The preservation and developmentof freedom of opinion are not onlya matter of adhering to abstract legalright, but also, and very urgently,a matter of organizing andarranging sufficient debate. Once wehave a firm hold on the centralprinciple, there are many practicalconclusions to be drawn. We thenrealize that the defense of freedomof opinion consists primarily inperfecting the opportunity for anadequate give-and-take of opinion;it consists also in regulating thefreedom of those revolutionists whocannot or will not permit or maintaindebate when it does not suit theirpurposes.
We must insist that free oratory isonly the beginning of free speech,it is not the end, but a means to anend. The end is to find the truth.The practical justification of civilliberty is not that self-expression isone of the rights of man. It is thatthe examination of opinion is one ofthe necessities of man. Forexperience tells us that it is onlywhen freedom of opinion becomesthe compulsion to debate that theseed which our fathers planted hasproduced its fruit. When that isunderstood, freedom will becherished not because it is a ventfor our opinions but because it isthe surest method of correctingthem.

The unexamined life, said Socrates,
is unfit to be lived by man. This is
the virtue of liberty, and the ground
on which we may best justify our
belief in it, that it tolerates error in
order to serve the truth. When men
are brought face to face with their
opponents, forced to listen and learn
and mend their ideas, they cease to
be children and savages and begin
to live like civilized men. Then only
is freedom a reality, when men may

must examine their opinions.
The only reason for dwelling on all
this is that if we are to preserve
democracy we must understand its
principles. And the principle which
distinguishes it from all other forms

democracy the opposition not only
