asia policy. Thus it led India to a place of
maintaining an equal distance from all
powers to pursue its interests.
Q9. How the language controversy was
solved in the Constituent Assembly?
(10 Marks, 150 words)
Answer:
Constituent Assembly was constituted by the
British Government in 1946 to solve the
political problems and to draft a Constitution
for India. From the very beginning of the
Assembly, the language question became very controversial. Some members of the Assembly
were in favour of Hindi while some others
were in favour of Hindustani. But there were
some members who were in favour of English.
However, most of the members of the Assembly were of the opinion that there
should be an Indian language through which
emotional and National integration can be
achieved, and it should replace English for
the official work of the inter-state and the
Union.
During many sessions of the Assembly there
were many heated discussions on the
question of Hindi and Hindustani, for
Congress had adopted Hindustani language at the instance of Mahatma Gandhi. Acharya
J.P. Kripalani, Mr. R.V. Bulekar and Mr. Ran
Nath Gbnkar wanted that the proceedings of
the Assembly should be in Hindustani, and
the Constitution should be drafted in it and it
should be authoritative one.
But political conditions of the country
changed as India got freedom. Moreover, on
30th January, 3.9 48 Mahatma Gandhi also
died. Under these circumstances Hindustani
7 GS Paper 1_2 Answer Key
lost its status and was eliminated even from the Vlllth schedule of the Constitution.
Thus in the Constituent Assembly the
question of national language and the official
language for the centre and the state were discussed. As there were differences of
opinion on the national language and official
language and on Hindi and Hindustani in the
same way there was a difference of opinion on
the numerals also.
The issue of adopting a form of numerals
arose after Hindi was accepted as the official
language. , This issue was raised by the
members who were in favour of Hindi, they
were in favour of Hindi numerals.
The non-Hindi leaders viz. Gopalaswami
Ayyangar, P attabhi Sitaramayya, H.G. Ranga
signed on the statement which was read by
Seth Govind Das stating that if Hindi has
been accepted as the official language then Hindi numerals should also be accepted. On
the other hand Dr. P. Subbarayan, Mr. B.M.
Gupta, Mr. Mohammad Ismail and Pt.
Jawaharlal Nehru etc. were among the
leaders who favoured the international numerals. Dr. Rajendra Prasad said that as
the South Indian have accepted Hindi in
Devanagari script, North India should also
accept the international numerals.
At last the Constitutional Assembly accepted Hindi written in Devanagari script as the
official language of the union and as regards
numerals, international (Roman} numerals
were accepted. Thus a long-standing issue of
official language was ultimately resolved and the integration of the country was saved.
With this decision the other main languages
of the country also got due justice as they
were listed in the VIII Schedule so that any
one of them and/or Hindi may be recognised
by different states as their official language.
Q10. Stand Still Agreement and
Instrument of Accession were the lynchpin
for the annexation of Princely states.
Discuss. (10 Marks, 150 words)
At the time of Indian independence in 1947,
India was divided into two sets of territories,
one under direct British rule, and the other
under the suzerainty of the British Crown, with control over their internal affairs
remaining in the hands of their hereditary
rulers. The latter included 554 princely
states, having different types of revenue
sharing arrangements with the British, often depending on their size, population and local
conditions. In addition, there were several colonial enclaves controlled by France and
Portugal. The political integration of these
territories into India was a declared objective
of the Indian National Congress, and the
Government of India pursued this over the next decade. Through a combination of
factors, Sardar Vallabhbhai Patel and V. P.
Menon convinced most of the rulers of the
various princely states to accede to India.
Two key documents were produced. The first
was the Standstill Agreement, which
confirmed the continuation of the pre-existing
agreements and administrative practices. The
second was the Instrument of Accession, by which the ruler of the princely state in
question agreed to the accession of his
kingdom to independent India, granting the
latter control over specified subject matters.
The states which had internal autonomy under the British signed an Instrument of
Accession which only ceded three subjects to
the government of India—defence, external
affairs, and communications, each defined in
accordance with List 1 to Schedule VII of the Government of India Act 1935. Rulers of
states which were in effect estates or talukas,
where substantial administrative powers were
exercised by the Crown, signed a different
Instrument of Accession, which vested all
residuary powers and jurisdiction in the Government of India. Rulers of states which
had an intermediate status signed a third
type of Instrument, which preserved the
degree of power they had under the British.
The Instruments of Accession implemented a number of other safeguards. Clause 7
provided that the princes would not be bound
to the Indian constitution as and when it was
drafted. Clause 8 guaranteed their autonomy
in all areas that were not ceded to the
Government of India. This was supplemented by a number of promises. Rulers who agreed
to accede would receive guarantees that their
extraterritorial rights, such as immunity from
prosecution in Indian courts and exemption
from customs duty, would be protected, that they would be allowed to democratise slowly,
that none of the eighteen major states would
be forced to merge, and that they would
remain eligible for British honours and
decorations.
In discussions, Lord Mountbatten reinforced
the statements of Patel and Menon by
emphasising that the documents gave the
princes all the "practical independence" they
needed. The Standstill Agreement was also used as a negotiating tool, as the States
8 GS Paper 1_2 Answer Key
Department categorically ruled out signing a Standstill Agreement with princely states that
did not sign an Instrument of Accession. So
we can say that Stand Still Agreement and
Instrument of Accession were the lynchpin for
the annexation of Princely states.
Q11. Trace the chronology of wars India
fought with its neighbours since
independence up till the end of the 20th
century. What structural and policy
changes India brought in order to tackle such high intensity protracted wars.
(15 Marks, 150 words)
Approach:
You need to discuss various wars India fought with its neighbours since independence and lesson learned from
it.
Mention about the changes is indian defence policies with respect to these
wars chronologically.
India’s national policy has always been non-confrontational with emphasis on resolving
issues diplomatically through dialogue and
negotiations. Despite India’s morbid aversion
for employment of hard power in pursuit of
national interest and protect its territorial
integrity, India has been drawn into a number of major conflicts by its belligerent
neighbours. J&K in 1947-48, Chinese debacle
in 1962, Indo-Pak War in 1965, liberation of
Bangladesh in 1971, and 1999 Kargil War.
With that as background, Indian Army’s war
experience could be studied to draw lessons
and also see which lessons were ignored in
subsequent wars and what structural and
policy changes India brought in order to
tackle such high intensity protracted wars.
Structural and policy changes by India
during some major wars:
1. Operations in Jammu and Kashmir 1947-48
Even after the war in J&K there was no effort
made to strengthen the Army and make a
robust defence plan. In fact there was a
strong sentiment to do away with the Army.
This is what Nehru was alleged to have said: “We don’t need a defence plan. Our policy is
ahimsa [non-violence]. We foresee no military
threats. Scrap the Army! The police is good
enough to meet our security needs.” And so
the Army was downsized and used for mundane tasks considered “nation building” .
2. Chinese debacle in 1962 and Indo-Pak
War in 1965
The 1962 Sino-Indian War was both a surprise and a disaster for India and the
ramifications were numerous and far-
reaching. It was now clear that India’s
security arrangements based on the outlook
that Nehru had on India’s governance, were futile. A unanimous approach was then
adopted that worked towards allocating more
resources to the development of the country’s
military capabilities. This was seen in three
major ways.
Firstly, the Defence Budget in 1963 was
allocated 4% of India’s GNP, as against 2.7%
that had been allocated in 1962. India’s
Military Strategy during this time frame can
be described “Offensive Defensive Posture,” as against the “Defensive Posture” description
given to the strategy during 1947-1962.
Secondly, “The Sino-Indian conflict in 1962
aroused a new defence consciousness in the
country. After taking care of immediate post-war requirements, systematic defence
planning started in 1964.This took the form
of the Five Year Defence Plans, the first of
this being launched in April 1964. Threat
perception from the aspect of the Army, Air Force and Navy was duly assessed, after
which plans were drawn up that mainly
focused on expansion and modernisation of
the Services.
Lastly, a Planning Cell was also established in 1965 that worked with the Ministry of
Defence (MoD) and helped the latter deal with
the wider aspects of defence planning.
The period of 1963-1971 also witnessed a steady development in the relations between
India and the Soviet Union. During the 1960s
the relations between India and the USSR
improved. This relationship helped India gain
massively in the field of technology and its
transfer, apart from the stronger footing in global politics, even though they followed the
policy of Non-Alignment. The Soviets accepted
this and chose to help bolster the Indian
Economy by helping build industries at low
cost with minimum Soviet personnel being stationed in India during the process. It was
due to the Soviet support that India’s Military
Strategy during this time period became
“offensive defensive” in nature
3. Liberation of Bangladesh in 1971
In this war India exploited the full potential of
all the elements of national power. The
diplomatic offensive mobilised global public
opinion in India’s favour. “The political and military aims were carefully determined,
9 GS Paper 1_2 Answer Key
dove-tailed and pursued single-mindedly. The extremely cohesive team of political leaders,
service chiefs and bureaucrats planned
everything comprehensively and well in time.
'' Consequently the balance of power in South
Asia readjusted itself in accordance to the changed profile of india.
4. Kargil War 1999
The war in Kargil was fought to restore status
quo on the Line of Control (LC) which had been surreptitiously violated by Pakistani
Army and irregular forces in the Drass-Kargil-
Mashkoh areas. At the national level it
emerged that India must be prepared for
Pakistan’s recklessness which could occur in different areas and forms: terrorism
throughout India, conventional operations
and incursions, increased level of proxy war
in J&K and a variety of non-traditional
threats. Pakistan is a risk-acceptant,
untrustworthy state controlled by the military which is virulently anti-India. At the end of
the war India was forced to commit additional
forces along the LC in a forward posture to
prevent such incursions in the future.
Q12.How did the British Land Reform
policy affect the Indian agriculture?
(15 Marks, 150 words)
Answer:
The disintegration of the mughal empire, the
gradual conquests of the East India Company
and the desire of the Bristish to extract
maximum land revenue in cash made the
British to evolve a land system in India which would ensure payment of land revenue and
also establish a collaborating class in rural
India.
Permanent land settlement
It is an infamous land reform policy of Lord Cornwallis in 1793 for Bengal, Bihar, Orissa
and later extended to parts of North madras ,
created a class of zamindars who became “
landlords in perpetuity”. The land revenue
was fixed on permanent basis and the zamindars were intermediaries between the
rulers and the peasantry. The amount fixed
broke the back of the peasantry. While under
this system the peasants suffered
enormously the landlords and the British
rulers benefited.
Ryotwari system
Besides the Permanent settlement, the British
evolved the Ryotwari in Madras presidency in
1820 by Sir Thomas Munro. In this system government and the cultivators would have
direct relationship and land revenue will be settled directly between the two without any
intermediary.
Major impact:
Landlords became the system under these reforms.
Moneylenders entered rural India, the tenants were unprotected and the majority of real cultivators becomes
landless laborers.
Commercialisation of agriculture began to take shape around 1860, it
means agriculture become a market
commodity.
To sum up, agrarian system and policies
pursued by the British created stagnant
agriculture, indebted peasantry, galloping
landless labouring class, deaths though
malnutrition, famines and epidemics. The
basic land reform policy oriented to extract high land revenue whether peasantry could
pay it or not makes the condition of
agriculture and peasant both miserable.
Q13. Paris Peace Conference was one of the greatest shortcomings of the global
leaders of those times. Elucidate.
(15 Marks, 150 words)
The Paris Peace Conference was an
international meeting convened in January 1919 at Versailles just outside Paris. The
purpose of the meeting was to establish the
terms of the peace after World War. Though
nearly thirty nations participated, the
representatives of Great Britain, France, the United States, and Italy became known as the
"Big Four." The "Big Four" would dominate
the proceedings that led to the formulation of
the Treaty of Versailles. But due to various
reasons Paris Peace Conference is considered
as one of the greatest shortcomings of the global leaders of those times.
The conference produced the worst of all worlds, with nationalistic conflicts
left unresolved and sometimes
worsened.
Even in Italy, a victorious power, it led
to irredentist resentment.
The defeated countries (which were mostly barely consulted), harboured
immense grievances which rendered
their domestic and foreign politics
hostile and aggressive.
League of Nations, which had been created to settle unresolved conflicts and smooth out the problems of the
peace settlement, was crucially
weakened from the outset by the
10 GS Paper 1_2 Answer Key
refusal of the world's most powerful nation, the USA, to enter, as a result
of an isolationist Congress.
The instabilities created by the various peace settlements have often
been seen as a direct cause of World
War II.
While it is true that Mussolini and Hitler
came to power partly through exploiting the
resentment caused by the Paris Peace
Conference, but it would be wrong to
conclude that its outcome made World War II inevitable. There was a period of considerable
calm and normalization in the 1920s, while it
was the economic crisis immediately after the
war (1918–23) and during the Great
Depression that made continental Europe so volatile and gave nationalist movements their
potency.
Q14. The Revolt of 1857 was the first war
of Independence. Analyze.
(15 Marks, 150 words)
Approach:
Start with a short background of Revolt of 1857.
Discuss its cause and significance.
Discuss different views of historian about the revolt .
Conclude with your arguments as Revolt of 1857 was the first war of
Independence.
Revolt of 1857, which led to the removal of
British Company Rule in India, is the display
of utter hatred and anger in Indians towards
the Foreign Rule. It was the most severe outburst of anger and discontentment
accumulated in the hearts of the various
sections of the Indian society ever since the
inception of the British rule.
British historians called it a “Sepoy Mutiny” and the Indian historians called it “The First
War of Independence”. We have seen various
debates now and then where people talk
about the name that the Revolt of 1857
deserves due to its various features, causes
and consequences. There were varied views on whether to call this outburst as a sepoy
mutiny, national struggle or a manifestation
of feudal reaction.
In India, the term “First War of Independence” was first popularized by
Vinayak Damodar Savarkar in his 1909 book
The History of the War of Indian
Independence. Jawaharlal Nehru, the first
Prime Minister of India, insisted on using the
term “First War of Independence” to refer to the event, and the terminology was adopted
by the Government of India.
The Revolt of 1857 was a result of discontent which was prevailing inside
every Indian for Colonialism. The East
India Company ruled India for a period of over 200 years but it was for
the first time when someone revolted
against this oppression in 1857.
The British Expansionist Policies and unjust laws (Heavy taxation, evictions,
discriminatory tariff policy against
Indian products), Economic Exploitation ( farmers were forced to
grow crops like Cotton and Indigo
which served as raw materials for
European Industries and these
farmers were paid excessively low rates for their work) , Military
Discrimination between Indian and
British soldiers (they were paid low as
compared to British counterparts, no
rising in position above the rank of
Subedar and were racially discriminated) , Social Reforms (
Reforms like Sati, legalization of
widow remarriage, extension of
western education to woman were
looked upon as examples of
interference.
Also, Annexation of Awadh on the grounds of misgovernment and
further actions led to become the
political causes of this revolt where
leaders like Nana Sahib and Rani
Lakshmi Bai were active participants).
Due to such broader array of causes,
historians believed that this Revolt should be
known as the First War of Independence as it
included different sections of the society.
Q15. Trace the evolution of Pakistan
Movement. Also discuss whether the
partition of India and Pakistan could have
been averted.
(15 Marks, 150 words)
Approach:
1. Discuss the roots of separatist
movement in Aligarh Muslim
Movement.
2. Explain the policy of divide and rule of the British.
3. The role of Muslim League and Hindu
Rightist groups.
4. Mention about the Pakistan resolution
and failure of the efforts of cabinet mission plan.
5. Discuss about the possibilities of
averting of partition.
11 GS Paper 1_2 Answer Key
6. Provide a befitting conclusion.
Aligarh Muslim Movement:
The policy of maintaining good rapport with
the British government was advocated by the Sayed Ahamed Khan. This made the educated
muslims to stay away from the mainstream
freedom movements. By this action they
expected advantage in government jobs for
the community. It created the seeds of the
seperatist movement in India.
Divide and rule policy of British:
The friction between the Hindus and the
Muslims was used by the British to their own
interest. They followed the policy of minority appeasement which prevented the Hindu-
Muslim unity in India. These can be seen in
the following actions of the British:
Formation of the Muslim League
Bengal partition
Separate electorate by Minto-Morley reforms
Muslim League and Hindu Right groups: The Muslim League which was formed in
1906 with the support of the British
government kept away the muslim
intellectuals from joining Indian National
Congress.They fought against the Congress
instead of the Colonial power. The Hindu Right groups are also equally contributed to
the social distrust through their Shuddhi
movement. Thus the religiously conscious
group fell into the trap of British Indian
Government which prolonged their exploitation of India.
Pakistan resolution and failure of cabinet
mission plan:
The solid demand for the separate Pakistan
was made through the Lahore resolution in 1940 by the Indian Muslim League. But the
demand was made a decade before by Iqbal,
poet-philosopher for an seperate muslim
majority North West Indian Muslim State.
The term Pakistan was formed by Chaudhury Rahmat Ali by demanding Punjab, Afghan
province, Kashmir, Sindh and Balochistan to
be part of the new State.
The cabinet mission plan was the last effort
to maintain a united India failed which led to
worst communal violence in the form of direct action day by Muslim League. Thus the
partition of the British India into two States
became inevitable.
Possibilities of preventing partition: Number of measures have been taken to
prevent partition by Mahatma Gandhi and
the Indian National Congress. If they would
had been a success the partition of India was not a result. Some of the important steps are:
C.Rajagopalachari Formula or C.R Formula
Gandhi-Jinnah Talks
Desai-Liaquat proposals
Cabinet Mission Plan
Conclusion:
The partition of India was the result of the
alienation of the different communities for more than a century which turned into
disastrous effect on India. Both the British
India and Religious rightist groups have to be
blamed for the partition. The hardships faced
due to the partition permanently created a mutual suspicion between India and Pakistan
that haunts peace and stability in South Asia.
Q16. Jawahar Lal Nehru mentions
Government of india Act 1935 as the
“Charter of Slavery” and compares it with a “machine with all brakes, no engine“.
Critically Analyze.
(15 Marks, 250 words)
India Act of 1935 by the British government of India initiated significant changes in the
colonial administration of India and formed
the future substructure of the constitutions
of the newly independent dominions of India
and Pakistan in 1947.
British administrators believed that any
forward step in Indian constitutional
development had, logically, to include not just
the key players in British India, but also
representatives of the over five hundred Indian princes whose territory comprised
roughly one-third of the sub-continent
outside direct British rule. The cycle of
noncooperation and civil disobedience
movements, the persistence of communal
tensions, and British equivocation between repression and reform as the solution to the
"Indian problem" had to end. After three
conferences and three years of white papers,
drafts, and parliamentary maneuvering, the
India Act of 1935 was passed. The act marked a major step toward conferring "dominion
status" on India, but it fell short on several
counts so that Jawahar Lal Nehru mentions
Government of india Act 1935 as the “Charter
of Slavery” and compares it with a “machine
with all brakes, no engine“.
The India Act of 1935 also extended dyarchy to the central government of
India. Thus, the act allowed increased
participation by Indians at the highest
levels of government, but it left certain
12 GS Paper 1_2 Answer Key
official members "irremovable" by the people of India and responsible only to
the British Parliament.
Framers of the act envisioned an elected council of state and a federal
assembly. But this part of the act was
never affected. It had too many "democratic" features for most
princes, and it remained a paper
plane.
India Act of 1935 shifted the locus of Indian governance to the
subcontinent. More Indians than ever
participated in local, regional, and national levels of government. Yet, the
act retained key provisions for a
British veto of important legislation,
and more repulsive, from the
standpoint of Congress, was its retention of the Communal Award and
separate electorate system.
Q17. ‘It was not new burdens but new
impatience to bare old burdens that
brought about the French Revolution of 1789’. Discuss.
(15 Marks, 250 words)
Approach:
1. Give an introduction about the French
revolution. 2. Discuss the conditions led to the outbreak
of the revolution.
3. Mention the sections of the society
participated in the revolution.
4. Mention the consequences of the French revolution.
5. Provide a befitting conclusion.
French Revolution:
French Revolution was the major political
event in world history. It led to the fall of the monarchy and the proclamation of the
republic in France. It gave the values of
liberty, equality and fraternity to the world.
The upheaval was caused by widespread
discontent with the French monarchy and its poor economic policies.
Causes of the outbreak of the revolution:
The French revolution did not happen in one day, the crisis was brewing for
many decades before the actual
revolution. SOme of the important causes are
Renaissance movement of Europe.
Rise of the third estate.
Social and economic inequality in the society.
French involvement in American War of Independence and its economic consequences.
Policies and actions of King Louis XVI and his wife Marie Antoinette.
Major players in the revolution:
France’s population had changed considerably since 1614. The non-aristocratic
members of the Third Estate now represented
98 percent of the people but could still be
outvoted by the other two bodies.
The Third Estate began to mobilize support
for equal representation and the abolishment of the noble veto in other words, they wanted
voting by head and not by status.
While all of the orders shared a common
desire for fiscal and judicial reform as well as
a more representative form of government, the nobles in particular were loath to give up
the privileges they enjoyed under the
traditional system.
Consequences of French revolution:
Some of the major results of the French revolution are
End of monarchy and rise of Republic in France.
Change in land ownership pattern.
Loss of power to the Catholic Churches in France.
Rise of modern nationalism.
Spread of values of liberalism to other parts of the world.
Laid the groundwork for the development of the communist
ideology.
Acted as inspiration to revolutions all over the world.
Conclusion:
Thus the French revolution was mainly due
to the awakening of the people through the
renaissance movement and the raising of the
third estate. This new impatience of the people towards the inefficient monarchy led
to the bursting in the form of revolution. The
revolution inspired the world through its
value of liberalism.
Q18. Compare the Non-cooperation Movement with the Civil Disobedience
Movement. Also discuss, how the Gandhi
Irwin Pact raised the stature of Indian
National Congress.
(15 Marks, 250 words)
Answer:
The Non-Cooperation and Civil Disobedience
Movement was a significant phase of the
13 GS Paper 1_2 Answer Key
Indian independence movement from British rule. Both movement was led by Mohandas
Karamchand Gandhi.Although both was
launched with similar objectives, but there
were differences in these movements.
Comparison of Non-cooperation Movement
(NCM) with the Civil Disobedience
Movement(CDM):
1. NCM means to refuse to cooperate
with British Government but CDM
means to refuse to obey the laws formed by the british .
2. The goal of the Non-Cooperation
movement was Swaraj or self-rule by
demanding the status of dominion
status from the British government. While the goal of the Civil
Disobedience movement had moved
further; from Swaraj to complete
independence from foreign rule.
3. There was large scale participation of
Muslim working class in the Non-Cooperation movement which was not
witnessed in the Civil Disobedience
movement later on due to the Divide
and Rule policy of the British and
communal propaganda of Muslim League and Hindu Mahasabha.
4. The Civil Disobedience movement was
much more widespread in its
geographical extent and mass
participation as compared to the Non-
Cooperation movement. 5. For Indian women, the Civil
Disobedience movement was the most
liberating experience to date and can
truly be said to have marked their
entry into the public space. 6. The Civil Disobedience movement was
of much longer duration. It ended in
two phases. The second phase ended
in April 1934, four years after its
launch. The Non-Cooperation
movement was of shorter duration and was withdrawn on 12th February
1922 after the Chauri Chaura incident
on 5th February 1922. It thus lasted
for one and a half years only.
7. The Civil Disobedience movement was much more peaceful and non-violent
in comparison to the Non-Cooperation
movement. This is also the reason for
the former much longer duration
compared to the latter. The Non-
Cooperation movement was withdrawn by Gandhi since it had
turned violent.
8. Neither the Non-Cooperation
movement nor the Civil Disobedience
movement could achieve their stated objectives of Swaraj and Complete
Independence respectively. However, their real effectiveness lay in the
political mobilisation of the masses
and the half-hearted constitutional
reforms extended by the British
government.
Gandhi-Irwin Pact: The 'Gandhi-Irwin Pact'
was a political agreement signed by Mahatma
Gandhi and Lord Irwin, the then Viceroy of
India, on 5 March 1931 before the second
Round Table Conference in London.
Gandhi Irwin Pact raised the stature of
Indian National Congress:
1. No doubt, youth were disappointed:
they had participated enthusiastically and wanted the world to end with a
bang and not with a whimper.
Peasants of Gujarat were disappointed
because their lands were not restored
immediately (indeed, they were
restored only during the rule of the Congress ministry in the province).
But many people were jubilant that
the government had been made to
regard their movement as significant
and treat their leader as an equal, and sign a pact with him. The political
prisoners, when released from jail,
were given a hero’s welcome. So in
this way it raised the stature of
congress.
2. Gandhi Irwin Pact was not retreat as mass movements are necessarily
short-lived and capacity of the masses
to make sacrifices, unlike that of the
activists, is limited. So Gandhi Irwin
pact was cautiously taken steps by Congress. Also first time congress
leader was treated on equal footing by
British Government. So, In this way it
raised the stature of Congress as
compared to British Government.
Q19. The Cuban Missile Crisis drew the
two superpowers to the brink of a nuclear
crisis. Discuss how the cold war unfolded
after this crisis.
(15 Marks, 250 words)
Approach:
1. Start with the nature of cold war.
2. Mention the important incident in
chronological order.
3. Discuss the fall of the Soviet Union and its impact on the cold war.
4. Mention about the present-day
condition of the cold war.
5. Make an appropriate conclusion.
Cold war:
14 GS Paper 1_2 Answer Key
The cold war was the geopolitical tension between the power blocks of the United
States of America and the Soviet Union. The
tensions extended all over the world in the
form of the proxy war between the US and the
USSR in their respective allies nation. It sustained the tensions right from the end of
world war 2 for more than four decades.
Cuban Missile Crisis:
The Cuban Missile Crisis of October 1962
was a direct and dangerous confrontation between the United States and the Soviet
Union during the Cold War and was the
moment when the two superpowers came
closest to nuclear conflict.
Immediate results after the crisis:
Two other important results of the crisis
came in unique forms. First, despite the
flurry of direct and indirect communications
between the White House and the Kremlin—
perhaps because of it—Kennedy and Khrushchev, and their advisers struggled
throughout the crisis to clearly understand
each others’ true intentions, while the world
hung on the brink of a possible nuclear war.
In an effort to prevent this from happening again, a direct telephone link between the
White House and the Kremlin was
established; it became known as the
“Hotline.” Second, having approached the
brink of nuclear conflict, both superpowers
began to reconsider the nuclear arms race and took the first steps in agreeing to a
Nuclear Test Ban Treaty.
Incidents after the Cuban Missile Crisis:
Deadly war in Vietnam.
Invasion of the Cezh by the Soviet Union.
The space race between the US and the USSR.
Conclusion of arms reduction treaties like the Strategic Arms Limitation
Treaty and Strategic Arms Reduction
Treaty between the US and the USSR.
Invasion of Afghanistan by the Soviet Union.
Reforms measures of Glasnost and Perestroika in the Soviet Union.
Fall of the Berlin wall and the unification of Germany.
Present day form of the cold war:
The fall of the Soviet Union in 1991 had
created the bipolar world into a unipolar
world. Thus the cold war had come to an end. But the rise of assertive China and Russia
once again started the tension between global
powers. This can be seen in the form of trade
tensions and unilateral sanctions by the US on its adversaries.
Conclusion:
The need of the hour is an effective dispute
settlement body which is non-partisan in nature. The tensions between global power
not only affects them but adversely affects the
developing countries in this globalized world.
Thus the trade and commerce can be used as
a powerful tool to prevent the escalation of
tensions between nations.
Q20. In 19th century British took lots of
measures to alleviate the position of
women. Discuss.
(15 Marks, 250 words)
Approach:
1. Give an introduction on the status of
Indian women in the 19th century.
2. Mention about the regulations made
by British India for the welfare of women.
3. Discuss about the role of the social
reformers of that time in India.
4. Mention the impact of these reforms
on Indian women. 5. Provide a befitting conclusion.
19th century Indian women:
The descrimination of women in India was
practised from the period of later vedic times.
The advent of British in India gave an exposure to the modern western ideas
through education. The Colonial government
also took several measures to remove
inhuman activities against women.
Measures taken by the British in India:
The introduction of western education in
India was one of the most important actions
of the British which created many ripple
effects in the society. Some of the important
regulations made by the British are
Abolition of the practise of Sati
Prohibition and criminalisation of the female infanticide
Emphasis on women education by Woods dispatch
Widow remarriage act, 1856
Rise of marriage age through Consent of Age act and Sharda act
Role of the Social Reformers:
A number of Indian social reformers of that period are instrumental in pressing the
British to come with legislations to regulate
evil practises against women. They also
emphasised on the provision of education for
women. The most prominent among them are
15 GS Paper 1_2 Answer Key
1. Raja Rammohan Roy 2. Ishwar Chandra Vidyasagar
3. Keshav Chandra Sen
4. Jyotirba Phule
Impact of the reforms: The provision of education was extended to
women, but it was accessible only for the
higher sections of the society. It can be said
that number a woman came forward to join
the national freedom struggle and even
headed the movement. The miserable conditions of Sati and Female infanticide was
removed from the society. Later the provision
of voting rights to women and number of
women movements significantly brought
changes to the status of women in the society.
Conclusion:
Thus the measures taken by the British
helped to improve the status of women in
certain sections of the society. Still the majority of the women in the lower strata of
the society suffers the neglect and
discrimination even to this day. The real
change in the status of the woman comes not
only through the legislations but needs active participation of the society. This can be
ensured proper educational measures to
eradicate the discrimination of women right
from family.
