A. GENERAL PROJECT INFORMATION
MSMIP 1.
The Metropolitan Sanitation Management Investment Project (MSMIP) will provide improved urban
wastewater services in three major cities in Indonesia; Makassar, Pekanbaru and Jambi. The project
will provide first time off-site sewerage and wastewater treatment facilities for the Central Business
District of these cities.
The MSMIP responds to the needs of these urban communities, including low income households,
by developing new systems, improving governance and building local institutional capacity including
community-based and government owned wastewater service providers.
PISC MSMIP 2.
The Project Implementation Supervision Consultant (PISC) will provide detailed sub-project
construction supervision of the sewerage and wastewater treatment plants planned for Makassar,
Pekanbaru and Jambi complete with the social, environmental and safety related aspects.
Furthermore, the PISC will provide support to the Central Project Management Unit (CPMU),
Provincial Project Implementation Units and Local Project Management Units (LPMU).
MSMIP Pekanbaru City 3.
3.1 Scope of Work MSMIP Pekanbaru City
The scope of the work for the MSMIP includes the site supervision and other services as described in
the terms of reference included in the contract.
The construction contract packages are shown below.
Wastewater Sewer System North – Package NC
Waste Water Treatment Plant (WWTP) – Package B1 - IPAL
Wastewater Sewer System South – Package SC1
Wastewater Sewer System South – Package SC2
For the Contract NC, the Probity Audit is completed. Revised draft bidding document submitted to
CPMU 11 March 2019. NOL for final bidding document was issued on 12 April 2019. RPB and decree
of Pokja was approved. IFB was advertised 29 April 2019. The Prebid meeting was completed on 07
May 2019. Deadline for bid submission was extended until 17 June 2019 (original deadline is 29 May
2019). Four proposals were evaluated by Pokja. Bid Evaluation Report (BER) was submitted to ADB
on 02 August 2019. NOL to the BER received on 16 August 2019. It has since been decided that the
project be re-tendered.
For the Contract B1 - IPAL; A final draft of the bidding document was sent to CPMU on 27 March
2019 and CPMU submitted the document to ADB on 29 March 2019. Conditional Approval to the
Final Bidding Document from ADB was received on 29 April 2019. The bidding document has been
revised accordingly. The Probity Audit was carried out between 13-30 June 2019. Strategic issues
related to the bidding process discussed on 15 July 2019. It was agreed to use single-stage: two

envelope bidding procedure for this Contract. Responses to audit results have been accommodated.
This was submitted to PPK on 29 July 2019. The revised SBD was sent to CPMU on 23 August 2019
and forwarded to ADB on 26 August 2019. ADB conditional NOL received on 26 September 2019. The
revised bidding document was submitted to ADB on 01 October 2019. It is currently in the process of
the approval of the Directorate General. It is currently anticipated that mobilization /construction on
site will commence in April 2020. The construction duration has been reduced from 30 months to 26
months therefore substantial completion is anticipated in May 2022.
It should be noted that if there is a delay to the NC Contract completion by re-tendering, commission
of the IPAL Treatment Works will be impacted as the pipeline would be finished after the treatment
facility is ready to accept flow.
Currently there are two Contracts awarded and under construction, Contract SC1 and Contract SC2.
The Contractor for Contract SC1 is Wijaya Karya – Karaga, KSO. (Wika).
The Contractor for Contract SC2 is Hutama Karya – Rosa Lisca, KSO. (HK Rosa).
The report below deals with the details and progress of Contract SC1 and Contract SC2.

B. PROGRESS ACTIVITY
Construction 1.
1.1 General Progress Activity
Contracts for the construction of packages SC1 and SC2 were issued on 01 November 2018. The
Commencement Date for both Contracts was 09 November 2018. The Contract Duration for both
Contracts is 780 days. Physical construction on site commenced on Contract SC1 on 25 March 2019.
Physical construction on site on Contract SC2 commenced on 26 March 2019.
Both Contractors have continued with ‘Open Cut’ pipe installation activities since construction
commenced. In addition, both Contractors have installed steel sheet piles at the starting pit and
arriving pit locations for jacking and boring work. Jacking and Boring work has begun. Jacking
operations on the SC1 Contract have been slow due to difficulties with the entry of ground water
and the Contractor continues to drain the excavation site. The SC2 Contractor also had difficulty
dealing with high ground water due to the elevation of the pipeline that would be deeper installed.
Currently, both Contractors perform their work faster than scheduled in terms of pipe installation
using the Open-Cut method, but both Contractors are very behind schedule in terms of tunneling /
pipe jacking and boring work as well as manhole construction activities and reinstatements of the
road pavement works both rigid pavement (Concrete) and flexible pavement work (Asphalt).
The initial asphalting of the former pipeline excavation work of both packages was poor in their
quality and both Contractors were informed that the asphalt pavement repair work was to date
unacceptable. Both Contractors have been instructed to improve the asphalt pavement work.
Coordination with the various utility organizations continues in relation to the proposed works.
Further details regarding progress of the works are set out below.
1.2 Construction Activity and Fund Absorption for the Current Period
The works carried out by the SC1 and SC2 Contractors during this period were the continued
installation of 150mm and 200mm PVC pipes throughout the respective work zones. In general
terms Open-Cut excavation works are proceeding on schedule on both projects. Installation of Steel
Sheet Piles is ongoing on the starting and arriving pits but slightly behind schedule for both projects.
The SC1 Contractor continues to dewater the excavation and grout inject around the jacking pipes.
The SC1 Contractor was to have mobilized two additional tunneling crews on 21 October 2019
however this did not materialize until very late in November 2019 so effectively provided no
progress for the month of November 2019 so that it couldnt give progress to December 2019 and is
one of the key reasons that the SC1 Contractor is behind schedule. The SC2 Contractor is behind in
Jacking tunneling and behind in manhole construction works too. The mobilization of the Jacking
equipment was scheduled for October 2019 but works are still to commence on site. Consequently,
for both Contractors, physical progres are behind the planned progress. Further details of the
construction activities for both Contracts are set out below.

The Contractors construction progress to the end of December 2019 is 30.52% (Revised schedule)
which is -14.50 % lower than the planned progress of 45.02 %.
Upon review by the PISC, it was apparent that the Contractors tunneling works are now
approximately 12 weeks behind schedule. The Contractor proposed to mobilize two additional
boring crews in September 2019 however this did not materialize due to the unavailability of
equipment until late in December 2019. The Contractor has lost almost two months of proposed
productivity from these two crews. The Contractor is only slightly behind in relation to the Open-Cut
pipelaying operations. The Contractor has substantially completed 62.40% the house connections in
his Contract.
The Contractor submitted a revised program on 19 July 2019 which has mitigated the issues and
provides a new S-Curve without compromising the Completion Date of 27 December 2019. Upon
review and after consultation with PPK, this revised program was ‘Approved with Comments’ for
monitoring purposes. The figures above are based on the revised schedule and the PISC continues to
monitor progress of the works against this schedule. The PISC has been reviewing progress rates of
the works carried out to date and a meeting was held with the Contractor on 14 October 2019 to
review the Contractors Progress and the Contractors Program with a view to ensuring that the
schedule is not compromised.
Following the meeting on 14 October 2019, the PISC wrote to the Contractor on 15 October 2019
and requested the submission of a new Revised Program. The Contractor has developed a new
program based on Addendum 1 and his ‘Action Plan’ discussed on 14 October 2019 and this was
submitted on 25 October 2019. The PISC was cautiously optimistic this schedule is achievable
provided that the Contractor mobilizes the resource mentioned in their ‘Action Plan’. After
consultation with PPK the plan was ‘Accepted with Comments’ effective from 01 November 2019.
The Contractor is now currently behind planned progress by approximately -14.50% against the new
program however. The Contractor failed to mobilize the necessary resources promised. The delays
are associated with the boring tunneling works. The PISC wrote to the Contractor on 14 November
2019 and requested the submission of an ‘Action Plan’ to address these issues. The PISC reminded
the Contractor of the requirements of the Conditions of Contract where a ‘Show Cause’ meeting will
be required if progress falls behind by more than 10%. The PISC will write to PPK in relation to this
matter in early January 2019 as has been agreed.
A.2 Fund Absorption
The Contractor has submitted fourteen Monthly Certificates for the months of November 2018 to
December 2019 which have been processed and approved. The absorption of funds that have been
carried out by the Contractor to date is based on the fourteen Monthly Certificates approved to
date. The fund absorption can be show in the following graph.

The disbursement / absorption of funds that have been carried out up to December 2019 (14th
month) is in the amount of Rp. 84.005.680.225 or 41.23% of the Contract value. It should be noted
that the December 2019 evaluation was based on a forecast to the end of the financial year.
Unfortunately, however neither of the two Contractor achieved the desired progress during
December 2019 so progress is now behind the interim payments made to both Contractors.

Following the meeting on 14 October 2019, the PISC wrote to the Contractor on 15 October 2019
and requested the submission of a new Revised Programme. The Contractor had stated that a
revised programme would be submitted on 18 October 2019 however this was not submitted until
26 October 2019 but was rejected. The Contractor resubmitted a Revised S-Curve on 08 November
2019. The PISC was cautiously optimistic that the ‘Action Plan’ is achievable to recover progress
provided that the Contractor mobilizes the resources necessary to achieve the outputs described.
The PISC recommended approval of the revised S-Curve on 14 November 2019 and it has been used
to monitor progress since 18 November 2019.
The Contractors construction progress for to the end of December 2019 is 33,14%, which is -11.81%
lower than the planned progress of 44.95%. The Contractor is slightly behind in most departments
with the exception of the manhole and shaft construction with some delays noted in the tunneling
works due to ground water issues. We estimate that the Contractor is approximately 12 weeks
behind in Jacking and Boring operations as the Contractor has failed to mobilize the Jacking
equipment as promised. The PISC reminded the Contractor of the requirements of the Conditions of
Contract where a ‘Show Cause’ meeting will be required if progress falls behind by more than 10%.
The PISC will write to PPK in relation to this matter in early January 2019 as has been agreed.
B.2. Fund Absorption
The Contractor has submitted fourteen Monthly Certificates for the months of November 2018 to
December 2019. The Absorption of funds that have been carried out by the Contractor to date are
based on the fourteen Monthly Certificates approved to date. The fund absorption can be show in
the following graph.

The disbursement / absorption of funds that have been carried out up to December 2019 (14th
month) is in the amount of Rp. 49.551.172.302,- or 45.02% of the Contract Value.
1.3 Plan of Construction Activity
Construction activities planned for the coming month are as follows:
A. SC1 Contract
• Installation of Open Trench PVC Pipe on Jl. Kusuma, Jl. Nanas, Jl. Teladan, Jl. Panda, Jl. Kuda
Laut and Gang. Nurul Iman 2.
• Jakcing (Starting and Arriving) pit construction work on MH 18, MH.17 and Pipe Jacking work
from MH 19A to MH 20 and from MH.19A to MH 19.

Supervision activities during the period include:
• Conducting Progress Meetings in site office of the SC1 and SC2 Contractors.
• Continued supervision of the SC1 and SC2 Contractors works.
• Conducting socialization with the residents who have a direct impact due to the
implementation of work.

• Reviewing Shop Drawings submitted by both Contractors.
• Coordination with the PPK, the Field Directors as well as the various Stakeholders.

MSMIP activities in Pekanbaru City, including Public Work city Office, Transportation Agency,
Traffic Police about traffic management at the location of activities and to the utility owners.
• Monitoring progress of the SC1 and SC2 Contractors.
• It should be noted that there was a Public Holiday on 25 December 2019.

The Contractors will be monitored for the production and
submission of compliant programmes. Actual progress will be
monitored against the programme and deficiencies/ remedial
measures proposed.
PISC will help quickly to deal with problems that occur in the field,
both technical and non-technical issues. PISC will continue to
monitor progress of both Contractors.
2 Cost overruns
The PISC will monitor the committed costs by continuous updating
of the forecast cost to complete. This will enable the early
identification and resolution of any variances.
3 Quality concerns
Close monitoring will be required of the following:
Approval of the sources of all materials.
Review and approval of methodology.
Inspection and testing of the Works.
4 Health and Safety
concerns
Safe systems of work will be developed, monitored and controlled in
conjunction with the Client and Contractor.
5 Socialization to
Citizen
Preparation and coordination with residents in the locations that will
be carried out by MSMIP activities will continue.
6 Clean Construction Control must be carried out every day in the field to ensure that field
conditions remain neat, clean and safe for the community.
