    General Scenario:

    Fishing Vessel Pablo has been sighted on the Pedro Banks. HMJS SURREY which is on patrol has

    intercepted the vessel and after conducting pre-boarding questions is preparing to embark a 6 member

    boarding team.

    The scenario begins with the Boarding Officer issuing instructions to the Captain of the vessel to muster

    his crew at a designated area. [ACTION]

    BO: Captain, muster your crew at the port quarter of the vessel!

    ***Captain complies***

    Narrator: Once the Boarding Officer is satisfied, the Boarding team then embarks the vessel as per

    the Boarding plan. [ACTION]

    *** Security team embarks. Once clear all team members embark and take up positions **** [PAUSE]

    Having conducted the initial safety inspection, the team can then proceed with the remainder of the

    Boarding.

    In this scene, the boarding team will demonstrate how to subdue an active resistor and we will see how

    the use of force continuum is utilized in making tactical decisions. [ACTION]

    The BO issues instructions to the active resistor who is very boisterous, to remain calm and proceed to

    the stern of the vessel. The active resistor ignores the instructions. As level one of the continuums which

    is verbal commands seems to be ineffective, the BO steps up to level two which is soft hand techniques

    until the subject is under control. [PAUSE]

    Once compliant, the BO lowers the force and escorts the subject to the muster area. The short, sharp

    pain administered to the subject is only used to stir movement and compliance and is not maintained

    throughout the escort. [ACTION]

    *** Subjects become angered. Active aggressor emerges and reaches for weapon*** [PAUSE]

    The situation has escalated as now an active aggressor has moved towards the boarding team. The

    subject ignores all verbal commands and a weapon is spotted. Immediately the use of force continuum

    dictates that strong hand techniques must be used. The BO draws his weapon in an effort to dissuade

    the subject from using his knife and also to force him into a state of compliance.

    The BO uses the push-pull method to regain control of his weapon and to distance himself from the

    active aggressive subject. The BO must then escort this subject away from the crew to an area where he

    can be thoroughly searched and detained without influencing others.

    Once all persons are accounted for and under control, a security watch is set up while other members of

    the team commence a thorough search of the vessel. The captain is brought along with the chief

    engineer into all spaces and the crew documentation must be checked for authenticity.

    This brings the boarding scenario to an end.
