This section of the Broadcaster Handbook contains information about gen-eral media services and facilities mainly provided by the Local Organising Committee Oslo 2016 and the IBU, including media centres, information and logistics.
For more information, refer to the Media Guide issued by Oslo 2016.
Media CentresThere are two service areas for media in Holmenkollen and one at the Medal Plaza in downtown Oslo.
Media centres offer free WiFi to all media and LAN cabling for work stations. In Holmenkollen, printed information and start/result lists will be provided by Oslo 2016 personnel in both media centres.
All three media centres offer light meals as well as drinks, coffee, tea etc. free of charge to the media.

The main working area for broadcasters outside the IBC is the media centre located on level 2 in the temporary building next to the IBC.
The area holds 60 work stations for journalists and ENG/radio working rooms.

In addition to the media cafeteria, light meals and drinks will be offered free of charge in the three media centres and in the common area next to the commentator booths.
Press ConferencesInternational press conferences will be held in the media centre located next to the mixed zone. Press conferences with the medal winners will be held after each competition. English is the official language during all press con-ferences.
All international press conferences with the winners in the Media Centre will be covered live by NRK Host Broadcaster. The signal will be fed to MCR and offered to on-site rights holding broadcasters free of charge.
The press conferences coverage will also be streamed at www.nrk.no/sport.
Photo and News Services During the championships, Oslo 2016’s news service will publish editorial sports and event news, press releases and images on www.mynewsdesk.com/no/oslo2016
Oslo 2016’s news service will also produce a bulletin that will be available at the hotels, in the media centres and at the Competition Office.
E-mail NewslettersAll accredited media will receive e-mail newsletters with relevant informa-tion and news from Oslo 2016 through the Championships.

Media CateringThe cafeteria for media in Holmenkollen is located on level 1 in the media centre building next to the IBC.

This is a full-service cafeteria where media can purchase warm and cold meals including “Today’s dinner”, as well as beverages with and without alcohol.

Mobile Services (SIM cards, modems)A local vendor will offer pre-paid mobile phones as well as data SIM cards in the Holmenkollen venue.
FrequenciesAnyone planning to use RF equipment in Norway is obliged to apply for requested frequencies at the Norwegian Communication Authority (NKOM).
The Free Use Regulation provides general authorisation to use some fre-quencies on certain conditions. In order to obtain an individual frequency license, transmitter license or spectrum license, an application must be sub-mitted.

Open frequencies for wireless microphones: 510-790 MHz 50 mW e.i.r.p, 823-826 MHz 20/100 mW e.i.r.p and 826-832 MHz 100 mW e.i.r.p
NRK Host will coordinate and allocate frequencies within the Free Use Reg-ulations.
SMS alertsA media alert system will be offered by Oslo 2016 during the champion-ships to media personnel who have registered their mobile numbers when applying for accreditation.
Start and Results ServiceUpdated start lists, results list and analysis lists will be available in the media centres in Holmenkollen.
IT Services Telephone: +47 22 81 17 50Email: [email protected] The IT support counter is located in the “Kollenstua” loft near the entrance to Holmenkollen. Opening hours: One hour before and one hour after official races. WiFiA wireless internet system will be available free of charge at the venue. The network “ok-media” is reserved for rights holding broadcasters as well as media. Login info will be available in the media centres and the IBC Book-ing Office. Note: It is not permitted to set up or install any wireless equipment in the Holmenkollen venue without special authorization from the LOC. A number of broadcasters requiring extended capacity have hired access to wired data lines to designated positions. The IT Support crew will follow up such bookings. ISDNBroadcasters are required to book ISDN commentary lines through their national PTTs. Venue Fibre NetworkA number of fibre lines have been pre-booked by broadcasters throughout the venue.

Additional CredentialsIn certain areas, supplementary access devices are required, such as bibs and passes. Such devices are supplied by the IBU and delivered to broad-casters in the IBC Booking Office.

Media AccommodationScandic Oslo City is the official Media Hotel during the 2016 IBU World Championships Biathlon.

Scandic is a quality hotel centrally located in the heart of Oslo, only a two-minute walk from Oslo Central Station and the Gardermoen AirportEx-press Train (Flytoget).
The hotel has a restaurant, a lobby bar and complementary access to a gym and sauna.
A hospitality desk in the reception will provide information and assistance to media guests.
Media TransportationThe transportation office is located just outside the ticket entrance to the venue.

For access to the mixed zone, ENG bibs are required.
TV bibs are compulsory for TV rights holders to ski in the tracks upon agree-ment with the IBU.
In athletes’ and various competition areas, further access devices are re-quired. For more information, contact the IBC Booking office.
Camera StickersAll wireless cameras must be authorized through the Host Broadcaster. Camera stickers will be issued to broadcasters in required amounts at the IBC Booking office.
SecurityProduction areas and IBC/compound will be patrolled 24/7 from the time of rigging to the end of dismantling.
Access control will be maintained in sensitive areas in daytime on all days.

Media ShuttleThe local organiser Oslo 2016 offers free shuttle transportation to and from the media hotel Scandic Oslo City to the venue in Holmenkollen. The bus also stops at Radisson Blue Holbergs plass. The transportation time to Hol-menkollen from Scandic is approximately 45 minutes.
In general on competition days, the bus goes in hourly intervals from the city to Holmenkollen until 14:00 and every half hour from Holmenkollen to the city between 17:00 and 23:00. For details on the shuttle timetable, refer to the Oslo 2016 Media Guide and schedules supplied at the media centres, the Scandic hospitality desk or the transportation office.
Public Transport in Oslo The accreditation card gives free access to local public transport in Oslo during the championships. The subway provides direct connection to the Holmenkollen arena. Timetable and route information for public transport in Oslo can be found at www.ruter.no/en
Rental Cars Europcar is official vendor of rental cars for Oslo2016. For information and offers, refer to www.europcar.no/en.
In addition, all major international car rental companies are present both in Oslo and at the airport.
Media Parking Parking is very limited in the Holmenkollen area, and media personnel are encouraged to use the media shuttle buses or public transportation.
Broadcasters have been allocated space for their technical vehicles in the RTV compound area. There is no parking for non-technical vehicles in this area.
The media parking area is located a bit further down from the IBC, near the normal hill ski jump Midtstuen. Parking in this area will require parking per-missions issued by Oslo 2016. The permits are distributed by the IBC Book-ing office based on advance requests from each broadcaster.
