President’s Message

I would like to take this opportunity to be one of the first to invite you to enjoy the 2018

Panhandle-South Plains Fair September 21st -29

th. This year promises to be very exciting and to

offer a great family friendly event as we have done for the past 100 years. It is an honor serving

as President of the Board of Directors this year for this unique Association.

I am happy to report that all fees will remain the same this year, there are no price increases.

The weather in 2017 was very detrimental to the success of the fair because unfortunately the

rain kept many fairgoers away. The weather is the one thing we can’t control in this business

but it is a risk we are willing to take to keep this family tradition alive. Here’s to hoping for

bright sunny skies during this 101st fair.

Last year we were excited to announce the introduction of our new carnival, Reithoffer Shows

and we are fortunate to have them back this year. Their variety of carnival rides really helped

brightened up the midway. The ride lineup will again include rides that have never been in

Lubbock before including two roller coaster attractions.

The free grounds entertainment acts for 2018 will add more value to your admission fee. The

returning acts consist of: Hypnotist Ron Diamond, Rock it the Robot and Aussie Kingdom’s

Australian Adventure. The new acts include Kachunga and the Alligator, Matt’s Family Jam,

Moto Maniacs, Stilt Circus, and The Chipper Experience.

Please come out and enjoy all the great things the fair has to offer. See you at the fair

General Information For information not herein contained concerning entries in any division, write to Panhandle South Plains Fair

Association, 1012 Ave A, Lubbock, Texas 79401 or call 806-763-2833.

First Aid Station A first aid station will be maintained on the Fair Grounds at the First Aid Station located just inside Gate 2 on the

southwest side.

No Pass-Out Checks No pass-out return checks will be issued to anyone. This rule will be strictly enforced and no official or agent is

authorized to issue a return check of any type.

Admission Prices Adult, 13 and over ……………. $10.00 Youth, ages 2 through 12 ……$5.00 Kids, ages 1 and under …………Free Parking ……………………………... $5.00

The fair reserves the right to refuse admission or expel any person for any reason.

Cars are to be parked in the designated parking lots. The Fair Association is not responsible in case of loss by fire or theft.

Gate personnel will allow no person to enter the gate without presenting a pass or ticket.

Special Notice It will be appreciated by the Fair management if visitors will report any misunderstandings with employees of the Fair, or Concessionaires to the Manager. Please do not wait until the Fair is over to make a complaint.

Police and Security Police and/or security personnel will be on duty daily during the fair. The Fair association will not guarantee that loss of property will not occur.

General Rules and Regulations

1. The Board of Directors reserves the right to postpone or extend the date of this exposition; to make any changes in the premium list they may deem necessary for the best interest of the exposition; to interpret all rules and regulations; and to add to these rules and settle all questions and differences in regard thereto.

2. The Panhandle South Plains Fair Association reserves the right to pay printed premiums in ratio to net

earnings. The Association hopes to pay all premiums in full this year; however, as premiums and all other expenses must be paid from gate and other receipts made from the operation of the Fair itself, this condition is made to put exhibitors on due and legal notice.

3. Any person violating the general or special rules as published in this premium list will forfeit all privileges

and premiums won.

4. The Panhandle South Plains Fair Association, its officers, and its employees shall not in any way be held responsible for loss, damage or injury to articles, livestock or person, while same is on the Fairgrounds. The Fair Association will take all reasonable precautions to protect the property and exhibits on the concessionaries and exhibitors but will not be liable for, or make payment for any article, animal or property, lost, damaged or injured while on the Fairgrounds.

5. No claim or suit for injury to any person or property shall be asserted against the Panhandle South Plains

Fair Association, its officers or agents, by any person, firm or corporation, or their agent, representatives, servants or employees having permits to exhibit or occupy space on the Fairgrounds.

6. Any exhibit, stand, show or concession falsely entered shall, at the option of the Manager, be removed

from the Fairgrounds without any reason being assigned therefore and the refunding of any money paid for such space will be left to the discretion of the Board of Directors.

7. All entries shall be subject to the special rules of the department under which they are entered. In case

of conflict between general and special rules, the latter shall govern.

8. All protests shall be passed on by the Board of Directors and must be made in writing to the Manager, accompanied by an affidavit setting forth the grounds for protesting, together with a deposit fee of fifty dollars which will be forfeited if the protest is not sustained. Parties interested will be notified of the time and place for considering the protest and will be given an opportunity to submit evidence.

9. No person will be permitted to distribute advertising matter on the Fairgrounds, except from his or her

place of business or exhibit space. The tacking of any advertisements, bills, or posters other than within the space occupied by the exhibitor is strictly forbidden. Civic, religious, and fraternal organizations are invited to rent booth space under the same rules that apply to all exhibitors. Begging, soliciting, singing, or public speaking is prohibited except from the exhibitor’s space rented expressly for that purpose.

SPECIAL RULES 1. This department is open to everyone and entries will be accepted on Friday, September 21st from 3:00

p.m. to 7:00 p.m. and on Saturday, September 22nd from 8:00 a.m. to 11:00 a.m. in the Open Crops Building. You may enter through the BROADWAY GATE with your exhibit. Exhibits not delivered to the Superintendent by this time will be barred from competition. An entry card must be completely filled out by the exhibitor including an address.

2. Each exhibitor is limited to one entry in each class and all entries must be grown in the South Plains area during the crop year.

3. In cases where there is only one exhibitor and no competition, the judge or judges shall only award premiums in accordance with the merits of the exhibit which may be first, second, third, etc.

4. In classes of numerous entries, exhibits not placing in the top three may be disposed of at the discretion of the Superintendent for reasons of space.

5. The decision as to the proper class for a particular exhibit is the responsibility of the exhibitor. The arrangement of all exhibits will be done by the Superintendent.

6. All cotton bolls must be naturally opened in the field. 7. No chemically treated seed will be accepted. 8. Samples which do not meet class specifications as listed (such as size, quantity, number, etc.) will not be

accepted.

DIVISION 1 - SOUTH PLAINS COTTON Premium money in Division 1 will be: 1st - $15.00; 2nd - $10.00; 3rd - $5.00

Cotton is the leading cash crop on the South Plains and the following classes are offered in recognition of and as a tribute to this outstanding plant. All entries must be of the type grown in the South Plains are and the variety

of cotton must be indicated on each entry card. Leaves must be stripped from all stalks. Ribbons will be given through three places in all classes.

Class No.

100 - Most Bolls per Plant, a stalk with the greatest number of bolls. Bolls must be 1” in diameter or larger. 101 - Best Commercially Adapted Stalk, a stalk with proper boll placement and adequate numbers that is judged as the best adapted for mechanical harvest. 102 - Best 20 Opened Bolls.

GIANT WATERMELON & PUMPKIN CONTEST Entries will be entered in and subject to the same special rules of the Open Crop exhibits.

If you think you have grown the largest Watermelon or Pumpkin in the Panhandle South Plains Area of Texas or Eastern New Mexico, bring it to the Fair and we will weigh it in.

Weight minimum for the giant watermelon is 70 lbs. The following premiums will be paid by check for the heaviest Watermelon and Pumpkin.

Entry deadline: Saturday, September 22nd , 11:00 a.m. Judging will begin at noon on Saturday, September 22nd

1. All entries and awards in this department shall be subject to the General Rules and Regulations as

published in the front of this catalog. 2. Projects will be entered in the Trade Mart Building on Friday, September 21st from 3:00 p.m. to

5:00 p.m. and on Saturday, September 22nd , from 9:00 a.m. to 11:00 a.m. Entry fee is: $10.00 per exhibit.

3. Exhibits will be accepted by the Superintendent from 3:00 p.m. to 5:00 p.m. on Friday, September 21st and from 9:00 a.m. to 11:00 a.m. on Saturday September 22nd . Late entries after 11:00 a.m. will not be accepted. All exhibits must remain in place until 10:00 p.m. on Saturday, September 29th, and should be removed by noon on Sunday, September 30th .

4. Articles entered for exhibition must be the work of students enrolled (at the time of construction) in agriscience classes in high schools that are approved by TEA.

5. Projects determined to be “Arts and Crafts” are not eligible in this department and must be entered in other appropriate departments of the fair.

6. The exhibits must have been constructed during the 2017-2018 school term or the beginning of the 2018-2019 term.

7. Each school can be limited to three exhibits in each Division. Limitations will be at the discretion of the Superintendent.

8. Exhibitors will be assigned space inside the Trade Mart Building. 9. It will be the responsibility of the FFA Chapter to place signs on each of their exhibits showing: (1)

Students(s) name; (2) FFA Chapter; and (3) Name of item. Signs for the inside exhibits should be on the approved FFA exhibit card. All signs will be covered during judging.

10. The Panhandle South Plains Fair Association will not be responsible for fire, theft, vandalism, or any destruction of property.

11. Absolutely no propane is allowed in the building. 12. The Panhandle South Plains Fair Association reserves the right to refuse any exhibit.

These awards are given at the discretion of the judges for entries which illustrate outstanding merit.

GENERAL RULES AND REGULATIONS 1. All entries in this department will be subject to the General Rules and Regulations as published in this catalog for

each particular Department. PLEASE READ! 2. The superintendents of each department in charge of entries reserve the right to accept or reject entries,

depending on the condition and the suitability for exhibit. 3. NOTE ENTRY TIMES. A schedule of entry times is listed under each department. NO SHIPPED-IN EXHIBITS WILL

BE ACCEPTED. 4. NO ENTRY FEES IN ANY DEPARTMENT. 5. Any exhibit that has been awarded a premium in this Fair in any previous year is not eligible to re-enter that

exhibit in the current year’s Fair. 6. No soiled articles will be accepted. 7. All exhibits must be the work of the exhibitor only and made within the last three years, except where

otherwise noted in individual department rules. 8. An exhibitor may enter only one article per class number. 9. Premiums shall be awarded in accordance with the merits of the article exhibited. 10. Judges and Fair Officials will not be permitted to enter exhibits in the department which they judge or work. 11. Professional work will be accepted in the ceramic and dolls divisions of Craft and Hobbies and in the Culinary

department. You are considered a Professional if you teach or have taught for a fee, lecture or have lectured for a fee. At time of entry, exhibitor is to designate “Professional Department”.

12. PICK-UP ARTICLES: Exhibitors must present their duplicate entry ticket to retrieve their articles between 9:00 a.m. and 6:00 p.m. on Monday, October 1st Perishable items will be discarded immediately. Any nonperishable exhibit not picked up by 6:00 p.m. will be available for pick-up at the Fair office, at 1012 Ave A, Lubbock, Texas, beginning Wednesday, October 3rd at 10:00 a.m. These items will be held in the Fair office for 60 days, after which time, they will be discarded. The Fair’s office hours are Monday-Friday 8:30 a.m. to Noon and 1:00 p.m. to 5:00 p.m. Perishable items will be discarded immediately.

13. No article entered for exhibit in any division of the Women’s Department may be removed prior to 9:00 a.m. on Monday, October 1st without the specific consent of the Superintendent.

14. To the Extension Homemakers or Young Homemakers Club whose members win the greatest number of points on individual exhibits, the following prizes will be given: First - $60.00; Second - $40.00; Third - $30.00. The points will be counted as follows: Blue ribbon-3; Red ribbon-2; White ribbon-1.

GUIDELINES FOR JUDGES

1. Judges may not work as a volunteer to accept exhibits. 2. Judges are not to be informed of any exhibitor’s name. 3. Judges will judge amateurs and professionals in separate departments. 4. A judge may not have an exhibit as an amateur/professional in the Department in which they are

judging. A judge may have an exhibit in a Department in which they are NOT judging. 5. If a judge believes that they recognize the work of an exhibitor, the judge is to evaluate impartially

and fairly. 6. If a judge is given a soiled item, the judge should contact the superintendent/assistant

superintendent to inquire about the condition of the item at time of entry, as no soiled items will be accepted.

7. Judges are to contact superintendent/assistant superintendent if exhibit appears to be in the wrong class. The superintendent will verify the class written on entry ticket.

8. Judges are to evaluate each exhibit in each class on quality of workmanship, originality, use of color, etc.

9. Judges may award 1st, 2nd, 3rd, or Honorable Mention ribbons in each class. It is not required that ribbons be awarded if judges feel that entries do not merit award.

10. Rosettes for Best of Show are to be awarded in each department’s division to be designated by the judges. These awards are to be given at the discretion of the judges for entries which illustrate outstanding merit.

11. Judges are not to discuss the exhibit with assisting volunteer workers. 12. A judge may disqualify themselves for any reason.

1012 Avenue A until September 14th and the Culinary Department in the Women’s Building beginning September 17th (Circles larger than 16” in diameter must be furnished by exhibitor.) Cakes must be placed on rounds which are 4” larger in diameter than the cake, EXCEPT sheet cakes (Division 72-73 & 74 only) which must be placed on boards 2” larger than the cake. Cardboard, Plexiglas, ply board, Masonite, metal or plastic cake boards ¾” or less in thickness may be used.

8. Jars for canned goods must be clean. Only standard canning jars acceptable, except where decorative, half pints or specialty jars are specified. MAYONNAISE AND OTHER JARS ARE UNACCEPTABLE. All jars must be sealed and have rings which are not rusty. All jars are to be filled appropriately with product.

9. All canned products must be canned in current year and prepared by the exhibitor. 10. Do not label jars or lids. 11. No fresh fruit on icing. NO CANNED FROSTING.

SPECIAL RULES

1. ENTRY TIMES: All divisions other than Bread, Cakes, Candy, and Cookies are to be entered on Tuesday, September 18th, 7:00 a.m. to 6:00 p.m. or Wednesday, September 19th , 7:00 a.m. to noon. Bread, Cakes, Cookies, and Candy entries are to be entered on Thursday, September 20th , 7:00 a.m. to 12:00 p.m. (No Bread, Cakes, Candy or Cookies will be accepted on September 18th or 19th.)

1. Note: Exhibitors in the Youth Department are not limited to 4-H, FCCLA and VEH members.

2. Carefully read the Rules and Regulations of the Women’s Department which apply to this department except

in the case of any special rules listed here. See the General Rules 12 and 13 under the Women’s Department General Rules for exhibit redemption times.

3. All entry forms will be completed by workers when the items are accepted for entry. Exhibitors are asked to

bring three (3) self-adhesive standard address labels for each item entered. The labels should be a minimum of 1”x 2½”. (No extra small return address labels accepted.) Please use 14 point Arial or Block type or larger. Each label should contain the following information in this order: Name, Address, City, Zip Code, and Name of Club Affiliation (if any) (4-H, FCCLA, or VEH only).

4. Pee Wees are children in the 2nd grade and under. Youth in the eighth grade and under are eligible to enter

Junior Household Linens, Junior Clothing and Junior Culinary Divisions. Youth in the grades nine thru twelve are eligible to enter Senior Household Linens, Senior Clothing and the Senior Culinary Divisions. All youth are eligible to enter Canned Goods and Photography. Youth may enter decorated cakes only in the Adult Culinary Divisions – Decorated Cakes. (See Divisions 72 & 73 in the Women’s Section.)

5. All exhibits must be the work of the exhibitor and made in the previous 12 months. All entries should be clean.

NO NAMES MAY BE ON THE ITEMS. Names, name of canned good and/or dates may not be written on the canned good lids or jars.

6. Bread, Cakes, Cookies and Candy will be transferred to cake rounds at the time of the entry. The articles will

be discarded at the end of the Fair. No sheet cakes or decorated cakes accepted in the Youth Division. Breads and cakes will be cut in half and transferred to cake rounds, with half of the cake or bread returned to the individual at the time of entry.

7. SPECIAL RULES for Crafts: All models, Legos and multi-piece entries must be securely fastened to a non-

flexible base surface with all pieces securely fastened to each other. All Jewelry, hair accessories and other small items must be securely fastened to a piece of stiff board (i.e., poster or mat board). Unmounted or insecure items will not be accepted. ITEMS CAN BE NO LARGER THAN 18” X 18” X 18” IN THE CRAFTS SECTION.

8. SPECIAL RULES for Photography: Exhibitors may have only one entry in each class in each division of

Photography. Each photo must be 8” X 10” and should be displayed in a clear sheet protector. Plastic sheet protectors MUST be provided by exhibitor; they may be purchased at any office supply store.

9. The 4-H Club, FCCLA Chapter and Vocational Education Organization [VEH] whose members have won the

greatest number of total points on individual exhibits will receive the following prizes: First, $60.00; Second, $40.00; and Third, $30.00. The 4-H Club, FCCLA member and VEH member winning the greatest number of total points will receive the following prizes: First, $15.00; Second, $13.00; and Third, $11.00. The points will be counted as follows: Blue Ribbon (1st), 3; Red Ribbon (2nd), 2, and White Ribbon (3rd) 1.

Best of Show: a. A 1st year beginner that wins Best of Show is allowed one or more year in the Beginner Division. However, if the beginner has been painting for more that one year, she or he must move the next Fair year to the Intermediate Division.

b. The judge will take the 1st place of each Class in each Division and will choose Best of Show.
